Some plugins are built in here and are listed at http://en.support.wordpress.com/plugins/
Otherwise only wordpress.ORG installs on paid hosting have FTP access and blogger installed plugin capability. For security reasons as this is a multi user blogging platform there is no FTP access and no blogger installed plugin capability on any free hosted WordPress.COM blogs. Hence we cannot upload plugins or third party or custom themes either, and there is no upgrade you can purchase here that changes that reality.

WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. I’ve got a particular site that’s using too many resources. I think the combination of simple membership,rss feed aggregator and the engine theme are causing resource overages at siteground. It costs around $80 per month to get it on a server with enough resources.
So I’m shopping around for another host. Thought WordPress provided hosting services or at least that’s what I thought the affiliate program was about.
When I noticed the features list instead of a plugins list I thought I would ask. I like that WP put the plugins into features for marketing purposes but I can’t really operate in the .com plugin sandbox. We wrote a custom plugin for the site. Really appreciate your reply.
