«O que é vivido pelos cidadãos não pode ser iludido pelos agentes políticos. Quando a realidade se impõe como uma evidência, não há forma de a contornar», declarou Cavaco Silva no discurso que proferiu nas comemorações da revolução republicana de 5 de Outubro, em Lisboa.

Enquanto a mediocridade varre a nossa classe política, alheia que está ao que se passa ao seu redor, no seu festim interminável pelo poder, uma nova cultura política emerge e prepara-se para reagir em contrabalanço harmónico, diagnosticada neste artigo do JPN, donde extraímos:

(...) "A última, que corresponde à Nova Cultura Política, é mais comum entre "os mais jovens, urbanos e instruídos". "Se quem vota, fá-lo em larga medida porque tem consciência de que é um dever de cidadania, já quem participa em manifestações, assina petições ou escreve em blogues sobre política tende a fazê-lo porque pretende fundamentalmente fazer valer os seus pontos de vista"(...)

e (...) "Estes modos de participação são pouco institucionalizados e, portanto, são muito mais atraentes para quem valoriza a sua autonomia. E os jovens portugueses, sobretudo os mais instruídos e urbanos, valorizam-na claramente", refere. "Valorizam a sua autonomia muito mais, por exemplo, do que os jovens espanhóis, sinal talvez da importância que o 25 de Abril teve na criação do imaginário democrático no nosso país"(...)

O Centro Histórico do Porto tem sido vitima de fracas opções políticas, da falta de orientações claras e sobretudo de uma mediocridade arrasadora que deixa pouco espaço a quem o gere.

Embora seja mais fácil maldizer do que elogiar, é forçoso aceitar que muito tem sido feito, muita gente dedicada tem trabalhado incessantemente neste centro histórico que é Património de todos. Muitas fachadas foram já recuperadas, muitas famílias realojadas, muitos equipamentos novos instalados e arruamentos renovados contra a corrente de um inevitável esquecimento que dura há décadas.

No caso da Porto Vivo, lamentavelmente, consideramos que o estado de graça começa a findar. Espera-se por isso um novo fôlego da nova administração da SRU, que já provou querer mudar, com as alterações que efectuou na composição do seu Conselho, diminuindo o número de cargos executivos.

Esperamos, portanto, que não se repitam mais testemunhos de inabilidade como os expressos no discurso do Dr. Joaquim Branco, que no seu canto-de-cisne "Investir em antiguidades - o imobiliário no centro histórico do porto" [pimobiliario-10-09-08], diz:

"... O investimento, nestes edifícios degradados, muitos deles com várias gerações de transformação, só pode ser comparado com o investimento em arte, onde o tempo, em vez de causar erosão, só pode causar apreciação do seu valor.

Quem não gosta de possuir e usufruir de uma raridade? E se essa jóia ainda puder proporcionar elevadas rentabilidades?..."

Caro Dr. Joaquim Branco, o Sr. devia saber que o público a quem se dirige não é parvo e que aquilo que o senhor omite deixa-os apreensivos e aguardam impacientemente uma resposta à pergunta: o que é que o Dr. Rui Rio vai fazer com os edifícios degradados do Centro Histórico e com a população do Aleixo?

A reabilitação urbana das cidades portuguesas, da Cidade do Porto em particular, deveria posicionar-se acima das querelas partidárias que enfermam as nossas instituições tendo em conta a gravidade da situação. Escusamos enumerar as instituições vítimas desse flagelo, o assunto tem sido demasiadas vezes discutido e sempre ligado à necessidade da força política reinante colocar em todos os lugares possíveis alguém com quem possa contar, independentemente (a maioria) da sua competência para o cargo.

Quando dizemos todos os lugares queremos dizer desde o estafeta ao administrador, ao presidente do Conselho de Administração, todos têm um lugar, restando pouco espaço para os restantes cidadãos que apenas contam com as suas habilitações e experiência.

Com a chegada de Rui Rio ao executivo portuense nada foi diferente, principalmente para o Centro Histórico do Porto, onde deixou apenas uma instituição a actuar, a Porto Vivo, mas que nem de perto veio substituir as que entretanto extinguiu.

As diferentes facções do PSD puderam, nestes quatro anos, colocar os seus "homens-de-mão" na Porto Vivo (não esquecer que o Governo de altura era laranja). Desde Paulo Morais, Arlindo Cunha, Joaquim Branco, Rui Quelhas, Ana Martins de Sousa, todos eles o fizeram, gerando uma rede complexa de relações. Habituados que estamos a este fenómeno até desencantamos uma justificação parecida com "os eleitos têm o direito de se rodear das pessoas da sua confiança que consideram em condições para o desempenho das funções em causa"... [cansativo].

Admitiremos que 'está tudo certo', pelo menos até ao ponto em que esta Torre de Babel não se vai entender e acontece aquilo que está à vista: o trabalho da Porto Vivo ainda que de grande importância, não tem tido até agora uma repercussão no terreno que mereça um elogio unânime.

Sabemos que os administradores executivos da SRU não se têm entendido muito bem, resultando em inúmeros impasses na resolução até de assuntos triviais. Como exemplo temos o Programa Viv'a Baixa que vigorou durante dois anos com algum sucesso e está (soubemos numa visita à Loja da Reabilitação Urbana) há nove meses para ser de novo aprovado. Trata-se de um incentivo muito importante e é destinado aos munícipes que desejam realizar obras de reabilitação, poderem adquirir materiais de construção a preços mais favoráveis através de parcerias que a LRU tem desenvolvido.

Neste cenário, as saídas de administradores da Porto Vivo deverão ser consideradas normais porque aqui se encontra aplicada a primeira lei da Natureza: ganha aquele que melhor se adapta (não o mais forte) e a facção que fica foi a que melhor se adaptou.

Respondendo a uma questão que nos foi endereçada gostaríamos de referir algo que não aparecerá em nenhum jornal ou qualquer outro meio de comunicação, sobre a saída de Joaquim Branco da SRU, cuja porta foi por ele escolhida (afinal ganhava mais de 10.000,00 € base por mês).

O Dr. Joaquim Branco saiu da Porto Vivo por duas razões: 1. deve-se a ele próprio, aos erros que cometeu e que parecem desequilibrar a balança do muito que deu à SRU, mesmo antes desta existir, na Comissão Instaladora; 2. e deve-se a quem tem o poder de o avaliar, nomeadamente Rui Rio, que deve ter considerado que esses erros não poderiam ser relevados, cuja gota de água parece ter sido a história da candidatura ao QREN.

Neste magma político dificilmente a Porto Vivo poderá levar a cabo uma missão tão complexa como é a reabilitação da "Baixa do Porto e do seu Centro Histórico" (como gostam de dizer) correndo os mesmos riscos que o CRUARB ou a FDZHP e estarmos todos daqui a uns tempos a discutir o despedimento colectivo dos trabalhadores e a divisão do seu património, prolongando a agonia de quem tanto espera para ter o Centro Histórico que merece.

Sabemos que a Câmara Municipal do Porto deixou de ter uma fiscalização digna desse nome, quanto mais uma que seja sensível a este tipo de assunto e da parte da Porto Vivo, a ter em conta alguns exemplos já anteriormente referidos, nada se poderá esperar de alguns dos técnicos desenquadrados da realidade local e de outros que tinham a responsabilidade de saber fazer (porque transitaram do CRUARB) mas que continuam a cometer os mesmos erros, com a agravante de ambos possuirem um problema de degradação cada vez maior... uma verdadeira 'cowboiada'.

Assim, vejamos estas caixilharias:

O BOM

O nº49 da Rua da Reboleira é um excelente exemplo de uma primorosa reabilitação, do cuidado depositado em cada pormenor. É o caso desta porta de entrada, de tom escuro como é tradicional. Nos andares superiores optou-se por manter a mesma cor, algo que talvez pudesse ter sido mudado para cores mais claras ou o branco nos paineis que abrem e o aro escuro.

O MAU

Por contraste com o anterior, ao nº 19 da mesma rua não lhe bastava as obras terem sido feitas ilegalmente, mas também tinham que ser deste calibre indescritível... quase sem palavras, sufocante! Isto é Património da Humanidade?!

O FEIO

A qualidade dos caixilhos dos pisos superiores (tirando um descontrolo no desenho da bandeira) não foi suficiente para se reflectir na entrada do nº 73 da Rua do Infante D. Henrique, que merecia um melhor desenho de porta, ainda piorado porque foi envernizada, com 'madeira à vista', quando deveria ser esmaltada com cor escura.

E O VILÃO

Este edifício da Rua do Infante D. Henrique, onde estava a Lusitania Seguros, foi um dos primeiros do Quarteirão do Infante a ser licenciado pela SRU. Assim de longe ele "até está bestial", mas ao perto podemos dizer que - não falando das lajes em betão, daquele último piso com um revestimento a 'imitar' chapa enferrujada mas que é mesmo cimento ondulado pintado e da reposição dos vãos do rés-do-chão em placagem com aresta cortada a 45 graus a imitar uma moldura tradicional de granito (?) - aqueles caixilhos têm todos um 'postiguinho' em cada folha, o que lhe dá um ar de aldrabão. Podemos compreender o 'para quê', não percebemos o 'porquê'?

Quando todos falham - até o IPPAR - podemos contar com quem?

É que a proporção, na realidade, é muito maior do que 3 para 1...!!!

Num excelente artigo de Pedro Rios, igualmente publicado no JPN, aborda-se mais uma vez a temática do Morro da Sé e do Centro Histórico do Porto, colocando no mesmo contexto a SRU e o movimento Cidadãos do Porto - Sociedade Aberta, que no passado mês de Dezembro teve a coragem de colocar de pé (com sacrifício dos próprios) as comemorações do "11º aniversário da classificação do Centro Histórico portuense como património mundial pela UNESCO", cujos convites já relançou para este ano.

Extraimos o seguinte:

"(...) Defensores do Centro Histórico esperam que SRU faça o que ninguém consegui até aqui (...)";

"(...) Expectativa e optimismo, mais ou menos moderado. É desta forma que dois membros do movimento Cidadãos do Porto - Sociedade Aberta, que no ano passado assinalou o 11º aniversário da classificação do centro histórico portuense como património mundial pela UNESCO, olham para a intervenção prevista para aquela zona, apresentada no final de Junho pela Porto Vivo - Sociedade de Reabilitação Urbana (SRU) (...)";

"(...) Há muito tempo que devia haver um serviço que se ocupasse do centro histórico, que fizesse essa coordenação. A tónica foi sempre a da recuperação urbanística", diz Licínia Rangel, membro do movimento e chefe da Divisão de Turismo da Câmara do Porto de 1993 a 1998, actualmente a fazer uma tese de mestrado sobre o centro histórico (...)";

"(...) Francisco Rocha Antunes, promotor imobiliário e outro dos 11 membros fundadores do Cidadãos do Porto, SA, diz que este "é um primeiro passo", com o "enorme mérito de ser um programa partilhado, que ouviu muitas pessoas, um processo correcto, mas invulgar". Se a "bondade e pertinência" são evidentes, Francisco Rocha Antunes tem "algumas dúvidas": "o sucesso depende em parte dos serviços camarários", de segurança e limpeza urbana, por exemplo, que, apesar dos anúncios de reforço, "não se sentem ao nível" que se ambiciona (...)"

O trabalho realizado por este movimento, tal como referimos, é de grande valia e permitiu, ainda que numa noite fria de Inverno, despertar as atenções para a falta de intervenção no Centro Histórico do Porto.

No entanto, preocupa-nos a eficácia de uma intervenção que possa estar comprometida, melhor dizendo, constrangida, pelo facto de alguns destes Cidadãos do Porto desempenharem um papel relevante ou possuirem uma forte ligação com a Porto Vivo.

Dos nomes inscritos no manifesto então apresentado [20071130-4dezembro1] contam-se vários colaboradores da Porto Vivo, como é o caso de Rui Loza (ex-Director do CRUARB) e de João Brás Pereira (que entretanto saiu da SRU) autores e coordenadores da própria proposta datada de Junho de 2006, "Programa de Reabilitação da Sé", de Luísa Cardoso que colabora na Loja da Reabilitação Urbana, mas também de Francisco Rocha Antunes que representa uma empresa imobiliária que se constitui como um dos maiores parceiros da Sociedade de Reabilitação Urbana da Baixa do Porto em várias frentes.

Não colocamos em causa os propósitos, a nobreza e o mérito das acções e aquilo que aqui salientamos deverá servir apenas como reflexão, sempre como auto-avaliação.

Não podemos levianamente adorar dois deuses, por um lado defender o Centro Histórico e a sua elevação a Património da Humanidade e por outro defender os projectos que se planeiam para os quarteirões e que envolvem a destruição dos sistemas construtivos, das tipologias, dos cadastros, quase sempre restando apenas a fachada, como, por exemplo, no Quarteirão Corpo da Guarda ou no de Carlos Alberto (que como sabemos não pertence ao Centro Histórico).

O estudo que dá corpo a este “Programa de Reabilitação da Sé”, um trabalho medíocre e aquém daquilo que a Sé merece e necessita, verteu para um processo de candidatura ao QREN que foi aprovado no final do mês de Julho de 2008.

São incentivos financeiros muito importantes para a reabilitação do Centro Histórico, indiscutivelmente cruciais, mas que estiveram perto de serem transferidos para outro projecto, devido a mais um erro de palmatória.

A Porto Vivo inscreve como parceira nesta candidatura, a FDZHP (Fundação para o Desenvolvimento da Zona Histórica do Porto) em algumas das Operações propostas, com um encargo financeiro de cerca de 307.000,00 euros a dispender por esta instituição na ampliação do equipamento destinado a idosos e no novo programa de prevenção da toxicodependência, da deliquência e de comportamentos anti-sociais, melhoria de competências e da inserção no mercado de trabalho.

O problema surge quando dias antes, a 14 de Julho, é publicado o despacho ministerial de extinção definitiva da FDZHP, proposta pelos Fundadores em Assembleia Geral de há um ano atrás, posteriormente confirmada pelo Executivo Camarário e pela Assembleia Municipal.

Ao menosprezar todo este historial, o Dr. Joaquim Branco, responsável máximo pela candidatura ao QREN - Presidente do Conselho Executivo da SRU, em acumulação com o cargo de Vice Presidente da FDZHP - cometeu um erro crasso que deverá ter custado ao Executivo Autárquico alguns trunfos, resultando inevitavelmente numa substiuição apressada de parceiro.

Ainda que de uma forma geral as Operações propostas nos pareçam insuficientes e de difícil aplicação no terreno, como a "Qualificação do Espaço Público" (na Viela de S. Sebastião, como e porquê?) ou a "Valorização da Imagem e da Eficiência Energética do Edificado" (fachadas e telhados, outra vez?!), mesmo assim deixamos aqui um crédito para a equipa que propôs e obteve para a Sé tão merecido incentivo (total do programa - 15.300.000,00 €).

Ubuntu pushes updates to stable releases (currently Dapper, Fiesty, Gutsy, and Hardy) through a system of review and testing. Once stable release updates (SRUs) are prepared and approved for testing they are uploaded to the corresponding -proposed repository (hardy-proposed for example). The packages in -proposed wait there for at least one week and until 2 people verify that the bug(s) being fixed is indeed fixed. This step of SRU verification is where you all can help.

What you can do to help: You can look at the list of Pending SRUs and pick something you'd like to verify. Click on the bugs in the "Changelog Bugs" column, read about them and follow any instructions on how to reproduce the bug. Then install the package from -proposed (System->Administration->Software Sources, go to the Updates tab and select Pre-released updates) and then retest to verify that the bug is fixed. Report your findings, both positive and negative as a comment to the bug report.

Where you can go for help on how to help: The #ubuntu-testing IRC channel on irc.freenode.net is the place to go. Steve Beattie (sbeattie) and others would be glad to assist.

What you get in return: a warm fuzzy feeling for help your fellow Ubuntu users have the best Linux experience possible. You also might find you enjoy testing and get involved with other testing efforts the QA team will be doing for Intrepid.

Item 2. Update on progress with intraLibrary

2a. Configuration:

Search interface (SRU):

Getting the search interface on line is the first priority - my request for the server is still pending with IMTS but I hope we can install the IRISS interface as is within the next few weeks (JohnG is installing it on a local server as we speak which can then be tranferred to our Leeds Met domain when it is available) and I think it will be straightforward to switch the CSS to get a very rough Leeds Met branding.

Content structure:

This is also crucial and needs to be put in place ASAP. Several members of the group expressed the opinion that it should not be based on faculties which tend not to be fixed entities within the university; it was also thought that such a schema would not reflect institutional emphasis upon cross-disciplinary research. There was consensus that organisation at the top level should be by content type (i.e. Research/Learning Objects) but exactly what hierarchy should be employed beneath is still not clear (library of congress subject headings?). We also need to make a decision on what other material types will be accomodated in the prototype (e.g. Dissertations and Theses)

Landing screen:

Technical challenges aside, the current conception of the landing screen is that it will essentially use the same template as the search interface i.e. it will be branded the same and share the same look and feel; it will also share some of the same functionality and link back 'home' to the search interface.

Given the close relationship between these configuration issues, a sub-group was identified that will liaise as necessary to develop the content structure; branding; look and feel; usability and will also inform the technical development of the additional functionality.

2b. Policies:

The group was briefed on the types of policies that need to be developed (see last post) with emphasis on the fact that the 'standard' institutional repository policies may be insufficient for our requirements given our wider remit (i.e. not just research outputs). A sub-group was identified that will liaise as necessary to develop suitable policies.

2c. URL:

The suggestion mooted - repository.leedsmet.ac.uk - was deemed suitable by the group

Item 3. Content for the repository:

To discuss method of contacting researchers / research active staff and soliciting content

Review of draft correspondence for research active staff and discussion of when this would most usefully be disseminated; consensus that it would have the greatest impact some time after the staff development festival. Content was broadly approved though it was suggested that greater emphasis be placed on the benefits of OA to citation and the increased importance of citation under proposals for REF (to replace RAE).

Emphasis was placed on the need to identify and recruit interested parties within specific faculties/research groups to help drive the advocacy process to the wider community; liaison with University Research Office for appropriate contact lists.

(NB. This is an ongoing process that is already underway but will increase in profile with the implementation of the prototype system.)

The Staff development festival confirmed as a key opportunity.

There was discussion whether content would be full text only or would also comprise citation of material that we do not have copyright permission to make available as full text (i.e. bibliographic reference only). Given that including such material will enable us to 'hit the ground running' and considering the increasing importance of citation data/bibliometrics for the RAE / REF the consensus was that citations should be included at the outset.

Item 4. Authentication

It was emphasised to the group that we can be fully functional as a mediated repository without the need for authentication in the first instance.

A representative from IMTS was able to inform the discussion in the light of recent feedback from Intrallect and will continue to liaise as necessary.

Item 5. Integration with other Leeds Met systems

In light of the decision to include citations as well as full text, an important early integration will be with SFX such that citations in the repository can incorporate a link to Leeds Met holdings of subscribed material; hardly Open Access as it will only be available to authenticated staff and students but will offer another local route to that material and can also be used to generate data on OA friendly publishers and perhaps to raise awareness of OA.

The PowerLink to X-stream should also be a priority such that it is operational at the earliest opportunity.

NB. Precise functionality of the PowerLink still needs to be determined.

Other systems flagged up for integration were iTunesU and the streaming server; pending investigation!

The next meeting of the steering group will take place after the staff development festival, probably late September/early October.

What about learning objects which will require their own taxonomy and a different workflow for deposit (via SWORD perhaps)? Should they be incorporated into the search interface at all or will users need to authenticate into intraLibrary to browse? This would seem to make sense given intraLibrary is a specialised LO repository and access to this type of content is more likely to be restricted to Leeds Met staff.

I've adapted my schematic recently posted on PERSoNA News to try to represent what the repository might now look like:

The customisation of the search interface is one of the issues that I am taking to the steering group meeting tomorrow afternoon.

Other decision that needs to be ratified by that group are:

• The URL for the search interface
• The URL for intraLibrary
• The taxonomy system that we shall use within intraLibrary and that the search interface (SRU) will map directly on to (at least for research)

Other items on the agenda are:

• Development of operational policies for the repository

I have so far drafted the following:

1. Metadata policy
2. Data policy
3. Takedown policy
4. Content policy
5. Submission policy
6. Preservation policy

These are all fairly standard in terms of Open Access repositories and, with the exception of 3. Takedown policy, were all generated using the OpenDOAR Policies Tool, nevertheless, it may be necessary to identify specialised sub-groups to review these drafts to ensure they are appropriate for the Leeds Met repository; the issue is more complex of course due to our repository incorporating Learning Objects as well as research.

• Content for the repository

There needs to be a discussion about how best to contact researchers and research ac tive staff to ask them for appropriate material for the repository. In the first instance, in line with the project plan, this will be their own versions of published research articles that are allowed to be self-archived into an OA repository. I have begun to identify such material and have drafted correspondence for review at the meeting.

• Authentication

With the implementation of the search interface (SRU) it will not be necessary to authenticate in order to browse for research content (essential for OA). It will, however, be necessary to generate authenticated accounts for Leeds Met staff that require access to intraLibrary itself and these will need to be integrated with LDAP. Though much will depend on the precise configuration of our integrated repository systems it is likely that, in time, all staff will require an authenticated account whether to deposit material, search for learning objects or access their internal workspace. There are also authentication issues pertaining to the potential use of SWORD/other external interfaces such that only authorised Leeds Met staff/students can deposit material/access federated content. I am still unsure of some of the issues involved and require input from Intrallect and IMTS.

• Integration with other Leeds Met systems

This is an area where it is perhaps still too early to think much beyond priorities and broad timescales. Given that there is already a plug-in for X-stream and that this is functionality that can be used as a selling point to the university community it makes sense to focus on this integration first. Also, perhaps, library online and the portal.

Quando surge a Porto Vivo SRU renova-se a esperança de devolver ao núcleo mais antigo da cidade a dignidade perdida, levando muitas vezes as pessoas a confundirem o papel desta com o das anteriores, como se de uma simples passagem de testemunho se tratasse. Os media insistentemente referiam (por ex. a propósito da extinção - que dura há quatro anos - da FDZHP) que o trabalho social seria desenpenhado pela Fundação Social do Porto (?) e o património ficaria a cargo da Porto Vivo. Ainda hoje é perceptível essa confusão.

A primeira prova em contrário foi precisamente o termo "Baixa do Porto", onde certamente se encontra integrado o Centro Histórico, mas cujo território é (como será fácil perceber), e sem lugar para dúvidas, totalmente diferente e com necessidades diferentes e por esse motivo a exigir uma atenção especial. Essa atenção tem tardado e quando vem, aparece desgarrada e sempre numa óptica de eixo de desenvolvimento com a 'Baixa' numa continuidade de território como se ambos estivessem integrados num mesmo lado de uma mesma rua.

Sobre as feridas urbanas do Centro Histórico, como é o caso da Avenida da Ponte ou o perfil da Rua de Mouzinho da Silveira, ou a falta de estacionamento, sobre tudo isto nada se diz. Sobre a reabilitação social... o silêncio é total.

Muitos ainda julgam que a reabilitação do património edificado é a tarefa da Porto Vivo, com ela própria dona de obra e a requalificar os quarteirões da Baixa do Porto. A confusão também surge por ter realizado as obras no edifício da Papelaria Reis, na Rua das Flores e pelas campanhas de marketing da SRU, nas telas colocadas em andaimes de obras a cargo do proprietário, que induzem em erro e onde não é perceptível o papel que desempenha.

Basta uma breve leitura dos estatutos para perceber que não é assim. Dentro dos objectivos cabe antes o papel de orientar o processo, elaborar a estratégia de intervenção e actuar como mediador entre proprietários e investidores, entre proprietários e arrendatários e, em caso de necessidade, tomar a seu cargo a operação de reabilitação, com os meios legais que lhe foram conferidos.

Ora, "tomar a seu cargo" também quer dizer expropriar e neste capítulo aqui estão as palavras do presidente da comissão executiva da Porto Vivo SRU (especial atenção à parte final):

fx_2591 - "O nosso poder de expropriar não deveria ocorrer no fim do processo"

Alguma coisa queria dizer o anterior Presidente da República Jorge Sampaio, que na cerimónia de constituição da  1ª SRU, alertava para que a Porto Vivo não fosse apenas um negócio, isto em 2004.

A linha condutora é muito idêntica em quase todos eles: revolta e indignação pelo modo como o assunto está a ser abordado pelas Autarquias e pelas SRU's.

Esta constatação apenas agrava o sentimento de que esta "moda" não é mais do que um aproveitamento político para resolver alguns problemas que, em décadas, se vão agravando: como é o caso do tecido social que aí habita, a questão da falta de qualificação profissional, formação cultural e cívica, a 'subsidiodependência', o problema das rendas baixas e as condições dos proprietários para realizarem obras de requalificação, o apelo do imobiliário para ocupar parte nobre da cidade...

Gostaríamos que o verdadeiro problema fosse apenas superficial, algo que uma próxima eleição autárquica pudesse resolver, mas lamentavelmente não é assim. Trata-se de um problema que tem atravessado várias gerações e está relacionado com os valores dos indivíduos, as suas prioridades, as diferentes formas de encarar e 'desenrascar' o problema.

Os portugueses, particularmente os portuenses representados na pessoa do Presidente da Câmara do Porto, consideram que uma das respostas ao problema da degradação da Cidade é a actual existência de Sociedades de Reabilitação Urbana, justificando exaustivamente que os modelos anteriores se encontravam esgotados.

Desse modo Rui Rio inspirou uma lei que permite a constituição das SRU's (alguns consideram-na inconstitucional) e de todas, a arma mais noticiada é a ameaçadora expropriação.

Se mais nenhum indício existisse, bastava este para afirmar que as regras do jogo se encontram inquinadas.

Particularmente consideramos que também servirá para mudar umas quantas propriedades de dono!!!

Access to learning objects is generally federated. For example, in order to access resources in JORUM it is neccessary to authenticate via Athens (soon to be Shibboleth) or by a UK Access Management Federation log-in mechanism and, so far as I know, it is not possible to search the repository externally via a search engine. As the very point of an Open Access repository is to make research discoverable and accessible on the public internet this is obviously not desirable! It is, I think, relatively straightforward to expose metadata out to search engines via the OAI-PMH but the majority of search engines no longer support the protocol and we really need to allow the full text to be crawled by Googlebot and other search engine spiders which, I suspect, will not be able to get past the authentication gateway (need more info on this). Moreover, if an external user does come to the repository via Google it will not be possible for them to search content without first authenticating into the system - not very open. Notwithstanding the fact that about 80% of traffic comes to a repository via search engines (assuming they can index content in the first place) we obviously also want an accessible search interface aswell.

The potential solution to these problems that I am currently investigating is to use a seperate, web-based SRU interface which sits outside the repository and is accessible on the public internet.

As part of the CD-LOR project Intrallect have already developed a basic SRU interface which, in turn, has been substantially improved by a third party - IRISS interface here - who have made the code available under an open source licence. The IRISS interface is still fairly basic and does not incorporate all of the functionality that we require – it is essentially a search box only and, for example, would not facilitate browsing the research collection by faculty. It should be reasonably straightforward to customise the interface to incorporate the functionality that we require; we essentially need a series of hyperlinks that map onto the internal repository structure and that will return the appropriate queries. I also need to clarify if such an approach will enable Googlebot and other search engine spiders to crawl the full text thus making the content searchable on the open web.

For each object, intraLibrary generates a public URL which can be linked to directly - on the open web and with no need for authentication. However, a further issue is that, due to the way that intraLibrary works, a query return (either from a search engine or the SRU interface) will link directly to the resource itself – i.e. a PDF of a research article will open immediately in the browser window. When facilitating Open Access to research this is undesirable for several reasons and we require some sort of “landing screen” that can provide context and basic information (abstract, copyright info, whether the paper has been refereed); indeed, there will often be a legal requirement to provide copyright information with many publishers also stipulating that there must also be a link to the published version of the paper. Precisely how we will resolve this issue is yet to be determined; it might be possible to embed a link to the PDF into some sort of HTML template and have this template returned at the public URL?

By working closely with Intrallect and with a little ingenuity I am confident that these issues will be resolved and that we have, in intraLibrary, an excellent solution to our diverse needs.

The likes of Gary Armstrong (my favourite player ever), John Jeffrey - the White Shark, the Hastings brothers, Craig Chalmers, Graham Shiel, and many others, captured my heart and secured it to the game of Rugby for years to come.

From that first game that I watched on tv (1991 RWC semifinal Scotland v England), I have really come a long way. First player, then team manager, ref, journalist, liaison officer and coach, at last.

Coming of age I fell in love with another team and country: Australia. A kind of love which perhaps involves less passion and more brain. I love the Aussie Way, because when it comes to study the game in every single aspect, there's noone better than Aussies. And what is more important, they are happy to share their discoveries and to be helpful to the diffusion and development of the game.

Just have a look to what the NSW Waratahs, the New South Wales top rugby club, can offer to a dog-cheap coach like me: their coaching pages are clear, neat and very well organised. I must say that these pages have been very helpful to me throughtout the season. The material has been good food for thought and I've been using several of the proposed exercises for my boys (with the proper adjustments to my team level).

No other Union or club has offered to share it's expertise in such a friendly way.

This is one of the 1000 reasons why I love Australia... and besides that, have you ever seen anyone more handsome than Rocky Elsom? ;-)

- Pour la fixation d'un montant maximum de loyer par type d’appartement et par zone géographique.
- Pour la construction de logements en grand nombre (500 000 minimum) pour faire baisser les prix des loyers et répondre à la demande des plus mal logés.
- Pour la construction de plusieurs structures permettant la stabilisation des sans abris (accueil permanent en attente de retrouver une situation stable).
- Pour l'application de la loi de réquisition des logements vacants ou encore la possibilité à l'Etat de se substituer aux communes pour appliquer les 20% de logements sociaux obligatoires par la loi SRU.

Standing for the players to come out, I felt the hairs on the back of my neck stand up, and suddenly I felt we could win for the first time all week. Flower Of Scotland was sung loudly and proudly, with more passion than I can recall from any other match recently.

The game started in the pouring rain, and I could tell we were looking better than the previous three weeks. This game was won with a strong confident performance. The victory never looked in doubt, and it was so nice to get a win. The English were all depressed, very glum and sad. I think they thought they would just have to turn up to beat us. Great to see them so depressed about the result

And why do I hate the English so? On the morning of the game my friend and I were walking down a street in Edinburgh, all dressed up in kilt and rugby gear. This middle aged guy walks towards us, and snarls in a heavy English accent 'You guys have absolutely NO chance this afternoon'. 'Thanks pal', I responded. Not a hint of banter or humour in his comment, it was all malice. I wish I could have met him again that night

But one Swallow does not make the summer, so whilst it was great to win, Scottish Rugby as been under performing this season. So I think it will be more telling to see what happens next weekend in Rome. Another performance like this next week, and indeed we may have turned the corner. If the team under performs next week, then I think the SRU will be looking for a new coach.

Oh, and on the way back to Amsterdam, I finally bought the headphones at the airport!

Three matches in, I'm wishing that I had not. The performances have been getting worse, and the one against the Irish was the worst one I've seen recently. The side seem to hold onto poseession well enough, but they are completely devoid of ideas. They seem quite adept at going across the pitch from one side to the other, without the ability to make progress and make strides in a forward direction. Eventually, someone will get bored with this sideways routine, and either drop the ball, or kick posession away. And we are on the defensive again

The defense, something that had been very resolute, has went from creaking in the French game, to being completely broken against the Irish. Time and time again, they got through our line. Every time the broke, you thought they would score. I think inexperience on the behalf of some of their players meant that a couple of try scoring opportunities were missed

Scotland finally scored a try in the second half, their only try now in six halves of rugby this season. Sadly, no more came. Then the moment of the reason for my despair happened. Loosing badly, with no way seemingly back into the game, Frank Hadden, the coach, replaced Hugo Southwell with Dan Parks. Chris Paterson moved to full back, with Parks taking over at ten. What flair that Paterson brings was gone. Parks, whilst a solid player, is not going to inspire a side back to victory. For me, this was a damage limitation replacement. Try not to let the Irish score any more Dan, kick the ball away

This was the moment I lost faith in Frank Hadden. I think he is devoid of ideas, and has no idea of his best team anymore, or how to win matches. I believe that he should step aside after the current Six Nations tournament. We need new ideas at the top. Jake White, I saw you say you were looking for a challenge. Well, welcome to Scotland Mr White, we have one for you

As for me, two games to go. Rome will be nice. I was there in 2006, and had a great weekend. Looking forward to going back there again. As for Edinburgh, and the England game, if we loose by less than 20 points we will be doing well.

Si tratta di una funzionalità che non è stata finora tipica del mondo bibliotecario, e infatti molti opac non ce l'hanno, ma viene piuttosto dal mondo del Web 2.0 e dei blog in particolare, ma è di grande rilevanza anche per i sistemi informativi delle biblioteca: essa infatti facilita l'integrazione e la condivisione trasparente di contenuti realizzati autonomamente e residenti in siti diversi. Questo può essere utilizzato in particolare in architetture basate sui web services, e infatti non a caso la Library of Congress li usa nel contesto di Z39.50 e SRU.

Gli impieghi possibili potrebbero aversi sia nel contesto dei metaopac e delle biblioteche digitali, sia in contesti più informali, ossia per introdurre citazioni bibliografiche in ogni sorta di casi, ad esempio in blog ecc.

Le novità di Koha sono molte:

- in primo luogo userà zebra il nuovo motore di ricerca e indicizzazione proposto da indexdata. Zebra permette di ottenere i risultati per ranking, supporta il troncamento, gli operatori fuzzy e dovrebbe supportare il raffinamento per faccette (si spera non di bronzo)

- un nuovo installer (attualmente ancora sconsigliato, si veda la prova di installazione)

- il supporto per api standard come SRU, UnAPI e il supporto per COinS e per non standard come OpenSearch (di amazon)

- i record potranno essere esportati in MARCXML, Dublin Core, MODS, RSS, Atom, RDF-DC, SRW-DC, OAI-DC e EndNote. Inoltre l'OPAC potrà essere utilizzato da strumenti di raccolta di citazioni come zotero.

The Scotsman - Sport - Wilkinson masterclass prolongs Scots' torment at Twickenham

In fact, an 11-minute period of the game was where it was all decided: the 48th to 59th minutes. It was a point in the game where Wilkinson, Harry Ellis, England's revitalised scrum-half, and the dominating home pack peaked and scored 20 points to extract all the juice from the teams' opening RBS Six Nations Championship match.

Damn the man! Who does he think he is, making an unexpected return from injury like that? And unexpected it was:

If you recall, there was a huge weight of opinion, though, smugly, it did not include me, that said Wilkinson should not have been selected; this included former England coach Andy Robinson and former captain Will Carling, and no one, repeat no one, predicted the almost flawless display from Wilkinson. The very fact that his reintroduction was virtually seamless is testament to what an extraordinary performance it was.

Sure, Scotland did not put him under any pressure, but that was squarely down to a powerful effort from a dominant England pack and in particular the tight five in the scrum and the back row in the loose In any event, for Wilkinson not to show the slightest rust was simply phenomenal.

And yes, Scotland were made to look poor, but did anyone suggest that before the game? No, the Scots believed it was possible to win. The hardiest of England supporters thought it would be a tough game, with a narrow home-team victory being acceptable as the first step on the road to rehabilitation.

Argh. However, since Scotland hasn't won at Twickenham since before my voice broke (26 years in non-self-referential calendars), it's hard to say that this result was entirely surprising.

Per usual, there are recriminations amongst Scots supporters about poor coaching, team selection, lack of fight, and so on. There are some decent players on the team, so perhaps they can yet set about a couple of decent results... or at least not losing to Italy.
