Doch zu meiner Vorstellung: Ich heiße Jörg Weltzer, bin von meiner Ausbildung her Historiker mit Schwerpunkt Geschichte Deutschlands im 20. Jahrhundert. Nebenbei habe ich Pädagogik mit zu den Themen Rassismus und Rechtsextremismus studiert. Seit 10 Jahren arbeite ich als Pädagoge für die Stadt Halle, in den Bereichen Schulsozialarbeit und Jugendzentrum. Früher habe ich viel als „freier politischer Bildner“ gearbeitet. Für Lehrer, Soldaten, Jugendliche, Vereine und so weiter habe ich Fortbildungen in den Bereichen Rechtsextremismus und Rassismus gemacht. Mit dem Thema Nazis kenne ich mich besonders gut aus. Im Alter von 16 Jahren habe ich mich in eine Nazigruppe in Gütersloh und Bielefeld eingeschlichen, bin dort über ein Jahr als „Spion“ geblieben und habe die Informationen, die ich bekommen habe, an Nazigegner, also Antifaschisten weitergegeben. Diese Leute haben das dann veröffentlicht. Irgendwann bin ich dann enttarnt worden und hatte einige Probleme mit Nazis. Noch heute engagiere ich mich gegen Nazis und Rassismus, für Frieden und respektvollen Umgang zwischen allen Menschen. Ich versuche das auch in meiner Arbeit in Halle zu tun. Dieses Gespräch ist aber keinesfalls als Stellungnahme der Stadt Halle zu verstehen, wir unterhalten uns ganz allgemein und „öffentlich-privat“. Daher kann ich leider auch keine Fallbeispiele nennen, die etwas mit meiner Arbeit zu tun haben.

Wie würden Sie Rechtextremismus definieren? Was ist das nach ihrer Meinung nach?

Es gibt verschiedene Begriffe wie Rechtsextremisten, Rassisten, Nazis, Neonazis, Skins. Skinheads (Leute mit kurzen Haaren und Stiefeln) ist der ganz falsche Begriff, wenn man Nazis meint, weil der größte Teil der Skins sind keine Nazis, viele von ihnen hassen Nazis sogar und kämpfen gegen sie. Rassismus ist ein anderes Thema, kurz gesagt: Nicht alle Rassisten sind Nazis, aber alle Nazis sind Rassisten! Wenn jemand „Nazi“ oder „Neonazi“ sagt, stellen sich alle Leute mit Uniform und Hitlerbärtchen vor. So welche gibt’s tatsächlich wenige. Der Begriff Rechtsextremismus beschreibt in erster Linie Meinungen. Man muss sich das so vorstellen: Ein rechtsextremes Weltbild besteht etwa aus 15 Meinungen wie „Ausländer raus“, „für die Todesstrafe“, gegen die Demokratie, für die Abschaffung der Gewerkschaften, für den Mord an Behinderten, weil sie „Lebensunwert“ seien, für das Umbringen von Homosexuellen und so weiter. All das ist in Deutschland natürlich verboten, aber wenn ich mich umsehe, kenne ich sehr viele Menschen, die einzelne dieser Meinungen teilen. Nicht jeder, der „Ausländer“ nicht mag, ist ein Nazi, aber jeder Nazi, den ich kenne, ist „gegen Ausländer“. Ich kenne aber auch sehr viele Jugendliche, die sehr für die Todesstrafe sind, so zum Beispiel auch sehr viele der moslemischen Jugendlichen. Diese würde ich aber nicht als Rechtsextremisten bezeichnen. Rechtsextremisten sind Leute, die ALLE diese Meinungen vertreten. Diese haben dann ein „geschlossenes rechtsextremes Weltbild“. Wenn sie diese Meinungen dann in die Tat umzusetzen versuchen, kann man die meisten von ihnen als Nazis bezeichnen. Aber sehr viele „unpolitische“ Menschen, oder auch welche in demokratischen Parteien, vertreten zum Teil ähnliche Forderungen wie Nazis. Gerade der Rassismus geht von der Mitte der Gesellschaft aus, ganz normale Menschen haben rassistische Vorurteile, und das gilt für „Deutsche“ genauso wie für viele Migranten (Menschen, die eingewandert sind). Der Rassismus bildet aber den Nährboden für Nazis. Wenn die Mehrheit der Menschen den Rassismus deutlich und öffentlich verachten würden, hätten Nazis nicht solchen Zulauf. Es sind auch lange nicht nur Jugendliche, die Rassistisch sind, das zieht sich durch jede Alters- und auch Berufsgruppe.

Könnten Sie uns etwas über die Geschichte des Rechtsextremismus in Deutschland allgemein sagen? Wo sehen Sie die Anfänge? Wie und, vor allem, warum hat sich das weiter entwickelt?

Ja, der Anfang der rassistischen, oder auch der Nazi-Bewegung liegt in Deutschland ungefähr um 1850, also weit vor 1933, als die Nazis an die Macht kamen. Der sogenannte „wissenschaftliche Rassismus“ entstand um etwa die gleiche Zeit in Frankreich. Von Rechtsextremismus sprechen wir seit 1945, also dem Ende der Nazidiktatur. Der Grund für die Tatsache, dass wir heute so viele Nazis haben, liegt darin, dass nach 1945 vieles in Deutschland so weiter ging wie vorher. Es gab zwar keinen Hitler mehr, aber viele seiner Anhänger saßen noch da, wo sie immer waren, in Rathäusern, Schulen, Gerichten, Zeitungen, auch in vielen Parteien. Einige waren sogar Minister der Bundesrepublik. Auch das Denken der Nazis hatte sich nach nicht von einem Tag auf den anderen geändert, auch wenn sie es nicht mehr laut aussprachen. Es waren ja nicht nur ein paar gewesen, die Hitler unterstützt hatten, große Teile des Volkes waren den Nazis ja hinterhergelaufen, ja, sie fanden auch vieles richtig, was die Nazis so gemacht haben. Die übriggebliebenen Nazis erzogen sich dann neuen Nachwuchs, viele von ihnen hatten ja auch Geld und unterstützten ihre „Kameraden“. Schon in den fünfziger Jahren gab es wieder eine Nazipartei im Parlament, die NPD, die heute größte Partei, saß in den 60er Jahren in sieben Landesparlamenten und bekam bei einer Bundestagswahl knapp unter 5%. Bis heute gibt es sie, und seit der Wiedervereinigung Deutschlands werden sie immer mehr und immer gewalttätiger. In einem der vergangenen Jahre gab es über 250 Nazi- Musikkonzerte und auch über 250 Demonstrationen. Da diese Dinge selten in der Zeitung stehen, bekommt die Öffentlichkeit wenig davon mit. Diese Leute haben seit der Wiedervereinigung auch viele Morde begangen, vor Allem an Migranten, Obdachlosen und politisch linksorientierten Menschen. Eine ganz wichtige Rolle für Jugendliche spielt die Musik. Ich will nur grade eins der ekligsten Stücke zitieren: Steckt sie in den Kerker, steckt sie ins KZ, von mir aus in die Wüste, aber schickt sie endlich weg, tötet ihre Kinder, vergewaltigt ihre Frauen, vernichtet ihre Rasse......... und so weiter. Dieses Lied ist unglaublich bekannt unter deutschen Jugendlichen und wird auch öffentlich gespielt, obwohl es natürlich gesetzlich verboten ist. Wenn man diese Leute fragt, regen sie sich vor allem über „gewalttätige Türkengangs“ auf “die überall rumhängen und mich anmachen und Leute verprügeln“. Natürlich gibt es ein paar solche Gangs, das ist auch schlimm. Aber von diesen wenigen wird auf die gesamte türkische Gemeinde geschlossen. Das ist rassistisch.

Das ist in der Tat sehr negativ. Wie sieht es aber in unserer Region aus? Sehen Sie auch Rechtsextremismus in kleinen Orten wie Halle/Westf. oder Steinhagen?

Im Kreis Gütersloh gibt es natürlich Nazis, wie überall sonst auch. Es gibt Nazi-Verbände, einen NPD Kreisverband, organisierte Nazi-Gruppen, es gab hier auch schon etliche Überfälle auf Migranten und andere Menschen. Es ist bekannt, dass es in Halle Nazis gibt, in Steinhagen, Werther, Versmold und so weiter. Vor ein paar Jahren war im Gasthaus Peter auf dem Berge eine große Naziversammlung, zwei wichtige Naziführer wohnten in Steinhagen, in der Bahnhofsstraße in Steinhagen hatten sie früher einen großen Schulungsraum. Die Nazis im Nordkreis benehmen sich allerdings heute unauffällig, aktiv werden sie meist weiter weg. Ihre Treffpunkte sind auch nicht in Halle, Steinhagen oder Versmold direkt, sondern eher in den kleinen Vororten, weil es da weniger linke und Migranten gibt. Deutlich sehen kann man sie in Gütersloh und Bielefeld in den Fußballstadien, allerdings nur in bestimmten Stadionbereichen, ansonsten fahren die aus dem Kreis Gütersloh gerade gerne in den Kreis Warendorf, um sich dort zu treffen, auf Schützenfeste zu gehen oder ähnliches. Dort haben sie scheinbar auch Häuser, in denen sie sich treffen können. Das Problem ist in unserer Region groß, was Nazis angeht, aber nur die Antifaschisten, die sie beobachten, wissen gut Bescheid. Und die Migranten, die von ihnen beleidigt, bedroht und angegriffen werden. Diese gehen dann allerdings aus Angst oft nicht zur Polizei. Deshalb stehen diese Dinge dann auch oft nicht in der Zeitung. Viele Migranten haben ja offensichtlich auch kein Vertrauen zur Polizei.

Glauben Sie, dass es in unserer Gesellschaft Mechanismen gibt, die, vielleicht unbewusst, Rassismus oder Diskriminierung fördern?

Natürlich produziert eine Leistungsgesellschaft Neid, Angst, Verlierer und auch Hass. Natürlich suchen Menschen, die keine Arbeit haben, Schuldige dafür. Natürlich produziert eine Gesellschaft, die nicht genug Menschlichkeit und Werte lebt, immer wieder neue Nazis. Diese Dinge gibt es aber auch in vielen anderen Ländern, so auch in der Türkei. Und überall ist es falsch, und nur gemeinsam werden wir eine würdevolle Zukunft für alle Menschen erreichen, egal welche Hautfarbe, welches Geschlecht und welche Religion sie haben. Denn Menschen sind gleich, auch wenn sie unterschiedlich sind. Eins ist klar, wir haben ein Integrationsproblem in Deutschland. Migranten werden meiner Meinung nach ausgegrenzt und nicht genug gefördert. Gerade in den Schulen und Universitäten ist hier sehr viel zu tun. Aber- auch das können wir nur gemeinsam tun, wenn wir uns hier eine friedliche Zukunft aufbauen wollen für uns und unsere Kinder. Wir müssen uns kennenlernen, aufeinander zu´gehn, und ja- wir müssen uns auch manchmal streiten. Aber dafür müssen wir uns offen und ehrlich begegnen.

Wie sieht es mit dem Problem Antisemitismus aus? Werden Sie damit in ihrer Arbeit mit konfrontiert?

Ja, Antisemitismus, Judenhass kommt häufig vor. Gerade von jugendlichen Moslems höre ich sehr oft „Ich hasse Juden“. Vor Allem arabische, palästinensische Jugendliche, aber auch türkische äußern sich so. Wenn ich dann länger mit ihnen rede, wird ihnen schon manchmal klar, dass Verallgemeinerungen falsch sind, ob sie nun „ich hasse Ausländer“ oder „ich hasse Juden“ heißen. Oft haben diese Jugendlichen sehr wenig Informationen über den „Nahost-Konflikt“, sie sind auch über die Lage in ihren Herkunftsländern nicht wirklich orientiert. Ebenso oft sind sie daran auch gar nicht interessiert, was ich sehr schade finde. Wir müssen immer wissen, woher wir kommen, um entscheiden zu können, wohin wir gehen. Natürlich ist es erlaubt oder vielleicht nötig, die Politik der US- und der israelischen Regierungen zu kritisieren, aber der Unterschied zwischen Mumia Abu Jamal (politischer Häftling mit US-Paß) in einer US-Todeszelle und Präsident Bush muss schon gemacht werden, ebenso wie der zwischen israelischen Rechtsextremisten, die es durchaus gibt, und der israelischen Friedensbewegung, die die eigene Regierung radikal kritisiert. Ich persönlich stehe auf der Seite der Menschen, die für ein gleichberechtigtes Zusammenleben kämpfen, wie und wo auch immer, und egal, welchen Pass sie haben oder auch nicht. Ich habe auch schon mit jungen Migranten gesprochen, die behaupten, der Massenmord an Juden sei nicht passiert, und wenn doch, dann sei es richtig so gewesen. Solche Aussagen sind ein Grund, das Haus zu verlassen.

Wie können wir am Besten Rechtsextremismus bekämpfen? Was kann jeder einzelne dafür tun?

Was können wir dagegen tun? Ich denke, es gibt da eine politische Ebene, eine religiöse, aber auch eine im alltäglichen Zusammenleben. Ich möchte nur was zu meiner Arbeit im Moment sagen. Wir versuchen in Halle gerade ein Jugendcafe aufzubauen, in dem alle Jugendlichen willkommen sind. Egal, welche Hautfarbe, Nationalität. Egal, ob behindert oder nicht. Dieses Jugendcafe soll mit Hilfe der Jugendarbeit von Jugendlichen selbst geleitet werden, sie sollen dort Programme anbieten, etwas lernen, aber auch Cafe´ und Tee dort trinken können. Wir wollen diesen Raum auch für Verlobungen, Geburtstage und so weiter zur Verfügung stellen. Wenn wir es wirklich schaffen, dass hier deutsche und ausländische Jugendliche, also Haller Jugendliche, sich friedlich treffen, miteinander reden, arbeiten und feiern, wäre das für Halle und unsere Jugendlichen ein gewaltiger Schritt nach vorne..... Wir brauchen hier die Unterstützung und das Vertrauen der ganzen Gemeinde, der christlichen, der moslemischen und die aller anderen Menschen. Gerüchte und Gerede haben schon so viel kaputtgemacht.

V priebehu štyroch mesiacov malo OZ ĽPR robiť prieskum ohľadom diskriminácie Rómov v hľadaní zamestnania a služieb. Ako inak aj tentoraz došli k záveru, že slovenská spoločnosť je netolerantná. Mimochodom z 90 prípadov iba v 8 došlo podľa nich k diskriminácii(?) čo je asi 8,6%(!). Teda zanedbateľný počet ak ešte uvážime, že aj z tých 8 prípadov je možno 2-3 skutočne diskriminačné. Celú kampaň vlastne odštartovalo pochybné tvrdenie, že väčšina Slovákov sa stretla s diskrimináciou, čím by sa s diskrimináciou muselo stretnúť viac ako 2mil. ľudí ! Naši boži bojovníci za práva iba nebielych sa pustili do prieskumu, ktorý dopadol pre nich teda veľmi biedne, napriek tomu výsledky poriadne nafúkli a skreslili.

Všeobecne je známe, že starší ľudia a ľudia bez vzdelania nemajú takú šancu sa zamestnať nieto ešte uplatniť. Podnikateľ, ktorý by zamestnával iba starých ľudí, nevzdelancov, by nielen diskriminoval zase mladých a vzdelaných, ale by to malo negatívny dopad na fungovanie jeho biznisu. Je neetické od OZ ĽPR, aby diktovala podnikateľom koho majú do zamestnania zobrať. To, že podniky tvoria mladé, kreatívne tímy zamestnancov ochotných robiť na sto percent, nie je žiadna diskriminácia. Je to prirodzené prostredie konkurencie a OZ ĽPR nemá právo hovoriť podnikateľom do toho, či zoberú vzdelaného, mladého a bieleho alebo nie. Je to ich slobodné rozhodnutie koho zamestnajú a koho nie. Ale ak si to tak zoberieme, koľko nebielych, starých a nevzdelaných aktivistov má ĽPR ?

Celá táto organizácia jedincov s pocitom menejcennosti už v minulosti bola obvinená aj z tendenčných záverov z prieskumu verejnej mienky, šírenia poplašnej správy, hanobenia národa a poškodzovanie dobrého mena Slovenska v zahraničí. Takže skupinka, ktorá proti tomu sama bojuje, také niečo koná. Vo svojej kampani z roku 2003 neváhala obviniť slovenský národ z rasizmu na bilboardoch s nápisom: „Skoro každý je na Slovensku rasista. A čo ty?“ celý tento slogan je rovnako klamlivý ako keby napísali: „Každý Cigáň je zlodej“.

Niekoľko členov tejto organizácie však pôsobí aj ako Antifa(ľudia, ktorí páchajú násilie na ľuďoch rovnako ako neonacisti), prípadne sa angažujú v združeniach, ktoré zaváňajú ľavicovým extrémizmom. O absolútnej absencii tolerancie v tejto pochybnej organizácie svečí aj fakt, že na niekoľkých mítingov a pochodov „proti rasizmu a násiliu“ sa z davu ozývali na adresu Slovenskej Pospolitosti: Postrielať ! Či nesúhlasné pískanie proti akémukoľvek predstaviteľovi moci alebo nesúhlasnému názoru.

Čo je to vlastne za spolok, ktorý vehementne popiera vinu nebielych, len z toho princípu, lebo rasistom môže byť iba biely ? Za celú svoju existenčnú éru neodsúdili ani jeden jediný skutok čierneho rasizmu, hoci sa ich na Slovensku už spáchalo dosť veľa. Z posledných udalostí napríklad v bare, kde sa udial incident medzi čiernym britským turistom a domácimi obyvateľmi, obvinili okamžite zainteresovaných, samozrejme bielych z rasizmu napriek tomu, že vyšetrovanie sa ani poriadne nerozbehlo. Argumentovali jediným svedkom, ktorý videl zase niečo iné ako preplnený bar. Pri zbití jednej ženy cigánmi na východe Slovenska, keď jej nadávali do bielych svíň, ĽPR mlčala ako mŕtvy chrobák.

Naozaj potrebujeme takúto organizáciu, ktorá zo slušných ľudí robí kriminálnikov? Prečo ešte nezakročila proti diskriminácii bielych ak je proti rasizmu? Prečo chce táto organizácia budovať multikultúrne prostredie ako ho poznáme napríklad z Francúzska, kde nebieli majú nadštandardné sociálne výhody a napriek tomu sa Paríž čím ďalej tým viac podobá na Bagdad? Prečo by sme mali zvýhodňovať Cigánov ak sa sami znevýhodňujú svojou neprispôsobivosťou a lenivosťou? Je mnoho vecí, ktoré na tomto čudnom spolku neznášam, ale najviac azda bije do očí skutočnosť, že sami nie sú tolerantní voči iným názorom a sú "jedinými, kto v názve a vo svojej hlave na Slovensku nosí rasizmus, sú zrejme len tzv. ľudia proti rasizmu, ktorí nezvládajú svoju zakomplexovanosť proti slovenskému národu".

Una de las bandas que más está creciendo por eso, es la de los skinhead, que aquí en Valencia cada vez es más habitual verlos…lo que me ha llevado a indagar un poco más sobre ellos, por curiosidad y por haber escuchado demasiadas leyendas urbanas de ellos que quería confirmar.

Hasta antes de indagar un poco, sólo les conocía como se ve en “American History X”, que es una de las películas que guardo perfectamente en mi memoria porque me encanto y me transmitió mucho…pero no más alejado de la realidad, no me aportaba nada a lo que realmente son los cabezas rapadas.

Decidí ver otra película española bastante famosa que habla sobre el genero: “Diario de un skin”, que me pareció muy interesante, pero que me dijeron que era muy falsa en cuanto a lo que eran los skin…aquí empecé a mirar por Internet:

El nacimiento de los cabezas rapadas lo encontramos en la mestiza Inglaterra de los años '60. Allí existían dos tendencias juveniles principalmente. Los mods, jóvenes seguidores de la música negra y amantes de la diversión, la cerveza, el sexo y las buenas peleas (Prometo hablar de ellos también más adelante), sufrieron las influencias de la ola de hippismo que recorrió las clases medias hacia finales de la década. La mayoría de ellos se apuntaron a la nueva moda, pero los más orgullosos seguidores de la música negra, y especialmente los que pertenecían a familias obreras la rechazaron de pleno, y aun se cerraron más en las cosas que les gustaban, estos fueron los primeros Skins.

Os recomiendo una película en la que se ven los inicios de este movimiento, que no siempre era violencia y racismo a discreción: “This is England”, narra desde el punto de vista de un niño de 9 o 10 años como se mete en un grupo de skins y ve la diferencia entre los pacíficos, y lo que empieza a ser violento…muy buena la película

Indonesia of course!

According to this documentary there are approximately 500 self-identified skinheads in Indonesia alone and more across Southeast Asia. Before you read perhaps you would like to listen to some tunes from one of the largest skinhead bands in the region, Anti-Squad, who where featured in this documentary.

To begin with, one would naturally think that there are inherent problems with all of this. Before the film began my initial explanation of this strange phenomenon is that these youths where merely ignorant of the racist overtones of the skinhead culture. It reminds me of an incident that happened a few months ago at my local shopping mall.

As I was passing through a high end department store I noticed a young caucasian girl who was quite "hip" and was fashionably wearing a black and white keffiyeh which (I think properly) is associated with terrorism. Perhaps I was being self-righteousness but I was compelled to ask her about it-- fully prepared to reveal her "incredible ignorance" and the "folly" of her fashion selection. I am not sure if it was cowardice or wisdom that caused me to continue on my way, but regardless I would guess that she has never heard the word intifada in her life and she would probably proceed to try to sell me a $100 t-shirt. That is to say, I suspected that this young woman from Orange County and this group of Indonesians where in the same boat of obliviousness. I was wrong, well, at least about Asian skinheads.

"But doesn't skinhead basically equate to Nazi?"

These youth don't seem to think so and there are many western skinheads that would agree with this as well. Their attitude seems to be that they will leave out the negative elements (racism) and keep the good (music, beer, clothes, and personal responsibility). So the problem of race is not a problem at all; there seems to be many, West and East, who are not merely not racist themselves but are adamant about their anti-racist beliefs.

One of the things that I found most interesting about this group is that its origins are purely synthetic. That is, it began merely by people reading books, a film here or there, and through the internet. Even though culture is transfered through the media, there is a clear difference between, say, my white suburban neighbor who calls his friend a "nigga" and a kid from Jakarta who wears Ben Sherman and shaves his head. That is, even the soccer mom has some exposure to urban culture , but there was a time when the Indonesian has absolutely no exposure to the skinhead lifestyle.

Syamsul Hadi was one of the first in Indonesia to cut his hair. He comes from a traditional Muslim home where his father was a civil servant, and his mother a teacher. From a Western perspective it was refreshing to see images of a Muslim family who where not in conflict, angry, or radical. It was nice to see a family that had more in common with a traditional American household than say, the immoral America that is portrayed through popular media or the other hand, the xenophobic and extremely illiberal Muslim population. That is not to say that Hadi's parents don't have any quarrels with the skinhead culture, but it is clear that they are reasonably tolerant and understanding. Drinking, for example, which is prohibited by Islamic law is of some importance to these youth in which case Hadi explains that there is a clear schism in his life when it comes to his music, friends, Islam, and family. It is clear that he does not want to rebel against his family's religion and traditions, but he does not want to be left behind in a modern world.

The Islamic world, which is simultaneously religions and political, has not yet caught on to the classical liberal ideas of the West. And as we see here Western culture is penetrating into a conservative Muslim society which has historically been hostile to such progress. Will Indonesian skinheads bring civil rights, tolerance, and equality to the greater Islamic society? It does not seem that they are interested in actively changing society in this way, but I think it's possible for them to do it passively through culture. It seems that with Western culture comes Western ideas. This is not merely an issue of clothes and music, but of liberty, and the pursuit of happiness.

Then again, perhaps I am just being ethnocentric and I merely want to corrupt the rest of the world with the American or European lifestyle and media. But the way I see it, the Islamic world is either progressing towards modernity and freedom, or retreating into isolation and tyranny. More on this in part II.

The latest murder yesterday of a Congolese worker is the sixth such murder this year and despite efforts by aid agencies and NGOs to bring this issue to the attention of the authorities, no one has yet been arrested for these murders. The ministry of Interior has so far declined to comment on yesterday's murder and the issue in general.

Some anecdotal reports link these attacks to skinheads because they are the most vocal about their hatred of foreigners but since no one has been arrested, this cannot be proven.

I went to see Bondarik because the only way to stop skinheads from acting out against non-Slavs is to ask nationalists who are recognized by the movement to appeal to the masses. It would have been wonderful if Dmitry Bobrov had made the announcement, but he's in prison. His contacts were frightened when I explained the situation over email, so we had to go with the most available option.

We chose Bondarik from those who aren't in jail. He's a nationalist with a long history of "patriotism." He was one of the first people convicted of a hate crime in Russia in 1994.

Our operation was surprisingly easy. Bondarik was very composed, likely because he planned on being sent to jail the following day for holding an unsanctioned "Russian March." This is what he asked us to pass along to the skinheads:

"Dear Friends! If you are genuine Russian patriots who care with all your heart about the fate of the Russian people and our country, then quit the foolishness! Russia will be no better off should you attack a Tajik with your friends and get sent to prison for 10 years. If you want to help your people, then join patriotic political parties. Yes! You must take part in meetings, pickets and distribute leaflets. I am speaking to you as my brothers. I will be sorry if your fate is ruined and you end up spending your near future in prison. No one will be any worse off but you."

Maybe his message will affect someone. But that's unlikely. The young boys who go hunting for non-Russians at local metro stations don't want to get organized or attend meetings. They have a different mentality than the police force, which consolidated its efforts to catch Bondarik the following day in Saint Petersburg. The number 6,000 policemen comes to mind... Heavy jeeps lined up along Nevsky Prospect. Small "State Electrics" vans hid in the alleys. Armed police were packed inside. Bondarik wanted his arrest and trial to be a loud scandal, but things didn't go his way. He was caught so quickly the telephone operators didn't have time to turn on their cameras. There were about 12 policemen for each participant in the Russian March.

Standing there, waiting for the participants to be dispersed, I thought that if so many policemen monitored the metro we'd have no problems with skinheads attacking non-Slavs.

An elevator, Akhmet and a dog

It's impossible to send all skinheads to jail, just as it's impossible to kill all foreigners.

"There are 25 million of us non-Russians here," Tuvinian journalist Sayana Mongush said. "What are they going to do with us all? A long time ago I could have complained to the District Communist Party. But what can I do now?"

The problem has nothing to do with the lack of a complaint book. The Strasbourg Court could easily serve as a substitute for the District Communist Party. But Russia no longer has a governmental organ that focuses only on ethic-related issues. After the Ministry of Ethnic Affairs was dismantled in 2002, the Ministry of Regional Development began to handle these issues.

Tolerance is the polar opposite of xenophobia. It's a unfortunate concept as discredited as the words "patriot," "liberal" and "democrat." Of course, it's impossible to force a nation to fall in love with foreigners over night, but there are solutions. For three years a special program has operated in Saint Petersburg — one of Russia's most xenophobic cities — encouraging tolerance. The program has printed posters with calenders about how to live peacefully. Maybe that will help.

It's wrong to think that nothing is being done to promote tolerance in Russia. An entire state program existed until 2005 that was managed by top European specialists from the European Commission (TASIS). I took a look at their textbook. It was sadly upsetting.

Several days later Vera greeted Akhmet in the elevator after returning home from walking her dog. But Akhmet didn't respond.
