<content:encoded><![CDATA[<p>As Gordon Brown lowered the petrol prices by 4pence.<br />
Driving past my local petrol station earlier on in the day, it read a shocking 108.9, then around 8pm it read 104.9, this is obviously a start.  But still its ridiculous as a barrel of crude oil only costs $77.99, its still way too high.<br />
As Mr Brown said: "I want these price cuts passed onto the consumer, and passed on as quickly as possible."<br />
But the supermarkets are still the cheapest suppliers to sell petrol and fuels, as they can afford too.</p>
<p>Who knows what is next? Will they lower it anymore, i feel they should as it is still way too expensive for litre considering the cost per barrel.</p>

<content:encoded><![CDATA[<p>Много странна държава сме ние. Цените на горивата са приблизително еднакви, няма значение дали един барел струва $150 или $75. Не мога да го проумея това. Да не говорим каква спекулация имаше с увеличаването на цените на стоките от първа необходимост. Визирам главно храната и стоките за бита. Всъщност цената на живота скочи значеително тази година, особено в сравнение с миналата.</p>
<p>Сега по някаква необяснима причина, когато цената на барел петрол падна до $75 (ако не се лъжа това е пазарната цена към днешна дата), никой не тръгва да сваля цените. Само <a href="http://partywithus.wordpress.com/2008/10/09/%d1%86%d0%b5%d0%bd%d0%b8%d1%82%d0%b5-%d0%bd%d0%b0-%d0%b8%d0%bc%d0%be%d1%82%d0%b8%d1%82%d0%b5-%d1%82%d1%80%d1%8a%d0%b3%d0%bd%d0%b0%d1%85%d0%b0-%d1%80%d1%8f%d0%b7%d0%ba%d0%be-%d0%bd%d0%b0%d0%b4%d0%be/">цените на имотите падат</a>, но там е малко по-различна ситуацията и логиката. Защо например хранителните стоки не поевтинеят след като транспортните разходи в момента би трябвало да са по-малки? Никой търговец не тръгва да сваля цени.</p>
<p>Аз съм сравнително млад, но наистина не помня някога цените на нещо да са падали. Предполагам, че е права. Нито аз нито някой приятел е забелязал поевтиняване на каквото и да било.</p>
<p>А трябваше да има намаление точно сега преди празниците. <P align="left"><FONT face="Times New Roman" size="3">HA NOI — Lower domestic petrol prices helped to slightly diminish the fall of local stock indices yesterday, as no signs of improvement were seen in the global financial market arena.</FONT></P><br />
<P align="left"><FONT face="Times New Roman" size="3">The retail price of A92 petrol was slashed by VND500 (3 US cents) per litre nation-wide by the Ministry of Finance yesterday to VND16,500.</FONT></P><br />
<P align="left"><FONT face="Times New Roman" size="3">The VN-Index slipped another 12.91 points or 3.12 per cent to close at 401.33. Liquidity improved, however, as trading volume increased 46.5 per cent to reach 14.65 million shares, with a total turnover of VND432.7 billion (US$26.2 million).</FONT></P><br />
<P align="left"><FONT face="Times New Roman" size="3">The HCM City Stock Exchange witnessed 127 losers yesterday, with most of them hitting the floor of the trading band. As many as 24 gained, while 13 remained unchanged.</FONT></P><br />
<P align="left"><FONT face="Times New Roman" size="3">Orders for Sacombank (STB), the most active code during the day, was 4.17 million shares, 2.5 times higher than Tuesday’s figure. This was followed by Phu My Fertilisers (DPM) with 1 million shares traded and Hoa Phat Group (HPG) with 515,000 units.</FONT></P><br />
<P align="left"><FONT face="Times New Roman" size="3">Foreign clients yesterday bought 1.6 million shares and unloaded 2.68 million units, with a net sales value of VND43.68 billion ($2.65 million).</FONT></P><br />
<P align="left"><FONT face="Times New Roman" size="3">The Ha Noi Securities Trading Centre meanwhile saw 128 losers and 18 winners.</FONT></P><br />
<P align="left"><FONT face="Times New Roman" size="3">The HASTC-Index closed 7.45 points lower, 5.52 per cent, to end at 127.53. Trading volume rose 43 per cent to more than 10 million shares for a total revenue of VND318.46 billion ($19.3 million).</FONT></P><br />
<P align="left"><FONT face="Times New Roman" size="3">Asia Commercial Bank (ACB) showed the most action on the northern market with 1.38 million shares changing hands. Petroleum Technical Services Corp (PVS) was next with about 812,000 shares traded, followed by Vinaconex Corp (VCG) with 560,000 units.</FONT></P><br />
<P align="left"><FONT face="Times New Roman" size="3">The domestic market would continue to see a downward trend following the US market moves, said Hoang Thi Hoa, director of Viet Capital Securities’ Research and Analysis Department.</FONT></P><br />
<P align="left"><FONT face="Times New Roman" size="3">"The market may determine a clearer trend at the end of this month when companies finish releasing their third quarter business results and some macro-level indexes are announced," she said.</FONT></P><br />
<P align="left"><FONT face="Times New Roman" size="3">In the next few months, information that might influence the local exchange would be the possibility of [another] petrol price adjustment, the banking system’s credit growth and lower lending interest rates, said Hoa.</FONT></P><br />
<P align="left"><FONT face="Times New Roman" size="3">"The market enters the fourth quarter with great concern, because the domestic economy depends largely on export; the world economy is forecast to face more difficulties with the US financial crisis," said Hoang Thach Lan, director of SME Securities’ Securities Investment Analysis.</FONT></P><br />
<P align="left"><FONT face="Times New Roman" size="3">Lan said the local market was feeling indirect impacts of the global recession through difficulties weighing down enterprises.</FONT></P><br />
<P align="left"><FONT face="Times New Roman" size="3">SME Securities data shows about 30 out of 160 companies listed on the HCM City Stock Exchange had cumulative turnovers for four quarters (from the third quarter of 2007 to the second quarter of 2008) shrink compared with the same period in 2006-2007.</FONT></P><br />
<P align="left"><FONT face="Times New Roman" size="3">Lending rates were still high, which would expand companies’ costs and diminish their profits between now and the end of the year, said Lan.</FONT></P><br />

<p>Petrol fiyatları haftalık bazda 2004 yılından bu yana en büyük düşüşünü gerçekleştirdi.</p>
<p>Piyasalardaki dalgalanma petrolde de kendisini gösteriyor. Ekonomik büyümenin duracağı ve petorle olan taklebin azalacağı beklentileri, yüksek dolar ve artan spekülatif işlemlerle birleşince petrolde son yılların en büyük düşüşü yaşandı.</p>
<p><a class="keywords" href="http://www.hurriyet.com.tr/index/abd/" target="_blank">ABD</a> tipi ham petrolün varil fiyatı bugün 5 dolardan fazla değer yitirirken, oransal bazdaki kayıp yüzde 6.3 oldu. Petrolün varili 81.13 dolara kadar gerilerken, Londra'da Brent tipi petrolün fiyatı ise 77 doların altına indi.</p>
<p><strong>ÜÇ AYDA YARI YARIYA DÜŞTÜ</strong></p>
<p>Petrol fiyatı <a class="keywords" href="http://www.hurriyet.com.tr/index/abd/" target="_blank">ABD</a>'de bu yıl içinde gördüğü en düşük seviyeye geriledi. Henüz üç ay önce 147 dolara kadar tırmanan dolar, böylece aradan geçen süre içerisinde yüzde 50'ye yakın değer yitirmiş oldu.</p>
<p>Borsalarda olduğu gibi petrolde de panik satışlar olduğunu belirten <span style="color:red;"><strong>MF Global analisti Robert Laughlin</strong></span>, "petrol piyasası hisse senedinde yaşananlar nedeniyle büyük baskı altında. Korkarim ki finansal piyasalarda işler düzelene kadar petrol de kendine gelemeyecek" dedi.</p>
<p><span style="color:red;"><strong>Hudson Capital Energy analisti Jonathan Kornafel</strong></span> de artık kimsenin altın dışındaki emtialara yatırım yapmadığını söyledi. Kornafel, "Kredi krizinin etkisiyle herkes elinde ne var ne yok satıyor. Sağlıklı varlıklar bile sorunlu varlıklarmış gibi değerinin altında gidiyor" dedi.</p>

<p>Me and my wife are a CSI Fan. We always not to miss out all the three shows at AXN channel - Astro every Sunday's night. Each CSI have their own style and strengh, but for CSI Miami, I could help but to attracted to their vehicle which is Hummer H2. I not sure wether it is due to H or Horatio Caine style or look, but it definitely has some hot factor on it.</p>
<p>I believe that the original H1 version is based on the military vehicle known as <a href="http://en.wikipedia.org/wiki/Hummer" target="_blank">Humvee</a>. Hummer is a <a title="Brand" href="http://en.wikipedia.org/wiki/Brand">brand</a> of <a class="mw-redirect" title="Off-road vehicles" href="http://en.wikipedia.org/wiki/Off-road_vehicles">off-road vehicles</a> sold by <a title="General Motors" href="http://en.wikipedia.org/wiki/General_Motors">General Motors</a>, also known as GMThe <a title="Hummer H2" href="http://en.wikipedia.org/wiki/Hummer_H2">H2</a> and the <a title="Hummer H3" href="http://en.wikipedia.org/wiki/Hummer_H3">H3</a> were introduced as smaller civilian market versions.</p>

Its look smaller than Horatio's one. But still very macho looks - sure will look like CSI-NY star when you step out of it ! Someone told me that it is belongs to one of the tea farm owner there.  To have one will cost you a bom here. Almost MYR350K or more. Not to mention it extra size which may take 2 parking spaces and poor fuel economy.</p>
<p>I have read some <a href="http://www.thecarconnection.com/modelintro/hummer_h3_2008" target="_blank">2008 Hummer H3 reviews</a> on the internet. One of the hummer h3 reviews summaries it all:-</p>

<p><strong>Sathya Sai Baba Transmutes Water Into Petrol</strong></p>
<p>Howard Murphet records this fascinating episode in his book <em>“Sai Baba: Invitation to Glory”</em>:</p>
<p>Divine alchemy is used only on rare occasions under particular circumstances -as when Jesus turned water to wine at Cana in Galilee, and Moses turned the waters of the Nile to blood in Egypt.</p>
<p>An old Sai devotee told me that, just after World War II, he was in a car with <a href="http://www.sathyasai.org/">Sathya Sai Baba</a> and others driving through the countryside. They were on their way to an important religious festival, and did not want to be late. Suddenly, in the middle of nowhere, their car ran out of petrol.</p>
<p>One of the passengers, who knew the district, thought that there was a service station about three miles up the road, but, as petrol was not plentiful at that time there may not be any available there.</p>
<p>The driver said he would walk to the service station, or somewhere, and try to get a can of petrol. But even if he managed to secure any, this would mean a considerable delay. Also it was a long, hard walk for the man on a hot day, and, even though he was at fault for not having ensured that there was enough petrol in the tank at the start of the journey, Swami was merciful.</p>
<p>He said to the driver: <em>'Bring a bucket from that house. There's a well there.'</em> He pointed to a humble dwelling, less than a hundred metres away. The driver obeyed silently. Everyone remained silent in a kind of hushed expectancy as they stood waiting with Swami beside the car.</p>
<p>Soon the driver returned with a large pail full of water. <em>'Here'</em>, Swami indicated, and the driver placed the pail on the ground at the Lord's feet. All watched intently as the red-robed figure leaned over and with one finger stirred the surface of the water.</p>
<p><em>'Put it in the petrol tank and be careful not to spill any'</em>, He told the driver.</p>
<p>Soon they were driving along again as the engine drank the miracle petrol happily; they reached the religious festival in good time. There is evidence, moreover, that the divine finger will stretch many thousands of miles to stir petrol into being.</p>
<p>A pleasant-mannered, turbaned Punjabi, named Surjit Singh Chahal gave me a letter he had received from a friend, a Mr Gordon Chetty of Durban, South Africa. In this Mr Chetty writes:</p>
<p>'I have a 1970 model, nine-seater station wagon which used to travel to any destination to spread Bhagavan Baba's teachings. Bhagavan started providing petrol miraculously for the vehicle.</p>
<p>This has happened eleven times in two years. Each time the miracle has been witnessed by hundreds of people.</p>
<p>It happens like this: while the vehicle is standing stationary, the tank fills to overflowing, and a small quantity of petrol often pours out from the tank. Many people have, in fact, placed containers in position to collect the overflow.</p>
<p>One Sunday morning, for instance, I was at a wedding party. I had left my vehicle parked on the roadside among other cars. It was about 11.30 in the morning when I was called urgently, and told to go to my station wagon as petrol was spilling from it.</p>
<p>I found that the petrol tank had filled-up completely and was overflowing! Many people from the wedding party rushed out to see this miracle. There were, in fact, about 800 witnesses that time. Twelve people collected petrol from the overflow to use in their own vehicles.’</p>
<p>Although Sathya Sai Baba, in other cases, transmuted water into petrol, in Durban He seems to have multiplied the petrol that was already in the tank. The help and grace of the Lord comes at the place and manner that He Himself prescribes.</p>

<p>O poveste despre valorile adevarate, banul castigat din munca grea si cinstita, onestitate si alte calitati care lor le place sa creada ca au facut America "great", dar care pe parcurs se trabsforma intr-o poveste despre nebunie, religie si lacomie impinse la extrem. La inceputurile capitalismului in Lumea Noua, un barbat gaseste intamplator petrol, sapand dupa argint, si de aici incepe o adevarata saga, ce se intinde pe cateva zeci de ani, si urmareste destinul acestuia, pe masura ce se imbogateste din exploatarea pertolului, dar totodata cedeaza psihic, ajungand sa creada ca totul ii este permis si poate trece peste cadavre. De aici si titlul <strong>"Va curge sange.."</strong>. Filmul este bazat pe doua planuri, existand o lume exterioara si mai ales una interioara, formata din trairile si psihozele aluia. Toate astea, sunt induse privitorului prin intermediul unor taceri apasatoare, lungi, prea lungi chiar, care dupa parerea mea desi sporesc dramatismul, stirbesc mult din placerea spectatorului de a urmari filmul asta, si categoric d'asta a pierdut si Oscar-ul anul asta, in favoarea mult mai comercialului <strong>"No Country for.."</strong>. Si bine a facut. Cu riscul de parea superficial, mie personal nu mi-a placut mai deloc. prea multa introspectie,prea mult dramatism interior, prea putine cuvinte. maybe it&#8217;s just me but i&#8217;m getting a bit sick of hearing about this credit crunch and e]]></description>

maybe it's just me but i'm getting a bit sick of hearing about this credit crunch and economic crisis - 2 phrases that are just filling our news headlines every single day. every radio phone in seems to be talking about it and many people i speak to are moaning about it.</p>
<p>yes, the price of petrol has been horrendous and inflation is a bit mad. and, don't get me wrong, i genuinely symphathise for those who are badly affected by it - like my mates in the building industry who are struggling for work right now and are being laid off.</p>
<p>but amidst it all, i can't help thinking about those in central america, south east asia and much of africa, whose lives are devastated by poverty and wrecked by homelessness. these are the real credit crunch sufferers and those who need the hand up and hand out. we are so self indulged by our own economic problems that the plight of zimbabwe has gone off the radar. we are only glimpsing in the tiniest part what daily life looks like for these people.</p>
<p>and so because of these people's constant struggles and situations, i'm just a bit sick of hearing people gurning about the price of fuel and their lack of money. it smacks of ignorance as we still remain among the richest 10% of people in the world.</p>
<p>am i being too harsh here??</p>
<p>for me it's been a timely reminder that i shouldn't be storing up treasures here on earth anyway - no matter, how hard i try. jesus warned us that 'moth and rust' destroy these things and so the challenge remains to "...store up for yourselves treasures in heaven, where moth and rust do not destroy, and where thieves do not break in and steal." - jesus (matt 6:20)</p>

<content:encoded><![CDATA[<p>These petrol pump guys really get on to my nerves sometimes! I dont know why these people think that  their customers either have ample money or are bigtime fools.. or may be both! They think they can fool you with such an ease and you won't even shout back at them even if you realise that the business done there was totally unfair!</p>
<p>I have experienced this so many times and everytime I have this kind-of-fight at the petrol pump, I go all red with anger. Initially I never understood all this but with time and experience I can literally list down all their tricks!</p>
<p>Just today in the morning, I asked the petrol pump guy to fill petrol worth Rs. 150. The other guy who collects money started involving me in conversation like "do have change" n stuff like that which certainly diverted my eyes from the reading. Within about 3 seconds I could see Rs. 50 flashing on the display. I said "I asked for 150!" Innocently he said, "Sorry Madam, I heard just 50!" and filled petrol worth Rs 100. Experiencing similar situation before I said "I want the petrol worth the money I am paying! Dont even try to fool me !" He finally filled another litre after hearing from me that I am not going unless I get the right amount!</p>
<p>This situation definitely deserves this old n famous dialogue regularly heard from uncle and aunties "Its not about 50 or 100 rupees.. its about PRINCIPLES!!" Yeah.. I totally agree.. I accept these guys are poor and need some more money to earn their living but fooling people is certainly not the right means of making money.</p>
<p>So all I can do is tell everyone reading this post to be alert at the petrol pumps n fight to get things worth your hard-earned money!</p>

<p>When someone pops up with a way of challenging petrol as our primary source of energy I can't help but have serious doubts. I don't challenge the idea from a scientific point of view but rather from an economic one. I've not read much about economics but from the little I understand, a cheap source of endless energy would be impossible. Let me explain myself.</p>
<p>The most important thing on earth (and arguably in the whole universe) is energy! With enough energy you can do anything; you don't have water, pump it from the ocean and desalinate it, no bananas in the North Pole, we'll build a green house powered by a heater running night and day! The only important thing for these two is energy and once you have that you can do anything.</p>
<p>The term economics come from an Ancient greek word meaning "management of a household". Management is required when resources are scarce but if energy becomes cheap and readily available, we don't need to manage anymore; we just need to use! Imagine what this would mean; food and all sort of resources in abundance; no more poor coz anything can be manufactured at practically no cost. Can this be true? Come on, that'll be heaven on earth, no more hardships,.... or rather a dream</p>

<p>Londra'da cuma günü 828 dolardan kapanan altının ons fiyatı, bugün öğle saatlerinde 836,50 dolardan satılıyor.</p>
<p>Londra Menkul Kıymetler Borsasında FTSE 100 Endeksi şu sıralar yüzde 5,46 değer kaybederek 4.708,54 puana indi.</p>
<p>Almanya'da borsanın temel göstergesi DAX Endeksi de yüzde 5,64 azalarak 5.470,31 puana gerilerken, Fransa'da CAC 40 Endeksi ise yüzde 5,89 kaybederek 3.840,57 puan oldu.</p>
<p>Borsaların değer kaybetmesinden en fazla bankacılık ve enerji sektörü zarar gördü.</p>
<p>Dexia bankasının hisseleri yüzde 20, Credit Agricole'nin yüzde 10,4, BNP Paribas'ın yüzde 4,5, Societe Generale'ın yüzde 8,8, Commerzbank'ın yüzde 13, HBOS'nin yüzde 15, Lloyds'un yüzde 9, Almanya'da tutsat kredisi sağlayıcısı Hypo Real Estate bankasının yüzde 26, sermaye artırmayı planladığını açıklayan İtalya'nın ikinci büyük bankası UniCredit'in yüzde 4 geriledi.</p>
<p>Petrol fiyatının 90 dolara gerilemesi nedeniyle enerji şirketleri Total, ENI, BP ve Shell'in hisseleri yüzde 5,2 ila 6,9 düştü.</p>
<p>Madencilik alanında faaliyet gösteren şirketlerden Eurasian Natural Resources'ın hisseleri yüzde 15,3, Anglo American, Antofagasta, Kazakhmys, Rio Tinto, Vedanta Resources ve Xstrata'nın hisseleri de yüzde 8,6 ile 18 değer kaybetti.</p>
<p>Bu arada küresel finansal krizin petrol talebinde keskin düşüşe yol açacağı beklentisi uluslararası piyasalarda ham petrolün varil fiyatının 90 dolara gerilemesine yol açtı.</p>
<p>ABD ham petrolünün varil fiyatı kasım ayı teslimi 3,85 dolar düşerek 90,03 dolara, Londra Brent tipi ham petrolün varil fiyatı da 3,44 dolar azalarak 86,81 dolara geriledi.</p>
<p>ABD ham petrolünün varil fiyatı bir ara 89,07 dolara inerek Şubat 2007'den bu yana en düşük seviyesinde gerçekleşti.</p>
<p>ABD ham petrolünün varil fiyatı, 147,27 dolarla tüm zamanların en yüksek değerini gördüğü 11 Temmuz'dan bu yana yaklaşık yüzde 40 değer kaybetti.</td>

<content:encoded><![CDATA[<p>It looks like by the end of this year we are going to be heading into recession.. the first one since 1991.</p>
<p>September was the worst month ever for business and such alike, the most recorded loss of businesses such as Hotels, Banks, Pubs, Petrol Stations and many more hit a high.  It very much seems like the first recession of the turn of the centrury is guarranteed to happen.</p>
<p>You can just say how everything has gone up in price, just looking around a supermarket, you can see how much everything has gone up by. I.e. the cost of alcohol, cigarettes, and many everyday products have increased in price causing people to perhaps not afford a treat they could usually afford or maybe just the weekly shopping. According to a national observation since January the cost of a weekly shop has increased by approximately £8, which may not sound a great deal, but every week, thats another £416 a year.</p>
<p><em><strong>What is a recession?</strong></em></p>
<p>A recession is <span>a stage of the business cycle in which economic activity is in slow decline. Recession usually follows a boom, and precedes a depression. It is characterized by rising unemployment and falling levels of output and investment.<br />
As the economy has to suffer, it can not justify all the billions and even trillions of pounds that have to made up from somewhere.. the tax payers money.</span></p>
<p><em><strong>When will we know when we are in recession</strong></em>?</p>
<p>Well you can not just say recession is happening right now, we will only know what it has happened. Businesses are at their toughest point for many years and are really struggling in the wind.</p>
<p><em><strong>How many have their been before?</strong></em></p>
<p>Well since the war, there has been 5 recessions, obviously this year could become the 6th? Or even it could be the 6th in early 2009. Who knows? What we know is with the banks struggling and many other business firms are dramatically suffering.</p>

<content:encoded><![CDATA[<p>With 81 per cent of men and 63 per cent of women in the UK holding a driving licence in 2006, huge numbers of people obviously view a car as an essential part of their everyday lives. Whether it is used for business, driving to work, taking the children to school or simply for pleasure, a vehicle is something most British people feel they cannot live without.</p>
<p>The cost of keeping such a vehicle can be difficult to manage though. Buying a car in the first place can easily set an owner back by a few thousand pounds. Road tax must be paid on the vehicle, insurance is essential and a legal requirement and there is the added cost of physical maintenance – MOTs, servicing, making alterations and even simple cleaning.</p>
<p>The most consistent cost for most drivers, however, is fuelling, and the UK is actually the most expensive place to buy petrol in the developed world. Prices change quickly and often, with many drivers becoming angry as a result. For example, in 2001, many retailers cut the price of unleaded fuel by 1p, following a fall in crude oil prices in December of that year. Motorists at that time accused those retailers of making a token gesture, due to large cost increases prior to the drop.</p>
<p>Luckily for many motorists, there are ways to ensure fuel consumption is kept to a minimum. Simple alterations to a driver’s usual techniques can make a huge difference. Some methods of improving vehicle fuel economy are: avoiding sudden starts and stops, keeping tires inflated to the recommended pressure, avoiding the use of air conditioning and coasting down hills. Simply by driving more slowly and avoiding unnecessary use of the accelerator, a driver can help reduce their petrol consumption.</p>
<p>There are also methods that don’t relate to actual driving techniques. Driving less is the most obvious way to cut petrol use, but is something many people simply cannot do. A carpool with friends or colleagues can be an alternative, as can making a commute shorter by working closer to home or moving closer to work, or even buying a smaller car that burns less fuel.</p>
<p>Combining a few small trips and taking just one longer journey, or parking in the first space available, are effective techniques that will cut fuel costs in the long term, as is filling up the tank fully to avoid making extra trips purely to buy more petrol. Making these kinds of decisions can affect a daily lifestyle of drivers, but could well be worth it as they will certainly save money.</p>
<p>It is important that drivers do not cut costs when it comes to certain aspects of their car use, however. Finding the right car insurance, paying road tax and maintaining a vehicle are all essential motoring outlays for any driver. If drivers can avoid the need to constantly pay out for petrol, however, owning a car can be more affordable and can allow an owner the extra funds to pay for other pleasures.</p>

<content:encoded><![CDATA[<p>I was running low on fuel this morning, so I pulled into a BP forecourt to fill up.  Although all the pumps with berths on the right were taken, I have a small city car so I pulled into a left hand berth, smiled at the annoyed looking SUV drivers waiting for the other pumps, and went to stretch the nossle around my car to the tank.  However, annoyingly, the nossle on the normal priced fuel wouldn't stretch, so I was forced to indulge my car in expensive "high octane" fuel, as this was the only pump that stretched.. (Thank god the only choice wasn't diesel.  I propably would have filled up with diesel, just to prevent the smirks from the SUV drivers)</p>
<p>Anyway, this made me think.  Is the quality of the fuel actually there?  Do we assume it's better quality because of the price?  Is it the Ferrari branded adverts that have made us think it's better quality?  If Michael Schumacher tells us he uses it, it must be good right?</p>
<p>After filling up, I excitedly jumped into my car, expecting it to start up with the growl of an angry Italian beast under the bonnet.  I expected, nay, demanded, that I fly round the next round-about on two wheels and eventually pile through the pearly gates backwards and on fire.  Unfortunately, this didn't happen, and my car feels EXACTLY the same as it did before.</p>
<p>Now, I don't know anyone else who uses the more expensive version of petrol, which is already more expensive than saying "yes Mr bank manager, I'd love to invest my money with you", so that CLEARLY proves to me that the adverts don't work.  However, if this scientifically proven conclusion is indeed accurate (unlikely) and not completely made up (more likely) then they must have other methods of making the sale.</p>
<p>Ever the cynic, I have concluded that the only method the petrol companies have for selling the "high quality" stuff (we all know it comes from the same reservoir under the garage anyway) is by ensuring the regular fuel pumps are out of order so we have no choice, or by giving away a free Ferrari hat with all purchases...</p>

<content:encoded><![CDATA[<p><strong>România a fost reprezentata la procesul de la Haga impotriva Ucrainei, pentru delimitarea platoului continental, si de specialisti din Ministerul Economiei, de la Agentia Nationala pentru Resurse Minerale (ANRM) – directorul general Gicu Borosi si directorul adjunct Mihai Silviu German. Pentru ca au existat numeroase speculatii referitoare la miza acestui proces, faptul ca pentru exploatarea resurselor se va face o licitatie „dirijata” spre o anumita companie, am dorit sa aflam realitatea chiar de la specialistii de la ANRM.</strong></p>

<p><strong>Rep. Care a fost rolul dvs. in echipa care a reprezentat România in procesul de la Haga?</strong></p>
<p>Gicu Borosi: Rolul nostru a fost unul special, tinând cont ca disputa se purta pe o zona de delimitat care inseamna platou continental si zona economica exclusiva, zona care ii da dreptul statului respectiv de a exploata toate resursele – atât piscicole, cât si minerale. Importanta resurselor minerale, presupuse a exista in zona in disputa intre România si Ucraina, si  in special a celor de titei si gaze naturale a determinat cooptarea unor reprezentanti ai Agentiei Nationale pentru Resurse Minerale, initial in echipa de negociere si ulterior in cadrul echipei „Haga”. Tema resurselor naturale a fost de o importanta deosebita inca din timpul  negocierilor cu fosta Uniune Sovietica, in 1967, iar ultimele negocieri purtate cu URSS s-au incheiat in 1987, când s-a convenit un „gentlemen’s agreement”, in care se prevedea ca ambele parti sa se abtina, pâna la solutionarea disputei de la orice activitate de explorare prin sonde si de exploatare. Ca atare, pâna in 1987, in zona de disputa, care era sensibil redusa fata de cea pretinsa de ucraineni, ambele parti – si noi, si Uniunea Sovietica - am efectuat lucrari de explorare care au constat numai din prospectiuni seismice, totalizând aproximativ 12.000 de kilometri de profil seismic inregistrat.</p>
<p><strong>Rep: Ce sunt profilele seismice?</strong></p>
<p>Mihai German: Prin aceste profile seismice se realizeaza practic o radiografie a scoartei terestre prin care se depisteaza zonele favorabile acumularii hidrocarburilor. Undele seismice generate de la suprafata se propaga prin succesiunea de straturi geologice si revin la suprafata reflectate de anumite discontinuitati care dau o imagine a aranjamentului structural al acestora sau, in situatii favorabile, chiar o indicatie directa a prezentei unor acumulari de gaze naturale.</p>
<p>Gicu Borosi: In functie de asta se interpreteaza zona din punctul de vedere al conditiilor de generare, al existentei colectoarele favorabile acumularii hidrocarburilor si a prezentei „capcanelor” capabile sa opreasca titeiul sau gazele. Si in zona respectiva, atât noi, cât si sovieticii am facut aceste prospectiuni seismice prin care s-au conturat câteva zone care intruneau conditii favorabile de generare si de acumulare a hidrocarburilor. Dar nici noi, nici sovieticii nu am sapat sonde pâna in 1987 in zona respectiva, pentru a verifica daca structurile respective au sau nu acumulari de titei sau gaze naturale. Desigur, chiar si in aceste conditii, prin metode probabilistice se estimeaza un volum al resurselor care pot fi descoperite.</p>
<p><strong>Rep: E greu de inteles acum ca Uniunea Sovietica accepta un astfel de „gentlemen’s agreement”, de a respecta termenii acordului.<br />
</strong><br />
G.B.: Da, s-a respectat, deoarece zona respectiva reprezenta o portiune relativ restrânsa din platoul continental al Marii Negre, iar o parte din acest areal este reprezentata de  zona de mare adânca, a carei cercetare prin sonde a inceput, pe plan mondial, mult mai târziu. Platoul continental coboara relativ lin pâna la adâncimea apei de 200-250 m, dupa care panta se schimba si ajungi brusc intr-o zona cu adâncimi ale apei de 1.500-1.700 de metri. Dupa 1990, România a acordat niste concesiuni petroliere pe platoul continental românesc al Marii Negre, care s-au oprit la linia ce marca pretentia maxima a  Uniunii Sovietice, nebanuind la acea data ca Ucraina  va revendica ulterior o suprafata mult mai mare. Linia lor de pretentie a baleiat spre Vest, spre malul nostru, si a facut ca o parte din suprafetele perimetrelor concesionate de România sa intre in zona in disputa.</p>
<p>M.G.: Spre deosebire de „gentlemen’s agreement”-ul incheiat cu Uniunea Sovietica prin Acordul Conex incheiat cu Ucraina in 1997, s-a prevazut si dreptul partilor de a explora in zona respectiva, inclusiv prin sonde. De acest drept au profitat atât România, care a sapat patru sonde in zona de delimitat, cât si  Ucraina, care a sapat doua sonde, fara a trece insa la lucrari de exploatare, care erau interzise prin Acordului Conex.</p>
<p><strong>Rep: Câte zacaminte exista?</strong></p>
<p>G.B.: La ora actuala sunt patru zacaminte care sunt cunoscute, care au intrat in exploatare dupa anul 1987, toate au fost operate initial de Ministerul Petrolului, apoi de Petrom. Cele patru zacaminte sunt Lebada Est, Lebada Vest, Sinoe si Pescarus, ultimul, descoperit la sfârsitul anilor ’90.</p>
<p><strong>Rep: In teritoriul pe care am urma sa-l câstigam, dupa decizia Curtii de la Haga, câte zone de exploatare mai sunt?<br />
</strong><br />
G.B.: Se poate estima prin similitudine cu volumul de resurse al zacamintelor cunoscute ca volum de rezerve din acest areal de 12.000 km patrati este de 10 milioane de tone de titei si 100 de miliarde de metri cubi de gaze. Desigur, aceste cifre sunt doar estimari, volumele reale vor putea fi cunoscute doar dupa efectuarea lucrarilor de explorare si evaluare.</p>
<p><strong>Rep: Cât inseamna aceste cifre, raportate la consumul actual al României?</strong></p>
<p>G.B.: Ce pot sa va spun este ca aceste resurse nu pot fi exploatate peste noapte pentru ca nu exista nici o sonda, in afara de ce au sapat ucrainenii, si cu un rezultat contradictoriu. In prezent, intr-o etapa mai avansata de explorare este doar structura Cobalcescu pe care Petrom a sapat trei sonde si Olimpiskaia, denumita anterior de România Muridava, pe care Ucraina a sapat doua sonde, prima cu rezultat pozitiv, a doua cu rezultat incert. Structura pe care au sapat ei si care se afla pe zona de pretentie a Ucrainei este imediat la est de limita perimetrelor concesionate de România intr-o zona care este foarte  probabil sa ne revina noua.</p>
<p><strong>Rep: Prin urmare, ce avem de câstigat?</strong></p>
<p>G.B.: Redeventa petroliera, accizele, impozitele pe profit pentru companiile care lucreaza in zona respectiva, plus degrevarea, intr-o anumita marja, a volumelor de titei si gaze importate.</p>
<p><strong>Rep: Adica este mai convenabil sa concesionam suprafetele?</strong></p>
<p>M.G.: Da, pentru ca, in afara de aceste venituri la bugetul de stat, care pot fi consistente deoarece redeventa petroliera pentru zacamintele de talia celor presupuse in acest areal este de 10 - 13%, pretul gazelor din productia interna va fi oricum ceva mai mic decât al gazelor importate. Asigurarea necesarului de consum intr-un procent cât mai mare  din gaze produse in tara reduce dependenta de gazul importat, implicit reduce riscul aparitiei unor momente de criza in furnizare, datorita unor factori politici sau climatici. Zacamintele off-shore sunt in general zacaminte marisoare, cu productii mari pe sonda. Asta inseamna si redeventa mare, pentru ca la zacaminte mari redeventa ajunge si la 13%. Nu aveam alta posibilitate decât sa concesionam.</p>
<p>G.B.: In ceea ce priveste concesionarea perimetrelor care vor fi oferite, precizam ca Legea petrolului nu face distinctie intre companiile românesti si straine, cu capital de stat sau privat, beneficiind de acelasi tratament Romgaz, care este singura firma cu capital de stat din domeniul petrolier si al gazelor, Petromul, relativ recent privatizat, sau oricare alta companie româneasca sau straina.</p>
<p>M.G.: Deoarece pe parcursul derularii pledoariilor de la Haga au fost unele opinii ca zona din platoul continental care va reveni României in urma deciziei CIJ va trece automat in concesiunea Petrom, suntem datori sa precizam ca aceste temeri sunt nejustificate. Desigur, Petrom poate sa fie unul dintre participantii la licitatia care va fi organizata, dar nu este automat si câstigatoare a acesteia.</p>
<p><strong>Rep: Ca o concluzie – care este miza procesului de la Haga?</strong></p>
<p>G.B.: Miza este doar una economica, deoarece in zona sa economica exclusiva statul are dreptul suveran de exploatarea resurselor piscicole si minerale. Pâna acum sunt cunoscute doua zacaminte,  Cobalcescu, descoperit recent de Petrom in perimetrul Istria, si unul potential comercial, Muridava. Pe lânga acestea mai sunt 6-7 structuri descoperite pâna acum, potential productive si mai e o suprafata mai putin investigata, in care sigur o sa se mai gaseasca inca 7-8 structuri favorabile.<br />
<strong><br />
Rep: De ce Ucraina tine mortis sa ia un teritoriu mai mare decât avea URSS, in conditiile in care pentru ei resursele naturale ar asigura consumul intern pentru doar doi-trei ani?</strong></p>
<p>G.B.: Volumul resursei si raportarea acestora la consumul intern al Ucrainei nu este relevant, o resursa suplimentara fiind bine-venita chiar si pentru tarile exportatoare de titei si gaze naturale, categorie in care Ucraina nu intra.</p>
<p>M.G.: Asa cum a afirmat si dl Bogdan Aurescu la Haga in una dintre pledoarii,  Ucraina a  supralicitat pretinzând o „felie” mai mare din platoul continental in comparatie cu pretentia Uniunii Sovietice, exact cu scopul de a  obtine cât mai mult.</p>
<p><strong>Rep: Ati discutat cu omologii dumneavoastra din partea ucraineana la Haga?</strong></p>
<p>G.B.: Nu la Haga. Dar pe parcursul negocierilor in cadrul intâlnirilor comisiilor de experti am avut numeroase intâlniri si schimburi de opinie. In pledoariile Ucrainei de la Haga, acesta a incercat sa prezinte ca o circumstanta in favoarea sa efectuarea unor operatiuni petroliere in arealul in disputa, dar asa cum a subliniat in raspunsul sau dl. Cosmin Dinescu, acestea nu au nici o relevanta deoarece au fost executate dupa termenul de referinta marcat de notificarea reciproca a celor doua parti a existentei unei suprafete revendicate de ambele tari. Totodata, aceste lucrari pot fi considerate a fi fost facute cu caracter demonstrativ si au fost executate de o companie ucraineana de stat.</p>
<p><strong>Rep: Dumneavoastra, ca specialisti, cum ati descrie Insula Serpilor? Ce este?</strong></p>
<p>G.B.: Din punctul nostru de vedere este o stânca. Problema este ca se pleaca de la câteva principii pe care si completul de judecata, CIJ, il are ca baza in numeroase cazuri.</p>
<p>M.G.: Sunt 17 hectare, fara populatie stabila, fara apa potabila, fara resurse si cu o clima aspra,  deci intr-un cuvânt fara nici o speranta sa devina altceva decât ceea ce este: o stânca.</p>
<p>G.B.: Problema este cine traieste acolo, cine isi face o familie acolo? E ca si cum ai trimite omul pe Luna. L-ai trimis pe om pe Luna, a stat o saptamâna si s-a intors pe Pamânt.</p>
<p>M.G.: Perspective deosebite petroliere in zona insulei nu sunt. E foarte putin probabil sa mai fie „capcane” cu continut de hidrocarburi in imediata apropiere. Bine, ucrainenii pot sa-si mute si capitala acolo, daca vor. Orice e posibil.</p>
<p><strong>Independenta energetica pentru cel mult 18 ani</strong></p>
<p><strong>Rep: Totusi ce ar insemna inceperea acestor exploatari? Domnul Bogdan Aurescu, agentul României la Curtea Internationala de Justitie de la Haga, spunea de asigurarea independentei energetice pentru 18 ani.</strong></p>
<p>G.B. Când vorbesti de independenta energetica, iei in calcul importul actual de gaze si, in functie de volumul importat, te raportezi la noile rezerve care ar putea fi exploatate. Si, intr-adevar, te poate duce pâna la cifra de 18 ani, pentru ca la ora actuala importam cam 5 miliarde de metri cubi de gaze. Daca iei in calcul cele 100 de miliarde de metri cubi de gaze din platoul continental, ajungi la 18 ani. Dar ca sa le atragi in exploatare intervine o perioada mai lunga. In momentul in care zona aceasta va reveni României, ea va fi parcelata dupa anumite criterii de catre Agentia Nationala pentru Resurse Minerale si scoasa la licitatie. Va fi un concurs public de oferta atât pentru companiile românesti, cât si cele straine. Pentru a relua lucrarile de explorare si ulterior ca sa sape sonde pentru exploatare.</p>
<p>M.G. Toate aceste etape, respectiv organizarea rundei de apel public de oferta, realizarea programului de explorare, saparea gabaritului de sonde de exploatare, construirea conductelor de transport la tarm a titeiului si gazelor naturale dureaza intre 5 si 10 ani.</p>
<p><strong>Petrol pentru inca 30 de ani, gaze pentru 60</strong><br />
Potrivit datelor din Strategia Energetica a României 2007-2020, cererea totala de energie in 2030 va fi cu circa 50% mai mare decât în 2003, iar pentru petrol va fi cu circa 46% mai mare. Rezervele certe cunoscute de petrol pot sustine un nivel actual de consum doar pâna în anul 2040, iar cele de gaze naturale pâna în anul 2070, în timp ce rezervele mondiale de huila asigura o perioada de peste 200 de ani, chiar la o crestere a nivelului de exploatare. Productia anuala de titei a scazut de la 14,7 milioane tone în 1976 (anul cu productia de vârf) la 5 milioane tone în 2006. Zacamintele de gaze naturale sunt de asemenea limitate, iar dupa 1990, productia interna este în declin. Rezervele actuale de gaze naturale sunt estimate la 184,9 miliarde metri cubi. Productia annuala de gaze naturale a fost de 12,3 miliarde metri cubi în anul 2006, ceea ce a reprezentat 69% din consumul national anual total de gaze naturale.</p>
