""" Israel's policy of demolishing Palestinian homes is nothing new. Since the inception of the occupation in 1967, thousands of Israeli military orders have been handed to Palestinians informing them of the imminent destruction of their houses. The reasons – or excuses – for this destructive policy are many: involvement in resistance against the Israeli occupation [known as "terror" to Israel], illegal construction, or for "urban planning" [i.e., when the decades-old home and surrounding land is in the way of a new Jewish settlement in the West Bank or east Jerusalem].

So, Israeli government plans to demolish the homes of Palestinians living in Jerusalem because they were involved in attacks against Israelis, hardly raises eyebrows. Not because this punitive measure is not cruel or inhumane but because Israel has never been known for its overly humane treatment of the Palestinians under its occupation.

Still, Israel continues to take the world for a fool – at least the Palestinians – when it feigns legality when debating the issue of demolishing Palestinian homes in Jerusalem. This week, Israeli government officials say they are close to overcoming the legal hurdles necessary to get approval to demolish the home of 'Ala Abu Dheim, the east Jerusalem resident who gunned down eight yeshiva students last March. The orders to demolish the homes of the two men who ploughed through Israeli traffic with their bulldozers earlier this month is still pending.

Of course all three men were killed on the spot by Israeli police. At no time did Israeli security officers try to apprehend the men and actually give them their fair day in court, which is the usual procedure in democratic countries. Israel's 'shoot to kill' attitude has become the run of the mill, all in the name of security. Children playing ball in the vicinity of the border between Gaza and Israel were shot at and killed because patrolling soldiers believed they were "terrorists" trying to infiltrate into Israel.

The point here is that Israel still feels obligated to use the justification of legality when it carries out these highly illegal acts even though in reality, legality is the last consideration. Besides, in what civilized country is demolishing the home of a criminal considered "legal" and not inhumane collective punishment? When Baruch Goldstein sprayed a Hebron mosque with bullets, gunning down 29 Muslims kneeling in prayer, Israeli bulldozers hardly rushed to tear down his home in the settlement of Kiryat Arba. When an Israeli F-16 fighter plane dropped a 500-pound bomb on a Gaza apartment building, destroying the homes of several families and killing at least 16 people, the pilot did not have to worry about his family losing the roof over their heads because of his terror-filled act.

Even if we move out of the murky waters of Israeli/Palestinian politics, this brutal form of collective punishment is unprecedented in other parts of the civilized world, at least against its own citizens. While the Oklahoma City bomber, Timothy McVeigh who was held responsible for the deaths of 168 people was arrested and later sentenced to death, his family's home is still standing. The punishment was meted out against the perpetrator only; the way it should be.

However, when it comes to Palestinians, different standards are applied. While Israel claims such punitive measures are meant as a deterrent to further attacks against Israelis, the real purpose is plain and simple: punish the Palestinians, even if they have nothing to do with the crime.

On a more massive scale, this is the policy the United States undertook post-September 11, 2001. We all know Israel takes its cue from the US, or vice versa. Following the Twin Tower and Pentagon attacks which took the lives of almost 3,000 Americans, the US, or President George W. Bush and his cronies, decided someone had to pay. Of course those who actually carried out the attacks were already dead and the elusive mastermind behind it is still at large. That did not stop Bush from forcing whole nations pay the price for the lives of innocent Americans. Thousands were killed in the bombings in Afghanistan and thousands more in Iraq, with the body count still rising. Of course there are several other factors at play here besides the declared purpose of catching Osama Bin Laden, first and foremost, western dominance in the Middle East. Still, the similarities are chilling. When Israel invades the entire Gaza Strip, killing hundreds of Palestinian civilians in the name of one Israeli soldier, is this any different from Bush's gung-ho attitude? Hardly.

In Rafah, the Israeli army forces razed approximately 1,500 homes over four years, predominantly to close smuggling tunnels from Egypt and to create a buffer zone between Gaza and the Egyptian border. In this case, Israel did not even bother with legal channels given that the residents were Palestinian Gazans [as opposed to Israeli-ID Jerusalemites] and because like in all other Israeli arguments, defending their security trumps all.

East Jerusalemites – and Palestinians as a whole – face these discriminative, racist-at-heart punishments every day. Only because they are Palestinian, and in comparison, only because the 9/11 bombers were Arab and Muslim – were these extreme measures taken. In both cases, whether it was the Bush administration or the Israeli government, the attitude is one of arrogance and superiority. That is, because they are the US and Israel, this gives them a carte blanche to act with impunity. Any other less influential country would have been criticized or even forcefully stopped by the so-called international community for similar transgressions. We all remember when Saddam Hussein foolishly decided to enter Kuwait and "occupy" it. That occupation didn't last 40 days much less 40 years.

So, when the Israeli media reports that the "legal obstacles" preventing the demolition of 'Ala Abu Dheim's house "had been removed" and that the demolition of the other two Palestinian homes was still up against "legal difficulties", it is clear this is part of a more comprehensive master-plan for the Palestinians in general and for Jerusalem in particular. Israel, and even America, hardly worries about the fact that they have blatant double-standards or that their actions come across as racist.

This is not to justify violent acts against any party, whether Palestinian or Israel because it is a well-known fact that violence only begets more violence. However, in the occupied territories, only Palestinian violence against Israelis merits such extreme reactions. It is not only a punishment for the families of those who carried out the attacks but a reminder to all Palestinians that even a flicker of resistance against Israel will not be tolerated. """

Ideea este că Israel încă se mai simte obligată să folosească justificarea legalităţii când duce până la capăt aceste acte atât de ilegale, deşi în realitate legalitatea este ultimul lucru avut în vedere. Şi până la urmă, în ce ţară civilizată este considerată demolarea casei unui criminal „legală” şi nu o pedeapsă colectivă şi inumană? Când Baruch Goldstein a „pulverizat” cu gloanţe o moschee din Hebron, împuşcând 29 de musulmani îngenunchiaţi în rugăciune, buldozerele israeliene nu s-au înghesuit să-i dărâme casa din aşezarea colonială Kiryat Arba. Bush şi amicii lui au decis că cineva trebuie să plătească. Cei care au dus la capăt atacurile erau, bineînţeles, morţi iar insesizabilul creier din spatele operaţiunilor este încă în libertate. Acest lucru nu l-a împiedicat pe Bush să forţeze naţiuni întregi să plătească preţul pentru vieţile inocenţilor americani. Au fost ucişi cu miile în bombardările din Afghanistan şi alte mii în Irak iar numărătoarea continuă. Desigur că sunt de luat în calcul şi alţi factori aici, pe lângă scopul, declarat, de a-l prinde pe Osama Bin Laden, în primul rând fiind dominaţia vestică în Orientul Mijlociu. Totuşi, asemănările sunt izbitoare. Când Israel invadează întreaga Fâşie Gaza, omorând sute de civili palestinieni în numele unui singur soldat israelian, este diferit cu ceva faţă de atitudinea plină de exces de zel a lui Bush? În ultimii patru ani, forţele militare israeliene au făcut raiduri în aproape 1.500 de case din Rafah, în mare parte, ca să închidă tunelele de contrabandă dinspre Egipt şi să creeze o zonă tampon între Gaza şi graniţa egipteană. În acest caz, Israel nici măcar nu s-a deranjat să acţioneze pe căi legale, având în vedere că rezidenţii erau palestinieni cetăţeni ai Gazei [faţă de israelieni-cetăţeni identificaţi ai Ierusalimului] şi, ca şi în toate celelalte argumente israeliene, apărarea securităţii bate orice alt argument.

Ierusalemiţii de est – şi palestinienii ca un întreg – se confruntă în fiecare zi cu aceste pedepse discriminatorii şi rasiste. Doar din cauză că sunt palestinieni şi, în comparaţie, doar pentru că cei care au dus atacurile din 9/11 erau arabi şi musulmani – au fost luate măsuri atât de drastice. În ambele cazuri, fie că a fost administraţia Bush fie guvernul israelian, atitudinea este una de aroganţă şi superioritate. Şi asta doar pentru că sunt Statele Unite şi Israel şi acest lucru le dă undă verde să se poarte cu impunitate. Pentru excese asemănătoare, orice altă ţară cu o mai mică putere de influenţă, ar fi fost criticată sau chiar oprită cu forţa de către aşa-zisa comunitate internaţională. Toţi ne amintim ce s-a întâmplat când Saddam Hussein a decis, prosteşte, să intre în Kuweit şi să îl „ocupe”. Acea ocupaţie nu a durat nici 40 de zile, ce să mai ziceam de 40 de ani.

Here is the "next thing" in the war against terror: the war against hairdressers. After Hamas took over half the Palestinian people, in no small measure because of Israel’s policies, after we tried to fight Hamas with weapons and siege, destruction and killing, mass arrests and deportations, the Israel Defense Forces and Shin Bet security service have invented something new: a war on shopping malls, bakeries, schools and orphanages. First in Hebron, now in Nablus. The IDF is closing beauty salons, clothing stores and clinics, and even one dairy farm, all on the pretext that they are connected to Hamas, or the rent they pay is given to a terror organization.

These bizarre pictures of a closure order issued by the general of command, stuck on the window of a cosmetics store or a physiotherapy center, of a confiscation order stuck to a pita oven, show that the Israeli occupation has gone crazy. A few months ago I visited the charity institutions and commercial centers the IDF has begun closing in Hebron; I saw infuriatingly absurd scenes. A modern school, intended for 1,200 students, standing closed on orders of the GOC, and a library for young people about to shut.

Thus the occupation proves once again that there is no place in Palestinians’ lives that it cannot reach, and that it has no boundaries: An army that closes a school, library, bakery and boarding school; soldiers who raid a licensed commercial television station, confiscating its equipment and threatening its closure, as happened recently at the Afaq TV station in Nablus.

In Israel no voices were raised in protest, of course, either against the closing of the school or the closing of the TV station. According to the Israeli train of thought, if we close a bakery making bagels for orphans, Hamas’ power will weaken; if we throw hundreds of needy children into the streets from their boarding school, they and their relatives will become sympathetic to Israel; if we close a crowded shopping mall, its irate owners and customers will become Fatah supporters.

The Israeli occupation has not been seen for a long time in such a ludicrous and inhumane light as in these closure and confiscation operations ordered by GOC Central Command Gadi Shamni, the general of onions and garlic, to judge by the produce his soldiers confiscated from the Hebron food warehouses. Illegal, certainly immoral, but no less shortsighted, these operations broadcast a message loud and clear: The occupation has lost all moral inhibitions and any shred of wisdom. How wretched is an army that empties storerooms of food and clothing for the needy, how ridiculous that the GOC signs orders to close hairdressing salons, how pathetic is a military raid on bakeries and how cruel is an occupation that shuts down clinics on any pretext.

Hamas has entered the vacuum created in the West Bank and Gaza. Like any religious movement, it sprouted in the soil of distress and poverty. Now Israel comes along and says let’s make the poverty and distress even worse. Why? To fight Hamas. There is nothing more absurd. Tens of thousands of poor children in the West Bank have nowhere to turn to aside from the Islamic charities that Israel suspects of being linked to Hamas, although many were established long before the organization was born. Israel stopped seeing to the population’s welfare under the occupation, despite its obligation under international law, and the Palestinian Authority is also not showing any special interest in social and economic needs. Fatah has always devoted more resources to military camps, guns and official cars than to orphanages, hospital beds and dialysis machines.

This is the vacuum the Islamic Movement is filling, offering an impressive level of services. The orphanage I visited in Hebron is one of the most beautiful and well-cared for I have seen. It takes quite a bit of cruelty to threaten its closure, quite a bit of audacity to argue that doing so will serve the war on terror, and quite a bit of stupidity to think that such a measure will help. The closing of stores and malls will only land another blow on the Palestinian economy, which even now is struggling to hold up under conditions of quarantine. Has Israel learned nothing from the failure of the siege on Gaza?

Anyone who visits the charity institutions would see that not all the money flowing to these organizations is earmarked for buying suicide belts and explosives. The West Bank’s residents cannot be simultaneously imprisoned, prohibited from earning a living and offered no social-welfare assistance while we strike at those who are trying to do so, whatever their motives. If Israel wants to fight the charitable associations, it must at least offer alternative services. On whose back are we fighting terror? Widows? Orphans? It’s shameful.""" """ After seven years of rumors and self-serving memoirs, the Israeli media has finally published extracts from an official source about the Camp David negotiations in summer 2000. For the first time it is possible to gauge with some certainty the extent of former Israeli Prime Minister Ehud Barak's "generous offer" to the Palestinians and Yasser Arafat's reasons for rejecting it.

In addition, the document provides valuable insights into what larger goals Israel hoped to achieve at Camp David and how similar ambitions are driving its policies to this day.

The 26-page paper, leaked to the Haaretz daily, was drafted by the country's political and security establishments in the wake of Camp David as a guide to what separated the parties. Entitled "The Status of the Diplomatic Process with the Palestinians: Points to Update the Incoming Prime Minister," it was prepared in time for the February 2001 general election.

Although this is far from the only account of the Camp David negotiations, it is the first official document explaining what took place -- and one that certainly cannot be accused of being unsympathetic to Israel's positions.

The document came to light last month after it was presented to current Israeli Prime Minister Ehud Olmert to prepare him for his meeting with the Palestinians at Annapolis. Olmert had agreed, under American pressure, to revive negotiations for the first time since the collapse of Camp David, and the follow-up Taba talks a few months later. It is clear that, far from reviewing his stance in light of the Camp David impasse, Olmert chose to adopt some of Barak's most hardline positions.

The earlier negotiations, in July 2000, were Barak's attempt to wrap up all the outstanding points of conflict between Israel and the Palestinians that had not been addressed during a series of Israeli withdrawals from the occupied territories specified in the Oslo agreements.

Barak, backed by the US president of the time, Bill Clinton, pushed Palestinian Authority President Arafat into the hurried final-status negotiations, even though the Palestinian leader believed more time was needed to build confidence between the two sides. Contrary to the spirit of the Oslo agreements, Israel had doubled the number of illegal settlers in the occupied territories through the 1990s and failed to carry out the promised withdrawals in full.

Perhaps not surprisingly, the Israeli document does not acknowledge the most generous offer of all during the six decades of the Israeli-Palestinian conflict: the PLO's decision in the late 1980s to renounce its claim to most of the Palestinian homeland, and settle instead for a state in the two separate territories of the West Bank and Gaza -- on only 22 percent of historic Palestine.

So given the massive territorial concession made by the Palestinian leadership 20 years ago, how do Barak's terms compare? The document tells us that Barak insisted on three main principles in agreeing to end the occupation and establish a Palestinian state:

1. Israel's illegal settlement blocs would be kept, with 80 percent of the settlers remaining in the West Bank on land annexed to Israel.

The West Bank constitutes the bulk of any future Palestinian state. According to the document, some eight percent of the territory would have been annexed to Israel to maintain the settlements. In return the Palestinians would have been compensated with a much smaller wedge of Israeli land of much less value, probably in the Negev desert.

Israel's proposal required leaving nearly 400,000 Jews living inside the West Bank and East Jerusalem in fortified communities connected by settler roads, some linked to Israel and others criss-crossing the territory. The settlements and the infrastructure to sustain them would have been off-limits to the Palestinians and guarded by the army, creating effectively closed Israeli military zones deep in the West Bank. All of this was a sure recipe for destroying the viability of the proposed Palestinian state. Arafat was being asked to approve a labyrinth of Israeli land corridors that would have consolidated a series of Palestinian ghettoes under the guise of statehood.

2. A wide "security zone," supervised by the Israeli army, would be maintained along the Jordan Valley in the West Bank, from the Dead Sea to the northern Jewish settlement of Meholah.

Such a security zone exists already, so we do not need to speculate on what it would look like. A few thousand settlers in the Jordan Valley have ensured that the area, nearly a fifth of the West Bank, has been all but annexed to Israel for decades. Most Palestinians, apart from those living in the Valley itself, are barred from entering it. The Valley is one of the most fertile areas of the West Bank, its huge agricultural potential currently exploited mainly by Israel. Depriving Palestinians of both territorial and economic control over the Valley would again make the Palestinian state unviable.

3. On East Jerusalem, Israel demanded massive territorial concessions in line with its illegal annexation of the part of the city occupied by Israel in 1967.

Israel wanted to maintain territorial contiguity for its illegal settlements in East Jerusalem, home to nearly a quarter of a million Jews, with the Palestinian inhabitants forced as a result into a series of what Haaretz refers to as "bubbles."

Maintaining Israel's current expanded municipal borders for Jerusalem would have had two damaging consequences for the Palestinians: first, it would have severed the city, the economic and touristic hub of any Palestinian state, from the rest of the West Bank; and second, the large settlements of Maale Adumim and Har Homa, built deep in Palestinian territory but now considered by Israel to be part of Jerusalem, would have remained under Israeli sovereignty. The West Bank would have been cut in half, creating further movement restrictions for Palestinians in the West Bank.

In the Old City, Israel demanded that the Jewish and Armenian quarters and parts of the so-called "sacred basin" outside the walls be annexed to Israel, and that the mosques of the Noble Sanctuary (known as Temple Mount to Jews) be placed under an "ambiguous" sovereignty, doubtless later to be exploited by the stronger party, Israel. These demands would ensure that Palestinian areas of East Jerusalem were carved up into a series of ghettoes, a mirror image of Israeli policies in the West Bank.

In addition, Israel hoped Camp David would belatedly legitimize its annexation and ethnic cleansing in 1967 of an area of the West Bank close to Jerusalem called the Latrun Salient. Today the area has been transformed by the Jewish National Fund into an "Israeli" nature reserve called Canada Park using tax-exempt donations from Canadians.

The sum effect of these "generous" proposals was to offer the Palestinians far less than the remaining 22 percent of their historic homeland. They would have had to subtract from a state in Gaza and the West Bank large parts of the expanded municipality of Jerusalem, as well as the Latrun Salient, eight percent of the West Bank to accommodate the settlements, and a further 20 percent for a security zone in the Jordan Valley.

In other words, the Palestinians were being asked to sign up to a deal that would give them a very compromised sovereignty over no more than about 14 percent of their historic homeland -- or something very similar to the Bantustans that have been created for them before and since Camp David by the growth of the settlements and the creeping annexation of their land by the separation wall.

In return for Barak's "generosity," what counter-demands did the Palestinians make that scuppered the talks and thereby "unmasked" Arafat, as Barak and Clinton have long maintained? What damning evidence is cited?

The Palestinians, according to the document, were willing to accommodate Israel's "demographic needs" and agree to border changes. They insisted on two conditions, however: that Israel's annexation of the West Bank not exceed 2.3 percent of the territory, and that any land swap be based on the principle of equality. Israel, it seems, could not accept either term.

The Palestinians also wanted the land corridor connecting the two parts of their state, the West Bank and Gaza, to be under their sovereignty, presumably so that such connections could not be severed at Israeli whim. In addition, Arafat expected the usual trappings of statehood: an army and control of Palestinian airspace. Israel opposed all these demands.

Concerning Jerusalem, the Palestinians wanted an "open city," much in line with the original United Nations Partition Plan of 1947, connected to both the Israeli and Palestinian hinterlands. The Palestinians objected to the prospect of living in "bubbles" and demanded instead territorial contiguity in East Jerusalem. They also wanted most of the Armenian quarter in the Old City, though appear to have been ready to cede the Jewish quarter ethnically cleansed of Palestinians in 1967.

On the other major contentious issue, Arafat wanted Israel to admit sole responsibility for the Palestinian refugees created by the 1948 war. The document, however, notes that the Palestinians "showed understanding of the sensitivity of the issue for Israel, and willingness to find a formulation that would balance these feelings with their national needs." This suggested at the very least that the Palestinian leadership was willing to do a deal on the refugees.

According to some critics, Barak entered the Camp David negotiations in bad faith, setting the bar so high that Israel and the Palestinians were bound to fail to reach an agreement. But why would Barak want, or at least risk, such an outcome? The document suggests two related reasons.

First, it notes that parallel to his preparations for Camp David Barak was working on a "separation" plan if the talks failed. The scheme was ready by June 2000, a month before the negotiations, and was approved by the cabinet in the immediate wake of the intifada, in October 2000. According to Haaretz, Barak's separation proposal encompassed all aspects of Palestinian life and was to be implemented over several years.

Many of these secret dealings by Barak are recorded in my book Blood and Religion, including the fact that his deputy defense minister, Ephraim Sneh, drew up a "separation map" shortly before Camp David. Shlomo Ben Ami, Barak's chief negotiator at the talks, observed later: "He [Barak] was very proud of the fact that his map would leave Israel with about a third of the [West Bank] territory." According to Ben Ami, the prime minister said of the ghettoes he intended to leave behind for the Palestinians: "Look, this is a state; to all its intents and purposes, it looks like a state."

After Barak lost office in early 2001, he lobbied publicly first for unilateral separation and later for disengagement. His military mentor and successor as prime minister, Ariel Sharon, was persuaded reluctantly to abandon his maximalist positions and settle for Barak's plan. He agreed to separation's logical outcome, the West Bank wall, in summer 2002, and to disengagement from Gaza in early 2004.

From the document, it seems clear that Barak and much of the Israeli leadership assumed from the outset that they would need to cage the Palestinians into ghettoes, or Bantustans familiar from South African apartheid. The failure of Camp David simply gave Barak and his successors the pretext to implement the policy.

Second, the document reveals that Barak made a demand of Arafat he must have known the Palestinian leader could not accept. Barak wanted formal recognition not of Israel, but of Israel as a Jewish state. Much more than semantics depended on extracting this concession. It required of Arafat that he renounce the rights of two groups that constitute the overwhelming majority of Palestinians.

Recognition of Israel as a Jewish state would have forfeited the right -- protected by international law and United Nations resolutions -- of the refugees to the homes they were ethnically cleansed from by the Israeli army in 1948. Their right of return, whether realized in practice or not, has been sacrosanct for Palestinians ever since.

And recognition would have further condemned more than one million Palestinian citizens of Israel to permanent status as marginalized outsiders in an ethnic state that privileges the rights of Jews over non-Jews. In effect, Arafat was being asked to give his blessing to Israel's attempts to outlaw the Palestinian minority's campaign for the country's reform into a "state of all its citizens" -- or a liberal democracy.

Both Olmert and his foreign minister, Tzipi Livni, were briefed about the Camp David document before they met current Palestinian Authority President Mahmoud Abbas at Annapolis. It is therefore notable that, rather than abandoning a demand that had wrecked the Camp David talks, both made recognition of Israel as a Jewish state a deal-clincher before the two sides had even met.

Also interesting is that, whereas Barak was reluctant to divulge the demand he made of Arafat at Camp David, Olmert's government has been trumpeting it from the rooftops. Why the about-turn?

The most likely explanation is that Barak expected Camp David to fail and was fearful that his demand for recognition might give away Israel's ulterior motives. Olmert, on the other hand, has succeeded in dressing up recognition of Israel as a Jewish state as the ultimate test of whether the Palestinians are serious about accepting a two-state solution. It is a maneuver he mastered last year when he needed to turn world opinion against Hamas following its election victory.

In truth, Israel's need for recognition as a Jewish state is proof that it is not a democratic state, but rather an ethnic state that needs to defend racist privilege through the gerrymandering of borders and population. But in practice Olmert may yet use the recognition test to back Abbas, a weak and unrepresentative Palestinian leader, into the very corner that Arafat avoided.

Before Annapolis, Livni declared: "It must be clear to everyone that the State of Israel is a national homeland for the Jewish people," adding that Israel's Palestinian citizens would have to abandon their claim for equality the moment the Palestinian leadership agreed to statehood on Israel's terms.

Olmert framed the Annapolis negotiations in much the same way. It was about creating two nations, he said: "the State of Israel -- the nation of the Jewish people; and the Palestinian state -- the nation of the Palestinian people."

The great fear, Olmert has repeatedly pointed out, is that the Palestinians may wake up one day and realize that, after the disappointments of Oslo and Camp David, Israel will never concede to them viable statehood. The better course, they may decide, is a South African-style struggle for one-person, one-vote in a single democratic state.

Olmert warned of this threat on another recent occasion: "The choice ... is between a Jewish state on part of the Land of Israel, and a binational state on all of the Land of Israel."

Faced with this danger, Olmert, like Sharon and Barak before him, has come to appreciate that Israel urgently needs to persuade Abbas to sign up to the two-state option. Not, of course, for two democratic, or even viable, states, but for a racist Jewish state alongside a Palestinian ghetto-state.

Este clar că, departe de a-şi revizui punctele de vedere de la Camp David, Olmert a ales să adopte câteva din cele mai dure poziţii ale lui Barak.

Negocierile anterioare din iulie 2000 au vizat încercările lui Barak de a masca toate punctele importante ale conflictului dintre Israel şi palestinieni, care nu au fost atinse prin retragerile israeliene din teritoriile ocupate, prevăzute în acordurile de la Oslo.

Barak, susţinut de preşedintele american din acea vreme, Bill Clinton, l-a obligat pe Arafat - Preşedintele Autorităţii Palestiniene, la atingerea grăbita a stadiului final al negocierilor, chiar dacă liderul palestinian considera că este nevoie de mai mult timp pentru a construi încrederea între cele două parţi. Contrar spiritului înţelegerilor de la Oslo, Israelul şi-a dublat în anii ’90 numărul de aşezări în teritoriile ocupate şi a eşuat în îndeplinirea promisiunilor de retragere totală.
Poate nu surprinzător, documentul israelian nu face referire la cea mai generoasă ofertă din cate au existat în timpul celor şase decenii de conflict israeliano-palestinian: decizia OEP din anii ’80 de a renunţa la cea mai mare parte a teritoriului palestinian şi de a înfiinţa un stat în două teritorii separate, Teritoriul de Vest şi Gaza – doar 22% din Palestina istorică.

Dată fiind marea concesie teritoriala făcută de conducerea palestiniană acum 20 de ani, cum apar acum termenii lui Barak? Documentul arată că Barak a insistat asupra a trei principii de bază pentru a accepta sfârşitul ocupaţiei şi constituirea unui stat palestinian:

1. Aşezările ilegale israeliene vor rămâne cu 80% din colonişti în Teritoriul de Vest, într-o zonă anexată Israelului.

Teritoriul de Vest constituie o bază pentru orice viitor stat palestinian. Conform documentului, aproximativ 8% din teritoriu ar urma să fie anexat Israelului pentru a menţine aşezările. În schimb, palestinienii ar fi compensaţi cu o fâşie mai puţin valoroasă, probabil în deşertul Negev.

Propunerea israeliană cerea rămânerea a 400.000 de evrei în Teritoriul de Vest şi Ierusalimul de Est în comunităţi fortificate, legate de Israel prin şosele care brăzdează întreg teritoriul. Aşezările şi infrastructurile care le susţin s-ar afla în afara limitelor palestiniene, păzite de armată, în zone militare închise, adânc înfipte în Teritoriul de Vest. Toate acestea sunt o reţetă sigură pentru distrugerea viabilităţii viitorului stat palestinian. Lui Arafat i s-a cerut să aprobe un labirint de coridoare israeliene care ar consolida o serie de ghetouri palestiniene cu infăţisare de stat.

2. O mare “zonă de securitate” supravegheată de armata israeliană, ar fi menţinută în Valea Iordanului, pe malul de vest, de la Marea Moarta până la aşezarea israeliană din nord de la Meholah.

O asemenea zonă de securitate există deja, deci nu trebuie să speculăm asupra modului în care va arăta aceasta. Câteva mii de colonişti din Valea Iordanului certifică faptul că această zonă, aproape o cincime din Teritoriul de Vest, a fost deja anexată de Israel de câteva decenii. Majorităţii palestinienilor, în afara celor care efectiv locuiesc în Valea Iordanului, le este restricţionat accesul în zonă. Valea este una din cele mai fertile zone din Teritoriul de Vest, uriaşul său potenţial agricol fiind exploatat în cea mai mare parte de câtre Israel. Privarea palestinienilor de controlul teritorial şi economic al Văii Iordanului ar face din Palestina un stat neviabil.

3. În Ierusalimul de Est, Israelul a pretins masive cedări de teritorii în prelungirea anexării ilegale a părţii din oraş ocupată în 1967.

Israelul a vrut să îşi păstreze aproprierea teritoriilor faţă de coloniile sale ilegale din Ierusalimul de Est, locuite de aproape de un sfert de milion de evrei, în timp ce palestinienii ar fi fost forţaţi să locuiască într-o serie de ceea ce Haareetz numeşte „baloane”.

Menţinerea graniţelor municipale extinse ale Ierusalimului de către Israel ar fi avut două consecinţe devastatoare pentru palestinieni: în primul rând, ar fi izolat oraşul, centru economic si turistic al oricărui stat palestinian, de restul teritoriilor de vest, iar în al doilea rând, marile aşezări de la Maale Adumim şi Har Haoma, construite adânc pe teritoriul palestinian, dar considerate acum de Israel ca facând parte din Ierusalim, ar fi rămas sub guvernare israeliană. Teritoriul de Vest ar fi fost tăiat în două creându-se astfel noi restricţii de circulaţie pentru palestinieni.

În ceea ce priveşte Oraşul Vechi, Israelul a cerut ca părţi ale aşa-numitului „Bazin Sacru” din afara zidurilor, precum si cartierele arăbeşti şi armene să fie anexate Israelului, iar moscheile din Sanctuarul Nobil (cunoscut evreilor drept Muntele Templului) să fie puse sub o autoritate „ambiguă”, care ulterior ar fi fost exploatată, fără îndoială, de cea mai puternică parte, respectiv Israelul. Aceste cereri ar fi făcut ca zonele palestiniene din Ierusalimul de Est să fie încastrate într-un şir de ghettouri, o imagine în oglindă a politicii israeliene în Teritoriile de Vest.

În plus, Israelul a sperat că reuniunea de Camp David va legitima tardiv anexarea din 1967 şi epurările etnice ale unei zone din Teritoriul de Vest, situată aproape de Ierusalim, numită Latrun Salient. În prezent zona a fost transformată de Fondul National Evreu într-o rezervaţie naturală „israeliană” numita Canada Park, cu ajutorul unor donaţii scutite de impozite ale canadienilor.

Scopul global al acestor propuneri „generoase” a fost acela de a le oferi palestinienilor mult mai puţin decât cele 22 de procente ramase din teritoriul lor istoric naţional. Ar fi trebuit să excludă din statul format Gaza şi Teritoriile de Vest, părţi importante din zona municipală extinsă a Ierusalimului, la fel ca şi Latrun Salient, pentru a face loc coloniilor, şi încă 20% pentru o zonă de securitate în Valea Iordanului.

Cu alte cuvinte, li s-a cerut palestienilor să semneze un acord care le-ar fi oferit o suveranitate compromisă deja asupra a nu mai mult de 14% din teritoriul istoric naţional sau ceva foarte similar bantustanelor, care au fost create pentru ei înainte şi după Camp David prin dezvoltarea coloniilor şi anexarea mascată a teritoriului lor prin zidul de demarcaţie.

În schimbul „generozităţii” lui Barak, ce pretenţii au avut palestinienii care au blocat discuţiile şi au arătat adevărata faţă a lui Arafat, aşa cum a fost susţinută pentru mult timp de Barak si Clinton? Ce dovada incriminatoare este citată? Conform documentelor, palestinienii erau dispuşi să satisfacă „nevoile demografice” ale Israelului şi au fost de acord cu modificarea graniţelor. Totuşi, au insistat asupra îndeplinirii a doua condiţii: ca anexarea Teritoriilor de Vest de către Israel să nu depăşească 2,3 % din teritoriu şi ca orice schimb de teritorii să fie bazat pe principiul egalităţii. Se pare că Israelul nu a putut accepta condiţiile lor.
Palestinienii au mai vrut ca ei să deţină autoritatea asupra coridorului care făcea legătura între cele două părţi ale statului lor: Teritoriile de Vest si Gaza, probabil pentru că această punte de legătură să nu poată fi folosită după bunul plac al Israelului. În plus, Arafat a dorit să aibă însemnele obişnuite ale unui stat suveran: armata si controlul asupra spaţiului aerian palestinian. Israelul s-a opus tuturor acestor cereri.

În ceea ce priveşte Ierusalimul, palestinienii au vrut „un oraş deschis” similar cu ceea ce prevedea iniţial Planul de Securitate al Natiunilor Unite din 1947, conectat atât la teritoriile israeliene, cât şi la cele palestiniene.

Palestinienii s-au opus perspectivei de a trai în „baloane” şi au cerut în schimb continuitate teritorială în Ierusalimul de Est. De asemenea, au cerut mare parte din cartierul armean din vechiul oraş, dar în schimb au părut dispuşi să renunţe la cartierul evreu epurat de palestinieni în 1947.

Referitor la celălalt subiect major de dispută, Arafat a dorit ca Israelul să admită că poartă singur responsabilitatea pentru refugiaţii palestinieni din războiul din 1948. Documentele notează însă că palestinienii „au manifestat înţelegere pentru sensibilitatea Israelului faţă de aceasta problemă şi dorinţa de a găsi o formulare care să armonizeze aceste sentimente cu nevoile lor naţionale”. Aceasta sugerează cel puţin că liderii palestinieni erau dornici să ajungă la o înţelegere în privinţa refugiaţilor.

Conform părerilor unor critici, Barak a venit la negocierile de la Camp David cu un sentiment de neîncredere şi a ridicat atât de sus ştacheta încât evreii si palestinienii nu aveau cum să ajungă la o înţelegere. Dar de ce ar fi vrut sau măcar ar fi riscat, Barak să obţină un alt fel de rezultat? Documentul sugerează doua motive legate între ele.

În primul rând, se spune acolo că în paralel cu pregătirea pentru negocierile de la Camp David, Barak lucra la un plan de „separare” în caz că discuţiile ar fi eşuat. Planul a fost gata în iunie 2000, cu o lună înainte de negocieri şi a fost aprobat de cabinet în condiţiile începerii intifadei, în octombrie 2000. Conform spuselor lui Haaretz, planul de separare a lui Barak îngloba toate aspectele vieţii palestinienilor şi urma să fie implementat peste câţiva ani.

Multe din aceste planuri secrete ale lui Barak sunt redate în cartea „Sânge şi religie”, inclusiv faptul că adjunctul ministrului său al apărării, Ephraim Sneh, a desenat o „harta a separării” la scurt timp înainte de Camp David. Shlomo Ben Ami, negociatorul principal a lui Barak, a observat ulterior: „el [Barak] era foarte mândru pentru că harta lui lăsa Israelului aproape o treime din Teritoriul de Vest”. Conform lui Ben Ami, primul ministru a spus, referindu-se la ghetourile pe care intenţiona să le lase palestinienilor: „Uitaţi-vă, acesta este un stat, pe măsura intenţiilor si scopurilor sale”.

După ce Barak şi-a pierdut postul, la începutul anului 2001, el a susţinut public ideea separării unilaterale şi ulterior pe cea a abandonării poziţiilor. Ariel Sharon, mentorul său militar şi succesorul său în funcţia de prim-ministru a fost cu greu convins să-şi abandoneze poziţia radicală şi să se mulţumească cu planul lui Barak. El şi-a dat acordul cu privire la zidul din Teritoriile de Vest - rezultatul logic al separării - in vara anului 2002 şi la abandonarea poziţiilor din Gaza la începutul anului 2004.

Din document reiese clar faptul că Barak şi majoritatea liderilor israelieni au presupus din start că va trebui să îi închidă pe palestinieni în ghetouri sau în bantustane, cunoscute din apartheid-ul sud-african. Eşecul negocierilor de la Camp David le-a oferit pur şi simplu lui Barak şi succesorilor lui pretextul pentru a-şi implementa politicile.

În al doilea rând, documentul atesta că Barak i-a cerut lui Arafat ceva despre care ştia că liderul palestinian nu putea să accepte. Barak nu dorea recunoaşterea formală a Israelului, ci a Israelului ca stat al evreilor.

Acceptarea unei astfel de concesii implică mult mai mult decât probleme de semantică. Presupunea ca Arafat să renunţe la drepturile a doua grupuri etnice, care formau majoritatea covârşitoare a palestinienilor.

Recunoaşterea Israelului că stat evreu ar fi dus la pierderea dreptului - protejat de legislaţia internaţională şi de hotărârile Naţiunilor Unite - refugiaţilor asupra locurilor din care au fost epuraţi etnic de armata israeliană în 1948. Dreptul lor la întoarcere, indiferent dacă era sau nu un proiect rezonabil, a fost sfânt pentru palestinieni de atunci înainte.

De asemenea, recunoaşterea ar fi însemnat condamnarea a mai mult de un milion de cetăţeni israelieni de origine palestiniană la statutul permanent de intruşi marginalizaţi într-un stat etnic care privilegiază drepturile evreilor în dauna cetăţenilor non-evrei. De fapt, lui Arafat i s-a cerut să-şi dea acordul pentru încercările Israelului de a scoate în afara legii demersurile minorităţilor palestiniene pentru transformarea ţării intr-un "stat al tuturor cetăţenilor săi" sau democraţie liberală.

Atât Olmert, cât si ministrul său de externe, Tzipi Livni, au fost informaţi pe scurt despre conţinutul documentului de la Camp David înainte de întâlnirea de la Annapolis cu Mahmoud Abbas, preşedintele de atunci al autorităţii palestiniene. Astfel, este semnificativ că în loc să abandoneze o pretenţie care a dus la sistarea negocierilor de la Camp David, ambii au făcut din recunoaşterea Israelului ca stat evreu o condiţie hotărâtoare a acordurilor, chiar înainte ca cele doua părţi să se întâlnească.

De asemenea, este interesant că, în timp ce Barak nu a fost dornic să divulge cererea pe care i-a făcut-o lui Arafat la Camp David, guvernul Olmert a trâmbiţat în stânga şi în dreapta despre aceasta. De ce aceasta schimbare de atitudine?

Ceea mai probabila explicaţie este că Barak s-a aşteptat ca negocierile de la Camp David să eşueze şi se temea că cererile lui de recunoaştere ar fi putut demasca adevăratele intenţii ale Israelului. Pe de alta parte, Olmert a reuşit să mascheze recunoaşterea Israelului ca stat evreu în suprema formă de testare a seriozităţii palestinienilor în a accepta soluţia celor doua state.

Este o manevră pe care a pus-o la cale anul trecut când voia să întoarcă opinia statelor lumii împotriva mişcării Hamas după victoria acesteia în alegeri.

De fapt, cerinţa Israelului de a fi recunoscut ca stat evreu este o dovadă că el nu este un stat democrat, ci mai degrabă unul etnic care trebuie să-şi apere privilegiile rasiste prin falsificarea datelor referitoare la graniţe şi populaţie. Se prea poate şi ca Olmert să folosească testul recunoaşterii pentru a-l încolţi pe Abbas, un lider palestinian slab si nereprezentativ, ceea ce Arafat a reuşit să evite.

Înainte de întâlnirea de la Annapolis, Livni a declarat: "Trebuie să fie clar pentru toata lumea că Israelul ca stat este teritoriul naţional al poporului evreu." El a adăugat că cetăţenii israelieni de origine palestiniană vor trebui să abandoneze pretenţiile de egalitate în momentul în care conducerea palestiniană va accepta condiţiile Israelului.

Olmert a descris negocierile de la Annapolis în aproximativ aceiaşi termeni. Ele aveau ca scop crearea a doua naţiuni, a spus el: "Statul israelian - naţiunea poporului evreu şi statul palestinian - naţiunea poporului palestinian".

Olmert a subliniat în mai multe rânduri că se teme ca palestinienii să nu îşi dea seama într-o zi că, după eşecul negocierilor de la Oslo şi Camp David, Israelul nu le va da niciodată un statut viabil. Ei s-ar putea astfel decide să urmeze calea luptei sud-africanilor pentru votul democratic nominal într-o ţară democratică.
Olmert a avertizat recent asupra acestui pericol într-o altă ocazie: "Alegerea este între ... un stat evreu pe o parte a teritoriului israelian sau un stat binaţional pe tot teritoriul israelian".

Confruntat cu această perspectivă, Olmert - ca şi Sharon şi Barak înaintea lui - a ajuns la concluzia că Israelul trebuie să-l convingă urgent pe Abbas să renunţe la varianta celor două state. Dar bineînţeles că nu în favoarea a două state democratice sau măcar viabile, ci în favoarea unui stat evreu rasist şi a unuia palestinian de tip ghettou.

Jewish tradition teaches that on Tisha B'Av (the Ninth day of the month of Av) , five national calamities occurred:

1. During the time of Moses, Jews in the desert accepted the slanderous report of the ten spies, and the decree was issued by God forbidding them from entering the Land of Israel. (1312 BCE — traditional Jewish dating)
2. The First Temple was destroyed by the Babylonians, led by Nebuchadnezzar. 100,000 Jews were slaughtered and millions more exiled. (586 BCE)
3. The Second Temple was destroyed by the Romans, led by Titus. Traditional sourcest teach that two million Jews died, and another one million were exiled. (70 CE)
4. The Bar Kochba revolt was crushed by Roman Emperor Hadrian. The city of Betar — the Jews' last stand against the Romans — was captured and liquidated. Over 100,000 Jews were slaughtered. (135 CE)
5. The Temple area and its surroundings were plowed under by the Roman general Terentius Rufus. Jerusalem was rebuilt as a pagan city — renamed Aelia Capitolina — and access was forbidden to Jews.

Other grave misfortunes throughout Jewish history occurred on the Ninth of Av, including:

1. The Spanish Inquisition culminated with the expulsion of Jews from Spain on Tisha B'Av in 1492.
2. World War One broke out on the eve of Tisha B'Av in 1914 when Germany declared war on Russia. German resentment from the war set the stage for the Holocaust.
3. On the eve of Tisha B'Av 1942, the mass deportation began of Jews from the Warsaw Ghetto, en route to Treblinka.

More here on the Ninth of Av, which begins Saturday night. Observant Jews will fast (a complete fast — no food, no water) until nightful Sunday night. For us, this is the "hardest" day of the year.

Baglama (uneori Saz) denumeşte o familie de instrumente muzicale cu coarde ciupite, care sunt răspândite pe o arie geografică impresionantă, din Balcani şi Egipt înspre est, în Asia Centrală. Se poate observa că răspândirea acestor instrumente s-a făcut pe fostele teritorii ale Imperiului Otoman. Turcii au continuat să promoveze aceste instrumente, uneori în calitate de instrumente naţionale. Originea şi identitatea lor naţională sunt discutabile şi nici nu merită atenţia noastră, atâta timp cât identitatea naţională nu se suprapune perfect peste identitatea culturală. Când e vorba de muzica tradiţională, trebuie să avem în faţă o altă hartă decât cea politică. Aria de folosire a acestor instrumente se extinde totuşi în est în toată Asia Centrală (deci şi peste zonele iraniene, caucaziene, turcice etc.).

Instrumentele din familia Baglama / Saz sunt de tipul lăutei, adică au cutia de rezonanţă în formă de pară (din faţă) şi bombată (din profil). Într-o gamă dimensională, aceste instrumente sunt:

• cura (cel mai mic, cu un sunet înalt)

• tambur/tanbur

• baglama [sau bağlama]

• bozuk (are legătură cu bouzouki grecesc)

• divan [sau divan saz/sazı]

• meydan (cel mai mare, cu un sunet grav)

Instrumentele au 6 (cura) sau 7 coarde grupate în trei grupuri (2,2,3). În cadrul grupului, coardele sunt acordate la unison sau la distanţă de o octavă (ex. Sol,sol,Re,re,La,la,la). Cutia de rezonanţă are de obicei gaura situată la capătul de jos, ceea ce constituie un lucru aparte.
