Via Infobib…

(Quelle: textfeld.ac.at)

(Quelle: Infobib)

textfeld.ac.at | WISSEN:VERNETZEN:PUBLIZIEREN via kwout

After Verizon won the Block C portion in the recent 700MHz wireless spectrum auction by the FCC, Google noticed that Verizon seemed to be ignoring the open access rules with the spectrum and doing things a bit differently than Google believed they should, resulting in Google filing a complaint with the FCC.

Verizon has responded, saying that they "understood the FCC's rules for using that spectrum...of course we'll abide by those rules."

Verizon also responded to Google's complaint saying that "Google's filing has no legal basis...It's really no surprise that despite not winning spectrum, they continue to try to change the rules and further their own business interests through the regulatory process."

Regarding the recent 700MHz spectrum auction by the FCC, apparently there are different ways to interpret "open access" for the block that Verizon paid $4.7 billion for, or at least that's the game that Verizon seems to be playing.

In a petition filed by Google with the FCC, Google alleges that Verizon is ignoring the "plain meaning of the [open access] rule" by saying that it will allow one type of access for users who use Verizon-approved devices, and a different type of access by those using other, third-party devices.

"Verizon's position would completely reverse the meaning of the rule such that the open access condition would apply to none of Verizon's customers, and thereby render the condition a nullity."

Google is asking that the FCC block Verizon's bid unless they agree to comply iwth the previously decided open access rules.

If you're interested in checking out the full complain you can see it here.

No response yet from Verizon.

Over the holidays I came across this fun link and posted it to CULIBS: http://www.wordperhect.net
On

Over the holidays I came across this fun link and posted it to CULIBS: http://www.wordperhect.net

One stalwart librarian thought he had caught a typo, but, no, it is "wordperhect," with an "H" like in "helpful," something every librarian tries to be.

Something else a lot of librarians try to be is up-on-the-latest-technology. We also try to be thrifty because we aren't working in the highest-paid profession. So when we find ourselves with the cash to buy a new laptop, the thought of paying out half the price of the device for the privilege of being able to type well on it sends us out looking for alternatives, like wordperhect, perhaps.

I bought myself a new laptop in December and was looking forward to making a presentation at ALA Midwinter. The laptop doesn't come with Microsoft Office and I wanted to avoid paying hundreds to get the package that includes PowerPoint. So, I decided, it's now or never, time to look into cheaper or free alternatives. The dilemma here is should I go with an online host or download a product?

The argument for the download option is that you'll have the product on your machine, it will run faster, and you'll save the work you do on your own computer. A big contender in the download world is Openoffice.org. Openoffice was developed by Sun and meant to compete with Microsoft. The initial drawback of using it seemed to be that it didn't offer as many bells and whistles as PowerPoint. I missed PowerPoint's variety of slide templates, but it occurred to me that most of my slides are screen shots so I didn't really need a colorful template for my presentation. An added feature of Openoffice is that although its default save mode has some odd file extension, you can save as a ppt (PowerPoint). This would be great if you lose your laptop on the way to a conference (not such a great thing) and have to run your flashdrive off a computer running PowerPoint (your small consolation).

The two online contenders that I looked at were Google
Docs (which offers a presentation mode) and Zoho. Show, from Zoho, is extremely attractive and very colorful. The site is even kind of Googly looking (white, clean space punctuated by bits of bright color). It has a multitude of templates and seemed like a fun way to go. The big problem with Zoho is that the export feature doesn't seem to work (no back up copy of your work) as promised and you will be left on edge wondering at your conference if you will be able to get into your own work. Google Presentation, which is built on Sun's Openoffice, is pretty bland but has a decently functioning import feature.

A problem with the online tools is that their performance while you create a document is as jumpy as any other online input activity you might encounter. The feature that is most praised in the online tools is the ease they offer for doing collaborative work. A very cool feature of the online tools is that chat can run in a column to the side of the presentation. Imagine. While you are presenting, the audience can pass their comments up to you in real time. You might argue that it is all a very big distraction, but I suppose a positive way to go with this is to say, no more "sage on the stage in the classroom, no more sage on the stage at a conference."

What I settled on in preparing for Midwinter is downloading Openoffice, sending them a check for what I could afford, creating my presentation in Impress (their PowerPoint equivalent) saving the work as a ppt file and almost flawlessly (the text on one slide was a little out of order) importing it to Google. I now have a copy of the file on my own computer, on a flashdrive saved in Openoffice format and as a PowerPoint, and as a url in Google. I think I'm all set to go, but if I start making changes, I'll run into that problem of making the changes in all of the files.

Google Presentations will not let you back up a file on your own computer (scary, right?). When you opt to email the file, all you are doing is emailing the URL. This is, though, a useful feature pre-conference. People can come into your session with your page on their laptops ready to chat. Google also only lets you save 10 MB in presentations. If you do a lot of presentations and they are long, be prepared to delete post-conference if you are running through Google for the sake of the chat feature. You can use another online host for archiving and referral purposes. Slideshare is a freebie. Maximum file size allowed is 30MB. That should work well for image-heavy shows.

Happy open access new year to everyone!

Beth

Miro is a brilliant idea, a free, all-in-one, opensource desktop video application that plays almost

Miro is a brilliant idea, a free, all-in-one, opensource desktop video application that plays almost any file format and allows you to search and download videos from pretty much anywhere. How good is that!

But, yet again, I'd never heard of it before Re:publica08 last week. I'm starting to think this may beacome a bit of a repetitive theme. To be clear, I agree with the principles behind it, openaccess, openstandards, opensource. To quote their site:

"With the decentralized structure of the internet, there is no reason to have gatekeepers that limit who gets to show their videos to the world. Miro is built to connect with any online publisher that has video RSS feeds, whether they are individuals or video hosting companies."
https://www.getmiro.com/about/mission/

But I'm not sure (a) who it's for, or (b) who's using it. It seems to be yet another product built on good intentions and a lot of assumptions.

The company behind it the Participatory Culture Foundation is proud of its non-profit status and its mission to create tools for broader, deeper engagement with culture and politics. Being non-profit means that the employees are signed up to 'the Miro cause' and that the company is more accountable to its user community and the public. All well and good, but to me it seems that the cause is more important than producing a product that people want/need.

If you're young and techy, or even just a bit techy, you've probably got your peer-to-peer software of choice installed and configured exactly as you want it. You'll also know all of your favourite video sites and probably have RSS feeds configured to tell you about all the new content. If you're older then TV/video probably means entertainment to you. You probably don't want to fuss about with an application like Miro, and you probabaly want something that provides more of a TV experience, e.g. Joost or iPlayer (not that either are in any way perfect).

I've also yet to see anyone outside of the usual slashdot, boingboing, techradar websites discussing the product. Any product needs to be sustainable in the long term to support the company, that develops it, charitable or not. Where's the publicity mission? The current mission is far too technical and idealistic; how are they going to get it out there? However much you dislike the big corporates of the world, they do know that sales (or in this case give aways) are ultimately what counts.

PS If someone from Miro can prove me wrong I'd be glad to hear from them. Although ultimately only time, uptake, and the company's survival will tell us.

Interesting discussion on Peter Murray-Rust’s blog about whether PubMed Central articles can b

Interesting discussion on Peter Murray-Rust's blog about whether PubMed Central articles can be crawled and used for text mining. The answer is no, not now, not unless they are open access (as opposed to traditional closed access but deposited in PMC). Really unfortunate. Incremental progress, we'll get there.

Anticipating my thesis work, I've been wondering about similar text mining questions. I think my needs are a bit different than those of PMR: I'm interested in papers that meet a targeted search, rather than all articles or all articles in relevant journal (what I gather he's be interested in?). I'm willing to limit myself to the articles that I have access to through my University's subscriptions. I don't need figures. I think once I have the papers I'm allowed to text mine them as fair use, since I have them under permission. So the question is what can I automatically download?

I learned I can't spider PMC, but what about normal PubMed? Try as I might, I couldn't find verbage on the PubMed website allowing/disallowing spidering through to full-text links on publisher websites (the links that are populated and visible when I'm logged in through the University's connection). Is this allowed? Still seems like it might not be. And then you end up at the publisher sites anyway, with all of their differing rules. Unfort, the publisher's rules are often hard to find, confusing, and vague (as often noted by PMR and others). Aaaaah.

So last month I asked our librarians....

As you know, PMC has OA and non-OA full-text. They make their OA text available via FTP etc, and they stipulate that those mechanisms are the only way that people are allowed to access the full text "because of copyright restrictions" [http://www.pubmedcentral.nih.gov/about/copyright.html]. I'd also like to access non-OA text for which Pitt has subscriptions, but it sounds like I can't do this by "crawling" PMC based on their rules [explicitly stated in the link above]. I guess I'm wondering if I can do it by "crawling" the normal, full PubMed. Basically write a script to find the "HSLS" links on the article citation pages, follow them (usually into the publisher's websites), and automatically save the html or pdf articles that are returned from a PubMed query.

There is no difference in the end result from me manually clicking through and saving the papers... but there is sure a difference in the manual time requirement! I wouldn't have thought this sort of automated downloading would be a problem... but the Restrictions on Systematic Downloading of articles in the PMC copyright notice referenced above makes me want to double-check. I can't find any reference to "crawling" or "systematic downloads" for PubMed itself.

I do understand there are user requirements when using the Entrez programming utilities (run automated queries during off hours, 3 seconds between queries, etc) and I would be sure to honor those both with the elements of my scripts which use the E-tools and those which are crawling the web pages directly.

Does that make sense? Are you aware of any restrictions for crawling PubMed to automatically access and save content for which I do indeed have access through Pitt? I guess since I'm going into the publisher's websites, they might also have restrictions? Is there another way to consolidate a large set electronic full-text articles (ideally a few thousand)?

Thanks very much for any pointers you may have.

The librarian responsed that automatically following PubMed links should be fine, and that there shouldn't be problems from publisher sites because we have subscriptions and my text mining falls under fair use. I'll add that I think it helps that I'm not aiming to download full editions, because I do know that some publisher websites disallow that.

Maybe I shouldn't be bringing it up again here, since it feels like I've been given an institutional "All Clear." But no sense burying my head in the sand in case there really are issues: I want to know. Web downloading policies and full-text reuse policies are so complicated. I've spent time looked into them, but it sure seems like unless it is your full-time job it is impossible to understand and keep on top of how it works. I don't think our librarians deal with these issues every day. Who else would I go to for clarification?

Does anyone have differing interpretations, warnings, reassurances, alternatives, and general paths through this crazy mess? How do other people do this???

Coming back from a workshop titled “web 2.0 applications for
librarians”, I thought abou

Coming back from a workshop titled "web 2.0 applications for
librarians", I thought about what web 2.0 means for me.

To me, web 2.0 is basically defined as third part of the trinity

REST - HTTP done right

AJAX - JavaScript done right

Web 2.0 - the Web done right

And just as the other two, it's more defined as a correction of prior
erring. It's no longer cool - or even ok - to publish a web site in
PDF to browsers and some other data via a WS-* type web service to
others. Instead, once you forget about browsers being the only user
agents, quite a bit of the web 2.0 developments seem very natural.

So the participative aspect of web 2.0 starts well before everyone
creating content; it starts with not making restrictive assumptions
about who and how people - or programs - will use your site. Let the
web participate in reusing your content.

I think this aspect is particularly important for librarians to
embrace. They don't (necessarily) need to have ideas themselves of how
their data (catalogs, ...) may be used, but they should care about
making it accessible:

Provide URLs (as stable as possible) for resources.

Publish new resources via feeds.

Offer open interfaces (sru, OpenSearch, unapi, Coins, ...).

Make sure you publish semantically meaningful HTML (because screen scrapers have become first class citizens of the web, too).

My guess is, that the above recommendations do also make sense for
intranet services in many scientific institutions, because the
mechanisms to mashup data have become so easy that they are actually
available to end users as well.

So, let's open up the catalog and see what happens.
