La información ya disponible en el sector público puede ser un factor importante en la economía basada en el contenido digital y un objetivo es por lo tanto asegurar la eficiente reutilización de la información pública en interés de incrementar el valor y del desarrollo de nuevos servicios."

Esto es la base de la Directiva 2003/de la UE 98/EC  para la reutilización de la información sector público.  La Directiva exorta al sector público a renunciar a sus propios derechos reservados, preservando los relacionados con la protección de datos y la propiedad intelectual.

A luz de las nuevas reglas en la reutilización, el Gobierno Noruego se plantea la revisión de los modelos de financiación actuales en el sector público, con respecto a la producción de servicios y productos digitales, intentando preservar la calidad y el mantenimiento del dato.

El programa Europeo eContentplus, que toma el relevo del programa eContent (2001-2004), promueve el incremento de las posibilidades de acceso, utilización y explotación de los contenidos digitales en Europa. Pero creo que el programa se queda corto ya que se centra en unos contenidos concretos, importantes si, pero hay muchas más posibilidades. Por otro lado, el programa del MInisterio de Industria .... promueve la creación de contenidos pero no la reutilización de estos contenidos.

Hace falta un programa específico de fomento de la reutilización de los contenidos y datos digitales producidos por la administración. Fomentando la aportación de valor y el desarrollo de nuevos servicios para el ciudadano o para  la empresa.

I’ve always been a fan of open source software, and anything protected under the GPL license.  For quite some time now, I’ve been experimenting with a freely available open source SMS and WAP gateway called Kannel.

For those who don’t know what open source means;  It’s a type of software distribution in which the source code for the software itself is completely free to obtain, and open for any third party to manipulate into anything they want to create with the code. In this case, SMS and WAP functionality for your mobile marketing campaigns.

Kannel is a project that was created back in 1999, and to this day is still the only fully open source SMS and WAP gateway available (someone please correct me if I’m wrong…).  The project provides open source components that one can use to build a fully operational WAP infrastructure, as well as an SMS gateway for GSM networks.  In their own words, “Kannel was created to make SMS/WAP components freely available to everyone so that the market potential for WAP services, both from wireless operators and specialized service providers, will be realized as efficiently as possible.”
