<content:encoded><![CDATA[<p>Recientemente me preguntaban qué era eso de los Easter Eggs o Huevos de Pascua.</p>
<p>Los Huevos de Pascua son capacidades escondidas de los programas que se activan mediante comandos especiales o combinaciones de teclas o de ratón poco usuales.  Habitualmente los huevos de pascua contienen gráficos, animaciones o efectos de sonido para hacerlos más atractivos, aunque también pueden contener simplemente un mensaje.<br />

<p>Lo mejor, para comprender lo que son, es probar algunos para Linux:</p>
<p>- En OpenOffice Calc escribimos en cualquier celda '=GAME("StarWars")' y aparecerá una versión del juego Space Invaders.<br />
- En el panel de Gnome, botón derecho del ratón sobre cualquier sitio libre, pulsamos sobre 'Propiedades'.  Triple clic con el botón derecho en cualquier pestaña.<br />
- En Firefox 3, escribimos 'about:robots' o también 'about:mozilla' en la barra de direcciones.<br />
- En OpenOffice Calc creamos una hoja nueva y ponemos en cualquier celda '=StarCalcTeam()'.<br />
- En OpenOffice Writer escribimos StarWriterTeam y pulsamos F3.<br />
- Para Debian o ubuntu:  en consola tecleamos 'apt-get moo'.<br />
- En Gnome:  Alt+F2 para abrir la ventana de ejecutar y tecleamos 'free the fish' o 'gegls from outer space'.</p>

<title><![CDATA[ABNT solicita a ISO cancelamento da aprovação da OOXML]]></title>

<content:encoded><![CDATA[<p>A <a href="http://www.abnt.org.br/" target="_blank">ABNT</a>, Associação Brasileira de Normas Técnicas, acaba de solicitar à <a href="http://www.iso.org/" target="_blank">ISO</a> o cancelamento de todo o processo de elaboração da ISO/IEC DIS 29500 e seu retorno como um novo item de trabalho (NWIP) seguindo o processo normal de elaboração (sem Fast-Track) no âmbito do ISO/IEC/JTC1/SC34. Isso significa que o órgão brasileiro está solicitando o cancelamento da aprovação do formato de documentos digitais OOXML da <a href="http://www.microsoft.com/" target="_blank">Microsoft</a> como padrão ISO/IEC.</p>
<p>Essa é considerada uma medida histórica. Após a aprovação da OOXML pela ISO, <a href="http://www.linuxmagazine.com.br/noticia/venezuela_contra_a_aprovacao_da_ooxml" target="_blank">quatro países entraram com um pedido formal de apelação</a> contra a aprovação da OOXML como padrão oficial — são eles, África do Sul, Brasil, Índia e Venezuela. A apelação formal já ocasionou prejuízos consideráveis para a Microsoft, pois ocasionou o congelamento de todo o processo de homologação do novo padrão, impedindo sua conclusão. A ABNT, como entidade máxima na regulação e aplicação de padrões para todo o Brasil, decidiu que esse congelamento é insuficiente e solicitou, antes de qualquer outra entidade, o cancelamento de todo o processo de aprovação do formato OOXML.</p>
<p>A entrada da ABNT nessa briga pode virar definitivamente a balança em favor de todas as pessoas, instituições e entidades que foram contra esse processo de homologação. Muitos, inclusive, foram os questionamentos feitos à ISO durante todo o processo de avaliação da OOXML, apontando vários pontos considerados insatisfatórios e que, mesmo assim, permaneceram sumariamente ignorados pelo órgão internacional. Segundo o regulamento, apenas um único ponto negativo não solucionado é preciso para tornar inelegível um padrão. Se o pedido da ANBT for deferido, teremos então o retorno do padrão OOXML ao status de reavaliação perante a ISO. Com isso, todos os envolvidos devem esperar uma avaliação mais criteriosa e imparcial por parte da ISO na reconsideração do OOXML.</p>

<content:encoded><![CDATA[<p>Microsoft ha admitido recientemente que "el formato ODF ha ganado claramente" e implementará el soporte para ODF y PDF en Office 2007 SP2. Este anuncio es una muy buena noticia para la comunidad Open Source, para los usuarios de Linux y para los formatos estándar en general. Esperemos que no sea únicamente una campaña de marketing para mejorar la deteriorada imagen de la compañía, y los formatos estándar mencionados se soporten <b>plenamente</b> en los productor Microsoft en el futuro, y no con inconvenientes o problemas como los PNG en Explorer por poner un ejemplo. Hasta que no lo veamos no podemos decir que nos lo creemos.</p>

<title><![CDATA[ODF gewinnt]]></title>

<content:encoded><![CDATA[<p>Es gibt viele Office Anwendungen am Markt: Open Office, Microsoft Office, AbiWord, etc. Doch es gibt kein Dokumentenformat, welches von allen einwandfrei unterstützt wird. Daran haben die Entwickler natürlich gearbeitet und getüftelt und so gibt es 2 Vorschläge für dieses Format: ODF (Open Document Format) und die von Microsoft eigens entworfene OOXML (Open Office Extensible Markup Language). Laut Microsofts Technikchef auf dem Red Hat Summit 2008 in Boston hat ODF nun das Rennen gemacht.</p>
<p>Dabei hatte sich Microsoft sehr lange von einem vereinheitlichten Format distanziert und auf seinem *.doc Format beharrt. Als 2006 die ISO das ODF Format als Standart anerkannte, musste Microsoft nachziehen. Im April 2008 nach dem 2. Anlauf hat es dann letztendlich auch das OOXML Format geschafft, von der ISO anerkannt zu werden.</p>
<p>Microsoft Office soll vermutlich auch einen Konverter für das OOXML Format bekommen. Allerdings ist auch naheliegend, dass Sie damit die einzigen bleiben.</p>

<p><em>Esta ves al desiminar la idea que esta OOXML esta muerto y que ODF es todavía "lingua universalis" para documentos de oficina. Pero la resistencia de Microsoft al ODF y esta campaña OOXML es tambien muy beneficiosa y esencial para el dominio de proyectos exitosos. Si Microsoft se rindiera prematuramente no tendríamos dificultades para el futuro crecimiento de la comunidad para estándares abiertos.</em></p>
<p><em>Múltiples estándares para la misma aplicación, en mi opinión es malo... Deberíamos colaborar en desarrollar estándares y competir en su implementación.</em></p>

<content:encoded><![CDATA[<p>Todo indica que finalmente <strong>Micro$oft</strong> se dio cuenta que no tenia caso seguir insistiendo y ha anunciado que se implementara el soporte al formato <strong>ODF</strong> en el <strong>Office</strong> <strong>2007</strong>. La actualizacion estara presente en el segundo SP de <strong>Office</strong>.</p>
<p>El resposable de tecnologia nacional de <strong>Micro$oft</strong> Stuart McKee dijo en un panel en el <strong>Red Hat Summit</strong> : "El ODF claramente vencio. Vendemos software para vivir. La habilidad para implementar el <strong>ODF</strong> en medio de nuestro calendario de lanzamienos simplemente era imposible. No pudimos hacer esto durante el lanzamiento de <strong>Office 2007</strong>. Estamos concentrados y comprometidos a hacer mas traductores <strong>ODF-OOXML</strong>."</p>

A estas alturas, y conociendo como se ha comportado Microsoft siempre (aún tenemos ahí aún el caso <a href="http://www.noooxml.org/">ISO/OOXML</a>) es muy difícil confiar en ellos, aunque siempre existe la posibilidad de que, como en todas las organizaciones gigantes, los diferentes departamentos se muevan en direcciones distintas. Habrá que esperar a ver.</p>

<content:encoded><![CDATA[<p>Międzynarodowa Organizacja Normalizacyjna (ISO) <strong>wstrzymała proces standaryzacji microsoftowego formatu OOXML</strong>. Decyzja pozostaje w zawieszeniu na kilkanaście miesięcy.</p>
<p>W kwietniu bieżącego roku ISO ogłosiło, że uznaje OOXML za międzynarodowy standard i dała krajom członkowskim 2 miesiące na złożenie protestu przeciwko tej decyzji. Sprzeciwiły się jej cztery kraje: Indie, Brazylia, RPA i Wenezuela. Skarżyły się one na to, iż OOXML uznano za standard dzięki tzw. szybkiej ścieżce, przez co nie było wystarczająco dużo czasu na jego dogłębne przedyskutowanie. Ponadto protestujący stwierdzili, że nie jest on w pełni kompatybilny z innymi formatami.</p>
<p>Teraz protest czterech krajów będzie rozpatrywany przez sekretarza generalnego ISO oraz sekretarza generalnego Międzynarodowej Komisji Elektrotechnicznej (IEC). Obaj mają 30 dni na przeprowadzenie konsultacji i wydanie opinii. Po tym terminie muszą przekazać swoją opinię do Rady Technicznej ISO i Rady Standaryzacyjnej IEC. Ciała te podejmują decyzję, czy sprawie należy nadać dalszy bieg. Jeśli uznają, że protesty należy rozważyć, przewodniczący obu rad powołają specjalne komisje, które będą zastanawiały się, jak dalej postąpić.</p>
<p>Cały proces może potrwać kilkanaście miesięcy.</p>

la ISO ha puesto el proceso de estandarización del OOXML en estado de espera</p>
<p style="text-align:justify;">Por medio de un <a href="http://www.iso.org/iso/pressrelease.htm?refid=Ref1136">comunicado de prensa</a> dice que en <em></em>en conformidad con las normas del IEC que rigen el estándar ISO no seran publicado los documento de ISO/IEC DIS 29500 por al menos "Varios Meses" mientras el proceso de apelación se realiza siguiendo con esto los países que apelan están obligados en un plazo de 30 días (hasta finales de Junio) a presentar sus apelaciones, con las observaciones que crean oportunas al consejo de Administración Técnico de ISO.</p>
<p style="text-align:justify;">Estas Apelaciones se basan en la preocupación que no se alcanzo un consenso acerca de que cambios se deberla hacer a la especificación presentada por Microsoft, la cual tiene mas de 6000 paginas, durante la consulta de los numerosos comentarios enviados a finales de febrero se quejaron que objeciones técnicas concretas no fueron individualmente discutidas</p>
<p style="text-align:justify;">Por otra parte, en <a href="http://www.theinquirer.net/gb/inquirer/news/2008/06/10/ec-probes-iso-approval">TheInquirer.net</a> informan de que la Comisión Europea antimonopolio ha iniciado ya una investigación de los procedimientos de la votación que hizo que el OOXML fuera aprobado por todos los países del mundo. Neelie Kroes, portavoz de la Comisión Europea, dijo en un discurso sobre estándares abiertos que "<span style="font-style:italic;">si la votación por la aprobación del estándar ha sido influenciada más por el lado de los acuerdos, incentivos, ofertas combinadas, acuerdos de representación recíproca o presión comercial en vez de por los méritos técnicos de la tecnología en sí, entonces Microsoft ha caído en una violación de las leyes de competencia</span>"</p>

<content:encoded><![CDATA[<p>May 2008 was a really great month at the Foundation.  We went through what seemed like a spring clean of our thoughts, processes and communications.</p>
<p>We spent some time going into the next phase of our <a href="http://commonspace.typepad.com/commonspace/2008/05/building-a-hothouse.html" target="_blank">theory of change </a>and, helped by our trusty designer Eugene, have started to make real progress on how we express what we do and why.  We also went through the website, and whilst all are agree that we we need a thorough re-design, to help include all the information, developments and achievements of our partners and projects, we identified some low-hanging fruit to pick.</p>
<p>Most excitingly, we released the first of our <a href="http://www.shuttleworthfoundation.org/about-us/our-philosophy/how-we-work" target="_blank">'How we work' papers</a>, specifically looking at how we use/protect freedoms and try to ensure our money is spent in a enduring manner through licensing.  We are no where close to perfect, but we are trying to get there!</p>
<p>In our last quarterly trustee meeting, we had a debate about results and timing.  A lot of our work does not have the satisfying feeling of tangible results.  When you build a school, you see the foundations, the bricks, the fixtures and fittings and eventually, the learning that happens inside.  When building the foundations for an open knowledge society, driving innovation in education and technology, the results are not always as obvious.</p>
<p>This month I was incredibly heartened to see some of our labour bear fruit.  Due to the diligent work by Karien and Andrew, we have been part of a process of South Africa standing up for what it believes in and appealing against the <a href="http://www.iso.org/i" target="_blank">ISO</a> in the <a href="http://www.noooxml.org/" target="_blank">OOXML</a> debate.  We also saw UNESCO state publicly that the <a href="http://www.capetowndeclaration.org/" target="_blank">Cape Town Declaration Open Education</a> was a milestone and significant contribution to OER's.</p>
<p>Whilst none of these have a PR photo opportunity, I believe the placement of these foundations can and will (and in some cases already do) have a significant impact on society and people's ability to participate in the <a href="http://en.wikipedia.org/wiki/Knowledge_economy" target="_blank">knowledge economy</a>.</p>
<p>Having Mark Surman in Cape Town from his usual Toronto haunt, always adds an extra sense of silliness and productivity.  As both Mark and I are not permanently based in the office, we very proudly left our Mini-me <a href="http://www.flickr.com/photos/marksurman/2525172547/" target="_blank">bobble heads</a> for the team to find on Monday morning.  They have a recording device, if you want to know what we are saying, you will have to drop in!</p>

<content:encoded><![CDATA[<p>On 22 May 2008 the South African Bureau of Standards appealed the process by which the International Standards Organisation adopted OOXML.  Andrew Ren blogs on it <a href="http://aliquidnovi.org/?p=42" target="_blank">here</a> and in the news <a href="http://xml.sys-con.com/read/579215.htm" target="_blank">here</a>. The participation of the Foundation in the local OOXML process, and consequent media campaign had already profiled the Foundation in the media to speak on the appeal.</p>
<p>Once SABS had sent the <a href="http://www.tectonic.co.za/?attachment_id=2445" target="_blank">letter</a> the Foundation was able to both voice its support for the appeal and to place the appeal in context for the press.</p>
<p>Andrew Rens was also interviewed by journalists from three separate publications (ITWEB, Tectonic, Financial Mail). He explained that the reasons for the appeal lay in the flawed processes adopted in the fast tracking of OOXML. Andrew was able to point to the Microsoft announcement highlighting that it will not be compliant with OOXML until an unspecified date in the future but will support ODF from 2009 to suggest that coupled with the appeal, it would be best if OOXML be withdrawn. <a href="http://news.slashdot.org/article.pl?sid=08/06/01/1912234" target="_blank">News of the appeal</a> spread quickly around the world and Brazil, India and Denmark followed South Africa's lead and also appealed.</p>
<p>From 27-28 May we participated in a workshop on alternative publishing models, held under the auspices of the National Book Trust of Uganda. The workshop was part of the <a href="http://www.idrc.ca/en/ev-117012-201-1-DO_TOPIC.html" target="_blank">PALM Africa</a> project and we were able to provide training, and consult with participants on the strategic use of Creative Commons licensed material in emerging business models.</p>

<p>Entro fine giugno sarà deciso se accettare o meno l'appello. Se l'appello verrà accettato si formerà un tavolo di discussione dove si cercheranno di risolvere i punti ritenuti insoddisfacenti; il processo potrebbe durare molti mesi.</p>
<p>Nel frattempo Microsoft ha deciso di implementare in Office il supporto a ODF, che al momento è l'unico standard ISO esistente.</p>

As the ISO announced, the planned ISO/IEC DIS 29500 cannot be published until these complaints have been heard. Procedure requires that they be dealt with by the end of June, when the ISO and IEC have to hand over their comments on the complaints to two management committees for a final decision.<br />
Brazil, India, South Africa, and Venezuela have officially filed complaints against the controversial certification of OOXML in expedited proceedings in Geneva. These emerging nations are concerned that no consensus was reached about which changes need to be made to the specification, which is more than 6000 pages long, during consultation on the numerous comments submitted at the end of February, after the first attempt to adopt OOXML as a standard failed in 2007. Specifically, they complained that concrete technical objections were not individually discussed .<br />
A member of the technical standardisation committee in India has even summarised his concerns in an open letter. He writes that it is not even clear which standard will come out of these expedited proceedings. And if a standard that has not been properly thought out is adopted, Microsoft will probably be the only one to implement it – which, he explains, is the exact opposite of an open process.<br />
The Organization for the Advancement of Structured Information Standards (OASIS), which promotes work on the next version of the Open Document Format (ODF) already certified by the ISO, has invited interested parties to develop a new technical committee for the "implementation, interoperability, and conformity" of ODF. Collaboration could then be intensified with other standardisation institutes, such as the ISO or the World Wide Web Consortium (W3C). Microsoft had previously announced that it would join the technical OASIS committee for further work on ODF. Skeptics from the open-source camp have therefore been calling on everyone to keep a close eye on the new alliance behind OASIS.<br />

<content:encoded><![CDATA[<p>Although Microsoft managed to get its OOXML ratified as a "standard" via a spectacularly flawed fast-track process, that travesty has caused quite a ruckus in the ISO itself, and may have mortally wounded the credibility of the standards approval process. It's not all over yet, however, as reported in the ZDNet story, "<a href="http://news.zdnet.co.uk/software/0,1000000121,39427754,00.htm" target="_blank">Venezuela and India appeal OOXML ratification</a>":</p>
<blockquote><p>"After the two-month appeal period, we now have four appeals — Brazil, India, South Africa and Venezuela," Jonathan Buck, the director of communications for IEC, told ZDNet.co.uk on Monday. "The appeals are now with our CEOs, IEC General Secretary Ronnie Amit, and ISO Secretary General Alan Bryden, who have a 30-day period to make sure appeals conform to directives."</p></blockquote>
<p>Since groups in at least four other countries have had the courage and integrity to question how their representatives could have voted "yes" to such a mockery of standards and the approval process, perhaps it's about time Filipinos do the same. When will an investigation of the Philippine vote take place? After all, the Philippines voted to approve a "standard" whose final form had not really fully discussed, and which cannot even be implemented by it's creators (Microsoft). How can the interests of the Philippines be represented by such silliness?</p>
<p>Those in the Philippines who voted to approve the OOXML non-standard  should not be allowed to get away scot-free with such a disservice. It's about time someone send a letter of protest -- not just to ISO but to the Commission on ICT as well!</p>

<p>Desta forma, <a href="http://homembit.com/2008/05/openxml-the-brazilian-appeal-and-the-%3E%20appeal-of-a-brazilian.html">Brasil</a>, <a href="http://www.groklaw.net/article.php?story=20080523130503456">África do Sul</a>, <a href="http://www.linuxmagazine.com.br/noticia/microsoft_quer_suporte_ao_ooxml_na_india">Índia</a>, <a href="http://under-linux.org/8561-venezuela-contra-a-aprovacao-da-ooxml.html">Venezuela</a>, oficialmente, e <a href="http://br-linux.org/2008/perdas-e-pedras-no-caminho-do-ooxml/">Dinamarca</a>  (extra-oficial), que se manifestaram contra à rápida aceitação da petição da Microsoft pela ISO em aprovar o novo formato de documento, terão sua vez de manifestar suas preocupações sobre objeções técnicas não discutidas individualmente.<!--more--></p>
<p>O Brasil tem voz ativa junto à ISO com fortes <a href="http://www.heise-online.co.uk/news/ISO-puts-standard-for-Microsoft-s-OOXML-document-formats-on-hold--/110892">argumentos</a> defendidos pela comunidade aberta. Outro defensor líder nessa causa é <a href="http://www.guardian.co.uk/technology/2008/may/22/internet.software">Mark Shuttleworth</a>, à frente da Canonical, mantenedora do Ubuntu, que desde cedo manifestou descontentamento afirmando que a ISO não está preparada para lidar com um <em>lobby </em>corporarivo tão influente onde grandes quantias são gastas em busca da obtenção de resultados particulares ou especiais. Assim, foram tardiamente detectadas sérias falhas nesse processo de padronização do <a href="http://en.wikipedia.org/wiki/OOXML">Office Open XML</a>.</p>

<content:encoded><![CDATA[<p><img style="float:right;" src="http://pakku.wordpress.com/files/2008/06/img_w3c_01.gif?w=300" alt="" width="300" height="128" />Open standards are worth living for, they are so important these days, we (mostly developers) can't imagine a life without them. But why is there still some rumbling in the sky?<!--more--></p>
<p>When you take a look in web developing world, you'll notice we have many standards, and every developer follows them (almost) strictly. And although interpretation of these standard by web browsers isn't always about roses and moonlight, those standards make our life a bit more easy.</p>
<p>I'm not going to discuss the difference in interpretation of the web standard by the different web browsers, no it's something else what is rumbling in the sky.</p>
<p>In office-suit land, we have mainly 2 big/great/wonderful office suits: Microsoft Office and OpenOffice.Org. The last one has mainly developed, the in 2006 recogniced ISO standard, ODF of OpenDocument format, based on XML (see W3C). ODF was meant to be the opposite of Microsoft's formats (doc, xls, ptt, ...), but since MS Office 2007, Microsoft introduced a new open format called: Office Open XML (OOXML), which is also based on XML. But we are still only at the gates of hell. Microsoft wanted OOXML to be a ISO standard, which it is now a day.</p>
<p>I can see why Microsoft wanted OOXML to be a open standard, but wouldn't it be better to use ODF in stead of standardizing OOXML or even develop OOXML. The existence of more than one office suit is good for us as a consumer, prices will drop, functionality added and improvements will be made. But the existence of more than one standard which almost has the same functionality, almost can be seen as twins, isn't good for us.</p>
<p>In web developer land, we have 1 standard to display information (HTML), 1 standard to store information (XML), 1 standard to design information (CSS), and so on. How difficult can it be to develope and use just 1 standard?</p>
<p>Strange enough, I recommend none of the office suit standard, neither ODF nor OOXML. Just use the old 'closed' standard of Microsoft (doc, xls, ptt, ...), cause both, MS Office as OpenOffice.Org can read and write to these formats.</p>
<p>So do we need those new standards? No we need the old one to be open, a open standard to live for.</p>

<p>So what happened between (3) and (4)? Stories are now emerging of the tactics used by <a href="http://www.microsoft.com/uk/openxml/default.mspx">the organization behind the OOXML standard</a>.</p>
<p><strong><u>India</u></strong></p>
<p>Prof Deepak B Phatak (IIT Bombay) <a href="http://deepakphatak.blogspot.com/2008/05/this-is.html">writes in an open letter to the BIS committee</a>  which worked on the Indian response to this standard:</p>

 The final Indian position at ISO was decided by the committee on 20th March 2008, which retained Indian ‘disapproval’ vote. </p>

<p>Microsoft started filing complaints to various Indian authorities in early March 2008, claiming bias on part of several members of the committee because of their presumed membership of a group called ‘ODF Alliance India’.  </p>
<p>... </p>
<p>Worse, the complaints have painted these organizations and their representatives, including the Indian delegation which attended the BRM, as acting against the Indian National interests. </p>
<p>... </p>
<p>The meeting of the committee on 20th March 2008 had clearly and unambiguously finalized the Indian position of retaining the earlier disapproval vote. In spite of this, Microsoft continued to make representations to top Indian leadership, pressurizing them to change the Indian vote. This act, in my opinion, goes well beyond the behavioral boundaries for a non-Indian commercial entity, amounting to interfering with the governance process of a sovereign country.
</p></blockquote>
<p>Not that this succeeded in changing India's vote at the final ballot. India still admiringly voted aginst the standard. </p>
<p>However, India's appeal was against the way in which the final decision was taken - instead of the established method of technical discussions in solving issues with the standard, only a few issues were resolved while the rest were just put to vote. A vote which went like this - 6 for, 4 against, 22 abstained/no-position. Out of the 6 voting for the standard, only 4 had participation status, while two had observation status. All the 4 voting against the standards were participating countries.(These numbers are from Prof. Phatak's post. I find the break-up of the 'for' votes contradictory to the <a href="http://www.iso.org/iso/pressrelease.htm?refid=Ref1123">numbers stated by ISO</a> about the final result. ISO mentions all the positive votes to have P status).</p>
<p><strong><u>Brazil</u></strong></p>
<p>Peter who was part of the brazilian delegation reports <a href="http://homembit.com/2008/03/finally-the-details-about-the-final-results-of-the-brm.html">what happened in the ballot</a> and <a href="http://homembit.com/2008/05/openxml-the-brazilian-appeal-and-the-appeal-of-a-brazilian.html">why brazil is appealing against the vote</a>:</p>

When Brazil decided to vote NO on OpenXML, the kindergarten argument of “lack of time to read everything” wasn’t used. We’ve made an tremendous effort to review the specification and we vote with a complete technical knowledge of the facts.<br />
...</p></blockquote>
<p>According to him, the ballot process went like this. On Sunday evening(before the meeting), all delegations were told that they have to reach some decision by Wednesday to resolve all the outstanding issues against the standard. By Wednesday, only 18% of the 1027 issues could be covered (also in these 18%  many were simply asked to be taken offline because they weren't enough time). </p>
<p>On Wednesday, the delegations were told that the rest 80+% of the issues will <em>not be discussed</em> and simply put to vote. The final vote resulted in the approval. </p>
<p>He writes about the people who didn't vote (NB = National Body).</p>

At that moment, there was a very interesting protest of a delegation which said that they didn’t went Switzerland to vote, which could be done from home (they were there to discuss) and the answer: “Patience…”.</p>
<p>Another NB protested saying that they only received the document containing the answers to their own questions and didn’t even had the opportunity to read and discuss the whole responses document (1027 responses on a 2500+ document). For this reason the option “We do not wish to record any position” was created on the ballot. That highlighted problem also happened on other NBs and there are NBs that simply voted on proposals that they never even read! (This is really cool, right?).

<p>This joke of a standards process (in which only 6 of the 33 members actually had a positive position on the standard) is what India, Brazil and the other countries are complaining about.</p>

<p>Vous avez sûrement entendu parler du format OOXML de Microsoft. Je résume quand même l'histoire : il existe déjà un standard (ou norme) pour les fichiers de bureautique : ODF. Depuis un certain temps, Microsoft tentait de faire standardiser son propre format nommé OOXML. Après avoir été rejeté plusieurs fois pour des raisons comme une documentation (de plusieurs milliers de pages !) incomplète voire erronée, Microsoft aurait fait <a href="http://www.commentcamarche.net/forum/affich-5747221-ooxml-approuve">bien des magouilles</a> illégales pour que son format soit standardisé... Et <a href="http://www.lepoint.fr/actualites-technologie-internet/open-xml-quand-microsoft-montre-ses-crocs-le-monde-baisse-son/1387/0/234862">ils ont réussi</a> !</p>
<p>Enfin bref, le plus aberrant dans l'histoire, c'est que Microsoft <a href="http://nauges.typepad.com/my_weblog/2008/06/format-de-documents-%C3%A7a-suffit-assez-jou%C3%A9.html">a annoncé</a> que dans la nouvelle version de leur suite bureautique Microsoft Office, ils supporteront l'ODF (le format standard, clean et tout et tout) mais ils ne supporteront pas leur propre standard OOXML ! C'en est presque comique ! Si Microsoft n'est pas capable de supporter sa propre norme, qui pourra la supporter ?</p>

Actualmente el paquete ofimático Microsoft Office 2007 soporta 20 formatos de  ficheros.</span></p>

El formato XPS -una propuesta alternativa a PDF  creada por Microsoft- no llegó a incluirse</span> <a href="http://www.error500.net/pdf-xps-office-2007">por temor a una posible  demanda 'antimonopolio'</a>. <span style="color:#000000;">De esta manera, Microsoft apuesta por la  interoperabilidad de los formatos <strong>después de comprobar cómo las  administraciones públicas de diferentes países del mundo preferían formatos como  ODF y PDF para publicar sus documentación</strong>.</span></p>

<p><strong><span style="color:#000000;">Conflicto con ODF</span></strong></p>
<p style="text-align:justify;"><span style="color:#000000;">El pasado mes de abril, la</span> <a href="http://www.iso.org/iso/home.htm/">Organización Internacional para la  Estandarización</a> <span style="color:#000000;">(ISO) aprobó que el formato OOXML de Microsoft </span><a href="http://www.soitu.es/soitu/2008/04/03/vidadigital/1207240562_935378.html">fuera  un estándar</a><span style="color:#000000;">. Un paso necesario en su lucha con el formato estándar Open  Document (ODF) para que pueda ser elegido por empresas, organismos e  instituciones como un formato apropiado para trabajar con las administraciones.  Sin embargo, el proceso fue tildado de poco transparente por algunas  asociaciones, como la plataforma</span> <a href="http://www.openxml.info/">OpenXML.info</a><span style="color:#000000;">, que se encargó de vigilar los  diversos comités nacionales que se celebraron para discutir esta aprobación.</span></p>
<p style="text-align:justify;"><span style="color:#000000;">Héctor Sánchez, director de Tecnología de Microsoft Ibérica, </span><a href="http://blogs.technet.com/hectormontenegro/archive/2008/05/21/microsoft-anuncia-soporte-nativo-de-odf-en-ms-office.aspx">ha  publicado en su blog</a><span style="color:#000000;"> que Microsoft formará parte activa del grupo técnico  OASIS, encargado de la evolución del formato ODF, así como del destinado a  mantener el estándar ISO. De esta manera, Microsoft tendrá capacidad de decisión  sobre este estándar, junto con el suyo OpenXML. Este movimiento entra dentro de  los </span><a href="http://www.soitu.es/soitu/2008/02/21/vidadigital/1203623233_596509.html">Principios  de Interoperabilidad</a><span style="color:#000000;">, anunciados el pasado mes de febrero, donde Microsoft  se comprometía a trabajar en APIs y con la comunidad de software libre para  permitir la interoperabilidad de sus aplicaciones.</span></p>
<p><span style="color:#000000;"><strong>Europa observa</strong></span></p>
<p style="text-align:justify;"><span style="color:#000000;">La Comisión Europea ha difundido un comunicado donde comenta que ha tomado  nota del anuncio, y analizará esta propuesta dentro del marco de investigación  antimonopolio que se está realizando sobre la interoperabilidad de Office,  después de haberse aprobado OpenXML como estándar. A primeros de año, la  Comisión Europea abrió dos nuevos expedientes a Microsoft por prácticas  monopolísticas en sus productos.</span></p>
<p style="text-align:justify;"><span style="color:#000000;">Mientras, la </span><a href="http://www.becta.org.uk/">Agencia Británica de  Educación</a><span style="color:#000000;"> (Becta) está realizando un estudio sobre los formatos  propietarios, ya que considera que la utilización de los productos de Microsoft  en las instituciones educativas británicas pueden suponer un elevado coste  respecto a la adopción de otros formatos libres.</span></p>

Based off <a title="OOo Home Page" href="http://www.openoffice.org/" target="_self">OpenOffice.org </a>it is offers a simpler more intuitive user experience...</p>
<p>It's UI is built with the <a title="Eclipse.org" href="http://www.eclipse.org/">Eclipse </a>framework whilist the application code come from OpenOffice. The package consists of a word processsor, spreadsheet and presentation package. It defaults to ODF (ISO/IEC 26300:2006), does not support Microsofts OOXML but can save to PDF (ISO 3200).</p>

<content:encoded><![CDATA[<p>O Brasil tomou posição contrária à adoção do formato Office Open XML (OOXML), patrocinado pela Microsoft, como padrão internacional de arquivos. A decisão brasileira foi divulgada nesta sexta-feira (30), após a Associação Brasileira de Normas Técnicas ter comunicado a Organização Internacional para Padronização (ISO, na sigla em francês) e a Comissão Internacional Eletrotécnica (IEC), as duas entidades responsáveis pelo comitê técnico que aprovou o OOXML como padrão. </p>
<p>Além do Brasil, Índia e África do Sul também se manifestaram contra a adoção do padrão. O comitê formado por integrantes da ISO e da IEC aprovou o formato da Microsoft em votação realizada na quinta-feira (29). </p>
<p>O processo de aprovação foi criticado pelos três países, que acreditam que a decisão foi tomada de forma apressada. Eles argumentam que os órgãos nacionais de padronização ainda não receberam a versão final do texto aprovado.</p>
<p>A Microsoft, no entanto, já adiantou que não vai atualizar os programas do pacote Office 2007 - Word, Excel, PowerPoint, entre outros - para salvarem os arquivos no formato OOXML aprovado pela ISO/IEC.</p>
<p>A empresa deve lançar uma atualização que permitirá que sejam criados arquivos no formato rival OpenDocument, utilizado em programas como o OpenOffice e BROffice e que é o padrão que o governo brasileiro pretende adotar em seus documentos. <blockquote><p><em>schliz alerts us that ISO, in response to the four appeals (Venezuela, <a href="http://tech.slashdot.org/article.pl?sid=08/05/30/1942215&#38;tid=185">India</a>, <a href="http://tech.slashdot.org/article.pl?sid=08/05/29/1952258&#38;tid=185">Brazil</a>, <a href="http://tech.slashdot.org/article.pl?sid=08/05/23/1352251&#38;tid=185">South Africa</a>) filed in recent weeks, has <a href="http://www.heise-online.co.uk/news/ISO-puts-standard-for-Microsoft-s-OOXML-document-formats-on-hold--/110892">put the OOXML standardization process on hold.</a> Here is <a href="http://www.iso.org/iso/pressrelease.htm?refid=Ref1136">ISO's press release</a>, which says that ISO/IEC DIS 29500 will not be published for at least "several months" while the appeals process goes forward. </em></p></blockquote>
<p>Looks like all the developing nations are all set to blow up Mircosoft's Monopoly atleast with respect to their OOXML getting standardized by ISO.</p>
