Ernests earned 3 break point chances in the first set, but converted none of them. He was untroubled on his serve and cruised to a 5-0 lead in the tiebreak, which culminated in a comfortable 7-1 scoreline in Ernests' favour.

His serve began to desert him in the second set, which saw him double-fault at 30-all on two occasions to hand Acasuso with break points. Despite Acasuso gifting him with several break-back points, Ernests failed to take advantage of any of them, and he duly lost the second set 3-6.

Things started to pick up in the third set, when he claimed two consecutive breaks of Acasuso's serve to lead 5-1. Alas, he was unable to serve out the match successfully, even with the two breaks to cushion his chances. He failed to win even a single game after that - double-faulting at break point at 5-all - despite enjoying a break-back opportunity as Acasuso served for the match.

The veteran Argentine only needed one match point to triumph, fittingly, with another Gulbis unforced error. By the end of the match, Ernests had committed a total of 74 unforced errors, with more than 60 coming off his forehand wing.

Ernests records a net reduction in ranking points from this loss, as he will drop 15 extra points which he earned in the qualifying rounds last year.

He will next head to Cincinnati, where he also made the main draw as an alternate.

Having spared him from playing qualies, the draw gods were in a less generous mood today as they planted Ernests in Roger Federer's quarter of the draw.

With the top eight seeds enjoying first-round byes, Ernests will play his opening match against Jose Acasuso of Argentina. Acasuso is ranked #54 to Ernests' #50, and owns three career titles - all of which were won on clay. They have never played against each other on the tour.

Ernests' potential second-round opponent is the winner of the match between Chile's Fernando Gonzalez and Frenchman Julien Benneteau. The 14th-seeded Gonzalez wields a monster forehand and is perhaps best known for his surprising run to the final of the Australian Open in 2007.

The eventual victor of this second-round match is likely to score himself a prized encounter with the tournament's top seed, Roger Federer.

The Swiss won this event in 2006, and lost in three sets to Novak Djokovic in last year's final. He is having an abysmal year by his lofty standards, but if his Australian Open semi-final against Andy Roddick last year is any indication, Federer with a point to prove is very dangerous indeed.

Having carried a bandaged knee at Wimbledon and an ankle injury in Båstad, the state of Ernests' fitness is still unknown. Toronto will be his first tournament since his loss to Nadal at Wimbledon.

Russia is considering aiming nuclear weapons at Western Europe for the first time since the end of the cold war.

Defense sources in Moscow say among the schemes being discussed to counter US plans to station a missile defense shield in Europe is the possible deployment of ballistic missiles in Kaliningrad, a Russian enclave between the EU countries of Lithuania and Poland, The Times Online reported.

A Russian parliamentary committee visited the enclave 10 days ago to look into how a new generation of nuclear missiles could be based there, the report added.

If a deployment does take place, then it would greatly increase tensions in Europe between Moscow and Washington.

Only last week, the US Secretary of State, Condoleezza Rice signed an agreement in Prague to build a radar station in the Czech Republic.

A deal with Poland is in the works to host a base for 10 interceptor rockets on its border with Russia. The agreement is expected to be signed later this year.

Moscow is strongly opposed to the shield, saying that it is part of an aggressive US military expansion into its own backyard.

A source with close connections to the Russian defense ministry said, "One of the main steps under consideration is a redeployment of nuclear missiles to Kaliningrad and Belarus. These missiles would be pointed at Europe. It would be a perfectly legitimate step. If America wants to expand its military capabilities in Europe, then we have the right to act accordingly".

The source also went on to question the US claim that the shield was intended to intercept missiles only from the so-called rogue states. He said, "How would Washington feel if we placed interceptor missiles on Cuba or Venezuela?"

Experts said the threat of deploying missiles in Kaliningrad was largely aimed at strengthening the opposition to the shields in Poland and the Czech Republic. Experts went on to add that Russia would have to build new long-range ground-based ballistic missiles since it has destroyed most of its Soviet-era arsenal.

Georgian soldiers take part in war games with their US, Armenian, Azerbaijani and Ukrainean counterparts at the Vaziani training area on the outskirts of Tbilisi.

US troops on Monday began military exercises near the Russian border in ex-Soviet Ukraine and were poised to launch them in Georgia, amid tense relations between Moscow and Washington, officials said.

A ceremony inaugurating the Sea Breeze-2008 NATO exercise was held off Ukraine’s Black Sea coast, a Ukrainian defence ministry spokeswoman said, against anti-NATO protests and a hostile reaction from officials in Russia.

The NATO exercises "will increase political and military tensions in Europe as a whole," Sergei Mironov, speaker of the upper house of the Russian parliament, was quoted as saying by Interfax news agency in Moscow.

Sea Breeze-2008, which lasts until July 26, will also include forces from Armenia, Azerbaijan, Belgium, Britain, Canada, Denmark, France, Georgia, Germany, Greece, Latvia, Macedonia and Turkey, officials said.

Separate military exercises dubbed Immediate Response-2008 are due to start in Georgia on Tuesday with Armenian, Azerbaijani, Ukrainian and US troops taking part, a Georgian defence ministry spokeswoman said.

"The US-Georgia joint exercises will be held at the Vaziani military base" less than 100 kilometres (60 miles) from the Russian border with a total of 1,650 servicemen taking part, said the spokeswoman, Nana Intskirveli.

BRUSSELS (AFP)--The European Commission is warning 15 member states that they face legal action for failing to adopt E.U. anti-money laundering rules into national law as part of the fight against terrorism.

Internal Market Commissioner Charlie McCreevy raised the warning in a letter to Austria, Belgium, Czech Republic, Germany, France, Greece, Ireland, Latvia, Luxembourg, Malta, Netherlands, Poland, Slovakia, Sweden and Spain, a spokesman said.

Вот и как всегда в поездке по Латгале, которая с самого начала не претендовала на такое название, с ночлегом было туго. Путешествие начиналось с города Риги и пролегало до местечка Gaujiena, с контрольным пунктом в Даугавпилсе и обратно в Ригу. В результате маршрут вылился в яркую вереницу поселений: Rīga - Smiltene - Gaujiena - Zvārtava - Stepi - Ape - Alūksne - Kubuli - Balvi - Rugāji - Rēzekne - Daugavpils - Aizkraukle - Ķekava - Rīga !

Ночлег планировалось искать на участке Zvārtava - Rēzekne, но где именно естественно понятия не было. Когда мы были в Ape, и часы показывалт 10:15, уже по-тихонечку смеркалось. Решено было ехать до Алуксне и бросать якорь, где можно поставить палатку, спрятать машину и уберечься уберечься от злобных хозяев с собаками. До Alūksne ничего путного не нашлось, на часах было 23:00. Наши штурманы решилил ехать и пробывать место по названием "Бобровое царство". С бобровым королевством тоже ничего не вышло. До Кубулей мы нашли пару стояночных мест, на одном из которых были осколки лобового стекла, не вызывавшии доверия. Было 12 и наступало воскресенье.

Уже начали раздаваться трагические интонации и предложения поехать в Даугавпилс и спать там (там у меня есть дом). Но затем кто-то вспомнил, что недалеко от города Балви "где-то" должен быть кемпинг. И где-то там скрытый в Латгальских полях и лесах есть рекламный знак "Viesu Nams" "Svīres". Найдя поворот с указателем на "Svīres" свернули на лесную дорогу, длиной в 3 км эти 7 минут тянулись нкобыкновенно долго. Разбудив радушных хозяев попросили место для палаток. За 2 Ls с человека, мы получили эксклюзивное место на берегу озерка, доступ в баню к шикарной душевой кабинке и унитазу. И это было в час ночи !

Если когда либо вам понадобиться хорошее и безопасное место для ночлега в севеном Латгале. Рекомендую ! Дорога Балви - Виляка, после стремной заправки поворот на "Svīres" (рекламный щит). Там можно получить домик, но хозяйка сказала на 3 месяца вперед все занято, да и кто в Латгале спит в гостевых домах...

Leaders of 43 countries from the European Union and the Mediterranean region met in Paris on Sunday for a first summit of the Union for the Mediterranean, an initiative launched by French President Nicolas Sarkozy.

The project is aimed at breathing new life into the existing Euro-Mediterranean partnership, known as the Barcelona process, and will create a more equal dialogue between the wealthy EU and the poorer states that line the Mediterranean.

Membership of the project is open to all states that border the Mediterranean, all members of the European Union, and some others. They represent a total of nearly one billion people.

The only national leaders who were invited but did not attend were Libya's Muammar Gaddafi, a vocal critic of the project and whose country did not send an envoy at all, and the kings of Jordan and Morocco, who both said they could not come for personal reasons.

U.N. Secretary-General Ban Ki-moon, European Commission President Jose Manuel Barroso and Arab League Secretary-General Amr Moussa also attended.

The new organisation will have co-presidents from each side of the Mediterranean, initially France and Egypt, and a small secretariat, the location of which remains to be decided.

One of the main aims of the Mediterranean Union, which carries the official name "The Barcelona Process: Union for the Mediterranean", is to work on a series of practical projects, with each member state free to work on a project if it chooses.

These projects, outlined in an annex to the final joint declaration, includes:

* Civil protection -- cooperating on the prevention, preparation and response to natural and man-made disasters

* Alternative energy -- exploring the feasibility of a "Mediterranean Solar Plan" to develop solar power as an energy source, and supporting research and development into energy sources other than oil and gas. Lebanon offered at the summit to host the project's headquarters.

* Education -- setting up a Euro-Mediterranean University, based in Slovenia, promoting academic mobility and joint degrees between member states' universities. French officials frequently refer to setting up an "Erasmus of the Mediterranean", referring to a popular EU student exchange programme.

* Mediterranean business initiative -- setting up a body to help small and medium-sized companies by providing them with technical assistance and "financial instruments", using voluntary contributions from member states.

В пятницу вынужден вылететь в славный город Хельсинки, на концерт не менее славной группы, которую кличут "Iron Maiden". Фактически жертвуя фестивалем Positivus AB, упуская возможность посмотреть на несколько вкусных команд. Ну и вдобавок посещением ударной группы "Металлика", которая будет рвать по швам стадион "Сконто" в воскресенье, ну ладно я думаю в 2006 в Таллинне я получил необходимую дозу.

Ну это я отвлекся ! Значит заранее зимой я озадачился проблемой добраться в Хельсинки и купил билеты на самолет, где четко и ясно написано время вылета и прилета,

Сегодня один знакомый говорит: "Слушай в это время в Хелсинки ничего не летит !" Захожу на страницу Аирбалтик.ком и точно....

Хорошо что мне не надо добираться с пересадками, иначе такие шутки Аирбалтик не были бы такими веселыми. Логично разницу в 55 минут можно объяснить переходом на летнее время, но я думаю что это не было бы дурным тоном со стороны Аирбалтик, допустим за месяц или когда время вылета изменилось, послать е-майл что время изменилось. Хорошо что изменилось вперед, кстати, а не назад !

Crunched under increased energy prices and internationally isolated (Venezuela and Russia are the few exceptions), Belarus is planning to build a nuclear power plant to meet its energy needs, writes Anya Loukianova for the Bulletin of the Atomic Scientists in an article "Belarus takes a second look at nuclear energy."

That's worrying. Not only should this bother Belarus' neighbors, but this is a major concern for its citizens who in the aftermath of Chernobyl's (Chornobyl) explosion - on April 26, 1986 - saw 23% of the country affected by the nuclear fall-out.

Two decades after the accident, the majority of the Belarusian people still don't want nuclear power--28.3 percent approved of the nuclear plant project and 46.7 percent disapproved, according to a 2005 country-wide government poll DOC.

The three sites under consideration for the future nuclear plant are near Russia, Lithuania and Poland, in Mogilyov (2) and Grodno (1).

Loukianova provides the details:

Belarus' authoritarian president Aleksandr Lukashenko is seeking to build a 2,000-megawatt nuclear power plant to reduce the country's reliance on imported energy sources, particularly Russian natural gas. His government has indicated that the plant, expected to cost $4 billion, will consist of two generation III water-cooled, water-moderated reactors.

Aside from ignoring the public sentiment which is highly against nuclear power plant construction, Lukashenko's media campaign is shocking for its cynicism:

His public-relations campaign has centered on the idea that the reactors would be safer than those of Belarus' heavily nuclear-reliant neighbors--Ukraine, Lithuania, and Russia.

Lukashenko's insistence on going at it alone is puzzling. He hopes to raise the funding from international institutions and some friendly sponsor states, but $4 billion dollars is a lot of money, and the estimate is no doubt on the lower end of the final cost.

Perhaps recogmizing the volatility of the subject, Minsk is paying attention to the mood of its population. Here is how the regime has attempted to manage public opinion:

Oddly, although Lukashenko could move forward with his nuclear agenda without public consent, his government has carefully monitored public opinion on the issue. Data from the 2005 poll on the issue [see previously cited analysis DOC] has given the government clues about how to tailor its message in order to preempt and co-opt potential public opposition. Therefore, it's no surprise that the government has repeatedly stressed IAEA support for the project--polling indicates that the Belarusian public trusts the information provided by the agency. Similarly, as polls have indicated that the public trusts scientists, Lukashenko has sought to actively (and bitterly) rebut anti-nuclear comments from Belarusian scientists opposed to his nuclear plans.

Loukianova is right: unless an organized front opposing Lukashenko's nuclear ideas emerges, Belarus and its neighbors in Warsaw, Kyiv, Moscow, Riga, and Vilnus may soon find a new nuclear reactor in the region that is based on a Soviet design and ran by a government unaccountable to its people.

В самом начале я был очень скептически настроен по поводу праздника песни, не раз и не два вертелась мысль: "Какого черта Риге проводится праздник песни ?! Организовывали бы лучше где-нибудь в Латголе, к примеру в Рязекне". Ведь столько проблем, машину толком нигде не поставить, движение ограничивают, а толку то ?

И ведь действительно можно потерпеть. Dziesmu Svētki, прежде всего праздник для участников, а не для жителей Риги или Кулдиги, города где он проводится. Наверняка среди участников немало детей и подростков, для них попасть в великую столицу Латвии на несколько дней - большой праздник. Пусть для большинства поситетелей и обывателей концерты кажутся скучными и занудными, сами выступающие наверняка другого мнения. Кажется, ой да что в этой Риге смотреть !, кучу машин и толпы злого народу. Но у школьника из Андрупене (например) я думаю посещение Риги вызывает большой интерес. Неделю жить без родителей, посмотреть на машины пробки магазиные витрины, да даже например сходить в тот же Лидо/Хесбургер/кому-что, о которых раньше только слышал или видел по телевизору. Разве это не интересно ? Поэтому мы можем потерпеть, постоять лишние 10 минут в пробке, объехать перекрытые дороги, пропустить сумасшедших пешеходов (участников праздника песни).

Задумался об этом, когда вечером ехал мимо стадиона Даугава, мне человеку далекому от этого мерориятия, хватило взгляда на это действие чтобы ощутить атмосферу праздника. А тем кто хмыкает : "Опять этот пидрала" (извините), хочется лишь посоветовать открыть глаза пошире и попытаться порадоваться чужому счастью !

Точно не тем, что там находится офис фирмы в которой я работаю (это кстати не публичный дом) и уж подавно не тем, что улица названа в честь великого Эстонского города Пярну.

С увереностью можно назвать главную достопримечательность улицы - это представительницы самой древнейшей проффесии. Их легко встретить в 8 утра, в 1 час дня, наверняка время поделено. И вот на улицу Пернавас постучались Dziesmu Svētki, чтобы глобально изменить царивший распорядок.

Во время Праздника Песни на стадионе "Даугава" проходят репетиции вокальных ансамблей. И улица Пернавас и соседнии улочки заполонили автобусы. Сами участникы шатаются туда сюда, особо не вникая в правила дорожного движения. Но автобусы и участники не создают проблем "жрицам" любви. Зато полицейские ! Такое чувство, что для контроля беспечных участников праздника песен собрали добрую половину всех полицейских Латвии.

Местные люди шутят, что впервые количество полицейских превосходит в разы, количество женщин стоящих на обочине.

Ну и как в такой обстановке поработаешь, когда кругом зелено (на вкус и цвет) ? Ну чтож время для отпуска, или поиска новых улиц ... Таким образом праздник песни влияет не только на обычных людей которые работают на улице Пернавас, не только приносит кому-то праздник, но также кого-то лишает заработка.

The organizers got this idea right only once when Riga had 800 year anniversary, then songs were singable, likable and lovable. I loved it.

This is known as narcotic dreaming. It never actually happened. Well I don't think it did. I met somebody today and asked why they thought the Bali Nine seem almost forgotten. Grieta, I quickly discovered, did not know a thing about the Bali Nine as she had only been in Australia for one week. Grieta was a Latvian model who insisted I explain what this Bali Nine thing was. After my explanation she could barely contain herself as she woke up just half an hour earlier and had been dreaming about drugs. Not in the longing romantic sense, but in a scared weird way that made Grieta question if she actually did have an addiction. Was the hotel maid hooking her up? In her thick accent she innocently said, 'I have never had narcotic dreams before, I am worried'. She had that strange feeling of doubt that is often caused by such vivid dreams. I found this both funny and intriguing. I wanted to talk to Grieta more. I later found that she was just a normal kid which is why drugs scared her. She loves dogs, enjoys roller-skating and wants to be a musical therapist. She is only modelling so she can help her parents finance their new home in Latvia.

Grieta became mute to me at this point. She continued talking with her exaggerated expressions but there was just no sound coming out of her mouth. I was too preocupied wondering what her life would be like if she was a drug addict? What if she got caught smuggling her cocaine (for personal use only) in to a country that carried the death penalty? Would she throw on a burka and play the sympathy card? Or would we think that it wasn’t her fault she was in those circumstances, but concede that it was inevitable and she was asking for it? I broke my stare and realised that Grieta appears to have no idea how her looks impact her everyday life. All 179cm of them. A ‘mule’ she is not.

I am just saying that it absolutely does make a difference how people look.

В этом году царил волейбол, было сложно представить как удалось организовать более 50 игр, однако все было четко и по расписанию. Но я хотел рассказать совсем о другом, а именно о празднике. В волейболе и спортивных играх: кто-то психует, кто-то ликует; кто выпивает, кто отдыхает... Но есть однa маленькая деталь, которая создает праздник на "Latvenergo Sporta Svētki".

Дети ! Именно дети начиная с тех кто не умеет ходить заканчивая подростками лет 12-13, волшебным образом делают из обычной тусовки коллег - праздник. И Латвенерго тщательно заботиться об этих детях, воспитывая патриотизм к организации смолоду. Kаждый ребенок в торжественной обстановке перед официальным награждением получает диплом об участии. Простая бумажка ! Но такое внимание, наверняка много значит, когда тебе 4 или 7 лет. И сколько радости в глазах, когда вручают диплом и символический приз, невозможно остаться равнодушным когда вокруг столько маленьких улыбок.

Когда я ехал в первый раз на этот праздник, у меня не было представления, что от него ждать. Тогда мы действительно играли в футбол/волейбол с 9 до 7, устали как черти, но были довольные. Во второй раз программа была урезана и сначала было немного жаль, что не удалось активно поучаствовать в спортивных мероприятиях, но церемония награждения детей смыла всю грусть, оставив только положительные эмоции. В этот раз к спортивным мероприятиям нас не подпустили вообще, зато было неимоверное количество возможностей поймать интересные кадры, где главными актерами были естетвенно дети...
