AP Ana Escobar had clutched her only picture of her missing child when she tearfully described to The Sunday Telegraph last year how six-month-old Esther was stolen from her by a gunman in March 2007.

But her anguish ended last week when DNA tests confirmed that a girl, now almost two years old and assigned for adoption by an unidentified US family, was indeed the daughter of the 27-year-old shop worker.

“I can’t explain how excited and happy I am,” Ms Escobar said last week after hearing the good news. “There are people who don't believe in miracles and then there are people to whom miracles happen.

“Carrying the picture of Esther gave me comfort and company through these 16 long months. I will tell her the story as soon as she can understand what happened”.

The case is the first proven link between child-snatching gangs and the international adoption system that was previously one of the highest foreign currency earners for the impoverished Central American country.

“This was run by a mafia, and we going after them,” said Jaime Tecu, director of a team now reviewing all pending adoptions from Guatemala. “This is the first time that we’ve been able to show with irrefutable evidence that a stolen child was put up for adoption.”

One in 100 children born in Guatemala eventually grow up in the US, with new parents who paid on average about $30,000 to lawyers, doctors and brokers to process fast-track adoptions.

But the Guatemalan authorities had long suspected that some children were stolen and then sold to supply the adoption industry, which was ill-regulated before a major crackdown launched last year.

The reunion is a testimony to the dogged maternal perseverance of Ms Escobar, who at one stage went on hunger strike with five other women whose babies had similarly been abducted at gunpoint to demand official action.

She spent months trawling hospitals and orphanages that supplied adopted babies, or simply staring at children in the street.

“I looked in every child’s face I could,” she said.

Then in May, she was sitting in the National Adoption Council offices, hoping to gain access to babies whose adoption cases were being reviewed.

She briefly glimpsed a toddler, being ushered into another room, who reminded her strongly of Esther.

The brief encounter haunted her, but she was assured that the girl’s papers were in order - and included the results of DNA tests that identified another woman as her birth mother.

But Ms Escobar convinced the authorities to compare her own DNA with the child’s. Even then, she feared the results would be tampered with, but on Wednesday she heard the joyous confirmation that the girl was indeed her daughter.

Mr Tecu said officials will investigate everyone associated with Esther’s proposed adoption, including the lawyers who handled the case and the doctor who signed the falsified DNA tests.

Ms Escobar had gone into hiding last year after identifying the gunman from police mug shots and mounting her high-profile campaign.

“My mother’s instinct tells me she has already been sold for adoption,” she told The Sunday Telegraph when this newspaper was investigating the controversial foreign adoption programme.

Last year, the country’s congress passed a new adoptions law to clean up a system ridden by allegations of corruption and fraud.

The United Nations had urged a suspension of all adoptions in what it called a “corrupt” trade.

Guatemala is now implementing the Hague Convention which strictly regulates international adoptions, removing lawyers from the process and handing responsibility to an independent commission responsible for putting more stringent new rules into effect.

In 2006, the last year before the system was tightened, Americans adopted 4,135 children from Guatemala - second only to China, from where there were 6,493 adoptions.

In recent years, dozens of mothers reported stolen babies.

At least two were found in orphanages, although they had not yet been put up for adoption.

Hysteria about child-snatching rings reputedly operating in remote rural areas has ended in dozens of lynchings of suspected baby thieves - victims who often turned out to be innocent outsiders.

Even more prevalent, campaigners said, was so-called “baby farming” by impoverished young women who were paid to become pregnant to supply the adoption trade.

Many other children were put up for adoption freely and legitimately by mothers who could not afford to raise their children and wanted them to have a better life abroad.

International adoption agencies argue that the crackdown could prevent some children from having the chance of a better life abroad, condemning them instead to years abandoned in orphanages.

Finally, we have some football again. Alright, it's not really top quality football yet, but at least things are moving in the right direction. A lot of the youngsters got a run about against a few teams whose names I'm not going to attempt to type... and Theeeeoooooo got himself on the score sheet. 

So obviously very little can be learnt about the team at this stage, as these games are merely a chance to give the lads some competitive game time. With very few of the 'first teamer's' available it was however a chance for a few of the reserves and younger players to impress Arsene and from the highlights I've seen it would appear that new signings Francis Coq-au-Vin and Aaron Ramsey probably did the most to catch Arsene's eye, while young Jack Wilshere looked promising in patches, but still too raw and lacking in physical presence to push seriously for a spot in the first team squad just yet. 

But otherwise it is like Death Valley out there in terms of news for Arsenal fans. To give you an idea this weeks big headlines were that Kolo went off and caught Malaria. Brilliant. I don't see the problem actually... sure he'll be a bit lethargic at times but i've often thought Kolo's big problem was he got a bit panicky when things got grippy. It'll just take the edge off nicely. I mean, it's not going to make a huge impact to him otherwise, he is already ridiculously quick - it's like putting a speed limiter on a rocket. 

Meanwhile the lack of transfer news is overwhelming. We still haven't signed a midfielder, but at least Arsene has acknowledged we need one now. That's progress kids. I presume he'll get straight on to Ebay and see if he can pick one up on the cheap. 

And really, that's where all things Goonery end. Despite the two friendlies we played, this has probably been the dullest week since the season ended. However no year was mentioned on that, so you're guess is as good as mine. Eduardo apparently had a 'set back' in his recovery meaning he gets to spend some more time improving his fitness on Ipanema Beach. And Emmanuel Eboué is, sadly, still a professional footballer. Why couldn't we stick him on stilts, give him an Adebayor mask and send him off to Barcelona? 

So nothing really of merit to write about, though it was rather amusing to see Carlos Tevez dig himself a big hole by declaring Ronaldo should be able to leave Man Ure. Wonderful stuff. Why can't we just send all these cretins off to Barcelona, get a big chain saw, cut the Camp Nou loose, and set it adrift off towards the arctic. If nothing else, I'm sure Alex Hleb would love the serenity.

Vital roundabout reconstruction works, road resurfacing and traffic light replacements in Lincoln will be phased as carefully as possible to minimise disruption, Lincolnshire County Council has announced.

As announced in March when improvements began on Newark Road, work now continues to enhance the St. Catherine’s and South Park area of the city, beginning on Sunday 27 July.

During the works, St. Catherine's will remain open two-way during the day, reducing to one lane in each direction at times. Cross O'Cliff southbound (uphill) will remain open for the majority of time except for during resurfacing. Northbound (downhill) will be closed throughout the works, eliminating the need for temporary lights at the bottom of the hill, allowing better traffic flows along St. Catherine’s. Motorists can follow the signed diversion routes via Canwick Avenue onto Canwick Hill.

In a bid to further reduce daytime disruption, resurfacing work between the roundabout and Cross O'Cliff Hill will take place overnight and on Sundays when road closures are required.

Dave Underwood, Senior Highways Officer, said:
“Great care has been taken to time these crucial works in order to cause the minimum of disruption for people, but works like this do have to be carried out. Roads, roundabouts and lights all have a natural life span, towards the end of which it becomes dangerous to leave them without attention. It is obviously less disruptive to tackle each of these at once during one period of closures and, with night and weekend working also included, this project has been programmed to take place during the school summer holidays, when traffic volumes generally decrease by around 20%.”

“We are fully aware that the improvements coincide with works by Network Rail and have worked closely with them in the build-up. During last year's Network Rail works, no significant increase in traffic was noticed so the timing of the works appears to balance this out.”

Highways have met with representatives from the bus and emergency services and will continue to liaise with them throughout the works, with emergency vehicles accommodated at all times. All residents and businesses in the immediate area will receive letters detailing the works and advanced notice signage is on display.
