The brave "hurricane hunters" work for the National Oceanic and Atmospheric Administration (NOAA). Each mission lasts about ten hours, with the crews passing four to six times through the storm. The planes carry radar, sophisticated computers, and weather instruments that determine characteristics such as temperature, air pressure, wind speed, and wind direction inside the hurricane. The crews also release instruments that measure temperature, air pressure, and wind at different levels as the devices drop through the hurricane toward the ocean.

By mission's end, NOAA can warn everyone in the hurricane's path. "We love flying into hurricanes," says Kenul. "What we do helps a lot of people." Plus it's like getting all the free "roller coaster rides" they can take!

BIG WIND
The word "hurricane" comes from Huracan, the god of big winds and evil spirits once worshiped by the Maya people of Central America.

STATS
The average life of a hurricane is nine days. The hurricane is most destructive during its first 12 hours onshore. A typical eye measures 20 miles (32 kilometers) across.

IT'S HURRICANE SEASON
The record for the most hurricanes in a season is 12, set in 1969. Though hurricanes can occur at any time, the official hurricane season in the Atlantic falls between June 1 and November 30. An average year has six to eight hurricanes, which occur mostly in August, September, and October.

NOTORIOUS
The deadliest hurricane in the United States struck Galveston, Texas, in 1900. A storm surge almost two stories high broke over the city, causing 20-foot (6.1-meter) floods and more than 8,000 deaths. The costliest hurricane was Andrew in 1992, which caused damages totaling more than U.S. $25 billion in parts of Florida, Louisiana, and Georgia.

Hurricane names come from six official international lists. The names alternate between boys' and girls'. When a storm becomes a hurricane, it's named from the list, in alphabetical order. HURRICANE SURVIVAL TIPS

CLEAR YOUR YARD of any loose material, such as tree branches and lawn furniture, that might blow around. Anchor what cannot be removed.

BOARD UP WINDOWS or brace them with crisscrossed strips of heavy tape so glass won't shatter in strong winds.

KEEP FLASHLIGHTS, batteries, a battery-operated radio, a first-aid kit, water, and essential medications on hand. Stock up on nonperishable food.

STAY INSIDE. A sudden calm may mean only that the eye of the storm—the center of the doughnut-shaped mass (above)—is passing over you. Continuously listen for bulletins about the storm's progress on the radio.

MAKE A PLAN. Have a family emergency communication plan in case you become separated from family members. Also review your family's evacuation plan.

FLYING INTO THE EYE OF A HURRICANE

A monster storm with 150-mile- (241-kilometer-) an-hour winds churns west across the Atlantic Ocean. Scientists at the National Hurricane Center in Miami have tracked it for days using satellite images. Now they're worried it may threaten the United States. It's time for the "hurricane hunters" to go to work!

All ships and airplanes have been warned away from this monster. But two four-engine airplanes, each carrying a flight crew and several scientists, now head toward the storm. Their mission? To collect data inside the hurricane that will tell meteorologists where the storm is going, when it will get there, and how violent it will be.

The planes—nicknamed Kermit and Miss Piggy—take off from Florida and the Caribbean. They fly east over the Atlantic into skies that grow increasingly dark and stormy. Suddenly they disappear inside the clouds—one plane fairly close to the sea surface, and the other much higher in the system.

As the planes struggle toward the eye, the pilots fight intense updrafts and downdrafts. The hurricane pelts the planes with rain and hail. Static electricity builds up and then discharges with a flash and a loud bang, causing the crew's hair to literally stand on end.

"About the last 15 to 20 miles (24 to 32 kilometers) we get into the eye wall," says Greg Bast, a flight engineer, whose job it is to keep the plane's systems operating properly. "That's where we get banged around a lot."

"It's like you're on a roller coaster going down, and then getting shot back up again," adds Philip Kenul, a pilot. "You just have to make sure that when you drop, you don't run out of air and hit the ocean!"

Gearing Up For Gustav

On the cusp of Hurricane Katrina's third
anniversary, nervous Gulf Coast residents watched Wednesday as a
storm threatened to strengthen and crash ashore, testing everything
the city has rebuilt.

Forecasters warned that Gustav had the potential to grow into a
perilous Category 3 hurricane and approach the Gulf Coast by Monday
morning - though cautioned that a storm's track and intensity are
extremely difficult to predict several days in advance.

"We know it's going to head into the Gulf. After that, we're
not sure where it's heading," said Rebecca Waddington, a
meteorologist at the <runtime:topic id="ORGOV0000100">National Hurricane Center</runtime:topic>. "For that reason,
everyone in the Gulf needs to be monitoring the storm."

City officials were taking no chances, and drawing blueprints of
how to evacuate the city if necessary. New Orleans plans to
institute a mandatory evacuation order should a Category 3 or
stronger hurricane be within 72 hours of the city.

At a suburban Lowe's store, employees said portable generators,
gasoline cans, bottled water and batteries were selling briskly.
Hotels across south <runtime:topic id="PLGEO100102500000000">Louisiana</runtime:topic> reported busy booking business as
coastal residents considered their inland refuge options.

Steve Weaver, 82, and his wife Helen stayed for Katrina - and
wound up being plucked off the roof of their house and by a Coast
Guard helicopter. This time, Weaver said he has no inclination to
stay. "Everybody learned a lesson about staying, so the highways
will be twice as packed this time," Weaver said.

Katrina struck New Orleans on Aug. 29, 2005, and its storm surge
blasted through the levees that protect the city. Eighty percent of
the city was flooded, which set into motion a multibillion-dollar
rebuilding program.

Since then, the Army Corps of Engineers has spent billions of
dollars to improve the levee system. Though experts say the city
and surrounding region are safer from hurricanes, the improved
levee protection is incomplete and holes remain.

Floodgates have been installed on drainage canals in New Orleans
to cut off storm surge from entering the city, and levees have been
raised and in many places strengthened with concrete.

<runtime:topic id="PEPLT006731">Robert Turner</runtime:topic> Jr., the regional levee director, said the levee
system can handle a storm with the likelihood of occurring every 30
years, what the corps calls a 30-year storm. By comparison, Katrina
was a 396-year storm.

"There's always the possibility if it comes from the right
direction, and if it is large enough to create storm surge in the
realm of Katrina, that there could be overtopping" of levees,
Turner said.

Gustav formed Monday and roared ashore Tuesday as a Category 1
hurricane near the southern Haitian city of Jacmel with top winds
near 90 mph, toppling palm trees and flooding the city's Victorian
wooden buildings. It triggered flooding and landslides that killed
at least 11 people in the Caribbean. It weakened into a tropical
storm and appeared headed for Cuba, though is likely to grow
stronger in the coming days by feeding on warm open water.

David Nolan, an associate professor at <runtime:topic id="OREDU0000157">University of Miami</runtime:topic>'s
Rosenstiel School of Marine and Atmospheric Science, says the
uncertainty surrounding the track and strength of Gustav is "very
large." Forecasts show the storm hitting anywhere from the <runtime:topic id="PLGEO100100400000000">Florida</runtime:topic>
Panhandle to <runtime:topic id="PLGEO100104600000000">Texas</runtime:topic>.

Making a comparison to Hurricane Katrina is way too speculative
at this early point in the forecast, he said.

"You can't look at this storm and make any comparisons to
Katrina," he said.

Some New Orleans residents weren't deciding on their course of
action just yet. Just blocks from where a levee breached in the
<runtime:topic id="PLGEO100100501254600">Lakeview</runtime:topic> neighborhood during Katrina, Lawson "Sonny" Brannan, a
construction company owner, was busy renovating a client's home
Wednesday. A wall of Katrina-driven water up to 15 feet deep wiped
out the home.

He calmly went about his business, but nonetheless kept a
watchful eye on the weather.

"I'm not going to worry about it until I see it in the Gulf,
then I'll make my decisions," Brannan said.

Mayor Ray Nagin Returns to City Hall

New Orleans Mayor C. Ray Nagin, who was a key speaker this morning for the Oregon, Washington and Minnesota delegations at the Democratic National Convention, has decided to return to New Orleans immediately to closely monitor Hurricane Gustav.

Gustav, which has hit the southwest coast of Haiti and is threatening Cuba, appears to be on a likely course toward the U.S. Gulf region. The area, which will mark its third anniversary of the devastation of Hurricanes Katrina and Rita on August 29, is still in the recovery stages.

"While it is too early to tell exactly where Gustav will hit and how strong it will be, I'm deeply concerned about the emotional and psychological effect on our citizens," said Nagin.

"Although we have made strong strides in rebuilding our infrastructure, the levees have not been fully repaired and we have an $800 million budget gap to complete our sewage and water systems," Mayor Nagin continued.
The city of New Orleans has been lobbying the federal government for this funding to revitalize the area for three years and has received less than 50 percent of FEMA funding needed to repair or rebuild key public facilities. In May of this year, the City of New Orleans received notification that it will finally receive Community Development Block Grants (CDBG) that was promised by the federal government.

A meeting of Slidell city officials and emergency personnel, tentatively scheduled for 11 a.m. Friday, will NOT be open to the news media.

This meeting is to finalize plans in light of the ever-changing projected paths of Gustav.

My apologies for the earlier miscommunication. We will keep the public informed through the media as best as possible, and I’m certain that Mayor Ben Morris will want to talk to reporters after said plans for the city of Slidell are finalized.

Salvation Army Preparing to Respond to Gustav

THE SALVATION ARMY PREPARING TO RESPOND TO GUSTAV
Preparedness for Gustav begins as Hurricane Katrina’s third anniversary approaches

Jackson, Miss. (August 28, 2008) – Salvation Army personnel throughout the Gulf Coast are mobilizing to respond to Tropical Storm Gustav, expected to develop into a serious category three hurricane by early next week. Army units in Alabama, Florida, Louisiana, Mississippi and Texas have 100 mobile feeding units and three fully-equipped 54-foot field kitchens ready for immediate response. Additionally, The Salvation Army is prepared to supplement Gulf Coast states with 70 canteens from inland states, as was necessary in response to Hurricane Katrina. In total, The Salvation Army is prepared to provide a minimum of 560,000 meals a day as necessary.

“The Salvation Army is prepared to respond immediately to the needs of survivors, emergency aid workers, and volunteers in communities affected by the storm’s landfall,” said Major Gene Hogg, Divisional Secretary for Alabama, Louisiana and Mississippi. “The Army recognizes how difficult these circumstances can be and will do everything in our power to assist individuals and families following this storm as we do in these communities 365 days a year.”

In addition to feeding, The Salvation Army is prepared to provide:
Clean-up kits containing brooms, mops, buckets and cleaning supplies
Hygiene kits
Drinking water
Shower units
First-aid supplies
Missing persons support through The Salvation Army Team Emergency Radio Network (www.satern.org) and
Emotional/spiritual care

The Salvation Army encourages all residents of areas in Gustav’s path to prepare an Emergency supply kit, an evacuation plan and stay informed to all warnings and evacuation orders. Disaster response professionals recommend having a three to five day supply of food and water for each individual of your family as well as flashlights, medication, and battery powered radio.

“It is imperative that residents of New Orleans and the central Gulf Coast region heed all warnings and orders associated with Tropical Storm Gustav, regardless of its path,” said Captain Ethan Frizzell, Area Commander for The Salvation Army in New Orleans. “It is important that each of us prepare now for Gustav.”

The Salvation Army asks people who want to help those affected by Hurricane Gustav to visit www.salvationarmyusa.org or call 1-800-SAL-ARMY. Monetary donations are needed to meet survivors’ most immediate needs. A $100 donation will feed a family of four for two days, provide two cases of drinking water and one household cleanup kit, containing brooms, mops, buckets and cleaning supplies. The Salvation Army is currently not accepting donations of clothing and furniture for storm victims, please forward these donations to The Salvation Army Family Store nearest you.

Winn Dixie closes 25 stores

WHAT: As preparations are underway for Hurricane Gustav’s approach to the Gulf Coast of Louisiana, Winn-Dixie has temporarily closed 25 of its stores in the New Orleans area.

The company is committed to remaining open as long as possible, both prior to and during, a tropical storm or hurricane, but also takes the safety and well being of its Associates, its customers, and its stores very seriously.

“We will follow all local and state mandates for store closings and evacuations in advance of Hurricane Gustav,” said Robin Miller, Winn-Dixie’s director of communications. “As always, we will work diligently to reopen any closed locations as quickly as possible after the storm passes in order to serve our neighbors.”

WHEN: As of 6 p.m. CDT on Saturday, August 30, designated stores are closed until further notice.

Preparing for Gustav could bring peace of mind

The Director of the New Orleans Office of Emergency Preparedness is urging people to nail down their evacuation plans as a precaution. As of Monday evening, New Orleans remained a possible strike zone for Hurricane Gustav.

"We don't want to scare anybody. We don't want to say it's definitely coming. But we live in a bowl," said OEP Director Colonel Jerry Sneed.

People who don't have a ride can register by calling 311 for city assistance. Busses will pickup people at 17 sites around the city-- if an evacuation is ordered-- and take them to the train station where they will board busses or trains to shelters in safe areas. Pets are also welcome but will be taken to separate shelters, perhaps near their owners.

People who rely on the city for a ride will be asked to prepare to leave 60 hours before tropical storm force winds come ashore. Busses will begin picking up people at 54 hours out.

As of Monday afternoon, hotels in Baton Rouge, Alexandria, and even Jackson, MS, were beginning to fill up.

Emergency workers also urge people to remain calm. Currently, Gustav is too far away from the U.S. to know where the hurricane will come ashore.
