<content:encoded><![CDATA[<p>I Vejle melder Politiet, at i <strong>85 tilfælde</strong> er der <strong>siden 13. maj</strong> forøvet indbrud i folks boliger, medens de sov. Det melder Vejle Amts Folkeblad. Det er mere end et indbrud om dagen, bare i Vejle i denne periode. Det er en udlændinge/indvandrerbande der driver denne trafik, som er meget udansk.</p>
<p>På landsplan er der tale om en så enorm mængde indbrud/røverier af denne slags, at Rigspolitiet simpelthen må oprette en ny hovedgerningskategori af kriminelle handlinger:<br />
Dels har vi ikke tidligere haft den slags kriminalitet i Danmark, dels er kriminalitet af den slags siden 2007 tilmed blevet dagligkost her til lands.</p>
<p>Der er formentlig en glidende overgang mellem på den ene side indbrud og tyveri og røveri og vold på den anden, afhængig af om du vågner og formasteligt sætter <a href="http://danmark.wordpress.com/2008/07/01/hjemmeroeverier-temmelig-nyt-og-i-stigning/" target="outside">dig til modværge</a>. Meget tyder på at sidste indlæg, som er et referat fra pressen, traditionen tro kun bringer toppen af isbjerget i netop denne sammenhæng.</p>

<content:encoded><![CDATA[<p><strong>Det franske EU-formandsskab:</strong> Det første der rammer én på søgemaskinerne, når man søger på den franske præsidents navn: French president Nicolas Sarkozy grins with delight as he strolls around Disneyland Paris with his new girlfriend Carla Bruni.</p>
<p>Det må stå helt klart, at irerne må stemme om, sagde han da Frankrig overtog EU-formandsskabet. På dansk "en ommer" ligesom vi havde med Maastricht, og siden måtte vi så have de formelle danske forbehold, der selvfølgelig udvandes fuldstænding.</p>
<p>Mon det kunne være en ide så at præsentere franskmændene, der stemte nej til den oprindelige EU-grundlov, for den sminkede udgave af EU-grundloven, som irerne lige netop stemte nej til, eller skulle vi tage en tur mere i rutschebanen, Carla?</p>
<p>Jamen, hvad skal de så stemme om i Holland? </p>

<p>DAMP-børn er betegnelsen for de børn og unge, der i deres adfærd og mentalitet afviger meget fra de nye udbredte normer i skolen og institutionerne. Kommer man med andre værdier hjemmefra og siger vedvarende fra over den nye verdens- og mentalitets-orden, som den praktiseres af læreren, bliver man sandsynligvis sendt til psykolog og der behandlet med RITALIN (et amphetaminstof).</p>
<p><strong>I 2003 var behandledes 2400 børn og unge, i 2007 behandledes 7000.</strong></p>
<p>Der er enorm spredning i forekomsten af denne påtrykte og falske sygdom, skabt af kvaksalvere:<br />

<title><![CDATA[Mennesket og Legenden Mogens Glistrup har forladt os]]></title>

<description><![CDATA[Engang hvor Mogens Glistrup og fru Lene deltog i en underskriftsindsamling på Strøget her i byen b]]></description>
<content:encoded><![CDATA[<p><a href="http://danmark.files.wordpress.com/2008/07/dkflag.gif"><img class="alignleft size-medium wp-image-1465" src="http://danmark.wordpress.com/files/2008/07/dkflag.gif?w=120" alt="" width="120" height="90" /></a>Engang hvor Mogens Glistrup og fru Lene deltog i en underskriftsindsamling på Strøget her i byen blev han bl.a. mødt af små tøser og dumme småknægte af mentalrobot-typen, der råbte og skreg, at han var doven og aldrig havde gjort én gavnlig ting i verden.</p>
<p>Fru Lene kunne oplyse mig i en sidegade, at Mogge altid stod op senest kl.06:00 og gik i seng efter den sidste radioavis, og at han aldrig har haft sine tanker andre steder end for et bedre Danmark for danskerne. Når han talte med store bogstaver var det for at blive hørt. Ville han have snydt, og havde Mogens Glistrup tiet stille, kunne han mageligt have siddet i Schweiz med mindst 75 mill. kr. de sidste 40 år af sit liv.</p>
<p>Senere en morgen kl. 05:30 vågnede jeg i Gellerup Ghettoen, hvor vi dengang havde Mogge og Lene til overnatning. Glistrup var oppe og sad og læste Koranen på tysk på mit kontor. Han hævdede at den tyske udgave var at foretrække, hvis man ville have de mest blodige afsnit med. De er udeladt i den franske oversættelse, hvorfra den danske udgave er oversat, hævdede Glistrup.</p>
<p>Mogens Glistrup er den største statsmand vi har haft, afgjort ikke en 'såkaldt professionel politiker'.</p>

Hans begrundelser var Unionens grundlovsforslag og Beate Winklers udvidede overvågningsaktiviteter EUMC i Wien.</p>

<content:encoded><![CDATA[<p>Hvert år lige op til sommerferien for folketingsmedlemmerne vedtager de en mængde love som det sidste og tit i største hast, medens koncentrationen om arbejdet kan antages at være aftagende. Det er tit de mest skæbnesvangre ting, der vedtages netop her; det er set mange gange før.</p>

<p>Vores gæt på folkeafstemningen om EU-forbeholdene er, at alle fire forbehold bringes til folkeafstemning på én gang. <a href="http://danmark.wordpress.com/2006/06/01/euro-ultralight-og-euro-light/" target="outside">Fælles obligatorisk mønt og pengeudstedelse</a>, fælles forsvar, <a href="http://danmark.wordpress.com/2006/06/05/tale-om-grundloven#asylfup" target="outside">fælles unionsborgerskab og fælles udlændingepolitik</a>, <a href="http://danmark.wordpress.com/2006/06/05/tale-om-grundloven#DAEU" target="outside">fælles retspolitik</a>. Der har været toner fremme om, at Europa-fodbolden kan fremme sagerne og gøre vælgerne mere modtagelige for en kort propagandasludder for en sladder blandet lidt med trusler fra/for fremtiden, når det måtte passe statsministeren allerbedst. Selvfølgelig skal vi igen folkeafstemme om det, som befolkningen én gang har afvist tidligere.</p>
<p>Så hører vi mediernes EU-indoktrinator nr. 1  Svenning Dalgaard TV2 News den 12. juni melde, at<br />
folkeafstemningen i Irland ikke har noget at gøre med forbeholdene, som der skal folkeafstemmes om i Danmark; mest sikkert hvis de har fået overtalt irerne til den sminkede EU-grundlov. <a href="http://danmark.wordpress.com/2006/06/05/tale-om-grundloven#asylfup" target="outside"><strong>Det var naturligvis en lodret løgn.</strong></a></p>
<p>Vi må afgjort også ihukomme Tøger Seidenfadens ord om, at det i alle tilfælde er vælgerne, der tager fejl, og derfor er befolkningen det eneste egentlige problem, og det er vel i grunden alt nok.</p>

<p><span style="font-size:x-medio;"><strong><span lang="DA"><span lang="DA">De fleste mennesker indser ikke den lurende fare. Alt for mange af de, der har magt og indflydelse har absolut intet kendskab til historien og den menneskelige natur. De fleste tror på, at multikulturalisme og fredelig sameksistens er mulig mellem vesterlændinge og muslimer i det størrelsesforhold vi har set indtil nu. Indstrømningen af muslimer fortsætter med øget hastighed [tilføjelse herfra:sidste år med en hastighedsforøgelse på 19,3 pct til Danmark]. Det er tåbelighedens march. </span></span></strong></span></p>
<p><span lang="DA"><span style="font-size:x-medio;">Flerpartipolitikere, bureaukrater og autokrater i Bruxelles vil være i spidsen for større og større magtstrukturer og øve indflydelse på flere folk på flere måder. Dette er en temmelig normal adfærd for ambitiøse folk, politikere i særdeleshed. De fleste almindelige mennesker har ikke været spurgt om noget. De fleste har ikke sådanne omfattende og omsiggribende ambitioner, de ønsker blot at leve et behageligt liv i et troværdigt og kendt samfund. Dette er hvad folk alle steder på kloden ønsker. Enkeltstaternes og EU politikker har forstyrret det troværdige og kendte samfund fuldstændigt, kun den finansielle behagelighed er tilbage, lidt endnu. Den anden opløsning og splittelse fortsætter med rivende hast.</span></span></p>
<p></span><span lang="DA"><span style="font-size:x-medio;">Du behøver ikke være stjerne-videnskabsmand for at se fremtiden. Se på et hvilket som helst tilfældigt land, hvor der bor store antal muslimer. I meget få, hvis nogen, er der eller har der været nogen sand harmoni mellem muslimer og ikke-muslimer. Det er ikke, bestemt ikke, bare fjendtligheder mellem kristne og muslimer, eller mellem muslimer og vesterlændinge.</span></span></p>
<p><span lang="DA"><span style="font-size:x-medio;">Se på Indien, se på Thailand, se på Afghanistan – Hindu-Kush provinsen, hvor ingen hinduer findes mere. Det er heller ikke fordi muslimer på nogen måde er genetisk tilbøjelige til at være ballademagere. De er ikke en skæbnebestemt menneskeart. Det er deres religion, der er den grundlæggende årsag til problemet. Krigeriske oprørere som Bin Laden eller de mange skøre mullaher hjælper ikke til problemets løsning. Det eneste de gør er at accelerere processen. </span></span></p>
<p><span lang="DA"><span style="font-size:x-medio;">Desværre, er dette synspunkt og disse analyser stadig noget der ikke kan diskuteres frit. Når man åbner munden herom er man racist, fascist o.lign. Vanviddet der fulgte efter nogle få karrikatur-tegninger af den selv-proklamerede hellige profet var nok til at sætte verden i brand, men stadig ikke nok til at få folk til at vågne. De få vågne er alt for få til at vende bølgen. Når kæmpedemonstrationer i Holland og f.eks. Spanien oplevede en medie-blackout var det tegn på uvidenhed, frygt eller Dhimmi. [tilføjelse herfra: Sidenhen blev en demonstration forbudt i Bruxelles]. Demonstrationerne drejede sig om bevarelsen af friheden til at ytre sig, mod religiøs fanatisme og solidaritet med dem, der lider under den. Folk er tilsyneladende endnu ikke klar til at se realiteterne i øjnene. Om der næste gang møder nok op til, at demonstrationerne ikke kan forhindres, eller om det vil være for sent til at undgå en katastrofe er svært at sige. Det er i sandhed en katastrofe vi står overfor.</span></span></p>

<p style="text-align:justify;">Peacefully declaring Nepal a federal democratic republic, Nepalis have overcome the greatest hurdle that had stood against inclusive development, and demonstrated the world how the people could tear down the so-called mighty authoritarian regime peacefully. This could be the example for all people to engage in a peaceful manner for gaining the fundamental rights and ending the injustice in the society rather than attempting to do so violently disregarding the loss of so precious human lives and properties. People engaged in violence for justice need to take the example of Nepal for ending the injustice peacefully.</p>
<p style="text-align:justify;">On May 27, 2008, newly elected members of the Constituent Assembly (CA) took the oath of office at the International convention Center (ICC). The second senior most member of the CA Kul Bahadur Gurung chaired the oath-taking session. Incumbent Prime Minister Girija Prasad Koirala was the senior most member of the CA but he could not chair the ceremony because of his executive status. Different ethnic-group members dressed in their ethnic costumes and wearing their respective ornaments not only embellished the oath-taking ceremony but also showed the integration of all of ethnic Nepalis into a single Nepal.</p>
<p style="text-align:justify;">On May 28, 2007, the first sitting of the CA was scheduled for 11:00 A.M. but held only at 9:00 P.M., 10 hours later because of the negotiations going on among the leaders of the major political parties at the official residence of the Prime Minister at Baluwatar, Kathmandu. However, the actual business of the CA session started at 11:00 P.M. only, because of the need for photocopying the agenda for distributing to the CA members. It was a shame on the CA session managers that they could not manage the photocopies of the agenda on time and even took two hours to make about six hundred copies of the agenda. The senior most CA member Kul Bahadur Gurung chaired the first CA session.</p>
<p style="text-align:justify;">After the opening of the CA session, the Chairman requested the CA members to stand in silence for two minutes to pay tribute to the martyrs that sacrificed their precious lives for making Nepal a federal democratic republic. Then, the Chairman read out the congratulatory letter sent by the Indian House Speaker, Somnath Chatterjee. Then, he asked Prime Minister Girija Prasad Koirala for submitting his proposal for declaring Nepal a federal democratic republic.</p>
<p style="text-align:justify;">Prime Minister Koirala seemed to be weak and unwell. A medical doctor accompanied him in case the Prime Minister needed medical help and care. Prime Minister Koirala even did not take the salute made ready for honoring the Head of State at the entrance to the ICC. He spoke for a few minutes and then ask Minister for Peace and Reconstruction Ram Chandra Poudel to read out his short speech; then, Minster for Home Krishna Prasad Sitaula to present the proposal for declaring Nepal a federal democratic republic ending the 240-year old Shah monarchy to the CA on his behalf pursuant to the Article 159 of the Interim Constitution of Nepal of 2007.<!--more--></p>
<p style="text-align:justify;">After the submission of the proposal for declaring Nepal a federal democratic republic, the Chairman called on the CA members for voting for or against the proposal. The Chairman asked the CA members willing to vote for the proposal to go to the exit on his right and those willing to vote against it go to his left for going out and signing off against their names on the paper placed there for that matter. Almost all CA members lined up to go to the right exit for going out and voting for the proposal.</p>
<p style="text-align:justify;">After collecting the paper the CA members have signed against their names, the Chairman announced that out of the 564 CA members present in the first session, 560 voted for the proposal and four against the proposal. Then, the Chairman gave two minutes to each member willing to present his or her views. Four CA members presented their views.</p>
<p style="text-align:justify;">Then, the Chairman announced the proposal was passed by overwhelming majority of the CA members and declared Nepal a federal democratic republic, stripped the king of all royal titles, rights, positions, privileges and benefits making him a commoner, and gave instructions to the Government of Nepal to give 15 days to former King Gyanendra Shah to vacate the palace and convert the palace to a museum.</p>
<p style="text-align:justify;">On May 28, 2008, all over Nepal, Nepalis had been rallying and taking processions to greet Nepal as a federal democratic republic since early morning. Hundreds of thousands of Nepalis had rallied despite the hot-May sun shining so brightly overhead. In the evening, oil lamps were lighted at various squares to greet the republic. A group of people demonstrated protesting the declaration of republic at New Road, Kathmandu in the afternoon.</p>
<p style="text-align:justify;">Political parties and cultural organizations held a series of programs in Damak of Jhapa district on Wednesday to celebrate the transition of Nepal into a full-fledged federal democratic republic. The Adivasi Janjati Sangharsh Samiti held a rally and went around the town celebrating the declaration of Nepal a federal democratic republic. Activists of the Federal Limbuwan Rajya Parishad, Kirant Rai Yayokha and Kirant Yakthum Chumlung also participated in the rally. Similar rallies were also held in Chandragadhi of Jhapa and Birtamod. The Maoists also held victory rallies in Inaruwa of Sunsari district. Madheshi People’s Rights Forum cadres celebrated the end of monarchy. Itahari Jaycees, members of civil society and other organizations lit lamps to mark the end of the monarchy. In Bhojpur district, cadres of political parties, commoners, journalists and human rights activists took out processions from the Democratic Gate. The processions converged at Tundikhel. In Khotang district, the CPN-Maoist, Nepali Congress, CPN-UML, Janamorcha Nepal, the CPN-Unified and civil society held rallies to mark the end of monarchy. In Sarlahi district, holding victory rallies, people marked the end of monarchy. In Tansen of Palpa district, thousands of people took to the streets to celebrate the end of monarchy. In Lamjung district, taking out victory rallies, people celebrated the end of the monarchy. [1]</p>
<p style="text-align:justify;">On May 29, 2008, the flag of the former king at the royal palace was lowered at 8:00 A.M. by the order of the Government of Nepal; the national flag was hoisted only in the evening at about 7:30 P.M. but the Government said that it had not ordered to do so.</p>
<p style="text-align:justify;">A group of people had rallied at the area near the south gate of the palace demanding hoisting of the national flag at the palace throughout the day. The security had guarded the area prohibiting the people from rallying, as the local administration temporarily prohibited the area around the palace for rallies and gatherings for security reasons. So, the security and the people rallying at the south gate of the palace confronted with each other a number of times injuring a few protestors. They shouted slogans against the former king and warned the political leaders of possibility of their fate to be similar to the former king if they would not work following the people’s mandate. They also demanded immediate evacuation of Gyanendra Shah and his family from the palace.</p>
<p style="text-align:justify;">On May 29, 2008, the Council of Ministers decided to dispatch a letter to the former king Gyanendra Shah giving 15 days time for leaving the palace following the instructions given by the CA. On May 30, 2008, Home Minister Krishna Prasad Sitaula said that the Government has already sent a letter to the former king asking to leave the palace within 15 days as instructed by the CA. The Chief Secretary to the Council of Ministers signed the letter. The palace official had acknowledged the receipt of the letter.</p>
<p style="text-align:justify;">The Council of Ministers also set up two committees: one for security another for auditing the palace assets and property. Secretary to the Ministry of General Administration Dr Govinda Kusum led the audit team while Joint-Secretary to the Ministry of Home Affairs Mod Raj Dotel led the security team. On June 01, 2008, after the visit to the palace, the Secretary to the Ministry of General Administration told the reporters gathered outside the palace that the team has ten days to work, and the palace officials are cooperative; so, by Sunday, June 08, the team would be able to complete the auditing of the palace assets and property, and then report the government with recommendations for management of those assets and property. The Secretary to the Ministry of Home Affairs Umesh Mainali told the reporters that the security in the palace was less than what was expected; rather it was a bare minimum.</p>
<p style="text-align:justify;">On May 29, 2008, the US Embassy in Kathmandu in a statement welcomed the declaration of Nepal a federal democratic republic, and congratulated Nepalese people. A statement released by the US Embassy in Kathmandu in the afternoon of May 29, 2008 said, "The United States of America congratulates the people of Nepal on the Constituent Assembly's first step in defining a new, democratic Nepal with the declaration of a republic on May 28.” “This is another exciting milestone in Nepal's democratic development. We encourage the representatives of the CA to continue their work to fulfill the peoples' desire for peace, democracy and development in Nepal", the release added. [2]</p>
<p style="text-align:justify;">Similarly, UN General Secretary Ban Ki-moon congratulated Nepalis on declaring Nepal a federal democratic republic. UN Secretary-General Ban Ki-moon's office in New York issued a statement early Thursday, May 29, 2008, congratulating the people of the new republic of Nepal on successfully holding the first meeting of its constituent assembly on Wednesday, May 28, 2008 and voting overwhelmingly for turning King Gyanendra into a commoner and asking him to vacate the royal palace in 15 days. "The people of Nepal have clearly spoken for peace and change through the April 10 assembly election," the statement said. "The secretary-general encourages all parties to continue working in a cooperative manner and to form a new government as soon as possible." Ban's special representative for Nepal Ian Martin attended the near-midnight proclamation of republic on Wednesday, called the meet an achievement and said the UN was proud to have assisted in the election of the "most inclusive body Nepal has yet known". Martin said the assembly with its democratically elected representatives, now has the "solemn responsibility to prepare a new constitution as well as to act as an interim legislature during this next important phase of Nepal's peace process, and to fulfill the people's aspirations for sustained peace, economic and social progress, democracy and human rights". [3]</p>
<p style="text-align:justify;">Gyanendra, now stripped of his title as well as crown and scepter, has 14 days left to vacate the Narayanhity Palace or face constitutional and legal action. He has also lost his legal and tax immunity and will have no extra privilege than an ordinary citizen enjoys. The king's fall will have a grave impact on the other members of the royal family who in the past used the palace's clout to flout the law of the land and gain undue advantages. All members of the royalty have lost their titles and other privileges with the proclamation of republic. The assembly has also ordered the government to disband the palace secretariat, which served as a parallel mini government, and take measures to preserve the property inside the palace that has now become a national heritage. The pink palace, where royalists used to flock during Hindu festivals to receive the blessings of the king who was once regarded as the incarnation of Hindu god Vishnu, will now become a national museum, opening its tightly guarded portals to the masses. [4]</p>
<p style="text-align:justify;">On May 30, 2008, the Sagarmatha TV relayed the scene of a number of cars coming out of the northern gate at 12.43 A.M. believing that these vehicles must be carrying Former King Gyanendra Shah and his family. The Sagarmatha TV has posted its TV crews at four main gates of the palace to watch the likely exit of the former royal family members. It has been telecasting live scene of the protest against the former king from the area further south of the southern entrance to the palace the whole day on May 29 and continued in the night. The Government of Nepal said that former King Gyanendra was still in the palace.</p>
<p style="text-align:justify;">Two days after the newly elected lawmakers declared the country a federal democratic republic demolishing the 240-year old Shah monarchy, Secretary to the Ministry of Home Affairs Umesh Mainali said that the order to vacate the royal palace within two weeks was delivered to the palace on Friday, May 30, 3008. The king’s daughter-in-law Hemani had moved to a private home in northern part of the city just after midnight of May 30, 2008, Secretary Mainali said. Speaking on condition of anonymity a palace official said that former King Gyanendra Shah was preparing to move to the Nirmal Niwas, his private home, soon. [5]</p>
<p style="text-align:justify;">On June 02, 2008, Home Minister Krishna Prasad Sitaula led a team of senior government officials such as Chief Secretary Bhoj Raj Ghemire, Secretary to Ministry of Home Affairs Umesh Mainali, Secretary to Ministry of Defense Baman Prasad Mainali, Secretary to Ministry of General Administration Dr Govinda Kusum to learn the actual status of security and assets and property in the palace. The team met with former king Gyanendra Shah for 15 minutes and then Home Minister alone with Mr. Shah for about 45 minutes said the Home Minister to the reporters gathered at the entrance to the palace after the visit. According to the Home Minister, Mr. Shah and he had friendly talks and they used a commoner’s language. Mr. Shah accepted the declaration of Nepal a federal democratic republic done by the Constituent Assembly on May 28, 2008, and was willing to leave the palace within the deadline set by the Constituent Assembly. He would leave the palace as soon as he would have an alternative residence. Mr. Shah was sad to learn the media report about the burning of documents in the palace and taking the artifacts out of the palace; nothing of that sorts have happened in the palace Mr. Shah told the Home Minister. However, other palace source confirmed the burning of documents and taking out of the artifacts from the palace. Mr. Shah has been a beggar in the eyes of Nepalis despite the huge wealth he still possesses.</p>
<p style="text-align:justify;">The Home Minister informed the Prime Minister, Chairman of the CPN-Maoist Prachanda and General Secretary of CPN-UML Jhalanath Khanal about the talks he had with Mr. Shah. Probably, the government would provide Mr. Shah with the Nagarjun palace for the time he would find an alternative residence according to the Nepalese media.</p>
<p style="text-align:justify;">On May 29, 2008, speaking at a reception and press conference held in Kathmandu to mark the first day of republican Nepal, Nepali Congress central member and Constituent Assembly member Narahari Acharya said that the resolution declaring Nepal a federal democratic republic passed by the CA on Wednesday, May 28, 2008 was pursuant to the Nepalese people’s mandate; the voting out of monarchy through the constituent assembly was unique example in the world, and stressed on the need to take this change ahead in an easy and scientific manner. He, however, said the republican campaign he initiated some two years ago had not completed, yet. “It has just passed a phase”, he said. [6]</p>
<p style="text-align:justify;">With the declaration of Nepal a Republic and abolishing the monarchy by the first meeting of Constituent Assembly on Wednesday, May 28, 2008, Maoist chief Prachanda emerged as the most powerful person in a newly born republic. He achieved his goal of transforming Nepal from the kingdom into a republic. He was set to lead the government of the new republic. Prachanda led his party to a stunning victory in the election for a Constituent Assembly held on April 10, 2008; his party CPN-Maoist bagged 220 seats in the 601-seat Constituent Assembly and emerged as the largest party. [7]</p>
<p style="text-align:justify;">The US State Department says U.S. diplomats have begun political contacts with Nepal's Maoist Communist Party, the former guerrilla group that has become the largest party in the country's new legislature called a Constituent Assembly (CA) after the election for it held on April 10, 2008. The State Department has quietly opened dialogue with the Maoists in the hope of furthering peaceful change in Nepal, where the new national assembly led by the former rebels voted on Wednesday, May 28, 2008 to abolish the monarchy and establish a republic. The U.S. ambassador in Kathmandu, Nancy Powell, met early this month with the Maoist party leader Pushpa Kamal Dahal popularly known as Prachanda. Deputy Assistant Secretary of State for South and Central Asian Affairs Evan Feigenbaum did so as well on the three-day visit to Nepal he completed earlier this week. He also talked to the leaders of other Nepalese political parties. The United States had previously shunned dialogue with the Maoists, given the history of violence that put them on two separate U.S. government terrorism lists. But in a talk with reporters, Feigenbaum said the policy shift occurred because of the Maoists’ participation in the country's comprehensive peace accord and the April-10 assembly elections, both of which had strong U.S. support. Feigenbaum noted that the Nepalese Maoists are not on the State Department's list of foreign terrorist organizations, but do appear on two less well-known U.S. terrorism lists that forbid U.S. financial dealings with designated groups and bar their members from traveling to the United States. He said the degree the United States can deal with any of the parties in Nepal would directly depend on the extent to which they continue to embrace the political process and refrain from violence. Feigenbaum said U.S. officials are encouraged that this week's political transition has been largely peaceful, especially since the vast majority of members of the new assembly lack governing experience. [8]</p>
<p style="text-align:justify;">In a statement, Federation of Nepal Chambers of Commerce and Industry (FNCCI), Nepal Chambers of Commerce (NCC), Hotel Association of Nepal (HAN) and many other organizations welcomed the declaration of Nepal a federal democratic republic by the Constituent Assembly. They also congratulated Nepalis and political parties on the historic change in the country. They also said that many challenges were to be addressed through the effective implementation of promises made by the political parties. [9]</p>
<p style="text-align:justify;">Association of Nepali Teraian in America (ANTA) said it shared the joy and excitement of all the Nepalis living around the world in celebrating the historic declaration of republic. "We salute this declaration for turning Nepal into an independent, indivisible, sovereign, secular and inclusive democratic republic nation," it said in a statement. The Nepali Americas Council (NAC) applauded Constituent Assembly's courageous decision made on May 28, 2008 to declare Nepal a Federal Democratic Republic and congratulated everyone involved in this smooth and peaceful transition of the country from the 240-year old Shah monarchy to a democratic republic, thereby making the people of Nepal sovereign. NAC said it believed that the tasks ahead of restructuring and developing Nepal were complex and would demand a great deal of patience and hard work on the part of all of the actors. Similarly, Nepalis living in Reading, south east of the United Kingdom celebrated the abolition of monarchy and declaration of Nepal a Federal Democratic Republic expressing happiness over the declaration of Nepal a republic and abolition of monarchy in Nepal. [10]</p>
<p style="text-align:justify;">The Nepalese Embassy in London celebrated declaration of Nepal a federal democratic republic hosting a reception, illuminating its premises, and observing an official holiday. Speaking at the reception, Ambassador of Nepal to Britain Murari Sharma said that the day marked the realization of the people's desire of several decades for writing their own constitution. He congratulated the Nepalis on making themselves master of their own destiny by abolishing the monarchy and stressed on the challenge ahead was to throw away the feudalistic attitude prevalent in the Nepalese society and seek equality by making everyone economically self-reliant. [11]</p>
<p style="text-align:justify;">In a press release, the European Union (EU) congratulated the Nepalese people on the declaration of Nepal a Federal Democratic Republic, and said that it was ready to support the Constituent Assembly to face the challenge of creating a new constitution that would set peace, democracy, respect for human rights and development. “The European Union Heads of Missions in Kathmandu welcome and congratulate the people of Nepal on the successful conduct of the first session of the Constituent Assembly and the declaration of a Federal Democratic Republic of Nepal and look forward to the members of the Constituent Assembly working together to draft Nepal's new Constitution; the EU stands ready to support the Constituent Assembly in this work,” stated a press release issued by the French embassy, the local presidency of the EU, on Friday, May 30, 2008. [12]</p>
<p style="text-align:justify;">Inter Party Women's Alliance (IPWA) was preparing for increasing its member parties, which would help in drafting a gender neutral constitution. "We are amending our statute to bring in other women and it will be done within this week," said Uma Adhikari, chairperson of the alliance, a Nepali Congress member in the Constituent Assembly (CA). She said the end of monarchy itself means the end of feudalism, under which women were never treated as independent citizens. "But there still remains remnants of feudalism in political parties, family and society, to fight against which a coalition among women from all political parties is inevitable," she added. The alliance was formed after Janaandolan II with the involvement of women from political parties. Currently, Nepali Congress, CPN-UML, CPN-ML, Rastriya Prajatantra Party, Sadbhawana Party (Aanadidevi) and Janamorcha Nepal are in the alliance. "The Maoist members are very keen to join the alliance, while other parties having women in its central committee will also be invited to join," Adhikari said. The IPWA would also prepare a draft constitution from women's perspective. [13]</p>
<p style="text-align:justify;">The United Kingdom, Japan and China welcomed and congratulated the people of Nepal on successfully holding the first session of the Constituent Assembly (CA) and on declaring Nepal a federal democratic republic. In a statement issued by the British Embassy in Kathmandu Thursday, May 29, 2008, UK's Minister for Africa, Asia and UN, Lord Malloch Brown, congratulated the people of Nepal on the successful conduct of the first session of the Constituent Assembly, describing it as "another step towards the democratic and stable future that the people of Nepal justly deserve." "I look forward to the CA beginning its work of drafting a constitution that reflects the needs of the people and that will guide Nepal in the years to come," Malloch Brown said. He also urged all parties to respect the mandate given to them following election in April and to continue working in the spirit of their previous agreement during this important period of forming a new government and establishing the CA. Similarly, on Friday, May 30, 2008, talking to journalists in Pokhara, Japanese Ambassador to Nepal Tatsuo Mizuno said Japan welcomed Nepal as a federal republic declared by the constituent assembly on Wednesday, May 28, 2008; the declaration of federal republic in Nepal would be "fruitful for the development of the country" and the abolishment of monarchy in Nepal would have no effect on Nepal-Japan relations or the aid and support it has been providing to Nepal. Speaking at a regular press conference in Beijing on Friday, May 30, 2008, spokesperson for the Foreign Ministry of China, Qin Gang said, “China is happy at the first CA meeting, and hopes that the peace process in Nepal would move ahead smoothly; China hopes the political stability and economic development will be materialized in Nepal.” [14]</p>
<p style="text-align:justify;">The Carter Center congratulated the people of Nepal, the government, and the political parties on the first sitting of the Constituent Assembly on May 28, 2008 that voted to transform Nepal into a federal democratic republic. “This is a testament to the commitment and dedication of the Nepali people and their political leadership to sustainable peace and multi-party democracy,” the Carter Center said in a statement issued on Friday, May 30, 2008. The Center further said, “all of Nepal's people, particularly historically marginalized groups, will be able to freely exercise their due rights in an environment respectful of the rule of law and focus on the achievement of peace, progress, and prosperity for all.” The Center had sent a delegation of observers led by former US President Jimmy Carter to observe the CA elections in Nepal.  [15]</p>
<p style="text-align:justify;">On June 02, 2008, the Chinese news agency called Xinhua reported that the Communist Party of China (CPC) and the Chinese government and people respect the Nepalese people's choice of social system and development path suited to its own conditions, said a senior CPC official in Beijing, China according to Head of the International Department of the CPC Central Committee, Wang Jiarui that met with visiting Krishna Bahadur Mahara, member of the Central Secretariat of the Communist Party of Nepal-Maoist) (CPN-Maoist) and Minister for Information and Communication, and congratulated him on the success of the first meeting of the newly elected Nepal's Constituent Assembly (CA). [16]</p>
<p style="text-align:justify;">Dynastic regime had fallen, that had been obstacle to the overall development of Nepalis. The exclusive rulers of the dynastic regime did not permit the majority of Nepalis to engage in social and economic development. The rulers reaped every benefit of the seeds sown by the people’s heavy toil leaving Nepalese people high and dry even in the beginning of the 21st century. The rulers treated all national resources and even revenues as their private assets leaving almost nothing for common Nepalis to subsist on. The new people’s government needs to return all national resources such as forest, irrigation water, and other means of livelihood to the local communities and the local people. In other words Nepalis should be free from the shackles that had bound them for 240 years, and let them make better lives for themselves without much interferences from the State.</p>

<title><![CDATA[Experiences with RTI]]></title>

<content:encoded><![CDATA[<p>One late evening while having tea in my room we thought of experimenting RTI to figure out the root cause of some typical problems of the Research Scholars of IIT Bombay. RTI was new to us, we did not know what to do and how to go for that. Even though we were motivated, it took 15 days to execute the plan (though the execution time was hardly 3 hours). The delta force required to overcome the inertia for filing the RTIs actually came while we were having tea in my small room (even I had burnt my left hand, fingers and wrist in that process :( ). One fine day we managed to send our RTI applications successfully with our fingers crossed. As per our expectations, we received the RTI replies in time. Though we have not achieved 100% success in solving the problems, we could at least find the root cause of the problems in most of the cases. In this post, we have explained our experience on RTI; starting from preparing the questions to getting the answers.</p>
<p><strong>Case 1: UGC Fellowship Problem at IITB</strong></p>
<p><strong>Background:</strong> There are some 50+ students doing Ph.D. under UGC Fellowship Scheme at IITB. Even though UGC have revised the fellowship amount twice in the last 2 years, students were not getting their fellowship at the revised scale at IITB. To our surprise, the revised fellowship scheme was implemented in various colleges of Mumbai University. When we approached the authorities (academics as well as accounts) at IITB, they simply passed on the blame to UGC; "UGC have not paid the dues for the last 3 years, how can we give at the revised scale? and who will pay for that", was the typical response we got. They were right, UGC had not released the dues to IITB for the last 3 years (which was around Rs. 2 crore). We were not sure, whether that was a deliberate act of UGC or there were some reason behind this. So, we thought to use RTI to know the reason.</p>
<p><strong>Filing RTI Application: </strong>We prepared a simple RTI Application (sample application is given below) and attached one Rs. 20/- Indian Postal Order (IITB post office did not have IPOs of Rs 10/- denomination,  we used Rs. 20/- instead) to it and send that through registered post with ad.</p>

<p><strong>Getting the Answers: </strong>To our surprise, we got the response on the 30th day of our application. The response was quite positive. After receiving our RTI, UGC released Rs. 2, 14,68,941/- (the actual dues for IITB was Rs.1,98,50,047/-) to IIT Bombay in 2 installments (before the 30th day :) ). We got the answers, problem got solved without running from posts to pillars.</p>
<p><strong>Case 2: MHRD Fellowship Hike for PhD Students</strong></p>
<p><strong>Background: </strong>Even though w.e.f 1st April, 2007 MHRD has increased the fellowship of Ph.D. students, the scheme is yet to be implemented in many universities. All IITs did not implement the scheme citing deficiency in fund and had requested MHRD to release extra money for this. As usual, nothing happened at MHRD. Neither MHRD acted on the joint request of all IITs nor it listened to our repeated requests (we were in touch with MHRD through different channels). Hence we thought of filing an RTI to MHRD to know the status of implementation. We prepared the following questions, attached an IPO of Rs. 20/- and sent that to MHRD by registered post with ad.</p>
<p><strong>The questions:</strong></p>
<ol>
<li>
<p style="margin-bottom:0;"><em><span style="font-size:x-small;">The 	date on which the circular has been actually implemented at each of 	the following institutes : </span><span style="font-size:x-small;">Mumbai 	University, IIT 	Bombay, Mumbai, IIT 	Kanpur, IIT 	Delhi and IISc. 	Bangalore.</span></em></p>
</li>
<li>
<p style="margin-bottom:0;"><em><span style="font-size:x-small;">The 	amount and the date on which the extra money (to be disbursed for 	the enhanced fellowship) was actually sent to each of the above 	institutes.</span></em></p>
</li>
<li>
<p style="margin-bottom:0;"><em><span style="font-size:x-small;">The 	date on which IIT Bombay, Mumbai received the extra money and the 	total amount.</span></em></p>
</li>
</ol>
<p><strong>Getting the Answers: </strong>Unlike UGC, we did not get the answers directly here. MHRD returned our application (did not process that) citing <strong>mistakes in "Pay to" of the IPO </strong>of our application.<strong> </strong>However, to our surprise, the scheme got implemented after a week (from the day MHRD received our application) in IIT KGP followed by IIT Bombay (after we showed IIT KGP's Circular to the authorities at IITB) and in other institutes. Interestingly, we got replies from IIT Kanpur, IIT Delhi, IISc Bangalore too on the date of implementation as MHRD had forwarded our RTI application to these institutes.</p>
<p><strong>Case 3: MHRD Fellowship Hike for MTech Students</strong></p>
<p><strong>Background and the questions: </strong>Same as Case 2 above.</p>
<p><strong>Getting the Answers: </strong>Unlike Case 1 &#38; 2, we sent that application through Speed Post. No one received the application at MHRD, Delhi (receipant un-available :( ) and that got returned to us. We sent that again through registered post with ad to the same address sent before. This time they received the letter. We received their reply on the 30th day. Though the answers were positive, there was no concrete answer on the fellowship hike for MTech students. To know the status of implementation, we have filed RTIs again; this time to AICTE and MHRD both.</p>

<content:encoded><![CDATA[<p style="text-align:left;">Right to Information (RTI) Act 2005 came into force on 12th October 2005.  It is an act <em>extends to all govt. organizations including executive, judiciary and legislature and private organizations which are substantially funded by the govt., of the entire country except the state of Jammu and Kashmir</em>, passed in the Parliament of Govt. of India. The aim of this act is numerous; to make the system transparent, to reduce corruption, to bring information to the ordinary citizens<em> </em>(<em>AAmjunta :)</em>) in the form of official records, proceedings, emails, circulars, govt. orders etc., and to give power to the common man who is the root of Indian democratic system through <em><strong>fundamental rights</strong>. </em></p>
<p style="text-align:left;">RTI can be used to speed up the process, to make the system work as per the rules, to bring transparency into the system, to inspect any govt. work, to make  officials more accountable. It is an integral and essential part of nation building. In this post we have described the basics of RTI.</p>
<p style="text-align:left;"><strong>How to get the desired information?</strong></p>
<p style="text-align:left;">The process of getting information under RTI is <strong>broadly divided into 3 parts</strong>.</p>
<p style="text-align:left;"><strong>1.</strong> The applicant should prepare the questionnaire in English/Hindi and prepare the application on plain paper. (Some organizations have specific application format and are available on their website.) The applicant should mention <strong>(a)</strong> his/her complete address for communication,<strong> (b)</strong> the information desired in the form of questions <em>(reason for asking questions are optional)</em>, and <strong>(c)</strong> should mention whether he/she is under below poverty line (BPL) in the application.</p>
<p style="text-align:left;"><strong>2.</strong> The application can be submitted in person or through post to the Public Information Officers (PIOs) of the organization. Every organization comes under the purview of RTI act appoints (PIO) to provide information to the applications received under RTI. To discharge the duties under RTI, PIOs can ask for assistance from any officer, who has to render all desired assistance.</p>
<p style="text-align:left;">If the applicant is not under BPL, then the RTI applications should carry a prescribed application fee (minimum Rs. 10/- ), otherwise there is an exemption in application fee. The fees can be paid through Indian Postal Orders, Money Orders, Demand Drafts or through even cash payment. If any further fee is required, then the same will be intimated to the applicant in writing by the PIO.</p>
<p style="text-align:left;"><strong>3.</strong> After receiving the application, the PIOs should provide the desired information in writing or in any desired form viz., CD/floppy/disk within a specified time limit.</p>
<p style="text-align:left;">The time limit for giving the information under RTI is 30 days from the date of application and is 48 hours for information concerning the life and liberty of a person. The maximum response time is 35 days, in-case the application for information is submitted to Assistant Public Information Officers (APIO), is extended to 40 days in-case of any third party is involved in the process and 45 days in-case of human rights violation information is desired. <em><strong>Failure to provide information within the specified period is deemed refusal</strong>. </em></p>
<p style="text-align:left;">The penalties for not providing information or un-necessary delay in information is Rs. 250/- per day and up-to Rs. 25,000/-. For illegitimate refusal to accept application, malafide denial, knowingly providing false information, destruction of information, etc., the penalty is up to Rs. 25,000/-. There will be a recommendation for departmental action for persistent or serious violations. <strong>However, denial of information is </strong><em><strong>not a criminal liability</strong>.</em></p>
<p style="text-align:left;"><strong>What to do if the information received is not satisfactory?</strong></p>
<p style="text-align:left;">If the information received is not satisfactory, then the applicant can appeal within a specified time period (around 30 days) to the 1st appellate authority (officers of senior rank to PIOs or designated officers) of that organization. All appeals are <em>free of cost </em> (some state governments have prescribed a fee). If the applicant does not receive information even after the first appeal then he/she can take the matter forward to the second appeal stage.</p>
<p style="text-align:left;"><strong>Comments</strong></p>
<p style="text-align:left;">RTI should not be used to harass or blackmail any public officer. Similarly, the public officers should not harass the applicant for filing RTI application. In both the cases, law of the state will take care. RTI should be used with right spirit and to build the nation, not to destroy.</p>

<title><![CDATA[The Lies They Weave...]]></title>

<p><span style="color:#800000;">The candidates, the press, the bush administration, all seem to <span style="text-decoration:underline;"><strong>LOVE to use the soldiers</strong> </span>as a means of saying, "<span style="color:#800000;"><strong>See, they did this so you can do ...</strong>"  BULLSHIT!  These men and women are fighting in wars because the bush administration said <strong>you will go to war and you will fight and die</strong>.  Period, end of story.  There isn't any other altruistic motive here.  They aren't fighting for our freedoms, for our, or anyone elses voting rights, or for any other wonderful prosaic phrase, they are fighting because the commander and chief placed them in harms way.</span></span></p>
<p><span style="color:#800000;">I get so mad reading this stuff.  It just pisses me off that ANY ONE could be dumb enough to swallow this crapola and not puke it back up or say, "<strong>what the hell</strong>?".  Obama is the latest to twist the truth to suit his purpose and it just makes my blood boil!  How dare they lie like this about those who fight and die?  But they do and sheeple just suck it up along with the Kool-Aid!</span></p>
<p><span style="color:#800000;">For example, take this article from <a title="AlterNet.org" href="http://www.alternet.org/blogs/peek/82487/" target="_blank">AlterNet.org</a> where Obama is speaking to a crowd about the wounded veterans and the VA not helping them register or be able to vote.</span></p>

<p><span style="color:#800000;">Be aware that these veterans are probably recovering in VA hospitals which are not likely to be anywhere near where they live in the outside world.  They are recovering at a hospital closest to where they would be stationed.  That's why they need the help to register and why they will then need more help to vote.  Being disenfranchised by your government because it isn't convenient for them to put up with extra personnel and equipment isn't a good excuse by any means and just plain WRONG when it comes to our Veterans!</span></p>
<p><span style="color:#800000;">We didn't go to war in Iraq OR Afghanistan for the purpose of freeing these people to vote!  We went there for the lies of a pretender and betrayer of the Oval Office, a man who is supposed to be the commander and chief of the armed forces.  We went to Iraq for OIL...</span></p>
<p><span style="color:#800000;">This country is notorious for backing regimes that are TERRIBLE when it comes to human rights.  Just check any history book and you will see.  And if you just CAN'T think of one to start with, how about Colombia???  Don't try to make me swallow the idea that we are there to free them, or that OUR democracy works for everyone, when in fact, it doesn't.  Hell, right now it isn't even working for US!  Nor should we be forcing our ways on a country that  doesn't want it!!!</span></p>
<p><span style="color:#800000;">Now, I agree that the bush administration virtually forgets and/or ignores that a soldier exists once they are back on U.S. soil, once they are no longer committed to the military.  And that <span style="text-decoration:underline;"><strong>is despicable in itself</strong></span>.  But combined with all the other abuses in the bush administration what are you expecting really?  Go for the root cause, then the symptom will be dealt with too.  <span style="text-decoration:underline;"><strong>The root cause is the bush administration.</strong></span></span></p>
<p><span style="color:#800000;"><strong>But that <span style="text-decoration:underline;">bullshit</span> about the soldiers fighting in other countries for their right to vote</strong>?  Show me a country right now that we have "helped" that has free elections.  How come <strong>none of the media grilled Obama on that one</strong>?  Sometimes I think they ought to be sued for the way in which they skew the news, <span style="text-decoration:underline;">or what passes for it</span>.  <span style="text-decoration:underline;"><em><strong>They let blatantly inaccurate statements like the one above go as if it was truth.  Amazing!</strong></em></span></span></p>
<p><span style="color:#800000;">And as if you needed further proof that the <span style="text-decoration:underline;"><strong>elections were already fixed</strong></span>, the <span style="text-decoration:underline;"><strong>outcome already assured</strong></span>, and <span style="text-decoration:underline;"><strong>your vote doesn't count</strong></span>, the next part of the article made that PERFECTLY CLEAR!</span></p>

<p><span style="color:#800000;"><span style="text-decoration:underline;"><strong>They don't want voting integrity</strong></span>.  <span style="text-decoration:underline;"><strong>They don't want voting accuracy</strong></span>.  And they sure as HELL <span style="text-decoration:underline;"><strong>don't want you able to prove HOW you voted</strong></span>.  Imagine if you can that the one that is overwhelmingly picked isn't the one who gets elected???  Something like what happened in <span style="text-decoration:underline;"><strong>2000 with the bush campaign</strong></span>?!?!?!  Oh, not so good for the money men, huh?  <span style="text-decoration:underline;"><strong>So let's make sure that no paper trail exists.  We can't have the voters proving what they did!</strong></span> I was born but it wasn't yesterday thank you very much!</span></p>
<p><span style="color:#800000;">People should take paper and pen with them to the voting booths, mark their voting preferences and keep them with them.  Then, after the results come in, take those to an independent voting control and have them audited.  <strong>Let's see how accurate those voting machines really are, shall we</strong>?  Of course, that is just <strong>because I trust</strong> <strong>our government</strong> so much you see...</span></p>
<p><span style="color:#800000;">The Republicans soundly voted this down making sure that the needed votes weren't there.  So let's put these congressmen and/or women into the <span style="text-decoration:underline;"><strong>HALL OF SHAME</strong></span>!</span></p>

<p><span style="color:#800000;">Now, since the federal government and CONGRESS won't get voting machines that have paper trails, how about Americans get their own?  I figure for around the cost of $3.00 per person we can buy our own voting machines for each precinct that have the ability to spit out paper so you can have your vote counted and <strong>make sure it IS your vote</strong>...  Now, I could be wrong on the cost.  The website I checked out was <a title="ES&#38;S" href="http://www.essvote.com/HTML/about/about.html" target="_blank">ES&#38;S </a>and their site isn't the easiest to figure out.  Everything is priced separately.  No, they aren't capable of giving you a package deal.  And if it wasn't Sunday I'd call them to get things all priced out.  Unfortunately, it is Sunday.</span></p>
<p><span style="color:#800000;">Back to the Alternet.org article though, I had to just <strong>LAUGH</strong> at the next part of it considering Congress is getting ready to OK or has already Ok'd another several billion dollars in rebuilding and military funding for Iraq but they balked at the cost of voting machine integrity!</span></p>

<p><span style="color:#800000;">Yup, I can really see just how worried these folks are about spending money.  <span style="color:#ff9900;"><span style="text-decoration:underline;"><em><strong>LIARS!</strong></em></span> </span>They just don't want <span style="text-decoration:underline;"><strong>YOU</strong></span> to have the ability to prove <strong>who ACTUALLY won</strong> the elections.  Fancy that since after the elections we've recently experienced since 2000.  Hmmmmmm, me thinks something stinks in these here United States of America and that CONGRESS is more a part of that stench than we can possibly imagine.
