To be honest I am a bit unclear what my carbon footprint is... I looked at the final chart and the national averages were either zero or unavailable. That seems to be a bit convenient, if I were filling the form out seriously, and I believed on this political garbage, well I may have been alarmed... I think I may have swayed it by selecting I had a garden... it had a chart that showed my footprint of farm land? Are they serious, growing my own food raised my footprint? How convenient most people that buy into this crap live in cities and think that food comes from street vendors and farmers markets...

The moment of truth is at hand for US biofuels this week as environmental regulators prepare to rule on one state's request to halve the steep national target for blending ethanol into fuel.

Texas governor Rick Perry asked the US environmental protection agency (EPA) in April to cut the national biofuels target 50% from its current level of 9bn gallons. After an unexpected delay last month, the EPA is expected to rule on Perry's waiver request as soon as this week.

The waiver proposal has stoked a fierce political row over the future of biofuels, with some US politicians echoing their European counterparts in questioning whether ethanol's effect on food prices limits its usefulness as an alternative to traditional fuel.

"We need to put an end to flawed government policies that distort the markets, raise food prices artificially, and pit producers against consumers," senator John McCain said in May after he and 23 fellow Republicans endorsed an easing of the ethanol target.

Three major environmental groups have even sided with the conservative governor – albeit with different motives than Perry, who sought the waiver to protect Texas livestock producers from rising corn prices.

Suspending the biofuels target would allow the EPA the environmental sustainability of increased ethanol production, according to Friends of the Earth energy policy campaigner Kate McMahon.

"This biofuels mandate essentially dictates inaction on climate change by taking us in a useless and potentially harmful direction," McMahon said in a statement last month.

Yet powerful supporters of increased ethanol production hail from nearly every corn-producing state in the US, including an Illinois senator named Barack Obama. In his energy plan released this week, the Democratic presidential nominee sets a 60bn-gallon target within 22 years for advanced biofuels, including cellulosic ethanol.

The ethanol industry's US trade group, the Renewable Fuels Association (RFA), asserts that the carbon footprint of ethanol – already lower than that of conventional petrol – will only decrease as the ethanol target encourages the development of advanced biofuel.

"We're doing everything we can, as efficiently as we can, to bring those technologies to the marketplace," RFA spokesman Matt Hartwig said.

"But if you go in and undermine the foundation of the ethanol industry today, you'll set back the development of those next-generation technologies."

That more and more US corn is being diverted to make ethanol is not in dispute. The US agriculture department estimates that 25% of the nation's corn crop, valued at $52.1bn, was used for fuel last year. That number could rise as high as 35% this year.

But the ethanol industry argues that high oil prices, not biofuels, are to blame for food prices that have risen far faster than inflation.

Only one-quarter of recent US corn price increases are attributable to the ethanol tax credit – recently reduced by Congress from 51 cents to 45 cents per gallon – according to a Purdue University study commissioned by the Farm Foundation.

A confidential World Bank report obtained by the Guardian last month, however, tagged biofuels as the cause of a 75% rise in worldwide food prices.

The EPA's delay in ruling on the Texas waiver request, which sparked more than 15,000 public comments to the agency, raised concerns among those on both sides of the biofuels battle.

Eight senators from corn-producing states publicly warned EPA administrator Stephen Johnson against "any agreements being made behind closed doors".

Meanwhile, some commodity watchers predicted that falling corn prices this summer would give the agency grounds to deny the waiver.

No matter what the EPA decides in coming days, the battle may not end right away. Biofuels supporters are likely to challenge any potential waiver in court, and Perry appears to have laid the groundwork for a lawsuit against the agency if his request is denied.

According to Carbon Control News, Perry wrote in comments to the EPA that the law requires a waiver of the ethanol target "whenever [Johnson] is able to make a reasonable determination that a major sacrifice would flow from the implementation of the mandates".

"As a result, there is a dawning awareness that if China is to break its own addiction to oil, it will take a much more fundamental shift from the growth model that powered its first 30 years. That model was based on two linked ideas: 1) energy was inexhaustible, inexpensive and benign; and 2) China could count on raising its living standards by forever being the world’s low-cost manufacturing workshop, based on cheap energy.

In recent years, though, fossil-fuel energy has become expensive, exhaustible and toxic, and rising wages — to some extent because of rising environmental considerations and social security requirements — have meant that the workshops of southern China are no longer the low-cost producers in Asia. "The formal proposition put forward for debate is this:

“This house believes that we can solve our energy problems with existing technologies today, without the need for breakthrough innovations.”

Joseph Romm lays out the argument in favour of the proposition forcefully. He points to various evidence, including the work of the UN’s Intergovernmental Panel on Climate Change (IPCC), to conclude that a climate crisis is looming. This, he argues, means the world “must deploy staggering amounts of low-carbon energy technology as rapidly as possible.” This means government policy must not be distracted by the slow, if sexy, process of technology development. He insists that policy must focus on the speedy deployment of the many clean technologies we already have ready or close to commercialisation.

Taken at face value, the Con side does not disagree with the notion that a great deal of low-carbon technology needs to be deployed. Peter Meisen opens his argument by invoking President George Bush’s famous line about the world being “addicted to oil” and acknowledging the climate problem, and goes on to cite various forms of renewable energy that can help. He even appears to agree with the side opposite that the key is “scale and speed.” However, he goes on to cite examples ranging from Iceland’s embrace of geothermal over coal generation to rural villages leapfrogging to micro-wind and solar that make clear he believes in the need for entirely new innovations. A “design science revolution” is required, he insists, but it is possible now because “emergencies help us focus.”

In short, this is not merely a Luddite battling a Techno-Utopian. We have a much more interesting battle of wits getting underway, one in which nuance and passion seem likely to be interwoven with the thrust and parry.

ScienceDaily ( Aug. 14, 2008 ) — Anyone who has walked barefoot across a parking lot on a hot summer day knows that blacktop is exceptionally good at soaking up the sun’s warmth. Now, a research team at Worcester Polytechnic Institute (WPI) has found a way to use that heat-soaking property for an alternative energy source.

Through asphalt, the researchers are developing a solar collector that could turn roads and parking lots into ubiquitous—and inexpensive–sources of electricity and hot water.

The research project, which was undertaken at the request of Michael Hulen, president of Novotech Inc. in Acton, Mass, which holds a patent on the concept of using the heat absorbed by pavements, is being directed by Rajib Mallick, associate professor of civil and environmental engineering.

On Monday, Aug. 18, 2008, team member Bao-Liang Chen, a PhD candidate at WPI, will present the results of research aimed at evaluating the potential for transforming stretches of asphalt into a cost-effective energy source at the annual symposium of the International Society for Asphalt Pavements in Zurich, Switzerland. The study looks not only at how well asphalt can collect solar energy, but at the best way to construct roads and parking lots to maximize their heat-absorbing qualities.

“Asphalt has a lot of advantages as a solar collector,” Mallick says. “For one, blacktop stays hot and could continue to generate energy after the sun goes down, unlike traditional solar-electric cells. In addition, there is already a massive acreage of installed roads and parking lots that could be retrofitted for energy generation, so there is no need to find additional land for solar farms. Roads and lots are typically resurfaced every 10 to 12 years and the retrofit could be built into that cycle. Extracting heat from asphalt could cool it, reducing the urban ‘heat island’ effect. Finally, unlike roof-top solar arrays, which some find unattractive, the solar collectors in roads and parking lots would be invisible.”

Mallick and his research team, which also includes Sankha Bhowmick of UMass, Dartmouth, studied the energy-generating potential of asphalt using computer models and by conducting small- and large-scale tests. The tests were conducted on slabs of asphalt in which were imbedded thermocouples, to measure heat penetration, and copper pipes, to gauge how well that heat could be transferred to flowing water. Hot water flowing from an asphalt energy system could be used “as is” for heating buildings or in industrial processes, or could be passed through a thermoelectric generator to produce electricity.

In the lab, small slabs were exposed to halogen lamps, simulating sunlight. Larger slabs were set up outdoors and exposed to more realistic environmental conditions, including direct sunlight and wind. The tests showed that asphalt absorbs a considerable amount of heat and that the highest temperatures are found a few centimeters below the surface. This is where a heat exchanger would be located to extract the maximum amount of energy. Experimenting with various asphalt compositions, they found that the addition of highly conductive aggregates, like quartzite, can significantly increase heat absorption, as can the application of a special paint that reduces reflection.

Finally, Mallick says the team concluded that the key to successfully turning asphalt into an effective energy generator will replacing the copper pipes used in the tests with a specially designed, highly efficient heat exchanger that soaks up the maximum amount of the heat absorbed by asphalt. “Our preliminary results provide a promising proof of concept for what could be a very important future source of renewable, pollution-free energy for our nation. And it has been there all along, right under our feet.”
