There is really no indication that the state will deal with the root causes of student unrest which include antiquated disciplinary systems, a changed society, overstretched schools and a poor example of leadership set by politicians.

Kenyan boarding schools are extremely miserable places, especially for the teenager of the 21st century. Physical, emotional and sexual abuse of students is rife. Going to boarding school is almost akin to serving a prison sentence due perverse restrictions on clothing, telephones, radio, newspapers and television. Teachers routinely intercept and read student letters so as not to, "distract learning.". Students are subjected to humiliating searches on their property and selves, with little indication of what actually is being sought.

Toilets are clogged due to over-use. In some of the so-called national schools, sewage flows into sleeping quarters. Sewer rats thrive in these environments and its suprising that an outbreak of bubonic plague has not been reported. Most of our schools lack adequate water supply and this worsens the already bad sanitation problem. Clearly, you have blocked toilets that cannot be cleaned for lack of water.

Kenyan students are expected to do their own laundry as part of acquiring life skills but the lack of water makes this activity extremely challenging. In some rural schools, wearing dirty clothes for a month is becoming the norm, as congested boarding schools compete with neighboring communities for scarce water resources. In other areas, students must do their laundry on river banks. For those students coming from urban areas, these changes make them susceptible to violent reaction.

But by far the greatest contributor to student unrest is the tyrannical authority system in schools and which has existed since colonial times. The typical boarding school in Kenya is headed by a Principal, who is basically the Chief Executive of the school. The Principle appoints a Head boy/girl to command a prefect body that oversees students. Below the Head student will be the House captains, in charge of each dormitory followed by cube prefects typically responsible for about 10 students each. On the classroom side, each block of classes is headed by a Block captain while each classroom has a class monitor.

The prefects body is a hierarchical structure, where authority is greatly abused by the Principal and the prefects. There have been numerous cases of prefects assaulting other students with hardly any sanction from the school principle. Prefects get better accommodation, better food and greater academic opportunities than the rest of students. The word of the Principal and the prefects is as good as law. There is no opportunity for dialogue between students and the authority structure, and this contributes to bitterness within the student body.

Boarding schools were not always like this. The older generation of Kenyans who went to boarding school between the 1940s and 1970s have fond memories of the experience. Many of them came from traditional rural environments, making boarding school their first exposure to electricity, flushing toilets and clean uniforms. Indeed, many of the older generation wore shoes for the first time when they went to boarding school. The schools of the time were staffed mostly by European missionaries whose mode of discipline was both soft and firm. The missionaries were determined to impart Christianity and European values on their charges. Students were taught how to use a knife and fork, how to wear a tie, how to make a home and so on. Discipline levels were high but not authoritarian. Students were free to speak their minds as long as they did not blaspheme God or insult teachers.

The boarding schools of today may as well exist in a warped universe. Europeans have been replaced by indigenous Kenyan personnel. Nobody bothers to teach such important things as decorum, dressing and housekeeping. The emphasis is purely on academics, explaining why A Grade students are emotionally stunted. Physical facilities constructed by the colonialists are falling apart. Schools designed for 300 students now hold 700. The student-teacher ratio is appalling.

Dissent is not tolerated among teachers and students. Mediocrity has taken hold, as poorly qualified teachers get jobs due to influence from political godfathers. In some parts of Kenya, local communities insist only on teachers from their own tribes. Meddling by politicians eager to win votes has ruined many schools.

Teachers have turned students into sexual prey. The phenomenon of sex-for-grades cannot be ignored any longer. Male teachers are guilty of misleading girls into love affairs, though there have been a few cases of women teachers doing the same. In Migori and Kuria areas of Kenya, cases of male teachers marrying their own female students are rife.

In other words, unlike the case 50 years ago, the teachers of today are the enemies of the student. Should Kenyans, then, be surprised that students are rebelling against a repugnant authority?

The ongoing school unrest is an indicator that serious reforms are required, especially in the boarding school system. The concept of taking children to a secluded rural environment with no access to modern facilities is as outdated as it gets. The world is moving very fast and its time Kenya borrowed a leaf from the education systems of more developed countries. Maintaining the current system on the basis of, "this is how its always been done," is a sure recipe for failure.

Charlotte and Raleigh rank among the top 10 U.S. cities in population growth, and Charlotte has risen from the nation's 20th-largest city to its 19th, according to U.S. Census estimates released Wednesday.

Also, Cary, a Raleigh suburb, is the fifth-fastest-growing U.S. city of more than 100,000 people, the Census Bureau says.

They're all indicators of the Carolinas' continued growth, which experts expect to continue despite indications that a faltering economy will slow the boom, at least for a while.

According to the estimates, all major cities and towns in the Charlotte region grew between July 1, 2006, and July 1, 2007. Huntersville, Cornelius, Davidson, and Fort Mill and Rock Hill, S.C., are all showing population increases of more than 5 percent.

The Census Bureau distinguishes between growth rate and numbers of people. Charlotte, for example, grew by only 3 percent. But it gained an estimated 17,471 people, ranking it ninth among U.S. cities in number of new residents. Raleigh, with an estimated gain of 15,148, ranked 10th.

Other N.C. cities with smaller population increases had higher growth rates. Cary gained an estimated 8,259 people from 2006 to 2007. But its smaller size compared to Charlotte and Raleigh meant a high growth rate of 7.3 percent.

The estimates are “consistent with what's been going on for some time in these areas,” said state demographer Bill Tillman. But the bureau's estimates are a little more than a year old, and they may not account for recent downturns in the housing and job markets, experts said.

“Right now, the growth is slowing a little bit because it's harder for people to leave where they were because they can't sell their house,” said Tom Hanchett, a historian at the Levine Museum of the New South in Charlotte.

Strong job growthThe bureau issues the estimates every year. They're based largely on local governments' building permit and housing unit data.

 

Charlotte had 17,471 more people in mid-2007 than mid-2006, according to the Census Bureau. Last year, the city also ranked ninth in population growth, gaining an estimated 14,403 people from July 1, 2005, to July 1, 2006. Raleigh ranked 12th last year.

Mark Vitner, a senior economist at Wachovia, credited strong job growth with bringing more people to the region but noted the trend is slowing with the economy.

Vitner also said the area benefited from not having housing prices surge here. “People who may have moved to Florida in the past now move to Charlotte,” Vitner said.

Many of those people are Northerners.

Roland Gardner, 59, moved to Charlotte 13 months ago from Alfred, a small town in western New York state. He said he took a job offer from an old friend who owns a car-appraisal business and wanted to expand to rapidly growing Charlotte.

Gardner had lived in New York his entire life but “wanted to do something different,” and now says he wouldn't dream of going back home.

“I told my family, ‘If something happens to me, bury me down here. Don't bring me back to New York,'” Gardner said. “The people are friendly, the weather, I just love it here. This is like heaven for me.”

Trying to ease the strainStill, Gardner said he has one complaint: traffic. “This area is growing faster than the roads are,” he said.

 

Strain on the road system is one of the inevitable consequences of growth, as are pressure on schools and the water system. County commission chair Jennifer Roberts and Charlotte Mayor Pro Tem Susan Burgess said Wednesday that those are among their main areas of concern as the area grows.

Planners at the Charlotte-based Centralina Council of Governments are trying to ease the pressure through a planning effort that includes the 75 or so local governments in the Charlotte region.

The idea is to begin regional planning for infrastructure, transportation, schools and other areas likely to be affected most by continued growth, said Rebecca Yarbrough, the COG assistant director who's managing the project.

“We're trying to get them to work together to craft unified policies,” Yarbrough said. “The real key is figuring out, how do we do it?”

Last year, Charlotte gained about 7,000 new residents by annexing neighborhoods in southern, northern and western Mecklenburg. But state officials forecast that Wake County will surpass Mecklenburg as the state's most populous county in the next five years or so, Tillman said.

“Common sense would say Mecklenburg County's eventually going to run out of room, and people are going to live in the surrounding counties,” he said. “What I don't know – and wish I did – is, what's the point at which the growth stops in Mecklenburg

Thanks to Mayor Bloomberg's PlaNYC the new DOT Commissioner, and Transportation Alternatives, New York is becoming a more bike-friendly city, and more and more people are starting to bike regularly. Up next could be a bike-sharing program, which are already successful in many European Cities (Here's info about the Paris, Copenhagen, and Barcelona models), and newly implemented in Washington D.C. Everyone from city residents to tourists are nuts about bike-sharing: it's a cheap, easy, healthy, environmentally friendly way to get around cities. In NYC, where so many of our transit trips are short and congestion is only getting worse, bike sharing makes so much sense to me.

There's an experiment beginning July 10th to see what it could look like in New York. A "summer pilot program" produced by the Forum for Urban Design, the Storefront for Art & Architecture, and the City Bakery, the New York Bike-Share Project will consist of 20 bikes available for 30 minute rentals (for free!) at a few locations in downtown Manhattan, and an exhibition and discussions about the feasibility for a long-term project.

I was worried that I jinxed myself with my jubilee for Claritan-D free days.  I had been perfectly clear for three weeks.  Not a trace of congestion.  I thought I had figured this all out - either I cleared something out when I went through my last cold, or I really did have an allergy all along that I finally got acclimated to, or the combo of harder workouts and yoga detoxified and balanced me out.  But, then I woke up a little congested today with some sinus pressure.  Here we go again.  I was disappointed but not distraught...yet.  I noted a hormonal change, part of my cycle, and even assessed that, in the past, my congestion would often pick up during certain hormonal changes.  I persevered through the day without any major issues.  I believed the worst had passed and that it wouldn't progress beyond a little morning pressure.

At the end of the day I drove over to Dundee to visit with my friend Carolyn.  We enjoyed some Pinot gris and hung out for a few hours.  I played with her 19-month daughter, chatted with her husband for a bit, the assistant winemaker at work, and by the time I left at 9:45, I was starting to get a little congested.  Now, their little boy Caleb was very congested - they said he had bad allergies.  I wondered if there was something out in wine country that was stirring up my congestion.  But, logically, and from the history of my monthly influence over my sinuses, and an even possible reaction to white wines, it was hard to say, for sure, what's making me imbalanced.  But I am hoping it will pass quickly.

As I drove home an amazing display of color and light kept flickering in the dark night sky.  It was a summer electrical storm.  And, I sware, this week the humidity, thunderstorm and lightening made me wonder if I'm in the Pacific Northwest or back in Virginia! 

Miraculously, after about an hour, I was a clear again. 

Traffic congestion is a universal constant. What isn’t, on the other hand, is the many ways traffic congestion and transport problems are perceived and tackled. Some cities have managed to break free of their dependence of the automobile. Many more haven’t, and have lost themselves to Congestion. The approach each city takes to the problem of urban congestion and transport is an insight into their priorities and a gauge of how successful their efforts will be.

The motor vehicles that cause congestion are major polluters of urban air. For example, on June 7 the Environment Protection Agency of Punjab issued a report on air-quality monitoring in Lahore. According to the EPA, as of June 2008, Lahore’s air is the most polluted it has ever been. “Since records began.”

The EPA has compiled a list of factors that contribute to the increase in pollution. These include “traffic jams at crossings, and high density of traffic on the road.” In 2005, the District Officer (Environment) of Lahore had estimated that there were 1.5 million registered motor vehicles in Lahore. According to statistics recently released by the Excise and Taxation Department, 900,000 new vehicles were registered in Lahore between 2002 and 2007.

Not only do these new automobiles pollute, but the statistics show that the amount of cars in Lahore has doubled in the last six years. These automobiles are the primary cause of the congestion. From these facts alone, the number of automobiles in the city and the harm they cause the environment should be major factors in any urban congestion and transport decision.

According to the UN World Urbanisation Prospectus, Lahore’s population grew past one million nearly 50 years ago. In 1980 it was approximately three million. According to the 1998 census, it stood at 5.143.495 million. It’s currently estimated to be seven-nine million and is expected to grow to nearly 15 million in the next 10 years. The footprint of the city has grown at an equal rate. At Partition and for some time after, the only habitation east of the Canal was the Cantonment, Model Town and the odd village. During the 80’s a barely metalled road turned off Walton Road towards the new Lahore Cantonment Cooperative Housing Society, the DHA’s predecessor. Now, the city creeps east and southwards. Thokar Niaz Beg has been adopted as a bona fide part of the city. The City District Government’s proposal for Lahore 2020 sees it swell well towards Raiwind. The new LDA Avenue schemes have now committed the city’s footprint, as have the DHA’s phases V to VIII: from the banks of the Ravi to the polluted nullahs along the Raiwind Road to the south and the BRB Canal on the east, the future is all town houses, each with its own automobile.

From these facts alone, the urban growth and future trends in urban development should be major factors in any urban congestion and transport decision.

For as long as memory can recollect relevant facts, the government’s major efforts made to deal with urban congestion in Lahore have been (i) the construction of underpasses on the Canal; (ii) the widening of roads in Gulberg, as well as Ferozepur Road; (iii) the privatisation of bus-based urban transport, and (iv) the induction of a new cadre of Traffic Wardens into the ranks of the traffic police. The Parwaiz Elahi government took some steps towards the Lahore Rapid Mass Transit System (LRMTS). The first stage, expected to be ready by 2011, will connect Hamza Town on Ferozepur Road with Shahdara in the north at the cost of $2.4 billion. The final stage of the project is expected to be completed by 2020.

With the qualified exception of the new Traffic Wardens, none of the major initiatives have produced any tangible results yet. The underpasses fail to solve the problem of congestion at intersections and the widened roads provided temporary relief from congestion but have only been filled by the hundreds of thousands of new motor vehicles travelling miles from home in new and far-flung residential housing schemes and work in the same three-kilometre radius of the High Court. The public transport system is in a shamble. It’s in no condition to service the millions of Lahoris who need conveyance from home to work, let alone match the standards of cleanliness and efficiency expected from the average automobile owner. As for the LRMTS, time can only tell. Meanwhile, one should guard against being swept away by the present provincial claim that it will “solve” Lahore congestion problems. Although the LRMTS is a public transport alternative, consider it is also the most expensive. The city of Bogota once refused financing of a similar project and opted for the far cheaper bus rapid transport (BRT) form of public transport. Since then, it has become one of the only cities in the developing world to have escaped a future under the servitude of the automobile. Also, the LRMTs does not provide for the millions of new automobiles that will ply the city’s streets by the time it is up and running. One hopes that the LRMTS isn’t rendered sterile by an increased numbers of cars.

What each one of these initiatives does reveal is that urban transport planning is not taking into account the increasing number of motor vehicles, the growth of the city or the environment. Given the enormous benefit to the health of every citizen, in terms of cost and in terms the benefits arising from inner-city accessibility one would think that public transport would one of the provincial government’s primary areas of interest. Don’t get me wrong, the provincial government is interested, and committees are being set up and meetings held. But these seek to “solve” congestion when, in reality, it can only be dealt with. With this approach to the issue, glaring oversights are common.

Most glaring of all, no one is talking about how traffic congestion is essentially an automobile problem that can only be tackled by reducing the number of automobiles (and not, as it commonly thought, by cutting down trees and widening roads). No one has recognized that, by ignoring this suggestion, it is clear that the strategy to counter congestion is being run by people who drive cars. What can be expected from an urban congestion policy that makes this fundamental mistake? No one is talking about strategies to get automobile users weaned off their dependency to the automobile. No one is talking about imposing a congestion tax (different from a tax on luxury cars, which is merely eyewash) and using the revenue to finance environmentally friendly BRT transport solutions. No one is talking about designing our cities better so that work and recreation are walking distance or, at the most, accessible by public transport. No one is talking about beefing up the numbers and powers of the new Traffic Wardens. No one is talking about government incentives and better quality standards on new and existing public transport facilities. No one is talking about how congestion has changed. It’s no longer a purely traffic police matter. It is clearly linked to urban planning, to the environment and to the way we choose to live in cities. And unless these fundamental issues are not addressed, facing urban congestion will remain impossible.
