<h3>Job Responsibilities</h3>
<p>To provide specialist input to all relevant projects, particularly at the concept or front end phase.</p>
<p>To liaise with Technical Development Managers and the Business Development Managers to identify clients’ specialist requirements for consultancy support and project or problem definition.</p>
<p>The Technical Consultant acts as the internal focal point for assembling knowledge on the assigned technical area by being aware of developments on ongoing projects and studies.</p>
<p>He/she will also act as an external Focal Point for assembling knowledge on the assigned technical area by being aware of developments.</p>
<p>This includes attending seminars, symposia and courses as required.</p>
<p>To give technical oversight on all proposals and projects that require his/her specialist expertise.</p>
<p>This may include organising training sessions for project team members, conducting technical reviews or conducting concept studies.</p>
<p>Technical quality and technical risk evaluation of ITB’s and proposals.</p>
<p>Identifying opportunities for selling consultancy services to clients.</p>
<p>Visiting existing and potential clients with a Business Development Manager in order to technically clarify the client’s requirements and to add value to the business effort.</p>
<p>To develop a high profile within the client's company and outside by participating in the producing technical papers, attending relevant seminars and fostering academic relationships.</p>
<p>To train others in his/her area of expertise and identify and develop a successor.<br />
To prepare Design References and other materials that promote application of best practices on projects.</p>
<h3>Skills, Knowledge and Special Attributes Needed</h3>
<p>Minimum of a Bachelor’s Degree in Chemical Engineering (or equivalent)</p>
<p>Relevant experience with an engineering company or operating company.</p>
<p>Corporate Membership of Professional Institution and Chartered Engineer with the relevant experience in the industry.</p>
<p>Relevant experience includes experience as a principal engineer or equivalent position with a major design Contractor.</p>
<p>Must be recognised both within the client's company and also with outside professional bodies as an expert in a relevant business area or specialist technical field.</p>
<p>Must have demonstrated an ability to actively develop his/her expertise and to sell his/her skills to projects and prospective clients.</p>
<p>Is thoroughly familiar with PEM, all Company and Departmental Procedures, Methods and Guidelines and explains, clarifies and interprets these documents as required.</p>
<p>Is thoroughly familiar with word processing, spread sheeting, electronic communication and document management and simulation software.</p>

For BOEs (Bachelor's <strong>Degree in Engineering/Technology</strong> in Electrical or Mechanical with Boiler Operation Engineer's Certificate (1st Class proficiency) and minimum 2 years post BOE experience in the operation of large size ) the requirement of minimum 65% marks in qualifying Engineering Degree Examination is not applicable.</p>
<p><strong>Reservation :</strong> For SC/OBC/PH/EXM as applicabl.</p>
<p><strong>Age Limit :</strong> Not exceeding 26 years for Engineers/GAEs/Management Graduates(HR) and 28 years for BOEs (relaxation in upper age limit by 5 years for SC/ST/EXSM, 3 years for OBC &#38; 10 years for Physically Challenged persons).</p>
<p><strong>Selection &#38; Placement :</strong> The selection methodology will comprise - Written Test on 6th July, 2008 (objective type consisting of two parts - General Aptitude and Discipline Knowledge), Group Discussion / Group Task and Personal Interview for assessment of different facets of Knowledge, Skill, Attitude and Aptitude. Candidates will have to pass through each stage of selection process successfully before being adjudged as suitable for final selection. Candidates applying for BOE discipline, will not be required to appear in the written test.</p>
<p><strong>Pay Scale : </strong>Candidates selected as Engineers / Officers will get a Base Pay of Rs.20424/- p.m. (Basic Pay Rs.12000/- plus DA Rs.8424/-) in the scale of pay of Rs.12000-17500/- and will initially undergo training for a specified period before placement.</p>

<content:encoded><![CDATA[<p align="justify"><span style="font-family:trebuchet ms;">Membran dapat didefinisikan sebagai lapisan tipis yang bersifat selektif, sehingga dapat digunakan dalam <em>separation process. </em>Selektifitas membran didasarkan pada perbedaan ukuran, bentuk permukaan, elektrostatik, difusivitas, interaksi terhadap zat kimia, volatilitas, polaritas, maupun kelarutan. Secara umum, membran diaplikasikan pada pemisahan gas dan uap, pemisahan campuran organik, pemisahan sistem dispersi solid/liquid, pemisahan sistem liquid-liquid, pemisahan dalam padatan terlarut, dll.</span></p>
<p align="justify"><span style="font-family:Trebuchet MS;">Pemisahan dengan membran bekerja dengan <em>driving force </em>berupa perbedaan tekanan, perbedaan konsentrasi, perbedaan potensial kimia, dan perbedaan temperatur. Adanya perbedaan dalam aplikasi membran baik sebagai media pemisah maupun katalis maka bahan/material membran yang digunakan bervariasi termasuk pembuatan serta pabrikasinya. Ilmu bahan untuk membran juga berkembang pesat untuk menghasilkan berbagai jenis bahan dengan struktur dan fungsi yang berbeda.</span></p>
<p align="justify"><span style="font-family:Trebuchet MS;">Suatu bahan dapat dijadikan membran apabila tahan secara kimia (<em>chemical </em>resistant) baik terhadap umpan maupun media/cairan pencuci membran, stabil secara mekanik, stabil secara termal, memiliki permeabilitas dan selektifitas yang tinggi, dan stabil dalam pengoperasiannya.</span></p>

Sedangkan membran asimetrik tersusun atas lapisan aktif dan didukung oleh suatu <em>support</em> berpori atau sublayer, dapat berupa porous, porous with top layer, maupun komposit.</span></p>

<p class="MsoNormal" style="color:black;line-height:normal;text-align:justify;margin:0;"><span style="font-size:10pt;font-family:'Trebuchet MS','sans-serif';">Membran Asimetrik diproduksi melalui proses inversi fasa (<em>phase infersion</em>) dari polimer tunggal atau yang berstruktur komposit. Inversi fasa mencakup struktur pori yang terbentuk akibat pengendapan dari larutan yang homogen. Lapisan pendukung pori yang mencapai ketebalan 0.2-0.5 mm dengan lapisan aktif, 1 micron. Biasanya digunakan dalam nanofiltration dan ultrafiltration. Pembuatan membran komposit melalui infersi fasa berbeda materi untuk lapisan aktif dan lapisan support. Membran komposit komposit banyak diaplikasikan pada membran-membran difusi seperti pada RO, pemisahan gas, dan pervaporasi.</span></p>

<title><![CDATA[Summer Days... Researchin' So Fast!]]></title>

<content:encoded><![CDATA[<p>The University of Cincinnati has a well-defined schedule for co-op and classes - the only unscheduled time being the summer between a student's freshman and sophomore years. I had decided that I wanted to put this time to good use, so I went about looking for opportunities to build my résumé and advance professionally. I am interested in graduate school - with my goal being a Ph.D. and a career in research - so I began to look at opportunities which would be helpful in that career track. I soon found out about R.E.U.'s (Research Experience for Undergraduates), and I realized that these types of programs are perfect for me. I would be able to do research (my ultimate career goal), gain experience, build my résumé, and get paid very well at the same time! I was also hoping to take a class (or possibly two) over the summer to get ahead.</p>
<p>There were (and are) R.E.U. opportunities in many amazing locations; I looked and applied for R.E.U.'s in Alaska, Puerto Rico, Massachusetts (Harvard), New York (Cornell), California (Stanford), and many, many others! One of the most attractive locations, however, was the University of Cincinnati. Although I was excited by the possibility of traveling, if I stayed at UC I would be able to take classes without worrying about transferring credits. Also, I have found that the University of Cincinnati and the city of Cincinnati are fun places to be around!</p>

<p>There are several R.E.U. programs, all of which I believe are NSF funded, at the University of Cincinnati: one in <a title="Chemistry REU" href="http://www.che.uc.edu/ugfellowships/fellowships.html">chemistry</a>, one in <a title="Math REU" href="http://math.nku.edu/pages/about/reu/mc-reu.htm">math</a>, one in <a title="Civil Engineering REU" href="http://www.eng.uc.edu/dept_cee/research/reu/introduction/">civil engineering</a>, and one in <a title="Membrane Science REU" href="http://www.med.uc.edu/pharmacology/reu.membrane.science/">membrane science, technology, and bioapplications</a>. (I should also mention that there are other summer programs involving research, like <a title="WISE" href="http://www.wise.uc.edu/wise/rewu/rewu.php3">WISE, Women in Science and Engineering</a>, and <a title="SURF" href="http://med.uc.edu/pharmacology/aspet.surf/">SURF, Summer Undergraduate Research Fellowship</a>). The membrane science R.E.U. was my top choice as it appeared to deal closest with my major of chemical/materials engineering. I applied to it, and I was accepted into it (which meant I had to turn down some of the other REU opportunities).</p>
<p>I am now participating in the 10-week long program by working for Dr. Steckl in the department of Electrical and Computer Engineering. I get to work with some great lab equipment (a fluorescence microscope, some microliter syringes, and a nice bit of technical software), and I have had the opportunity to learn a lot. The program also incorporates professional development and technical writing through seminars and writing assignments. The program is very well rounded, and it offers social events as well. One of the best aspects of the program may be the great friends I have made with the students from other universities (who come from the University of Texas, Notre Dame, UMass, etc.). I do not believe I can disclose much about the project I am currently working on because some aspects of it have not been published. The specific details are not too important, it is the experience and knowledge I am gaining now which will be useful in the future.</p>
<p>I guess I just want to say that I am having a great time, and I am becoming more of an engineer every day!</p>

<p>To provide specialist input to all relevant projects, particularly at the concept or front end phase.</p>
<p>To liaise with Technical Development Managers and the Business Development Managers to identify clients’ specialist requirements for consultancy support and project or problem definition.</p>
<p>The Technical Consultant acts as the internal focal point for assembling knowledge on the assigned technical area by being aware of developments on ongoing projects and studies.</p>
<p>He/she will also act as an external Focal Point for assembling knowledge on the assigned technical area by being aware of developments.</p>
<p>This includes attending seminars, symposia and courses as required.</p>
<p>To give technical oversight on all proposals and projects that require his/her specialist expertise.</p>
<p>This may include organising training sessions for project team members, conducting technical reviews or conducting concept studies.</p>
<p>Technical quality and technical risk evaluation of ITB’s and proposals.</p>
<p>Identifying opportunities for selling consultancy services to clients.</p>
<p>Visiting existing and potential clients with a Business Development Manager in order to technically clarify the client’s requirements and to add value to the business effort.</p>
<p>To develop a high profile within the client's company and outside by participating in the producing technical papers, attending relevant seminars and fostering academic relationships.</p>
<p>To train others in his/her area of expertise and identify and develop a successor.<br />
To prepare Design References and other materials that promote application of best practices on projects.</p>
<h3>Skills, Knowledge and Special Attributes Needed</h3>
<p>Minimum of a Bachelor’s Degree in Chemical Engineering (or equivalent)</p>
<p>Relevant experience with an engineering company or operating company.</p>
<p>Corporate Membership of Professional Institution and Chartered Engineer with the relevant experience in the industry.</p>
<p>Relevant experience includes experience as a principal engineer or equivalent position with a major design Contractor.</p>
<p>Must be recognised both within the client's company and also with outside professional bodies as an expert in a relevant business area or specialist technical field.</p>
<p>Must have demonstrated an ability to actively develop his/her expertise and to sell his/her skills to projects and prospective clients.</p>
<p>Is thoroughly familiar with PEM, all Company and Departmental Procedures, Methods and Guidelines and explains, clarifies and interprets these documents as required.</p>
<p>Is thoroughly familiar with word processing, spread sheeting, electronic communication and document management and simulation software.</p>

I imagined that I would have to wait several years to actually jump into engineering and do anything exciting...</p>

<p style="text-align:left;">So far this year I have had the opportunity to go to California for an engineering competition, I have been accepted into a research program, I have been able to be involved in executive positions in a organizations, and I have had some very, very interesting classroom and lab experiences!</p>

<p style="text-align:left;">I am in many various honors classes, and the honors chemistry lab has had some particularly interesting experiments. For example, I recently collected water samples from the Ohio river and a lake near my house (Grand Lake St. Mary's).  We then turned them in to be analyzed by a several hundred-thousand dollar octopole mass spectrometer.  The results showed the distribution of elements within the water samples.<br />
Last quarter we were able to design our own crystal growth experiment, too.<br />
I had imagined that I would not be able to be involved in an executive position until later in my college career as well, but I was wrong in that area as well. I have had the opportunity to serve as secretary of Engineering Tribunal, the major student engineering body on campus, and I have been elected to positions in Engineering Tribunal and Engineering Ambassadors for next year.  There have been opportunities to get involved and develop leadership skills.  The opportunities are out there, they simply need to be sought after.</p>

<p style="text-align:left;">I am very excited for this upcoming summer. I will be participating in a Research Experience for</p>
<p style="text-align:left;">Undergraduates (REU) in membrane science at the University of Cincinnati.  It is funded by the National Science Foundation (NSF) and it is a multidisciplinary program.  I want to eventually have a career in research, so being about get involved this early is amazing. It will also help my career and be a great time in general.  I will probably have more blog entries on this subject in the near future.</p>

<p style="text-align:left;">My most recent topic of interest was my trip to California last week.  I am a member of the Society for the Advancement of Materials and Process Engineering (SAMPE), and I worked with them on making a 2-foot bridge out of foam and carbon-fiber.  We worked on it for the past several weeks after a planning period of a couple months. The testing was conducted at the national conference which happened to be in Long Beach, California this year.  There was enough money to send the three people who were heavily involved in the project, so I was able to go for free. We all learned a lot about materials and materials construction.  We also were able to sit in on some of the technical presentations.  It was a very worthwhile trip. (And hey, I got to go to California and go the beach!).</p>
<p style="text-align:left;">To make a long story short... my freshman year has been a lot more interesting than I had anticipated!   It is amazing what can happen if one simply tries to be involved!</p>

<title><![CDATA[Pentagon's New Program for Innovation, in Context]]></title>

<content:encoded><![CDATA[<p><strong>FACT: According to </strong><a href="http://www.washingtonpost.com/wp-dyn/content/article/2008/06/08/AR2008060801427.html" target="_blank"><strong>an article in today's Washington Post</strong></a><strong>, the Pentagon has announced "the selection of six university professors who will form the first class of the National Security Science and Engineering Faculty Fellows Program. The professors will receive grants of up to $600,000 per year for up to five years to engage in basic research -- essentially a bet by the Pentagon that they will make a discovery that proves vital to maintaining the superiority of the U.S. military."</strong></p>
<p><strong>ANALYSIS:</strong> This new program is an innovation from DoD's Director of Defense Research and Engineering (DDR&#38;E), and since tomorrow I'll be at Ft. McNair for a two-day conference sponsored by DDR&#38;E on Strategic Communications, I'll congratulate <a href="http://www.dod.mil/ddre/mainpage.htm" target="_blank">John Young and his staff</a> for the good idea.</p>
<p>But the Post article falls short in two ways: one immediate (<strong>it leaves out key information</strong> about next year's program and the upcoming deadline!) and one longer-term (<strong>it ignores the overall context</strong> of federal support for R&#38;D).  I'll fill in the blanks below.</p>
<p><!--more--></p>
<p>I think the program is a really laudable one, with the stated goal "to provide faculty and staff scientists and engineers from U.S. accredited, degree-granting academic institutions with a career enhancing opportunity through their association with DoD while at the same time they are conducting unclassified basic research in critical areas of interest [and giving them the opportunity to] enhance their understanding of critical research needs and interact with DoD senior leaders. </p>
<blockquote><p>We do think great discoveries are likely."  <em><a href="http://www.dod.mil/ddre/labs.htm" target="_blank">William S. Rees Jr., </a>deputy undersecretary of defense for laboratories and basic sciences, quoted by the Washington Post in announcing the 2008 fellowship recipients. </em></p></blockquote>
<p>While listing the 2008 fellows (from Cal Tech, Johns Hopkins, UCLA, Northwestern, Boston University, and Penn State), the article failed to mention that there are fast approaching deadlines for the 2009 fellowship program.  <strong>For next year's awards, due dates are June 25, 2008 for the required "Letter of Intent to Nominate" (from the faculty member's university), and July 11, 2008 for the "White Paper with supporting documentation."</strong>  If selected as a finalist, full proposals will be due on October 3 this fall, and awards announced next spring.  Full guidelines and background info, plus an FAQ, are <a href="http://www.nps.edu/research/Documents/BAA_08_005_dk_Ver12.pdf" target="_blank">available in the official DDR&#38;E announcement here</a>.</p>
<p>A couple of interesting notes about the announcement itself: It states that "DDR&#38;E is <em>especially interested in researchers who have not previously been involved in DoD programs</em>" [my emphasis].  Also, while the announcement doesn't explicitly encourage non-U.S. citizens to apply, they are eligible.  In fact, in its inaugural competition this year, there was a little-noticed change in the criteria, summed up in a quiet revision published to the <a href="http://www.nps.edu/Research/Documents/NSSEFF_Amend3_dk_12Feb_Fin.pdf" target="_blank">original announcement</a> for the 2008 program</p>
<blockquote><p><strong>Section III (Change):<br />
From:</strong> The Fellowship competition is open to U.S. citizens whose earned Ph.D. was awarded with the past 25 years. Applicants must be faculty or staff at an accredited, degree-granting educational institution.<br />
<strong>To:</strong> The Fellowship competition is open to distinguished faculty scientists and engineers whose earned Ph.D. or equivalent degree was awarded after 31 December 1982. Applicants must be faculty or staff at an accredited, degree-granting U.S. educational institution."</p></blockquote>
<p>So there was a switch from allowing only U.S. citizens, no matter whether their university was here or abroad, to now allowing U.S. or non-U.S. citizens employed by a U.S. educational institution.  I think that's a very valuable step.</p>
<p>What topics are allowed?  I think the breadth is fascinating: one of the first year's awards is for work in applied math and statistics, designed to incorporate social networks and other voluminous Internet data together with traditional scientific data for models in predictive analysis.  (Some details are in the Post article cited above, with awardee <a href="http://www.mts.jhu.edu/~priebe/" target="_blank">Carey Priebe of Johns Hopkins</a> saying, "One of the big problems DoD has, as does the Washington Post, Google, and everyone else, is trying to understand all the stuff that is out there.")</p>
<p>The guidelines make clear the fellowships are for basic research, or "farsighted high-payoff research that provides the basis for technological progress," and the "areas of interest to DDR&#38;E" come straight out of the <a href="http://www.dod.mil/ddre/doc/Strategic_Plan_Final.pdf" target="_blank">2007 Department of Defense Research &#38; Engineering Strategic Plan</a>.  Since DDR&#38;E also oversees DARPA, and John Young acts as the Chief Technology Officer (CTO) for all of DoD, you can imagine those interests are pretty broad - the guidelines list the following:</p>
<blockquote><p>(1) astronomy, astrophysics and space sciences; (2) atmospheric sciences and meteorology; (3) aviation science, astronautics; (4) behavioral and social sciences, including psychology, training; (5) biological and medical sciences, including biochemistry and biotechnology; (6) chemistry (physical, organic, polymer)and chemical engineering; (7) communications and networks; (Eight) computer and information sciences; (9) earth sciences and oceanography; (10) materials-functional materials, including electronic and bio-inspired materials, textiles, adhesives, etc.; (11) materials-structural materials, metallurgy, ceramics, refractory materials; (12) mathematics; (13) mechanical, industrial, electrical, civil, and marine engineering; (14) physics, including acoustics, fluid mechanics, optics, spectroscopy, nuclear physics, etc.; (15) propulsion, engines, and fuels; (16) robotics, science of autonomy; and (17) weapons and military sciences, countermeasures, including counter-WMD and counter-directed weapons science."</p></blockquote>
<p>The context of the program in overall federal R&#38;D spending is important to keep in mind: the amount is <a href="http://lewisshepherd.files.wordpress.com/2008/06/aaas-federal-r-d-investment-1976-2009.jpg"><img class="alignleft size-medium wp-image-211" src="http://lewisshepherd.wordpress.com/files/2008/06/aaas-federal-r-d-investment-1976-2009.jpg?w=300" alt="Federal Trends in R&#38;D Investments 1976-2009" width="300" height="223" /></a>a pittance overall (up to $30 million total over five years for all the fellowships), and comes at a time when federal R&#38;D funding has been flat for several years (in constant dollars) or even declining (in percentage of GDP).  The American Association for the Advancement of Science (AAAS) recently <a href="http://www.aaas.org/spp/rd/prev09p.htm" target="_blank">released their analysis of R&#38;D in the FY 2009 federal budget</a>, including this chart (left).</p>
<p>According to the AAAS, in 2009 "Defense R&#38;D would continue to increase, and next year defense basic research in the physical sciences would share in the gains. Despite tough budget conditions, the overall federal investment in R&#38;D would increase $4.9 billion or 3.5 percent to $147.4 billion, driven primarily by increases in development funding. The federal investment in basic and applied research would fall 0.3 percent to $57.3 billion in 2009."</p>
<p>One last contextual note from the AAAS analysis: "U.S. government research investment has so far failed to match the new realities ... and has also failed to match the competition. Asian nations are dramatically increasing their government research investments: both China and South Korea, for example, are boosting government research by 10 percent or more annually."</p>
<p>Now, overall R&#38;D spending in the U.S., meaning government and private-sector investments combined, is up again this year, and I don't want to underestimate the efficiency and energy demonstrated by private-sector research and development in driving technology forward.  That's the premise behind my current work at Microsoft, after all - to make more of the company's $8 billion investment in R&#38;D relevant for government early adopters.  Not everything has to be on the taxpayer's dime :-)</p>

<content:encoded><![CDATA[<p>I have just begun reading the landmark work by Milton and Rose Friedman entitled <em>Free to Choose</em>.  Though I haven't even finished 20 pages, it has already reminded me how much I enjoyed my Economics 110 class at BYU nearly 15 years ago.  (Sure, my chemical engineering classes were totally awesome too...)</p>
<p>The law school here at University of Louisville is named after Louisville native and former US Supreme Court Justice Louis Brandeis.  The opening quote in <em>Free to Choose</em> is from one of the cases that came before the High Court: Olmsted v. United States.  In dissension he stated:</p>
<blockquote><p>"Experience should teach us to be most on our guard to protect liberty when the government's purposes are beneficial. Men born to freedom are naturally alert to repel invasion of their liberty by evil-minded rulers.  The greater dangers to liberty lurk in insidious encroachment by men of zeal, well-meaning but without understanding."</p></blockquote>
<p>There are some fundamental differences between the US and the rest of the world that truly makes this a wonderful place.  I plan to devote several future posts to this discussion.  I welcome feedback and dialogue with any readers out there.</p>

<content:encoded><![CDATA[<p>I'm a chemical engineer by profession and I love this discipline a lot. I'm currently working as a process engineer in a large physical refining plant processing vegetable oil such as palm oil, coconut oil and palm kernel oil. The plant capacity is 3000 MT/D and it is definitely one of the biggest plant available. It's a very fast moving plant and we cannot afford to have any mistake to avoid serious downtime.</p>

In recent times chemical engineering has envisioned evolutionary and inspiring ideas like process intensification, nanotechnology, clean technology, novel materials, chemical and bio sensors, microfluidics and energy for future along with the growing integration of science and engineering with advances in the building blocks like thermodynamics and heat transfer etc; thereby incorporating eruditeness and high degree of innovation. Thus the Chemference will provide a platform to young researchers to get exposed to these trends and encourage fresh thinking to meet the challenges encountered and promote stimulating discussion to arrive at the solutions.</p>

</font></b><font color="#000000" face="Arial" size="3">The IASME /  WSEAS Int.Conf. on ENERGY, ENVIRONMENT, ECOSYSTEMS and SUSTAINABLE DEVELOPMENT  (EEESD'07) is organized every year by WSEAS with great success.<br />
The  conference offers to the Engineers and Scientists from various areas a unique  forum for exchanging ideas, presenting recent research results, participating in  discussions for several research projects and establishing new academic  collaborations and linking university with the industry. In the conference, many  civil engineers, architectural engineers, environmental engineers, chemical  engineers, scientists working on physics applications, mechanical engineers,  electrical engineers, applied mathematicians will attend creating a world  gathering as in 2005, 2006 and 2007 .<br />
