When they were brought into the courtroom, it was packed with people including the girl’s relatives and friends.

Only hairstylist Teh Kim Hong, 22, was produced in the dock, while the teenagers — two 16-year-olds and a 17-year-old — stood at the side.

The four were charged with intentionally murdering Ying Xin between 9.45pm on Sept 11 and midnight on Sept 12 at Lot 2841, Jalan Alor, Bukit Kulai in Kulai Jaya.

They were charged under Section 302 of the Penal Code with murder, which carries the death penalty.

On a second charge, the four were alleged to have kidnapped Ying Xin at 9.45pm in front of a hypermarket along Jalan Kulai-Air Hitam in Kulai Jaya with the intention of demanding a ransom of RM60,000.

If found guilty of kidnap, the offender can be sentenced to death or life in prison.

If not sentenced to death, those convicted of kidnap can be whipped.

But the teenagers, if found guilty, will be detained at the pleasure of the Yang di-Pertuan Agong.

When the charges were read out in Mandarin, all four nodded their heads to signal they understood the charge. No plea was recorded for either charge.

Magistrate Nor Shahid Abd Malik set Dec 10 for mention pending the chemist’s and post mortem reports.

Ying Xin was kidnapped and murdered after which her partially-burnt body was dumped in some bushes.

Police found the body in Taman Putri, Kulai, on Sept 16.

The cause of her death was strangulation.

DHAKA, Bangladesh, October 1 (Compass Direct News) – Police have submitted a charge sheet to a district court accusing two persons of raping a pastor’s daughter in the village of Laksmipur, said a state prosecutor.

Sayed Tariqul Islam told Compass that police submitted the charge sheet on Sept. 7 based on an extensive investigation following a DNA test that turned out positive. Pastor Motilal Das, who has long received threats from villagers upset with his success as an evangelist, said that local residents gang-raped his 13-year-old daughter in an attempt to drive him from the area.

State prosecutor Islam said Shakil Ahmed Shebul and Dulal Miah are charged with raping Elina Das at 3 a.m. on May 2. If convicted, they will receive life terms in prison, he said.

“The DNA report is everything to prove them guilty, and I expect that they will be punished with life-term imprisonment,” said Islam.

Previously a medical college had submitted a false forensic test report indicating no evidence of sexual assault. Villagers in Laksmipur, in Fulbaria sub-district 120 kilometers (75 miles) north of Dhaka, believe relatives of the accused men paid off the Mymensingh Medical College Hospital Forensic Department to fabricate the false test results.

Pastor Das has said relatives of the alleged rapists have offered him a large sum of money to withdraw the case or settle out of court – while continuing to threaten him. He had found his daughter lying unconscious in front of his house early in the morning of May 2, he said, after five men from Mymensingh district raped her.

The charge sheet submitted by police and the positive DNA report state that the girl’s clothes were torn and marked with the semen of Shebul. A close neighbor of Pastor Das, Shebul applied for bail on Tuesday (Sept. 29), but the court refused to grant it, said Islam.

Miah remains at large. Local police inspector Tarapod Shikder told Compass that assiduous efforts were underway to arrest him.

Pastor Das told Compass that he was dismayed that the charge sheet did not require Shebul to be taken on remand by police for interrogation.

“If the arrested person was held on remand for interrogation, police would get more information regarding other rapists,” Pastor Das.

Inspector Shikder told him that police had already taken Shebul on remand for interrogation and obtained little information, Pastor Das said.

“Nonetheless,” Pastor Das said, “the charge sheet will help to heal the scars of my grief-stricken daughter if proper justice is done.”

Upset Neighbors

Defending the initial false DNA report, Forensic Department head Akhteruzzaman Talukder of Mymensingh Medical College Hospital had told Compass that he did not find any gang-rape injury or trace of forced sexual activity.

Pastor Das’s daughter “might have had a love affair with someone in the village,” Talukder said. “Her lover might have been guarded there by his several friends. When the family members came to know the incident, they cooked it up as gang rape.”

Pastor Das and Muslim villagers were extremely upset by the initial forensic report. He subsequently had his daughter’s clothes tested for DNA profiling at the National Forensic DNA Profiling Laboratory of Dhaka Medical College Hospital.

His Muslim neighbors, he said, consider the positive DNA test a ray of hope for proper judgment. Pastor Das acknowledged his gratitude to some of the village neighbors who gave him moral support during that time.

“I cannot express my gratitude in words to some of my Muslim neighbors in the village who gave me courage and moral support to go forward when I got the false forensic report from Mymensingh Medical College,” he said.

When Pastor Das initially went to police to file charges, he said, police were reluctant to register the case.

“Police told me that it was a false case,” he said. “They also said that it was a fabricated drama. Police spoke with my daughter in filthy language and showed prurient interest in the details of the incident in front of us rather than filing the case quickly.”

The U.S. Department of State’s 2008 International Religious Freedom Report, released in Sept. 19, notes that Bangladeshi government officials, “including the police, were often ineffective in upholding law and order and were sometimes slow to assist religious minority victims of harassment and violence.”

The day of the alleged rape, the U.S. Commission on International Religious Freedom announced annual recommendations for countries to be designated “Countries of Particular Concern,” but it did not include Bangladesh.

Rather, the commission put Bangladesh on its “Watch List” due to the nature and extent of violations of religious freedom engaged in or tolerated by the government. Other countries on the Watch List are Afghanistan, Belarus, Cuba, Egypt, Indonesia and Nigeria.

According to USCIRF, Islamist radicalism and violence, the threat of serious violence and continued discrimination against members of religious minority communities remain significant concerns in Bangladesh.

GARISSA, Kenya, September 29 (Compass Direct News) – A longstanding effort to replace a church with a mosque in Kenya’s northern town of Garissa culminated in an attack by 50 Muslim youths this month that left the worship building in ruins.

The gang stormed the building of Redeemed Gospel Church on Sept. 14 and pelted the congregation with stones, sending many Christians fleeing while others became embroiled in fistfights. Ten Christians received hospital treatment for minor injuries and were released.

Church leaders said the Muslim mob also destroyed pews, damaged the church building’s walls of corrugated iron, smashed the glass-mounted pulpit and burned the church banner with its stand.

“We had just started the Sunday service when, without warning, a rowdy group of about 50 Muslim youths invaded the church, pelting stones at us and destroying our structures,” said the church youth chairman, identified only as Suma.

Local media reported that the 10 church members were hospitalized, but a district nurse at the hospital told Compass that no one was admitted due to the violence. A church elder at East Africa Pentecostal Church in Garissa, about 400 kilometers (249 miles) from Nairobi, confirmed that the church members were treated at the hospital and allowed to go home.

Tensions between Christians and the Muslim-majority population in the semi-desert town of 20,000 people began simmering after Muslims built a mosque next to the church plot at No. 21 Windsor in June 2007. Purchasing its land on Nov. 1, 1999, the church had begun worshipping there by early 2001, eventually growing to 400 members.

Church leaders complained to the district commissioner in June 2007 that the new mosque was built too close to the church – only three meters separate the two structures – and that it was blocking the church entryway.

“Prior to that, the owner of that land had promised to use half of it and sell the other half to the church,” the church leaders reported to the district commissioner in June 2007. “But in 2007, she changed her mind and gave it to the sheikhs to build the mosque. We reported the matter to the DC’s office that it would not go well with the church.”

Officials had ruled that no further permanent structures were to be set up on the land by either party until a later date to be determined by the district commissioner.

“The church faithfully obeyed, but the Muslims defied the orders and began immediately to put up a permanent structure,” according to the letter church leaders wrote to the district commissioner. The building of the mosque was allegedly sponsored by M.K. Roble, a wealthy Muslim in Garissa, according to the letter.

“The problems between the church and the Muslims began and have escalated since then,” it states.

Government security intelligence had reported that Muslims planned to destroy the church if it continued to operate within the residential area, District Commissioner (DC) Alois Okango told Compass. The administration had proposed a new site for the church to worship, Jamhuri Club, but two days before the attack church leaders wrote two letters to Okango saying they would remain worshipping in their building.

“We would like to notify you that our church members have decided to have our Sunday service at our usual place on September 14 and not at the new site of Jamhuri Club,” they wrote in one of the letters, “because we have come to realize that the new site is only temporary, and we will only move out of our premise if we are guaranteed a permanent place of worship.”

Okango told Compass that to avert a crisis, the administration has decided that the church should relocate temporarily to a site near an agricultural showground. The government also advised the church to sell its property near the mosque and buy another piece of land, preferably outside Garissa town center.

This suggestion, Okango told Compass, did not augur well with church members, who felt they had already established the church at the site and that it was the mosque that should be moving.

“The Christians threatened to go and worship in the ruined premises if no action was taken,” Okango said. “They said they were ready to die for the sake of their faith.”

The government is striving to avert further incidents by preventing the Christians from returning to the ruined structure, according to a Provincial Police official identified only as Chelimo. With tensions expected to rise during the end of the Muslim holy month of Ramadan, he said police were taking precautionary measures to ensure that the congregation never returned to their property.

“To allow this would be suicidal,” Chelimo told Compass. “We have deployed five security guards every day to make sure that the members of the church will not enter its structure.”

Elusive Justice

Wondering why those who attacked the church had not been arrested and charged in court, Redeemed Gospel Church pastor David Matolo said the government should punish the assailants.

“The church has the right to be protected by the government – allowing the minority Christians to suffer is quite wrong,” Pastor Matolo told Compass. “Why should the Muslims interfere with the church’s worship? I as their pastor cannot shy away when my members are ill-treated. We are ready to pay the price, but we want justice to be done.”

He said church leaders had agreed on an alternative site only to have the district commissioner suddenly revoke it.

“The DC had promised to locate us to the provincial residential area, and we had cleared the said site, only to be stopped without prior notice,” Pastor Matolo said. “Now we have no place to worship.”

A missionary from Tanzania who works in the area informed Compass that Muslims have distributed leaflets threatening to destroy all churches in Garissa. They have also threatened to burn Garissa’s open-air market operated by Christians from “down Kenya,” that is, non-Muslims, he said.

The missionary said the safety of the more than 2,000 Christians in Garissa is in jeopardy, and he appealed to the government to protect the right of worship of all people.

“It is quite unfair that the Redeemed Gospel Church has been displaced and is now praying under a tree in an open space with no amenities,” he said.

District Commissioner Okango said that the administration must protect Muslims from the noise of worship emanating from church at night that has disturbed residents, as well as prevent clashes. In both the mosque and church, loud speakers had been set up facing each other with confrontational messages blaring from each.

“The government is sensitive to the feelings of the people,” Okango said. “We cannot allow disorder to reign in North Eastern Province in the name of religious patriotism.”

Land issues alone have not been responsible for tensions in the area. The Rev. Ibrahim Kamwaro, chairman of the Pastors’ Fellowship in Garissa, said Pastor Matolo had offended Muslims when he preached to a lame Muslim man.

Muslims were said to be upset that the pastor persuaded the disabled man to stop going to the mosque and instead join his church. Pastor Matolo’s alleged promise to the disabled man of a better life offended area Muslims, Rev. Kamwaro said.

Muslims restrict churches in Garissa in various ways: Christians are not allowed conduct prayers, sing or use musical instruments in rented homes owned by Muslims. No teaching of Christian Religious Education in schools is allowed; only Islamic Religious Knowledge is taught.

Garissa has more than 15 Christian denominations, the main ones being the East Africa Pentecostal Church, the Redeemed Gospel Church, the Anglican Church, Deliverance Church, the Full Gospel Churches of Kenya, the Africa Inland Church and African Christian Churches and schools.

Uttar Pradesh, September 26 (Compass Direct News) – Police on Sept. 21 arrested pastor Sunil Rana in Gonda district on an anonymous tip that “forcible conversion activities” were taking place at his church’s Sunday worship. A representative of the Evangelical Fellowship of India told Compass that at around 12:30 p.m. police came to the Believers Church to make the arrest. Pastor Rana was charged for “forceful conversion” and released on bail on Sept. 23.

Karnataka – Police on Sept. 20 arrested a pastor and others in Siddapur, Uttara Kannada district on false charges of “forcible conversion.” The Global Council of Indian Christians (GCIC) reported that the independent pastor identified only as Biju and five evangelists were speaking with children in Guya Palakere village when a local Hindu extremist identified only as Halappa angrily questioned them and falsely accused them of forcible conversions. Halappa telephoned other local extremists, and soon a mob of nearly 25 intolerant Hindus surrounded the Christians and took them to the Siddapur police station. They were charged with “hurting religious sentiments,” statements conducive to public mischief and unlawful assembly. With GCIC intervention they were released on bail on Sept. 22.

Karnataka – Police on Sept. 19 sealed Bethel Church in Mysore city and detained pastor Samuel Channaiah. The Global Council of Indian Christians (GCIC) reported that at around 10:30 a.m. three policemen led by a senior official identified only as Shivaram came to the rented church and questioned Channaiah about the prayer services. Shivaram falsely accused Channaiah of forcible conversions, sealed the church and took the pastor with them to the Vijayanagar police station. With GCIC intervention, Channaiah was released at around 5 p.m. without being charged. “No Sunday worship was held on Sept. 21, and the landlord has asked Channaiah to vacate the premises,” a GCIC representative told Compass.

Karnataka – Police on Sept. 17 stopped a pastor’s training program in Arsikere, Hassan district. The Global Council of Indian Christians (GCIC) reported that independent pastor Hoysala Raj was attending a four-day training at St. Thomas Church on Sept. 16-19 and staying at the Vijayalakshmi Lodge. As he was returning to the lodge after a session, a policeman identified only as Nemiraju recognized Raj, whom he had previously arrested. At around 11 p.m. Nemiraju and two other police officers came to the lodge and began beating and cursing Raj. Nemiraju then took Raj to the police station, angrily questioning him about the training program and the pastors who were attending. With GCIC intervention, Raj was released Sept. 17 at 8 p.m., and he received treatment at a private clinic for internal injuries. On Sept. 17 at around 9 a.m., police went to St. Thomas Church and forced the organizers to close down the training program.

Madhya Pradesh – Three suspected Hindu extremists vandalized and set fire to St. Peter and Paul Cathedral at Pentinaka, Sadar, Jabalpur at 8 p.m. on Sept. 18. Father Anthony Rocky said the attackers broke into the building unnoticed and broke window panes, desecrated the altar, destroyed a cross and statues and burned Bibles. “They carried kerosene oil packed in polythene bags and spread it in the entire church,” Fr. Rocky said. “Setting it aflame, they absconded.” Father Davis George, principal of the adjoining St. Aloysius College, said that bystanders informed him about the fire in the cathedral. “There is no doubt that the Dharma Sena, led by Yogesh Agarwal has done this,” Fr. George said. He told Compass that the Hindu extremist group threatened church leaders some 10 days prior, saying, “We will turn the face of the church within a week’s time, as done in Orissa.” The Dharma Sena and Agarwal have been involved in many cases of intimidation and attacks on the Christian community of Jabalpur. Father Anand Muttungal, spokesman of the Catholic Bishops Conference of India, said Madhya Pradesh has seen more than 110 cases of violence against Christians since the Hindu nationalist Bharatiya Janata Party came to power in December 2003. “In spite of clear evidence, the authorities have failed to take any action against the culprits,” Fr. Muttungal told Compass. “As the elections are at hand, the authorities don’t want to annoy the majorities.”

Andhra Pradesh – Hindu extremists on Sept. 7 stormed a prayer meeting in Ayodhya Nagar, near Madanapally in Chittoor district. Dr. Sajan K. George, national president of the Global Council of Indian Christians (GCIC), said independent pastor T. Peter was blessing the new house of a widowed Christian with about 25 others present. As the prayer service was in progress, nearly 20 Hindu extremists led by a Vishwa Hindu Parishad state leader, B.R. Narendra, barged into the house shouting curses at the believers. They slapped Pastor Peter and made false allegations of forcible conversion, beating and chasing away the participants. A GCIC representative told Compass that Ravindra Babu attempted to shield Pastor Peter and the Hindu extremists repeatedly slapped and punched him, breaking two teeth. The intolerant Hindus returned to the house at around 10:30 p.m. on Sept. 8 and warned the widowed homeowner that her house would be bombed if prayer meetings continued there. Pastor Peter filed a complaint against the Hindu extremists at Madanapally police station, and the attackers concocted a complaint against the pastor for “forceful conversion.”

DUBLIN, September 25 (Compass Direct News) – The chief of Boukham village in Savannakhet province, Laos, on Friday (Sept. 19) called a special community meeting to resolve the “problem” of eight resident Christian families who have refused to give up their faith. The meeting concluded with plans to expel all 55 Christians from the village.

Although all adult members of a village are usually invited to such meetings, on this occasion the Christians were deliberately excluded, according to rights group Human Rights Watch for Lao Religious Freedom (HRWLRF).

Pastor Sompong Supatto, 32, and two other believers from the village, Boot Chanthaleuxay, 18, and Khamvan Chanthaleuxay, also 18, remain in detention in the nearby Ad-Sapangthong district police detention cell. HRWLRF earlier reported that police have held the men in handcuffs and wooden foot stocks since their arrest on Aug. 3, causing numbness and infection in their legs and feet due to lack of blood circulation. (See Compass Direct News, “Lao Christians Pressured to Renounce Faith.” Sept. 18.)

Authorities have said they will release the three only if they renounce their faith.

Pressure to Renounce Faith

When family members traveled to visit the detainees on Aug. 24, police officers deliberately tightened their restraints and told the families that this was the consequence of not renouncing their faith.

On Aug. 25, the village chief encouraged family members to apply for bail for the two teenagers but said Supatto did not qualify for bail, as his punishment for leading the Boukham church would be “life in prison.”

Three days later, the chief again pressured family members to sign documents renouncing their faith, but they refused.

Authorities initially arrested Supatto and four other believers from the Boukham church on July 20, detaining them for two days in a prison in nearby Dong Haen, according to HRWLRF sources.

Police stormed into the church that Sunday and ordered the 63 Christians present to cease worshiping or they would face arrest and imprisonment for “believing and worshiping God.”

When the Christians refused to comply, stating that Sunday was a Christian holy day and they must continue worshiping, the police arrested Supatto and two other church leaders identified only as Kai and Phuphet.

When the believers continued worshiping, police arrested a man identified only as Sisompu and a 17-year-old girl identified only as Kunkham. They detained all five in Dong Haen prison and charged them with spreading the gospel and holding a religious meeting without permission.

Although the Lao constitution “guarantees” freedom of religion and worship, church fellowships must be registered with government-approved institutions. Such registration comes with strict limitations on the activity of the church, however, and many Christians prefer not to register.

On July 22, three Christians approached the provincial religious affairs office in Savannakhet to challenge the arrests, asking how the five could be charged for “spreading the gospel” during a church worship service.

Officials then released the five on condition that they would cease holding worship meetings. They ordered them to seek permission from village authorities if they wanted to continue meeting together.

When the Christians continued to gather for prayer and worship, officials on Aug. 2 arrested a Christian villager identified only as Menoy, charging her with “believing in Jesus and worshiping God.”

The arrests of Supatto and two members of the Chanthaleuxay family followed on Aug. 3.

LOS ANGELES, September 24 (Compass Direct News) – An evangelist imprisoned since 2006 for his Christian activities is receiving especially harsh treatment because of his ministry to inmates.

Sources said Teame Weldegebriel is on the brink of despair as he languishes at the Mai Sirwa Maximum Security Confinement prison.

“It seems that hell has broken loose on me,” Weldegebriel told Compass sources. “Please tell the brethren to continue praying for me. I am not sure I will see them again.”

Prison authorities consider Weldegebriel dangerous because of his boldness in sharing his faith. The Rhema Church evangelist has been proclaiming Christ to other prisoners, and many have converted to Christianity.

“This has made him to be in bad books with the prison wardens,” one source said.

Weldegebriel’s family is worried about his health after trying repeatedly, without success, to get permission to visit him.

Inmates at the prison often go hungry and are said to be feeding on leaves.

In Eritrea, a nation with a government of Marxist roots where about half of the people are Muslim, two or more people gathered in Jesus’ name can be imprisoned for not practicing their faith in one of the government-sanctioned Orthodox, Catholic, Lutheran or Muslim bodies.

More than 2,000 Christians in Eritrea are imprisoned for their faith, including a Christian from a Full Gospel Church who was arrested in 2001. His wife last saw him in June 2007. She and her two minor children were rounded up from a prayer meeting in mid-July and placed in a metal shipping container until their release last month, she said.

“I was arrested with my children while having a prayer meeting with 20 other Christians,” said the woman, who requested anonymity for security reasons. “They locked us up at a military concentration camp, inside metal ship containers. I remember the horrible ordeal I went through with the children. After three weeks I was released with my two children, while the other Christian soldiers remained locked in the prison cells.”

The government views leaders of large unregistered bodies like the Full Gospel Church and Rhema Church as threats, according to Christian sources in the country. Eritrean officials fear the church leaders will expose the abuses and conditions in the prisons. Hence it is extremely difficult for relatives to see those in prison, and inmates are not allowed to send or receive letters.

“The government has been transferring them from one prison cell after another,” said one Christian source in Asmara.

In May 2002 the government criminalized all independent churches not operating under the umbrella of the Orthodox, Lutheran, Catholic, and Muslim religious structures.

Arrested for Talking

In the seaport city of Massawa, police in June arrested a man and a woman, both Christians, who were talking to Muslims about Christ. Members of Kale Hiwot Church, the two were discussing their Christian faith when four plainclothes policemen arrested them.

“It took about 30 minutes talking about Jesus before they were both arrested by the police – they had witnessed about Jesus and the faith for a long time to some Muslims,” another source told Compass. “I watched the two Christians whisked away by the police. They were taken to join more than 100 Christians imprisoned in Waire prison about 25 kilometers [16 miles] from Massawa.”

A previously imprisoned evangelist with the Full Gospel Church in Asmara who requested anonymity told Compass that God is at work in Eritrea, with many people converting to Christ and receiving divine healing.

“For sure Christians are getting imprisoned, but God’s word cannot be imprisoned,” he said. “I am ready for any eventuality, including being imprisoned again. On several occasions, prison wardens warned me to stop preaching, though they still loved me. Indeed Jesus loved me. They saw God in me.”

The U.S. Department of State notes in its 2008 International Religious Freedom Report that Eritrea has not implemented its 1997 constitution, which provides for religious freedom. The state department has designated Eritrea as a Country of Particular Concern, a list of the worst violators of religious freedom, since 2004.

Many of the more than 2,000 Christians under arrest in police stations, military camps and jails across Eritrea because of their religious beliefs have been incarcerated for years. No one has been charged officially or given access to judicial processes.

Reliable statistics are not available, but the state department estimates that 50 percent of the population is Sunni Muslim, 30 percent is Orthodox Christian, and 13 percent is Roman Catholic. Protestants and Seventh-day Adventists along with Jehovah’s Witnesses, Buddhists, Hindus, and Baha’is make up less than 5 percent of the population.

It is illegal to conduct any type of evangelistic or missionary activity in Uzbekistan.

LOS ANGELES, September 23 (Compass Direct News) – Without international pressure there is little to stop the Iranian government from ratifying a bill that will make “apostasy,” or leaving Islam, a capital crime, say human rights groups and experts.

On Sept. 9 the Iranian parliament approved a new penal code by a vote of 196-7 calling for a mandatory death sentence for apostates, or those who leave Islam. The Christian and Baha’i communities of Iran are most likely to be affected by this decision.

“Unless there is a coordinated and very strong effort from the international community to place pressure on Iran for this, I don’t think there will be anything stopping the Iranian government from passing this legislation,” Joseph Grieboski, founder of the Institute on Religion and Public Policy, told Compass.

The bill still has to make its way through Iran’s policy-making process before it becomes law. Parliament is reviewing it article by article, after which it will be sent to Iran’s most influential body, the Guardian Council, which will rule on it.

The council is made up of six conservative theologians appointed by Iran’s Supreme Leader and six jurists nominated by the judiciary and approved by parliament. This body has the power to veto any bill it deems inconsistent with the constitution and Islamic law.

In the case of the new penal code, however, which appears to be a return to a strict adherence of sharia (Islamic law), sources said they do not expect the Guardian Council to reject the penal code.

The timing of the debate on the penal code is not coincidental, said Grieboski. While the international community is focused on Iran’s nuclear activities, he said, the Iranian government appears to be taunting the West with deliberate human rights violations.

“Because of the nuclear issues, ones like these get put on the backburner, which means that the regime can move with great liberty to install legislation like this with impunity, because the nuclear issue gives them cover,” said Grieboski.

Iran has been criticized for its treatment of Baha’is, Zoroastrians and Christians, who have all suffered under the current regime.

“The Baha’is and the Christians are the ones being used as pawns by the regime in its dance with the West,” said Grieboski. “Iran is a human rights black hole in the middle of the world.”

A source told Compass that when he discussed the apostasy article in the penal code with some of the reformists in Iran’s parliament, they responded by saying they were not aware of the apostasy bill. The source argued that the Iranian government was trying to bury the apostasy article in the 113-page penal code.

“I am not sure there is an adequate means of underscoring how serious this law is in terms of violation of international law and a violation of the fundamental freedom of religion or belief,” said Kit Bigelow of the National Spiritual Assembly of the Baha’is of the United States.

She urged people to write their representatives in their respective governments.

International pressure is crucial if the apostasy bill is to be countered, agreed a Christian source. He recalled how in 2005 Christian convert Hamid Pourmand was acquitted of apostasy as a direct result of international pressure.

“I don’t know who you are, but apparently the rest of the world does,” the presiding judge had told Pourmand, according to media sources. “You must be an important person, because many people from government have called me, saying to cancel your case.”

The news of parliament approving the bill comes on the heels of two Christians being officially charged with apostasy this summer. Mahmood Matin Azad, 52, and Arash Basirat, 44, have been in prison since May 15 and now await their court date.

Although their future and that of other non-Muslims looks grim, some believe this bill is the act of a government desperately trying to hang onto power.

“I have to say the Iranian regime is tightening severely its control over as many aspects of the lives of Iranian people as they possibly can,” said Grieboski. “And that, I think, is the sign of a weakening regime.”

The original penal code was passed into law in 1991 and last amended in 1996.

F.I.R. ON AUTHENTIC INFORMATION
The information given to the Police Officer for registration of a case must be authentic. It should not be gossip but should be traced to an individual who should be responsible for imparting information. It may be hearsay but the person in possession of hearsay should mention the source of information and take responsibility for it. An irresponsible rumour should not result in registration of F.I.R.

DONG NAI — Dong Nai Province-based monosodium glutamate (MSG) maker Vedan Viet Nam has been charged with 10 violations of environmental and water resource regulations as well as evading waste water fee payments for the past 14 years totalling VND91.8 billion (US$ 5.74 million).

Luong Duy Hanh, director of the Ministry of Natural Resources and Environment (MNRE) ‘ s Environment Protection Department, announced the violations at a press briefing last Friday where the Taiwanese-invested company agreed to sign a report admitting the offences.

A ministry report accuses Vedan factories producing starch, MSG and lysine dumped 50 to 5,000 cu.m of untreated waste water a day, ten times more than the permitted level.

Jurisdiction of the case would be transferred to MNRE for a proposed administrative fine of VND127-130 million, said Hanh.

Pending ministry approval, inspectors may propose the Dong Nai Province People’s Committee suspend Vedan Viet Nam’s operations, he added.

Criminal charges would also be pressed against the company’s illegal construction of a covert wastewater system, Hanh said.

MNRE deputy minister Tran Hong Ha said the further inspections are underway and a decision on prosecution will be announced after assembling sufficient evidence.

For its part, Vedan Viet Nam vice board chairman K.H.Yang admitted the company’s many infractions when dumping untreated wastewater into the Thi Vai River and gave it apologies to the public and society.

He said Vedan Viet Nam had already lowered output by 10-20 per cent.

Yang asked his company be allowed to continue operations while seeking solutions to tackle the environmental repercussions.

He said wastewater treatment system would be expanded by mid-October at the latest and there would be more equipment to handle any subsequent environmental pollution. —
