<content:encoded><![CDATA[<p>Here is a new song I wrote. There is a part in our Liturgy for the Gloria <a href="http://cecworship.wordpress.com/2007/04/25/the-ancientnew-again-pt4-2/" target="_blank">(see this post)</a></p>
<p>Last year we wrote a song that was a rewrite of this and it was time for a new one so I wrote the one below. It is a simple liturgical song that is typically played before the main worship set. Hope you enjoy it. Feel free to use it as well. Let me know if you do.</p>

<title><![CDATA[Batman - The Dark Knight: HOLY CRAP!]]></title>

My wife and I got a much needed date night and actually caught it. What says romance more than watching a physcho on the big screen.</p>
<p>I have been a huge Comic Book fan since the beginning of time. And even more so a huge Batman fan. Batman Begins as far as I'm concerned was the "only" batman that existed in movies. Then Nolan comes out with the dark knight.</p>
<p>Originally I heard Mark Hammell (skywalker) was going to be the joker. He was the voice of the joker in the cartoon. Then heath ledger came in. At first I was thinking "are you kidding? Huh?" then I started seeing pics of him and I was blown away.</p>
<p>He was absolutly insane, amazing, mind blowing and perfect for this role. He was and forever will be the joker. I sure hope they don't try to bring him in another film and replace him with another actor because anything else will fall flat. I think the joker should die with the actor.</p>
<p>Christian bale has been a favorite of mine since "swing kids". The man is brilliant and he is the best batman ever. He gets a little bit of the Detective Comics version in him this time and I loved it. I would have liked to have seen a little more from Batman though.</p>
<p>Gary Oldman (from Immortal Beloved) really shines in this film. That man can act awesome. Everything was perfect in this film except Maggie Gyllenhaal, who replaced katie Holmes. I actually liked homes and I think Maggie Gyllenhaal was not pretty enough. There is no way batman would fall for a normal looking girl. I also just didn't think she was very believable.</p>
<p>Was it long? YES. Did it feel like it? NO WAY.  I loved every minute of this movie.</p>
<p>6 out of 5 stars from me.</p>

<p>La 15 iulie 2008 la 11:15 pm, am citit un articol despre chiulangii din parlament pe pagina lui <a title="Tudor Darie page" href="http://tudordarie.md/2008/07/15/video-cine-sunt-chiulangiii-din-parlamentul-de-la-chisinau/" target="_blank">Tudor Darie</a>. El a prezentat un reportaj despre parlamentarii din România, eu voi încerca să prezint un top din UE şi tot odată voi face referire la posibilitatea sau accesul la astfel de informaţii în MD.</p>
<p>Deci vorbind de Uniunea Europeană şi parlamentul acestuia avem următoarele rate la  participarea în şedinţe a deputaţilor europeni, in funcţie de naţionalitate:<br />
- luxemburghezii (85,2%);<br />
- olandezii (84,9%);<br />
- finlandezii (83%);<br />
- germanii (82,5%);<br />
- suedezii (81,5%);<br />
- grecii (80,9%);<br />
- belgienii (80,1%);<br />
- austriecii (78,2%);<br />
- spaniolii (77,2%);<br />
- britanicii (76,4%);<br />
- danezii (76%);<br />
- portughezii (73,4%);<br />
- francezii (72,4%);<br />
- irlandezii (69%);<br />
- italienii (56,2%).</p>
<p>Studiul a făcut şi o clasificare a prezentei la vot pe grupuri parlamentare. Acesta a arătat că cei mai prezenţi la votare au fost social-democraţii din Partidul European Socialist, urmaţi de ecologişti, liberali, creştin democraţii PPE, cei din partidele de extrema stânga şi independenţii.</p>
<p>Conform unui studiu universitar german, parlamentarii europeni italieni sunt cei care au absentat cel mai mult de la şedinţele Parlamentului European. Studiul a fost realizat la Universitatea Duisburg-Essen. El a relevat că în perioada 1999-2003, la şedinţele Parlamentului European a participat doar o medie de 56,2% din reprezentanţii Italiei. Parlamentarii europeni italieni au si cel mai mare salariu dintre deputaţii europeni, respectiv 11.000 de € pe luna (spaniolii au doar 2.600 de € pe luna).<br />
<strong>CONCLUZIA - Deputaţii europeni italieni, mai chiulangii decât toţi !!!</strong></p>
<p>Şi să nu mai spui că fraţii noştri latini sunt bucăţica ruptă din deputaţi noştri.</p>

<p>Parlamentul European are sediul la Strasburg unde îşi ţine cele 12 sesiuni lunare, inclusiv sesiunea consacrata adoptării bugetului comunitar. Sesiunile plenare adiţionale se ţin la Bruxelles. Comisiile parlamentare au sediul la Bruxelles. Secretariatul General al PE si serviciile sale sunt la Luxemburg.<br />
Articolul 139 TCE si articolul 9 din Regulamentul Interior prevăd ca Parlamentul European se reuneşte de drept, într-o sesiune cu durata de un an, în a doua zi de marţi din luna martie, ca şi în a doua zi de marţi care urmează după trecerea unui interval de o luna de la alegerile parlamentare. Aceasta perioada de sesiune anuala este împărţită în sesiuni de câte o săptămâna în fiecare luna, putând avea loc însă şi sesiuni extraordinare la cererea majoritaţii membrilor săi, a Comisiei sau a Consiliului.<br />
Activitatea Parlamentului este organizata în general pe următoarele principii:<br />
- comisia parlamentara corespunzătoare numeşte un membru ca "raportor", pentru a redacta un raport asupra propunerii, ce va fi supus Comisiei Europene spre analiza;<br />
- raportorul supune raportul redactat comisiei respective, pentru dezbatere;<br />
- după ce raportul a fost analizat, el este supus la vot şi, dacă este cazul, amendat;<br />
- raportul se discuta apoi în şedinţa plenara, este amendat şi supus la vot. Parlamentul adoptă apoi o poziţie asupra chestiunii respective.</p>

<p>Îţi reamintesc că în RM difuzarea în direct a şedinţelor parlamentului la radio şi televiziune a fost posibilă, dar pe o perioadă foarte scurtă, şi evident cu incidente, doar suntem în MD.</p>

<p>„Radio Moldova" si TV „Moldova 1" a început să transmită în direct şedinţele parlamentului de la Chişinău la 12 mai 2005. Chiar de la prima transmisiune în direct, liderul fracţiunii comuniste, Eugenia Ostapciuc, a cerut suspendarea acestora, pe motiv că pentru fiecare se cheltuieşte circa 33 mii de lei, fără să argumenteze cheltuielile. La finele anului trecut, fracţiunea parlamentară comunistă a insistat asupra suspendării transmisiunilor în direct a şedinţelor parlamentului, pe care le considera ineficiente. Comuniştii au propus crearea unor emisiuni de sinteză la radio şi TV, care ar relata sumar despre activitatea parlamentară. Atunci, PPCD s-a opus acestei iniţiative, declarând că transmisiunile şedinţelor în direct reprezintă un consens politic între partidul de la guvernare şi opoziţie. La moment, PPCD şi-a schimbat părerea, venind cu două semnături sub această iniţiativă, contra unei semnături a comuniştilor. Precizez că transmiterea în direct a şedinţelor Parlamentului la radio si TV a constituit una dintre cele zece condiţii ale PPCD în schimbul votării în Parlament a candidaturii lui Vladimir Voronin pentru funcţia de şef al statului, condiţii înaintate în aprilie 2005. Intre anii 1989-1991, în Moldova se proceda masiv la transmiterea in direct a şedinţelor organului legislativ.</p>
<p>Proiectul de lege prevedea atunci modificarea articolului 82 din Regulamentul Parlamentului care reglementează mediatizarea şedinţelor organului legislativ. Proiectul a fost semnat de deputatul comunist Victor Stepaniuc şi crestin-democratii Iurie Roşca, şi Stefan Secăreanu.</p>
<p>Vorbeam mai sus de incidente, acestea au fost la 20 aprilie 2006. În ziua aceasta pe la orele 12, după ordinea de zi adoptată în parlament, urma ca opoziţia să vina la tribuna centrală cu o iniţiativă ce trebuia să fie discutată. Dar spre mirarea mea şi ale altor persoane au apărut defecţiuni tehnice, cum spune Domnul Ion Mihailo - preşedintele Consiliului Coordonator al Audiovizualului, de pe atunci. Dar se vede cu ochiul liber că transmisia a fost bruiată intenţionat pentru ca telespectatorul şi radio-ascultătorul să nu vadă iniţiativele opoziţiei din parlament.</p>
<p>Îţi propun să citeşti „dezbaterile parlamentare ale Parlamentului Republicii Moldova din legislatura a xvi-a, sesiunea a iii-a ordinara - mai 2006. Şedinţa din ziua de 4 mai 2006 (stenograma). [E aproape de final şi începe cu ... <em><span style="text-decoration:underline;">Doamna Maria Postoico:  Se invită la tribuna centrală domnul Ion Mihailo, pentru a da răspuns la interpelarea domnului deputat Vlad Cubreacov</span>. </em>]</p>
<p>Pe pagina oficială a <a title="gov.md" href="http://gov.md/" target="_blank">Guvernului RM</a> la rubrica serviciul de presă, la on-line video găsim cică: „<em><span style="text-decoration:underline;">Propunem spre atenţia Dvs. transmisiunea on-line a şedinţei Guvernului Republicii Moldova"</span></em></p>

<p>Cei drept, cel puţin la mine, această transmisiune nu este posibilă din momentul lansării. Chiar şi la galeria video avem doar 5 filmări cu Dnul Tarlev şi altele, în rest spaţiu gol, de mirare este că au mai pus 2 pagini pentru cantitatea imensă de materiale ce o deţine această galerie.</p>
<p>Acum puneţi întrebarea - cum e posibilă monitorizarea activităţii principalelor instituţii de stat la modul direct, fără ochiul şi pixul presei, care de multe ori slujeşte partidele, mai ales în ţara noastră coruptă. Eu cred că practic este imposibil, nu în zadar majoritatea populaţiei nu cunoaşte parlamentarii care au intrat pe lista partidelor pe care li-au votat, deoarece cetăţenii MD şi-au format imagini ca Voronin, Braghiş, Roşca, Urechean şi alţii, dar nu ştiu cine este în echipa lor.</p>
<p>Lipsa accesului la internet a majorităţii populaţiei din RM la fel pune în dificultate posibilitatea de a se informa corect şi obiectiv, cu toate că după declaraţiile companiilor cu nume în lume, avem o ţară cu dotări software şi tehnice de ultimă generaţie, în domeniul IT, depăşind aceeaşi Rusie. Dar după analizele grafice ce vi le propun în continuare ajung la concluzia ca doar 23% din populaţia MD poate într-o măsură relativ bună să acceseze netul.</p>

<p>Într-un fel suntem la acelaşi nivel cu România, dar să nu uitam că aceasta are populaţia de circa 5 ori mai mare ca a RM.</p>

<p>Cum va spuneam anterior, doar 23 oameni din 100 în RM au acces la internet.</p>

<p>Mie mi se pare straniu de ce accesările la domiciliu sunt mai mici ca cele de la serviciu, în UE fenomenul dat e total invers.</p>
<p>Tot pe pagina web a <span><span class="cec"><a title="CEC MD" href="http://www.cec.md/i-ComisiaCentrala/Main.aspx" target="_blank">COMISIEI ELECTORALE CENTRALE A REPUBLICII MOLDOVA</a> am găsit o frază genială: </span></span></p>

<p>Revenind la vorbele lui Tudor Darie, chiulangii din Parlamentul MD sunt mulţi, ieşirea lor la iveală depinde de o fărămitură de jurnalişti, supuşi mereu presiunilor, care posibil într-un moment dat să renunţe la activitatea acesta. Ca să vedem faţa reală a cestor demnitari mincinoşi ar trebui ca fiecare din noi să le cerem socoteală, dar să nu aşteptăm binele adus de UE.</p>

<content:encoded><![CDATA[<p>Who is right? Thats the question religion in general tries to answer. Whether it is Christianity, Judaism, Islam, or some other religion, the ultimate question = veritas?</p>
<p>Pilate asked that question of Jesus, and man has been asking that question since the beginning. Both religion and philosophy has tried to answer the question, what is truth, what is real. Even when narrowed down to one specific religion - i.e. Christianity - there are more questions then answers. Even in this blog, where Pre-destination and Purgatory have been questioned, no "true" truth has been discovered, for every answer is biased, or based upon personal beliefs or feelings... no offense of course!</p>
<p>Think of Christianity:</p>
<p>Jesus, born, lived, died, rose again -</p>
<p>Acts, the Chursh is born, the Community is established, the Sacraments are consumated by the Apostles</p>
<p>Seven Ecumenical Councils, Christology established, the Apostles and Nicene Creed established, the Chalcedon variation.</p>
<p>1054, East and West split - political and religious</p>
<p>16th Century, Protestant Reformation/Rebellion</p>
<p>18/19th Centuries, Great Awakening I &#38; II, the Rapture</p>
<p>20th Century, Pentecostalism, Charismatic Movement, Liberation Theology, Continuing Movement, Convergence  Movement</p>
<p>21st Century... who knows!</p>
<p>In all of this, you have splits, mergers, miracles, heresies, etc. But what is truth? Roman Catholics say one thing, Eastern Orthodox, though close, say another. Protestants are so confused they have over a thousand individual groups. The Coninuing Movement like Anglicanism, but reject the Church of England, the Convergance Movement wants to be Catholic and Orthodox, yet reject Rome and "Constantinople" - now, rejects is a strong word, rather, wishes to be independent yet in communion with.</p>
<p>In John 17, Christ prays that we all may be one, yet some where, we have failed the purpose of Christ, for Christ came to bring the people of God together, not to scatter the sheep. Is it because of disorder, or is it because we have lsot focus of the love of God? Yes, but yet, it goes further then that. Proverbs says that God knows the ways of man, and those ways are not His ways. Solomon goes as far as saying that all of man's plans and desires are vanity. However, man has invaded the Body of Christ. Isaiah does say that man will see visions and dream dreams, yet, he does not offer the answer to their interpretation, and sometimes visions are just visions, and dreams are just dreams, not prophecy, but windows into our own soul. Sometimes we will see ourselves in the arms of Jesus, high and lifted up, in His comfort, it does not mean we should create a theology around it. Sometimes God tells someone that he is going to give you a Mercedes, yet, that does not mean you should base you faith upon whether or not it happens. Sometimes we should clap our hands, sometimes we should bow in silence for hours, neither is perfect, and neither is superior, only  right in their own time. Sometimes, because of pride or because of our upbringing, we judge others who worship God, yet, though we judge, it does not make the others actions either right or wrong. Sometimes God gives us a glimpse of heaven, or of the Second Coming of Christ, however, it does not mean we should focus on the future or the hear after.</p>
<p>Christ said what you have done for the least of these, you have done for me. Clothing the naked, feeding the poor, taking care of the sick, protecting the widow and the orphan... that was Christ's message. Not hell fire and brimstone, not what waits for us when we die -whether its Heaven or Purgatory - those are selfish and vain attempts to understand the un-understandable, and they are selfish. Christ wishes for us to be selfless, like Mother Theresa and others... like Christ was. Instead of focusing on ourselves, focus on others - everyone else is what matter. WWJD? Simple, He would serve, He would was your feet, he would heal your diseases. Ask yourself, why do you pray, why do you worship? Is it for Him and others, or is it for yourself? Why do you carry an offense? IS it for Him and others, or is it for yourself? Why do you "serve" God, for you? OR is it for Him and others? Why do you judge others, or correct others... for you? Or for Him and others?</p>
<p>I see the troubles in my own life, as well as others. I see the troubles in denominations, and "non"-denominations, and the one chord that strikes true.. yes, truth, is selfishness. Whether its our own sin, or other's sins, there is always a focus on the sin, not the healing. Oh, well say we tried to help the healing process, but is that really true, or do we always have our own agenda? Did the Pope and the other Patriarchs try to heal the divide in 1054? OR did they have their own agenda? Did Luther truly try ot heal? Did Calvin? When we see a child "ruined" by a Roman Catholic priest, do we try to heal, or gain money... for I suppose money heals all wounds. Do we try to heal both the male/female and the priest? OR do we focus on the abused? When a man or woman is leadership fails, do we try to fix only the ship, or do we try to fix both the ship and the captain? OR, do we just throw the captain overboard... whether in the name of love and forgiveness, or in the name of righteousness?</p>
<p>This brings me back to a discussion between myself and my priest - aka. Big Bro - who condemned Judas? Did Christ condemn him, or did he condemn himself? It always easier to blame others - i.e. The Pope blamed the East, the Patriarchs blamed the West; Luther blamed Rome, Rome blamed Luther, yet, Christ said remove the log in your own eye before you even bring attention to the speck in your brothers eye. Yes, men fail, we all do, and if one man is sinning, we all are. If we are hurt, I promise you the one "doing" the hurting is hurting as well, and both parties are responsible for the healing, whether its two groups, or two men, or one man against a group, both parties are equally responsible.</p>
<p>I say this for many reasons, I have seen it on many levels. Both caused by me, and felt by me, as well as seen by me. MY denomination - the International Communion of the Charismatic Episcopal Church (http://www.iccec.org http://www.cechome.org) - has suffered. Just this week, we lost a beloved bishop in Africa, the first one we consecrated there, and his mission, his life, was all about bringing the whole continent of Africa to the truth of Christ, not some agenda, not some ideology, but a relationship with who Christ is. Sometimes though, we can get caught up in problems, in pain, in discomfort, in, as our local bishop mentioned, suffering, and instead of looking within ourselves, we blame others.</p>
<p>We have many examples, jsut look in the phone book of your local town - how many Baptist churches are there? Most likely they all have their roots in First Baptist. Catholics are not immune, Roman, Old, etc; Anglican too. Even Convergence Churches share in the splitting - CEC, CEEC, CCC, CCR, CCC #2, etc etc... The question is why? Is it because God gives us all different visions and dreams... unlikey, for logically Christ would give us all the same vision, for He prays that we all may be one. More likely it is because someone has taken an offense, harbored unforgiveness... yes, that wondrous word, and gone somewhere else, or had a new idea.</p>
<p>One can say he forgives, but what does that mean? Forgiveness means sacrifice and release, it means loving when you are unloved, it means blessing when you are not being blessed. It means staying in the family, evn when the family seems to turn against you, for, as the question states, who is right? Does God give a vision that cannot be fulfilled? I seriously doubt it, for God only speaks truth. Does forgiveness negate the hurt, no, of course not, but it channels it correctly, and instead of breeding judgment, it breeds healing and blessing. Instead of confusion and chaos, it breeds order.</p>

<title><![CDATA[Continental Environmentalism - Is it Coming Apart?]]></title>

<p><span style="font-size:9pt;font-family:Arial;">Vancouver - Last month environment ministers of Canada, Mexico and the United States, acting as the Council of the Commission for Environmental Cooperation (CEC), issued a communiqué following its annual meeting stressing the importance of tri-lateral cooperation in pursuing market-based solutions to improve environmental performance in North America. But a number of cross-border environment-related issues are beginning to strain the once collaborative relationship between Canada and the US on such matters.<br />
</span></p>
<p><span style="font-size:9pt;font-family:Arial;">Noting that 2008 marked the fifteenth year of collaborative work under the North American Agreement on Environmental Cooperation (NAAEC), the environmental side accord to the North American Free Trade Agreement (NAFTA), the ministers stressed the importance of raising environmental standards across all three countries and in promoting the effective enforcement of environmental law.<br />
</span></p>
<p><span style="font-size:9pt;font-family:Arial;">Recent accomplishments cited included conservation action plans to support the migration of the monarch butterfly and Mexico's efforts to protect the <em>Vaquita</em> porpoise.  Joint efforts to eliminate the production and use in North America of dangerous chemicals such as DDT, chlordane, PCBs, mercury and, most recently, lindane, were also noted.<br />
</span></p>
<p><span style="font-size:9pt;font-family:Arial;">Cautiously worded acknowledgement was given to the environmental risks associated with increased trade and that close cooperation was essential to protect the North American public and environment.  To this end a Green Suppliers Partnership to span the North American auto sector was announced and the CEC Secretariat was charged to prepare a comprehensive report on the opportunities and challenges for Green Building in North America.<br />
</span></p>
<p><span style="font-size:9pt;font-family:Arial;">A Changed North America<br />
</span></p>
<p><span style="font-size:9pt;font-family:Arial;">A key point noted in the CEC communiqué was that North America today is considerably different than when the three countries first entered into the North American Free Trade Agreement.  In particular, the relationships between Canada and its southern neighbour appear to be undergoing significant changes.<br />
</span></p>
<p><span style="font-size:9pt;font-family:Arial;">After decades of cooperation on either side of the border, battles over environmental issues are becoming increasingly common and increasingly contentious. For example, DTE Energy's power plants along the St. Clair River are generating more than electricity. They are also producing mercury emissions which are affecting the health of Canadians.<br />
</span></p>
<p><span style="font-size:9pt;font-family:Arial;">A trial date has been set by a Canadian Court in Sarnia to hear a lawsuit claiming DTE Energy is violating Canadian environmental law.  DTE officials appeared in a Canadian court July 7 to answer charges concerning how its plants' mercury emissions have affected Canada's waters and soils downstream.<br />
</span></p>
<p><span style="font-size:9pt;font-family:Arial;">A water diversion project in North Dakota was stopped after the province of Manitoba challenged it in U.S. District Court on the basis it would lead to invasive species making their way into Canadian waters -- specifically Lake Winnipeg and the Hudson Bay.<br />
</span></p>
<p><span style="font-size:9pt;font-family:Arial;">Canadian smelting company Teck Cominco is facing a massive clean up bill for slag previously dumped into the Columbia River several miles upstream from the border. In addition, the zinc and lead refining plant is a large discharger of mercury.  A U.S. Supreme Court denied the company's appeal of a lower court ruling that said it was responsible for cleaning up the river. In rejecting Teck's request for review, the Court let stand the federal appeals court decision that the Canadian company must comply with U.S. laws that hold polluters accountable for the contamination they create within the United States.<br />
</span></p>
<p><span style="font-size:9pt;font-family:Arial;">What these cases demonstrate is that under the right circumstances, local environmental laws can be used against a foreign company for actions occurring within a foreign jurisdiction. If this becomes a trend, the result may have a significant impact on international business relationships and the enforcement of environmental laws and regulations.<br />
</span></p>
<p><span style="font-size:9pt;font-family:Arial;">As noted in an article by Dennis E. Mahony and Tyson Dyck of Torys LLP, Canada and the United States have historically resolved cross-border environmental conflicts through diplomacy, resulting in international treaties and, occasionally, international arbitration on consent by both governments.<br />
</span></p>
<p><span style="font-size:9pt;font-family:Arial;">Both countries are parties to several bilateral agreements covering a range of environmental issues, from migratory birds to waste management. One of the most notable is the Boundary Waters Treaty (BWT), signed in 1909 and which gives the two countries principles and mechanisms for resolving and preventing disputes regarding the use of waters along their shared border. For decades disputes have been resolved through agencies such as the International Joint Commission or the Center for Environmental Cooperation.<br />
</span></p>
<p><span style="font-size:9pt;font-family:Arial;">And though the principle of territoriality has been entrenched in modern international law for decades, today it is facing significant challenges from cross-border environmental issues. Indeed, in light of the recent chill in Canada-U.S. relations and the growing extraterritorial reach of U.S. environmental laws, many Canadians are likely to turn to suits filed under extraterritorial environmental statutes as a means of addressing pollution that causes cross-border harm.<br />
</span></p>
<p><span style="font-size:9pt;font-family:Arial;">Some have suggested that the reluctance of the Bush administration to crackdown on mercury emitters (in the case of the DTE Case) prompted some complainants to resort to the courts for action.<br />
</span></p>
<p><span style="font-size:9pt;font-family:Arial;">"The Bush administration has been less interested in solving trans-boundary issues through diplomacy and bilateral cooperation than previous administrations," said Noah Hall, an international law expert at Wayne State University in an article published recently by the Detroit News. "They haven't taken the diplomatic bilateral approach, and people have been left with no other option than to go to court."<br />
</span></p>
<p><span style="font-size:9pt;font-family:Arial;">If more private parties seek to pursue citizen suits provisions to address cross-border environmental issues that governments have failed to resolve, an increase in extraterritorial claims can be expected, which in turn could disrupt diplomatic and business relations between Canada and the United States, and lead to the confused application of environmental laws.<br />
</span></p>
<p><span style="font-size:9pt;font-family:Arial;">As noted by Mahony and Dyck, for businesses, the extraterritorial application of environmental laws on their operations, though not inherently negative, could negative repercussions, when private parties choose when and where to pursue this application. The resulting uncertainty over applicable regulatory standards can confound the environmental management of businesses with obvious cross-border impacts.<br />
</span></p>
<p><span style="font-size:9pt;font-family:Arial;">Cross border tensions at a much higher level have become more evident during the political drama unfolding in the United States, where big-city U.S. mayors and Democratic Presidential candidate Barack Obama were sharply critical of dirty" Alberta oil. Canadian officials believe the most U.S. lawmakers - even self-proclaimed environmentalists in the Democratic Party - ultimately are pragmatists who will eventually dump the "special" interest rhetoric so important during the presidential campaign.<br />
</span></p>
<p><span style="font-size:9pt;font-family:Arial;">The Issues Run Deep<br />
</span></p>
<p><span style="font-size:9pt;font-family:Arial;">But the issues at stake are far deeper than politics on the campaign trail. In the post 9-11 world, there is an even greater need for Canada and the United States to come together to resolve environmental issues of common interest.  We share common eco-systems just as we share common economic issues and priorities. And with the growing impacts of climate change and global warming, those common environmental and economic concerns will become more blended and more and more dependent upon proactive and cooperative relationship building.<br />
</span></p>
<p><span style="font-size:9pt;font-family:Arial;">These include: reducing particulate matter emissions and instituting better air quality management in border areas; preventing the contamination of trans-boundary waters; resolving competing territorial claims in the high Arctic; ensuring the safety of shipping in coastal waters (particularly for bulk carriers of hydrocarbons); cleaning up still polluted estuaries, rivers and waters in the Great Lakes system, and coming to terms with regard to bulk water diversions;  resolving irritants with respect to the trans-boundary movements of trash and hazardous wastes; reaching an accord with respect to energy flows (not the least of which concerns exports of oil from the Alberta oil sands) ... the list goes on and on.<br />
</span></p>
<p><span style="font-size:9pt;font-family:Arial;">As noted these issues have high economic impacts as well significant environmental consequences. And from the point of view of the business community, there clearly is a benefit from further regulatory integration or, at least, common rules on the applicability of environmental laws. Business does not like uncertainty.<br />
</span></p>
<p><span style="font-size:9pt;font-family:Arial;">While one might wish for a broad national consensus on key Canadian-American environmental issues, in the absence of such, there is emerging a trend toward bilateral cooperation at the state-province level, and even at the city-to-city level. Interactions between State of Michigan lawmakers, the Ontario Ministry of the Environment and City of Toronto officials were instrumental in resolving the municipal solid waste dispute that threatened to halt waste shipments to Michigan by 2010. The province of British Columbia has embarked on a wide ranging process of engagement with neighbouring states in the US on climate change, carbon trading and environmental enforcement issues of common concern.<br />
</span></p>
<p><span style="font-size:9pt;font-family:Arial;">There are many other examples on cooperation at the sub-national level which, while helpful and pragmatic, do not obviate the need for a more focused and deliberate effort in the national arena to forge more constructive relationships on environmental matters.<br />
</span></p>
<p><span style="font-size:9pt;font-family:Arial;">Where to now?<br />
</span></p>
<p><span style="font-size:9pt;font-family:Arial;">When the Commission on Environmental Cooperation (CEC), was created it was thought it would bring a new era of tri-lateralism in an more intense and permanent way to North American and to Canada-U.S. environmental governance. If anything, the Canadian-American bilateral environmental relationship has gone through something of a "rough patch" over the past few years.<br />
</span></p>
<p><span style="font-size:9pt;font-family:Arial;">Leaving aside the much publicized political slights in recent months, it would be wrong to assume that our common values and the operational necessities of dealing with pressing trans-boundary pollution problems will overcome any disputes.<br />
</span></p>
<p><span style="font-size:9pt;font-family:Arial;">The need for an integrated North American approach on environment and economic issues that straddles political boundaries and cross-border relationships is needed, but it won't just happen by itself.<br />
</span></p>
<p><span style="font-size:9pt;font-family:Arial;">Whoever takes over the Oval Office after President Bush heads back to Texas will have to be engaged as a matter of priority on Canada-US environmental relations. Establishing a level of rapport between the two individual leaders is essential to overcome policy and political differences that prolong uncertainty and foster cross border litigation.<br />
</span></p>
<p><span style="font-size:9pt;font-family:Arial;">And while the three environment ministers of the CEC have reaffirmed a commitment to continue to work together on key North American environmental challenges, the agenda will have to be more meaningful that protecting the Monarch butterflies and the <em>Vaquita</em> porpoise.<br />
</span></p>

Fred Mckinnon started the worship community forum and part of that vision took off. After many talks with him and a few other super freakin cool people I am pleased to announce a new version of TWC and fulfilment of the vision. The Worship Community 2.0. You have to check it out. You have to sign up. You have to get involved. You have to LOVE IT! Everything a person in arts, worship and media could need.</p>

<content:encoded><![CDATA[<p>As I am sitting here waiting for the kind folks that I minister with over in the CEC to come and take the last of my belongings. If you all remember I have to either sell or give all my stuff away before I start my mission trip to Israel. Haven't read about it yet? <p>In the quest to go through and deal with all of my stuff including boxes of records, I accidentally threw away my brand new passport which cost me $100. I look for days for it and was quite worried as I had only a month before I was to leave for Israel.</p>

<p>I finally broke down and filled in all new paperwork including of course the form having to explain how I lost the passport. It cost me another $100 dollars and I was worried that it would take to long to get to me, but I had to risk it as it would have cost another $70+ dollars to expedite the procedure and a friend of mine told me that he got his in 2 weeks.</p>
<p>Well as time passes, I do start to worry that I should have expedited the passport as I started to realize it would probably cost me even more to change my non-refundable plan ticket. I prayed everyday for the passport to come quickly and was thinking that I should contact the post office when I got back from Michigan on July 1<sup>st</sup>.</p>
<p>God of course had the whole thing covered. The day before I was getting ready to fly home to Michigan my passport shows up in the mail. I came in about 10 days. Not only that, I get a check in the mail from someone for the entire cost of the passport plus $7 dollars. I really feel like God was saying that this was done and I no longer have to worry about my passport.</p>
<p>This was just one more sign for me that I know I am following God's heart in going to Jericho. It seems impossible for me to mess it up and do something like lose my passport. He has me covered so I will trust Jesus to see me there. God is behind this move, this I am sure of and if He is behind it then I will trust that He will insure all that I need for this trip will be in place when I need it.</p>
<p>Thank You Jesus for loving this much that you are my provider.</p>

<content:encoded><![CDATA[<p>Am vazut la tv acum cateva minute povestea unui cersetor. Se ducea in fiecare seara sa cerseasca, avand 80 si ceva de ani, neputand sa munceasca si chestii d'astea. Politistii mereu se luau de el. Pana intr-o zi cand au aflat adevarul. El defapt se ducea in fiecare zi la CEC sa depuna bani. Obtinuse peste 100 de milioane de lei (vechi bine-nteles), avea casa cu nush ce antena, interfon, fara probleme.</p>
<p>Mie nu mi se pare corect. Adica isi putea face banii si din altceva... eu stiu... in loc sa faci o avere din cersit. Imi amintesc ca am fost acum cateva saptamani in excursie si am trecut pe la biserica Antim, Bucuresti. Era la poarta o femeie care cersea, dar avea in jur de 40 de ani...i-am dat bani dar dupa aia... a inceput cu multumirile si cu urarile de bine... numai ca... nu stiam ce sa-i zic! :)) I-a zis un coleg sa-si ia paine sau ceva de genu, dupa care a zis ca nu a baut/fumat in viata ei si iarasi a inceput cu multumirile. Habar n-aveam ce sa-i zic! :D</p>
<p>S-a umplut lumea de oameni care cer bani... unii sunt tigani si stau pe la bariera si se duc la fiecare masina... unii sunt handicapati sau au o problema care ii impiedica sa faca bani de unii singuri... si n-am nimic cu ei. Voi dati bani la cersetori?</p>
