<content:encoded><![CDATA[<p>The European Commission has suspended €500 million in funds destined for Bulgaria because of concerns over persistent corruption and organised crime. Both issues were highlighted in the the lead up to Bulgaria's joining the EU in January last year, during which Sofia promised to tackle the twin problems, but as the Bulgarian Prime Minister, Sergei Stanishev, admits, 'there is a discrepancy between the political will, which is a fact, and the achievement of concrete results.' The Commission is also withdrawing the right of two Bulgarian agencies to administer EU funds.</p>
<p>Brussels hopes these measures will serve as a wake-up call to the Bulgarian government to get its house in order. An earlier draft of the Commission report was even tougher, threatening the suspension of Bulgaria's progression to join both the Schengen area and the eurozone, but this was toned down at Sofia's request. The pressure is really on Bulgaria now to show it can clean up its act, otherwise future enlargement, to take in countries such as Croatia, could be put at risk. I'll be in Bulgaria next week, so I will be asking some tough questions.</p>

<content:encoded><![CDATA[<p>The European Union <a href="http://www.iht.com/articles/2008/07/23/europe/union.php">froze millions of euros</a> of aid to Bulgaria today after reports showed widespread fraud and ineffective management had caused massive waste of EU funds in the newly admitted country.</p>
<p>The move, which many EU lawmakers saw as necessary, calls into question whether or not Bulgaria and Romania were admitted two early. The precedent will also complicate the adhesion of other Eastern European countries currently struggling with corruption like Croatia.</p>
<p>Although action has so far only been taken against Bulgaria, reports have shown Romania is also in the doghouse.</p>
<blockquote><p>The commission also issued a critical report on Romania, where, it said, 70 cases of suspected fraud involving EU funds had been opened between June 2007 and March 2008.</p>
<p>Bulgaria and Romania were admitted to the EU in January 2007, despite serious doubts about their readiness. Because EU heads of government had already given the two nations firm membership commitments, the only option was to delay accession by another year - something policy makers believed would be counterproductive.</p>

<p>In the meantime, support for EU plans to expand membership is ebbing. According to a Eurobarometer poll conducted in October and November 2007 across the EU, 46 percent supported further enlargement, 3 percent lower than in spring 2007.</p>
<p>The stakes are high for Bulgaria, which is slated to receive €6.85 billion from EU structural funds in the 2007-13 budget. The report highlights the risk that some of this will be siphoned off illegally.</p></blockquote>

<content:encoded><![CDATA[<p>Am revăzut zilele astea "Pistruiatul". Revăzut e un fel de a spune pentru că singura chestie pe care mi-o mai aminteam din film era o scenă în care el, Pistruiatul, i-a spus unei tanti "Sărut mâna" cu accent apăsat pe "t", formulare care mi s-a părut la acel moment extrem de ciudată. Până atunci eram ferm convins că formula corectă era "Sărumâna"...spus aşa rapid fără nici o noimă semantică.</p>
<p>Oricum, pornind de la asta mi-am adus aminte, copilandru fiind, de excursia în Bulgaria pe undeva prin '91.</p>
<p>Eram un ţânc de clasa a cincea, supărat rău <!--more-->că revoluţia m-a dat jos din funcţia de comandant de detaşament la care râvnisem patru ani şi pe care am reuşit să o obţin după o negociere strânsă cu un coleg căruia i-am asigurat la schimb postul de comandant de grupă.</p>
<p>Nu-mi amintesc exact contextul plecării dar ştiu că era o excursie de trei zile dintre care două stăteam în Saturn iar în una făceam o deplasare în Varna. Ţin minte că pricipala problemă cu care ne confruntam atunci era faptul că nu aveam voie să schimbăm la vamă decât maxim 6 Leva, o sumă modică (dacă fac bine un calcul era echivalentul a doi dolari pe vremea aia). Având această restricţie, părinţii noştri, având bruma de capitalism primar în sânge imediat după revoluţie, au aflat ei că vecinii noştri Bulgari duc o mare lipsă de Galus (pentru necunoscători, Galusul era vopseaua de ouă sau haine extrem de în vogă la vremea aia...de fapt cred că era şi singura) şi de şosete, aşa încât am plecat noi la drum înarmaţi pânâ in dinţi cu "marfa" pe care urma să o vindem săracilor noştri vecini.</p>
<p>Nu-mi mai amintesc exact cum şi când am ajuns în Varna, dar nu pot să uit coborâtul din autocar într-o piaţă din mijlocul oraşului cu pliculeţele de galus intr-o mână şi teancul de şosete în cealaltă.</p>
<p>Primul lucru care m-a frapat a fost faptul ca tarabele erau pline de vopsea de ouă (am impresia că era undeva in jurul paştelui dar nu bag mâna în foc) drept urmare singura noastră şansă rămăsese la şosete pe care, în mod surprinzător dacă stau să ma gîndesc acum, le-am văndut şi am acumulat fabuloasa sumă de 11 Leva</p>
<p>Înarmat cu o asemenea avere şi cu adrenalina la maxim am dat iama în magazinele bulgăreşti pline de "cubaneze" (din nou pentru necunoscători ...nişte bomboane extraordinare cu gust chimic pronunţat de portocale) şi de gumă de mestecat, pensule de desen de 7 cu capul turtit şi nişte brelocuri excepţionale.</p>
<p>Paradisul a durat puţin şi ne-am reîntors fericiţi, ronţăind de zor la cubaneze şi la gumele cimentate dar cu surprize. După escapada asta, ai mei nu au mai avut probleme câţiva ani de zile cu vopsitul ouălelor şi au visat frumos la stivele de "BT" (ţigări bune bulgăreşti cu filtru) despre care eu le-am povestit că zăceau prin toate rafturile.</p>
<p>Întorcându-mă acum în zilele noastre stau şi mă întreb cum rezistam noi fără să dăm un sms şi cum nu muream fără ultimul Xbox sau Wii. Cum oare ne găseam fericirea în jocul cu gornete printre blocurile comuniste în construcţie şi cum oare ne aţâţam imaginaţia la cursele de gândaci de colorado pe pereţii blocurilor. Si nu aveam nici McDonalds şi nici Danonino să ne crească mari şi sănătoşi....</p>

<content:encoded><![CDATA[<p>Corruption in Bulgaria has led to the suspension of EU aid worth approximately 500m Euros. Announcing the decision Commission spokesman Johannes Laitenberger said the EU was also withdrawing the right of two Bulgarian agencies to manage EU funds.</p>
<p>Bulgaria's PM admitted his country had not done enough to meet EU standards.  In Bulgaria, "the fight against high-level corruption and organised crime is not producing enough results," Mr Laitenberger said.</p>
<p>One of the series of reports published on Wednesday condemns "a lack of commitment to act swiftly and decisively when fraud is identified", and refers to "a strong suspicion of the involvement of organised crime".</p>
<p>Romania was also criticised for shortcomings in its judiciary, including politicisation of cases. The country will escape penalties for now, but its report says the reforms remain "fragile".</p>
<p>The report on Romania condemns parliament for delaying corruption inquiries involving the former Prime Minister Adrian Nastase and other top officials. </p>
<p>While praising the "consistently good record" of Romanian prosecutors, the European Commission notes that in 90% of corruption cases, lenient judges deliver the minimum penalty.</p>
<p>Jacki Davis from the European Policy Centre in Brussels says there is a clear message to Bulgaria and Romania, but also for EU candidates, from Croatia to Turkey.</p>
<p>"Negotiating the terms of your EU membership isn't the end of the story. If you make promises, you have to live up to them. So it's shape up or face sanctions," she says.</p>
<p>This is indeed a turning point in the EC´s attitude to Corruption. For decades it has been accused of ignoring the problem. The change should act as a wake-up call to any recipients of EU funding.</p>
<p>We hope and believe that this may also be a sign of a broader change of attitude towards corruption. Other indicators include an increasing number of companies adopting self regulation policies and codes of conduct, and increasing shareholder pressure for such policies.</p>
<p>Governments that are recipients of aid should certainly hear the alarm bells ringing and make a concerted effort to speed up anti-corruption reforms. But, all countries seeking foreign investment should also wake up to the fact that they stand to loose billions of investment if they do not reform to meet the growing demands of large corporations and investment funds.</p>

<description><![CDATA[I feel like a newbie blogging about the &#8220;na gosti&#8221; phenomenon here, but it really is so ]]></description>
<content:encoded><![CDATA[<p>I feel like a newbie blogging about the "na gosti" phenomenon here, but it really is so wonderful. Basically, as I've mentioned, what often happens is that I will walk by someone's house, they will see me and yell for me to come sit down. First a drink is arranged, then perhaps a salad and cheese, then, if you're lucky, like I was tonight, you got there in time for some fresh bean soup. Then some from the garden fruit. It's glorious.</p>
<p>All that happens in what is probably a minimum of 3 hours and it is filled by anything from relaxing conversation, joking, serious talk, and straight up yelling. It's wonderful.</p>
<p>For me, the frequency of such "na gostis" lately has been a sign of how far things have come along for me here in Kresna. I did that kind of thing all the time in training in Sapareva Banya, but we had really enthusiastic families. In Kresna, after the settling in period, I barely ever, if at all, sat at peoples houses and ate or drank with them. It was kind of a bummer and I really felt like I failed at being social in Bulgaria.</p>
<p>However, the passing seasons have brought warm weather, greater language proficiency, feel for the culture and a familiarity in town. I find myself not able to go more than a block from home without someone stopping me and offering for me to sit or to give me fruits or vegetables. Tonight I worked late so I was planning on cruising my bike down to the restaurant for dinner. After a couple blocks I passed a house who yelled for me to sit down the first time the other day. Well, they spotted me and I was invited for excellent food and interesting conversation that I was mostly able to understand.</p>
<p>The thing that always comes up is people ask me if we do stuff like that in America. Like, "hey, come sit down!" and then sit for hours and have dinner. We certainly do not. I will miss this social element in Bulgaria in a bad way when I'm elsewhere on earth. They really know what's going on when it comes to "na gosti".</p>

<content:encoded><![CDATA[<p>Today the European Commission released <a href="http://ec.europa.eu/dgs/secretariat_general/cvm/progress_reports_en.htm" target="_blank">the monitoring reports on Romania and Bulgaria</a>, foreseen by the "cooperation and verification mechanism".</p>
<p>On the whole, not many surprises: the rough tone that was expected, telling off the two countries for the very small (if existing) progress regarding judicial reform and fight against corruption. This time, Bulgaria is more severely punished, with <a href="http://news.bbc.co.uk/2/hi/europe/7520736.stm" target="_blank">part of its funds being suspended</a>. Romania receives yet another warning but still no decisive measure such as the activation of the safeguard clause or retention of European funds.</p>
<p>What is the Commission’s assessment of Romania? In the usual diplomatic slang, the report notes that Romania presents a “mixed picture”. However, it does not take great further reading to realize which are the predominant shades in this “mixed picture”: although Romania seems to have re-established its commitment to judicial reform and the fight against corruption, the “legal and institutional framework is still fragile” and decisions on (especially high level) corruption are highly politicized. Some progress is acknowledged, but so is the lack of political consensus regarding justice reforms.</p>
<p>In conclusion, Romania still has a (rather long) way to go in fulfilling all the benchmarks set at the time of accession and will continue to be closely monitored by the Commission. A crucial element is the political will to fully implement all the commitments made by Romania when joining the EU; and looking at the Romanian political arena at the moment, this does not seem to be a safe bet.</p>
<p>One can almost hear the sigh of relief in the high governmental offices in Bucharest, at the confirmation of the fact that (1) no safeguard clause will be activated, (2) no funds will be suspended, (3) Bulgaria is considered to do worse and is more harshly sanctioned. <em>'Schadenfreude' </em>and relief, that’s all.</p>
<p>Unfortunately. Now they can happily continue their holidays. They “escaped” this time again. This makes me doubt the effects of such a neutral report. Maybe next time the Commission can act more severely. It is sad, but only a “shock therapy” might make the Romanian political class aware of the importance of fulfilling its commitments and not just indulging in the mere satisfaction of doing slightly better than the neighboring country.</p>

<p style="text-align:justify;">According to Raeva words the congress tourism is one of the most successful tourist branches and our country should stake more on this sphere.</p>
<p style="text-align:justify;">A business tourist leaves few times more money than the ordinary one by his visit to a concrete country.</p>
<p style="text-align:justify;">Round 400, 000 people have visited Bulgaria for business in 2006.</p>
<p style="text-align:justify;">Minimal drop in the amount of this kind of tourists is marked in 2007, but for the first 5 months of the present year, the branch marks raise of 16,6%.</p>
<p style="text-align:justify;">MEP Biliana Raeva pointed out, the development of business tourism in our country is important, but is connected with serious planning and preparing.</p>
<p style="text-align:justify;">That was declared on a seminar in Varna city on the theme ‘Congress Tourism', attended also by the chairman of State Agency of tourism Anelia Krushkova , representatives of the local authorities and experts over the operative programs of EU.</p>
<p style="text-align:justify;">There will be discussed the concrete opportunities for development of business tourism in Bulgaria, methods of attracting investments in the branch and ways of using the EU structure funds resources.</p>

<content:encoded><![CDATA[<p><strong>The European Commission is set to withdraw the accreditation of two Bulgarian agencies and bar them for using EU funds after details of a European Commission report on Bulgaria’s fight against corruption and organised crime will be officially issued on July 23.  Two agencies under the Ministry of Regional Development and Public Works and the Finance Ministry will lose their permits to operate with EU funding under the bloc’s pre-accession programme PHARE. This could deprive Sofia of about €600 million.  Two other agency/programme can meet the same procedure.<br />
</strong><br />
Some average reader could think that some clever crocks have put nice sum in their pockets because the report highlights corruption, organized crime and economical fraud activities in Bulgaria.  Undoubtedly this kind of crimes has happened.  However the question about administration of EU funds is more complex than simple crimes.  I have worked some 15 years with EU projects and would like bring forward some other aspects from fieldlevel of project management.</p>
<p>EU has some 500-800 different programmes from where individual projects can have 10-100 % financing of their costs.  There is some general guidelines, but nearly every programme has also individual regulations, practice and details.  For administration it is huge task to manage, coordinate and implement this puzzle.</p>
<p>EU funding/payment can be delayed or revised e.g. if project manager has offered coffee to participants during training session in one programme when this is allowed with other EU programme.  Also he can make mistake using real exchange course in payment claim when only monthly average course is allowed.  Most projects need own or SME financial contribution but sometimes according  one programme rules it comes from too big company, or company is wrong side of municipal border while implementing regional development project.  In payment claim some costs can be in wrong budget line or project manager has forgot to ask amendment/revision decision from Management Authority to do so.  Some times it is also difficult to interpret if part of project partners´administrative work is its normal development work (uneligible cost) or strictly project development work (eligible cost).</p>
<p>So there is different regulations which are eligible costs in each project depending from which programme main financing is coming.  Many times while programme period changes even the EU officials do not know all details which to apply on the beginning of programme period - how then the project manager or province/state level managing authority could forecast them.</p>
<p>Before mentioned boring details can give picture about bad project management, when similar details occurs with most of the projects one can judge situation as bad programme/EU fund management.  But one can also see, that this kind of details are far away from organized crime scene.</p>
<p>What is crime from my point of view is that most EU officials/Management Authorities are more interested about small financial details than the outcome of programme/projects.  It is possible to keep budget lines, make a perfect financial report where every cent is in right place without any impact on the field.  It is as well possible to implement project with excellent results, superb beneficiary feedback, with many spin-offs and follow-ups which following an insufficient financial report will be doomed as failure.</p>
<p>In accordance of my opinion EU should shift the emphasis of the activity from financial nitpicking to goal orientated approach and the first question from EU officials should be the results on the field.  The priorities could be e.g. following:</p>
<ul>
<li>Is there any sence in proposed Logical Framework of programme/project</li>
<li>What are the results, are they verified and real</li>
<li>How the results were achieved (not to estimate justification of costs but to find best practices for similar cases in other regions/fields)</li>
<li>How much were the costs (to compare relation of results to investment)</li>
</ul>
<p>In case of Bulgaria I do not know how much the question is corruption, organized crime etc. and how much simply problems with applying  complex EU bureacracy  in new member state.  However as taxpayer I would like to see EU concentrating to big lines in real world instead detail hooning between specialists about topics those influence to average citizen are close to zero.</p>

VIS си е Вокално-Инструментален Състав (not group!), изпълняващ упадъчната, според комсомолците от онова време, музика (повечето от изпълнителите продължават да "упадат", е, <a href="http://bg.wikipedia.org/wiki/%D0%93%D0%BE%D1%80%D0%B0%D0%BD_%D0%91%D1%80%D0%B5%D0%B3%D0%BE%D0%B2%D0%B8%D1%87">ритъм-китаристът</a> (и композитор) натвори и други неща през последните 20 години, но само в музикалната култура  – не е пускал наблизо бомби, нито муджахидини).<br />

<content:encoded><![CDATA[<p>So I'm in Bulgaria at the moment.  This won't be a long post, I'm just writing to let anyone who visits this blog know that's what I've been up to.  I'll be back mid-August, and then I go to Princeton at the beginning of September.</p>

<p>Right now there are political shock waves going through the country.  The European Union is poised to release a very critical report about the country.  The report is expected to freeze up to 640 million euros of aid to the country this year, bringing the total of frozen aid to 1 billion euro.  The bad part is that many small businesses have already taken out loans to cover their expenses for their projects (the aid was supposed to reimburse them).  On top of that, the President of the country is being accused of collusion with underworld figures by the European Union anti-mafia group (OLAF), mainly having received illegal funding for his electoral campaign. </p>
<p>But I'm still getting the feeling that the country is moving in the right direction.  Hopefully with external pressure from the EU, the government and judiciary will manage to clean itself up.  Hopefully.</p>

The European Union still prides itself on being a progressive entity capable of projecting eastward]]></description>

<p><a href="http://articuleaza.files.wordpress.com/2008/07/eu_img.jpg"><img class="alignleft size-medium wp-image-51" src="http://articuleaza.wordpress.com/files/2008/07/eu_img.jpg?w=300" alt="" width="180" height="165" /></a>The European Union still prides itself on being a progressive entity capable of projecting eastwards into once inhospitable terrain values and institutions essential for good governance and economic success. But two reports being released this week on Romania and Bulgaria, members since 2007, show how hollow such rhetoric is becoming. Corruption remains entrenched and efforts to counter it are blocked at high level. Bulgaria will <a class="bodystrong" title="www.ft.com" href="http://www.ft.com/cms/s/0/70e9b684-56ad-11dd-8686-000077b07658.html">suffer some penalties</a> but Romania, now the seventh largest EU state, will emerge largely unscathed.</p>
<p>Except for brief interludes of reform, political power has been wielded in the two decades since communism ended by a narrow set of parties and economic interest groups. They comprise a trans-party oligarchy, enjoying a symbiotic relationship with one another and are determined not to be accountable before the law or to be impeded by constraints from Brussels.</p>
<p>Two successive prime ministers, Adrian Nastase, a Social Democrat and, since 2004, the Liberal Calin Tariceanu, noticed that the attention-span of the EU was rather spasmodic as it struggled to absorb 12 new members after 2000. These wealthy and urbane politicians launched numerous action plans and other reform rituals which were essentially just public relations gimmicks in order to satisfy Eurocrats that Romania was busy internalising European norms and values. The elite played off different tiers of the EU’s multi-layered structure, the Commission, the Council and the Parliament and lobbied avidly to secure entry on a minimal agenda of change. Its ace card was its ability to offer contracts for infrastructure projects to companies that enjoyed influence both in Brussels and in the parties that dominated some of the core EU states.</p>
<p>In this way, the EU was gradually disarmed by a calculating local elite well versed in simulating change. Romania became the 27th member of the EU on January 1 2007 with most vital reforms existing only on paper or else promised in the future. The EU had accepted a sham separation of powers making the justice system finally free of executive control. But judges continued to acquit, give derisory sentences or postpone the cases of politicians who come before them on corruption charges. An economy from which the state had extracted itself far more swiftly than in post-1979 Britain remained under the influence of business networks closely allied to most of the main political parties. This unholy alliance is determined to prevent values cherished by the EU, such as political accountability, clean government and active citizenship ever acquiring any real meaning in the Romanian context.</p>
<p>The EU failed to launch a searching appraisal when it become clear after 2004 that Romania would join with the bureuacratic road map known as the <em>acquis communautaire</em> completed but with the country still largely unreformed. Mr Nastase and Mr Tariceanu noted that when the deadlines for implementing targets drew near, Brussels officials, sometime under political pressure or in order to save their own face, were prepared to dilute them. In the year before entry, Bucharest was openly defying the EU by refusing to approve key anti-corruption undertakings. In 2007, Tudor Chiuariu, a 29-year-old justice minister, appointed to disable a prosecuting unit investigating high-level corruption, openly disparaged the EU. Brussels now believes that his replacement by an emollient figure with essentially similar objectives counts for progress in the rocky road to clean up the justice system.</p>
<p>In its defence, the EU said it merely gave Romanian leaders the chance to implement reforms that would result in successful modernisation. The initiative lay with them and the EU’s influence was limited. But this is a rather disingenuous argument. The timetable for entry, particular reforms in the judicial and administrative spheres, the disastrous form of regionalisation through which funds were channelled, the privatisation of most strategic sectors of the economy and the lifting of price controls were all worked out in advance by the EU.</p>
<p>Former communists and rogue capitalists who became extraordinarily rich through manipulating an unregulated economic system after 1989 are among the main beneficiaries of the €30bn in structural funds flowing into the country courtesy of the EU taxpayer. Meanwhile, a huge human exodus of talented professionals, as well as several million manual workers, is causing grave labour shortages and producing a demographic time-bomb. These are the people who made the sacrifices Brussels demanded but whose interests were often overlooked in cosy negotiations with figures who despised the ideals supposedly driving forward EU enlargement.</p>
<p>No arm of the multi-layered EU distinguished itself in relation to Romania although individual figures in the Commission behaved with credit as they saw the train-wreck that was approaching. Perhaps it is due to some of them that the devastating top-secret report on the state of Romanian justice by the experienced Belgian jurist, Willem de Pauw, was recently leaked. The fact that Britain and the Netherlands find themselves isolated inside the EU in calling for tough action against corruption driven from the top in Romania is a crushing indictment of the EU’s inability to stand up for basic standards of governance that are surely indispensable if it hopes to survive as a force for influence in the world.</p>

<p align="justify">Както <a rel="nofollow" href="http://sofia.bg/pressecentre/press.asp?open=10&#38;sub_open=32429&#38;nxt=0">съобщава</a> столичната <a rel="nofollow" href="http://sofia.bg/pressecentre/press.asp">информационна агенция</a>, предоставени са за разглеждане (от 15 юли до 15 август) проектите на планове за регулация и застрояване на всички местности с име, започващо с "Младост". Проектите са изложени в сградата на районата администрация на район "Младост", София.<br />
Проектът за изменение на ПУП се съхранява в сградата на район “Младост”, на ул. <a rel="nofollow" href="http://bgmaps.com/map.asp?sid=9f37cfb37e463f95dedeb9b368695c8a&#38;search=adr&#38;tip=1&#38;city=sofia&#38;str=%F1%E2%E5%F2%EE+%EF%F0%E5%EE%E1%F0%E0%E6%E5%ED%E8%E5+1&#38;start.x=3&#38;x=0&#38;y=0">“Свето Преображение” 1</a> в София.</p>
<p align="justify">В срок до <strong>28.07.2008</strong> се приемат писмени становища. Становищата се адресират до Кмета на Района и се внасят в деловодството на Район “Младост”, на същия адрес.</p>
<blockquote><p>Становищата могат да съдържат: общ коментар; конкретни мотивирани предложения за промяна; доказателства за пропуснати ползи от невъвеждането на други варианти.<br />

Арх. Бойка Къдрева и арх. Лилия Димитрова ще дадат допълнителна информация по време на изготвяне на становищата в Район “Младост” - стаи 215 и 209 , в приемното време – вторник от 13,30 до 16,00 и четвъртък от 10,00 до 12,00.</p>
<p>Становища, постъпили <strong>след 28.07.2008 г.</strong>, няма да бъдат разглеждани.</p></blockquote>

<content:encoded><![CDATA[<p style="text-align:justify;">Recent news from the Bulgarian banking sector confirms what many property investors have known for a while – investment potential in Bulgarian property is one of the best in the world. Not only does capital growth top global rankings, but the Bulgarian mortgage sector is booming.</p>
<p style="text-align:justify;">Data just released by RNCOS – a leading market research company – confirms that the Bulgarian real estate market was the world’s strongest in 2007. The RNCOS report, Bulgarian Banking Sector Analysis, also found that Bulgaria’s mortgage sector is one of the fastest growing in the banking industry with housing loans accounting for one third of all lending products.</p>
<p style="text-align:justify;">The Bulgarian mortgage market may be young, but in its short life it has shown remarkable growth. After liberalisation of the mortgage sector in 2004, the Compound Annual Growth Rate (CAGR) increased by a massive 87% between 2004 and 2007 with growth for the period 2007 to 2010 predicted to be at a similar spectacular percentage.</p>
<p style="text-align:justify;">Bulgarian National Bank figures report that Bulgarians took out over €2.5 billion in mortgages over the last year and home loans now account for almost half the loan total (a rise of nearly 25% over the last 3 years).</p>
<p style="text-align:justify;">Not only has mortgage lending seen a massive hike, but Bulgaria has also experienced a huge increase in mortgage products. “Being able to choose from a variety of products is very important for the property investor,” comments Ken Thorkildsen, Director of Obelisk Private Finance, “and the choice in Bulgaria has improved almost beyond recognition in the last few years.”</p>
<p style="text-align:justify;">Of particular interest to property investors are products for remortgaging and equity release. Equity release amounts have increased by up to 75% of the appraised value, which allows property investors leverage for other products, therefore providing the opportunity to expand their property portfolio.</p>
<p style="text-align:justify;">Interest-only mortgages are also a vital tool in property investment and while these were previously for a maximum of 2 years, Bulgarian banks are now offering interest-only home loans for up to 10 years. “This is a real bonus to the Bulgarian property market,” says Ken. Furthermore, banks have recently reduced mortgage tie-in periods meaning investors who sell their property soon after purchase have less to pay in redemption charges. Some banks have cut tie-in periods to just 3 years.</p>
<p style="text-align:justify;">With increased choice in Bulgarian mortgage options, independent financial advice is more important than ever before. “The investor’s maxim should be to minimise borrowing costs and, at the same time, ensure returns are maximised,” says Ken. “Only a professional financial adviser with up-to-date information can guide you through the myriad of new products available in the Bulgarian sector.”</p>

<content:encoded><![CDATA[<p>*In Bulgaria, cel mai mult mi-a placut la Nessebar, cetate fondata in anul 2000 I.C.  E o statiune-talcioc, cu accente cel putin ciudate, daca te iei dupa pozele cu morti, aflate pe aproape fiecare poarta. La prima n`am zis nimic...o fi murit cineva si, ca la noi, au pus poza pe poarta si un semn de doliu. la a doua m`am abtinut iar, insa de la a treia incolo ma intrebam ce epidemie ciudata a lovit Nessebarul.  Pe urma, dupa ce am mai numarat vreo 20 de poze cu morti, am vrut sa plec, convins ca a venit vremea ciumei camusiene. La un restaurant, l`am intrebat cu jumatate de gura pe chelner ce inseamna fotografiile acelea care iti taie orice pofta de turism. A ras omul si mi`a spus ca e un fel- unic in Europa, zicea el- prin care familiile isi omagiaza "spiritul tutelar" al casei. Una peste alta, la Nessebar ai ocazia de a bea un suc, o cafea sau a manca ceva, inconjurat de fotografii cu morti. Cand ne`am ridicat de la masa ne venea sa zicem ori  "Fie`ne usoara ciorba!". ori "Dormi in pace, espresso bun!"</p>
<p>*Raketii de care se zicea odata ca te ataca in Bulgaria la drumul mare ori au disparut, ori erau in pauza de masa si ne`au lasat in pace. In apropierea granitei cu turcii un politist de frontiera ne`a oprit sa ne verifice actele. Primul instinct a fost sa i le verific eu primul, sa ma conving ca e intr`adevar politist. Al doilea instinct a fost sa`i spun ca pentru un raket arata destul de elegant. Iar mai mult de doua instincte in 30 de minute n`am avut niciodata.</p>
<p>*Taximetristii bulgari sunt la fel cu cei ai nostri de pe la gara de Nord. Intr`o seara iesisem la plimbare si ne`a prins ploaia. Ca sa ne intoarcem la hotel am luat un taxi. Pentru un drum de max 10 minute pe jos catre hotel, ne`a luat omul un tarif triplu si ne`a plimbat in cerc prin centrul statiunii. Dar pe de alta parte, admit ca a fost foarte amabil cu noi.</p>
<p>*Cum mai spuneam, la turci regulile de circulatie sunt ca si inexistente. Intr`o seara trecusem pe rosu la o intersectie. Pe partea cealalta, un politist in uniforma. Ingalbenisem, gandindu`ma ca voi avea de platit o ditamai amenda. Cand colo, agentul pus sa vegheze la respectarea regulilor, ma saluta, imi zambeste si vazandu`mi caciula traditionala turca pe cap, imi zice zambind "Pasa,pasa".</p>
<p>*Cumpar o cutie mare de, pardon de expresie, rahat turcesc. Cand o desfac, constat urmatoarele: marginile interioare aveau circa 3 cm fiecare, astfel ca in toata ditamai cutia erau exact 12 minuscule bucatzele de rahat. De tot rahatul....</p>
<p>*O caciula traditionala turceasca costa in oras 4 lire (3 euro). In bazar, vanzatorul imi spune, vazandu`ma ca ma intereseaza una:"`cause you are my fruiend I`ll givit to you a very good price. Only ten lira!" Ii explic "prietenului" ca in centrul Stanbulului e la 4 lira si ca oricat de turist as arata, nu prea imi vine sa dau 10 lire pentru ceva ce valoreaza 4. La care turcul "Bine, m`ai convins, prietene. Pentru ca te vad un om de treaba, am sa las de la mine. Da`mi 5 lire si e a ta!" Ii explic iar ca 5 lire e mai mult decat 4 in orice sistem numeric din lume si ca daca vrea sa mi`o vanda cu 4 (desi eu sperasem s`o iau cu 3 , ca doar de aia era Grand Bazar acolo), o iau. Pana la urma, cu un gest sfasietor, de zici ca si`a rupt de la suflet ce`i era lui mai drag, mi`o lasa la 4, cu conditia sa mai cumpar ceva de la el. Astia sunt turcii. Made for business.</p>
