<title><![CDATA[La PSD - Payment Services Directive. Seconda puntata : alcune definizioni di base]]></title>

<p>Veniamo in questa seconda parte a spiegare le principali definizioni (ex Art. 4) adottate dalla PSD, che, come vedremo, ben poco si distanziano dai concetti basi che descrivono le più semplici operazioni bancarie.</p>
<p>Ancorché sia difficile organizzare una tassonomia della PSD, quanto cercherò di illustrare in questo articolo sono le definizioni (anti-tassonomicamente) elencate nella normativa, ponendole in relazione non gerarchica bensì funzionale.</p>
<p>In linea con il titolo della direttiva, iniziamo dunque con il significato di Servizi di Pagamento:</p>

Si noti la presenza del nuovo soggetto <span style="color:#ff0000;">ISTITUTO DI PAGAMENTO</span>, abilitato ad erogare Payment Service, di cui tratterò in apposito articolo.<br />
In merito a quest ultimo soggetto, va ricordato che la direttiva prevede un'istanza derogatoria ove venissero riscontrate ed accertate alcune particolari condizioni.<br />
Dei contenuti di cui alla deroga nonché delle condizioni verificabili, non entro nel dettaglio, poiché non ritengo sia questa la sede più idonea, riservandomi tuttavia di rispondere separatamente ad eventuali richieste di approfondimento.</p>

<p>Da quanto analizzato, appare chiaro che buona parte della terminologia impiegata nella PSD, "evoca" scientemente un linguaggio, cui coloro che si occupano di automazione bancaria (o più in generale di Sistemi Informativi Bancari) avranno di certo riconosciuto.</p>
<p>Non è certo l'affermazione di nuove definizioni, quanto semmai la declinazione delle stesse in un contesto normativo nuovo, aperto a nuovi soggetti quali i Payment Institutions, che permea la direttiva comunitaria 2007/64/EC.<br />
Dalla disamina di un quadro normativo siffatto, appare evidente come la trasposizione della PSD nei modelli nazionali di ogni stato membro, abiliterà nuovi soggetti non bancari all'esercizio (ancorché sotto un regime prudenziale) di servizi di pagamento, che un tempo erano "territorio" delle banche.</p>
<p>Nelle prossime puntate, affronteremo più in dettaglio l'Istituto di Pagamento ed altri aspetti salienti della direttiva Europea.</p>

<p>The <a href="http://lists.squeakfoundation.org/mailman/listinfo">Squeak mailing lists</a> have recently seen a surge of interest in getting videos published to help explain Squeak and Smalltalk to developers coming to the language and environment for the first time.</p>
<p>In response to this <a href="http://methodsandmessages.vox.com/">Randal L. Schwartz</a> has set up a <a href="http://www.vimeo.com/groups/squeak">new Squeak Smalltalk group on vimeo.com</a> to allow Squeakers to easily upload and share their <a href="http://www.vimeo.com/groups/squeak/videos">videos</a>.</p>
<p>Videos can be a great way to help people quickly pick up a lot of complex information, which makes this an opportunity for Squeakers old and new to help promote Squeak. If there are any topics that you think would suit a short video, why not try recording one and publishing it? If you're the developer of a powerful Squeak developer tool, and you're amazed that no-one seems to use all of its functionality, this would be a great way to expose all of those features in a compelling way.</p>

<p>Konbanwa minna !!! hehe okies this is my fourth tutorial and why am i doing this ??? because it is hard to find sunset tutorials and i just love the view of it ^^ so okay lets begin ~~~ i would not be teaching the basics anymore because it is in my previous tutorials ^^. I am still an amateur but this is my own style &#62;.&#60; so please dont kill me T.T im still new</p>
<p>Always check the modes and brush opacity that i set if you want too XD</p>

<p>Open a new blank document at the size about <span style="color:#993366;">700-800 --width, 720--height</span>.    Background color leave it <span style="color:#993366;">white</span> ^^</p>
<p>Create a new layer and name it<span style="color:#993366;"> gradient</span>. Set the mode to <span style="color:#993366;">multiply-- opacity and fill at 100%</span></p>

<p>the selection of colors can be made yourself but i had chosen mine by combining the warm colors.</p>
<p>open up the selection of colors for the gradient by double clicking the bar *points at the color bar at the top*</p>
<p>here are the colors used from first to last ( left to right ).</p>

<p><span style="color:#993366;">Purple----#871776, second purple ----#a7098f, third purple---- #a7098f</span></p>

<p>Drag your gradient as you wish but remember that it must be on your <span style="color:#993366;">Gradient  Layer</span>. Check your gradient settings before you drag it downwards. We want a little brown at the top . Mine turned out like this *points below* it doesn't need to be exact ^^ but do it till you're satisfied XD</p>

<p>Here is the fun part ^^ We are gonna start to use brushes provided by artist / people to make our job easier and to have the nice effects. The pros may know how to do the clouds nicely or do it themselves but im a newbie and had my own way XD . Name the <span style="color:#993366;">Layer Cloud</span>.<br />
Cloud Brushes are from deviantart and i do not claim them as mine all credit will go to the creator for the cloud brushes XD. You can search through deviantart as there will tons of cloud brushes available for your use. Play with the clouds and use various of them.</p>

<p>We will start to use <span style="color:#993366;">lower opacity brushes</span> to give the effect better. Just adjust the opacity of your brushes on the new layer named <span style="color:#993366;">Cloud 2</span> . You might not notice any difference but there is.</p>

<p>Lets add a little <span style="color:#993366;">white</span> on a new layer named <span style="color:#993366;">Clouds White</span> using the various brushes again ^^</p>

<p>Lets do the sun setting shall we ( start a new layer named <span style="color:#993366;">Sun Setting</span>) I placed the sun at the center but you can place it anywhere you want XD</p>
<p>I used<span style="color:#993366;"> orange colors</span> and later on added in the blending options on the Sun layer *points below* you just have to right click the layer and select blending options . Just use a soft round brush ( like the airbrush )</p>
<p>I selected<span style="color:#993366;"> outer glow opacity at 10%</span> adjust it again on what you like.</p>

<p>Go back to your <span style="color:#993366;">Cloud layer</span> and do the same adjustments as<span style="color:#993366;"> step 7</span> ( the <span style="color:#993366;">blending options</span> part ). The reason why i left this out earlier was so that you can compare if you want to add this effect or not.</p>

<p>Time to work on the water. The way i do my water is different than others is because i do not want it to look usual but unusual XD so shall we start ? Go to your <span style="color:#993366;">Gradient Layer</span> and <span style="color:#993366;">Erase</span> the bottom part. You can use a big eraser so no worries ^^</p>

<p>This is important XD Make a <span style="color:#993366;">new layer</span> set at the mode <span style="color:#993366;">multiply below the gradient layer</span>. Meaning in between the original background layer and the<span style="color:#993366;"> Gradient layer.</span> Use a <span style="color:#993366;">light blue color</span> and color it roughly like what i did but do not ever erase the outer edges *points below* see the effect which gives it almost as if there are mountains at the back from a far range ?</p>
<p><span style="color:#993366;">dont use the airbrush mode but a solid brush</span>. From here on things are gonna get complicated and messy ^^</p>
<p><span style="color:#993366;">Color used for the water base is  --- #4962fc</span></p>

<p>To create the water darker i begin a <span style="color:#993366;">new layer</span> named<span style="color:#993366;"> Water 2 </span>mode in<span style="color:#993366;"> multiply</span>. Once again use a <span style="color:#993366;">solid brush</span> and various tones of blue and roughly do it here and there. I used a light tone of blue and moved on to a darker one. Just brush it anywhere.</p>

<p>On the same layer take the <span style="color:#993366;">smudge tool</span> and start smudging the unfinished water XD lol just have fun with it and take your time ^^ i randomly did mine &#62;.&#60;</p>

<p>Lets add some other <span style="color:#993366;">warm colors</span> on the water ^^ examples like <span style="color:#993366;">pink, red , orange, yellow,beige,purple, dark brown, and white</span> are all mixed inside it. Just randomly do it again( <span style="color:#993366;">like step 12</span>) but this time on a<span style="color:#993366;"> new layer named Pink Etc Water</span> with the mode in <span style="color:#993366;">Normal</span> by using the <span style="color:#993366;">hard brush</span> again. The thing different is to set your brush at a<span style="color:#993366;"> lower opacity</span> and the colors are focused at the<span style="color:#993366;"> center</span>.</p>
<p>use different shapes of the<span style="color:#993366;"> smudge tool</span> to get your effect. I got mine this way *points below*</p>
<p>When you are done use <span style="color:#993366;">Filter--&#62;&#62; Blur--&#62;&#62; Gausian blur at about 1.5-3 pixels</span>. Depending on your liking</p>

<p>Once again i go to <span style="color:#993366;">deviantart</span> to find brushes for better effects i do not claim the water brushes as mine, credit goes to the maker / artist ^^ This time i search for water / sea brushes. Start on a<span style="color:#993366;"> new layer called Pattern</span> with the mode as <span style="color:#993366;">normal</span> and when you have had the brush use a <span style="color:#993366;">large scale one about 663-800 px.</span> Try not to make it too obvious as in a bright white. We just want some light effect on the water. <span style="color:#993366;">Lower down the opacity</span>.</p>

<p>This is the simplest part  name your <span style="color:#993366;">new layer White Lines</span> and the mode would be<span style="color:#993366;"> Color dodge</span> XD just grab a small brush at the size of<span style="color:#993366;"> 3 Px</span> and start drawing flowly lines like what i did. Do it on which ever flow you think is nice ^^ Once you are done with the lines open up the <span style="color:#993366;">blending options</span> for that layer. Select <span style="color:#993366;">Outer Glow - opacity 63% , Spread - 1%, Size -4 px.</span> You can leave the default color as it is.</p>

The brush i am using came along with the <span style="color:#993366;">sea brushes</span> ^^. Now all you need to do is to use the brushes at the <span style="color:#993366;">edges</span>. *check your brush opacity* Do not mind about it touching the outside picture because we want that effect. So there is no need for any erasing to be done.</p>

<p>Coloring with just the brush can never give you the smoothest texture of the skin. Now I'm going to teach you how to use the 'Opacity' function to determine the color of your skin, whether you want it to be darker or lighter.</p>

<p>Next, you want to shade certain parts of the skin. Unlike pencil and pen, you can't rely on hand pressure to give you the best shades. You have to rely on selecting the right color to blend in with the original skin and the same time give it a realistic shade. Here's how you can do it...</p>
<p>Note: Remember, create shades at the at the right direction. The character I'm using now is wearing a hat. So the layer of shades should be beneath the hat, around the forehead to suggest the light's direction. Also, shades should be used around the arms and neck line to give it a 3D impression.</p>

So coloring ahead without holding back is what you should do. Because cleaning it up is much easier. Let's get on, shall we?</p>

<content:encoded><![CDATA[<p>Once I realized the altered book was just too big - and that I was far too ignorant of even the basic methods and techniques necessary to produce something on that scale that would be meaningful and satisfying to me, I decided I needed to scale back. I'd try making just a single page.</p>
<p>Then I found out about <a href="http://www.artist-trading-cards.ch/" target="_blank">Artist Trading Cards</a>, or ATCs, and that seemed like the perfect way for me to take some baby steps and do some small experiments in methods, techniques and materials. For me, these are "artist training cards".  :-D</p>
<p>Here are my first attempts. They're modest, but they're a start. I had fun making these, and I like that they are simple, easy to do, and can be done sometimes in as little as an hour.  Some of the details didn't seem to scan well - (there's thin white script on the black bars).</p>

<content:encoded><![CDATA[<p>Seems like everyone is buying a motorcycle. For sure, beginner bikes are hard to find around Austin these days, and if you can find one, be ready to pay more than blue book on it.  For example, I originally thought that I would buy a 250 cc bike of some sort. But, nay, there wasn't a 250 cc or 500 cc bike on craigslist the week I decided I was going to do it. There were listings for them, but when I'd call the owner would say they had sold it the day it listed.</p>
<p>That actually worked out for the best, because I bought a 650 and I'm pretty much ready for a bigger bike. Which will probably be the topic of many posts to come as I start shopping for the next one.</p>
<p>And on the subject of beginner bikes, don't think supply is any different if you want to buy a new one. About a month ago, one of the guys I met in the motorcycle safety class had to wait a couple weeks for his Rebel to be shipped in. Now I'm hearing it takes closer to a month to get a 250 Rebel. (Hint — buy Honda stock before the second quarter earnings release. Plus, they have all the cars with great gas mileage.)</p>
<p>And beside all the beginner size motorcycles being bought up, the motorcycle classes around town are booked up for months. I ended up having to wait three weeks, take the class on Memorial weekend, and drive to Buda. A friend of mine had to wiat about a month and drive to Hutto.</p>
<p>One bike I did see listed today was one I surely would have bought when I wanted a 250. It's the Venox 250. Beautiful bike that looks a lot bigger than it is. I wonder if I can find a bigger one from another maker that is similar?</p>

<p>I want to commute places, and I want to compete in triathlons. Apparently, I need two bikes, not just one.</p>
<p>So on the one hand, I just need a bike to get me from my house to Whole Foods, the coffeeshop, and possibly downtown when it's not 700 degrees outside.</p>
<p>But on the other hand, I'm thinking I might start training for a triathlon. As a former college athlete, I'm sure I can do it. But I think the rest of the people I've consulted on the best bike are a little TOO sure I can do it ... they all think I need some amazing road bike that will make me super fast. I mean, I like being super fast, don't get me wrong here, but I'm not even sure I'll like competing in triathlons. I run all the time and I hate racing, so what's different about triathlons?</p>
<p>Nonetheless, I dutifully went to Jack and Adams, where a (very attractive) dude talked to me a little bit about racing bikes, fit me for one, and set up an appointment for me to come and get properly fitted/test out a bike/take a bike out for three days for a test ride.</p>
<p>I come back and spin around on a bike, they consult about my ridiculously long legs and short torso, and I end up on a 56 (cm? inches? I don't know!) Felt bike ... retailing for a cool G (that's $1,000). So much for practicing commuting! I'm not locking up a thousand dollar loaner bike outside the grocery store! So I go for a ride to the Blockbuster to return a movie--no leaving the bike involved. It goes well, but I do go REALLY FAST. Downhill, it's a little scary, but exhilarating too.</p>
<p>The next day, I go for an hour-long ride, like my dude suggested. Despite the fact that I'm wearing a highly unflattering pair of padded biker shorts from 1999, my first sit on the bike is nearly impossible: my "sit bones" are bruised beyond belief. I spend the first five or six blocks gingerly easing myself into the seat while propping myself up on the pedals. Oh, and the pedals! "Tennis shoe clips," while good for speed, are not for the faint of heart or uncoordinated. I spend at least four spins after each stop trying to get my foot into the dang clip.</p>
<p>While biking down the sidewalk on Lamar (is that illegal? biking on the sidewalk?), I decide I should check out the Pease Park trail. As I turn my nose down the hill to the gravel trail, I flashback to a bike accident I suffered on the hike and bike trail when I was 8 or 9--a chunky scar on my knee still pays homage to biking too fast on gravel. As I'm realizing what a bad idea this is, on my skinny road racing tires, the back tire spins out and I abort the mission. I jump off the bike.</p>
<p>Then I rode the bike home. I think she's just too much bike for me to handle right now ... I'm not comfortable with the rules of the road and dynamics of biking just yet. So I take the lovely Felt back to Jack and Adams, they don't pressure me at all, and tell me they'd love to let me test ride another bike, or help me figure out what would work better for me.</p>
<p>So while I still haven't checked out Mellow Johnny's or Freewheeling, I can see why all my biker friends insisted that I go to Jack and Adams first. While it's admittedly a little intimidating for newbies like me, they are beyond friendly, no-pressure, and they really just love and want to promote the biking community. The first dude who helped me said to me, "We don't care where you buy your bike. We just want to get you fitted properly, and get you into the community. If you find a bike cheaper elsewhere, get it!" Then he grinned at me and said, "Just come to us for everything else."</p>

<p>Patience, enormous patience. No exceptions. Intellectually you know this. Cause and affect. I have three sons. Wonderful young men. But, at times I have done my best to undermine their self-esteem and trust. The only explanation, that is the bedrock of a poor explanation, is that I was self absorbed and consequently too selfish to truly focus on the little person beside me. Yes, I expended just enough energy to set them up with a rig, but of course as happens, they ran afoul of snags, line twist, loops, tangles and branches. My response was impatience to what should have been the clearly inevitable result of turning ones back on a little guy. In time, they improved but there was an edge to them. What edge? A nervous edge. An edge from fear of disappointing me or worse angering me. Did I hit them? No. But, you don't have to. A look, a tone, body language, spoken words do the deed. Several embarrassing events took place over time that I am truly ashamed to recount. Too embarrassing and paint me for what I was: selfish. These lessons in cause and affect spill over into their future life....don't ever doubt it. </p>
<p>Thank God...no dancing around it...thank God I woke up. I love my sons and have reflected upon how easily we can influence them for better or worse. I write this to tweak someone, anyone, who is so self absorbed or possibly self aware enough to know they have done harm...fix it! It won't happen right away. But, it can happen and a few, 'I love you's' and hugs will go a long way to repair the strains and set you upon a good course. The progression I used aside from showing patience and love was as follows: shore side folding chairs, treats, small rods and reels, power bait, casting for them and letting them reel in the catch, making it all about them, keeping it relaxed, pictures of them. Then later, teaching them to cast spinning reels and casting bubbles with a short leader and fly. Slowly reeling and hooking fish. Developing confidence in a fly (Renegade, Elk Hair Caddis, Adams). This took 3-4 years. When I fished, I fished alone. I spent time with them and then only focused upon them. Only several years later did I place a fly rod in their hands and by now I was much more patient. All my sons are excellent flyfishers. I don't take credit for some great success. I only constantly reflect upon how easily we affect our children. With all the other negative influences out there that wage war on your child's development, don't be anything but a positive bulwark against those negative influences.</p>
<p>Fathter and son. Fishing partner and friend. It is there for a brief time. Maybe longer if lucky. Reflect upon how special it is. Of course, this equally applies to our little girls...our daughters too. But most prominently our sons are our canvas. How will your son treat his son, daughter, girlfriend or wife? Patience, enormous patience.</p>

<content:encoded><![CDATA[<p><strong>Aikido </strong>is often described as more of a defensive <strong>martial art</strong> since its techniques and lessons are there for you to avoid or resulting from difficulties. On the contrary, aikido techniques are very powerful and efficient.</p>
<p>Basically there are four levels of technology in Aikido training. These are the katai refers to the basic training and is intended for the construction of the basis of body movements and breathing; yawarakai the traits of the defendant to steer attacks and securing movements to take control of the attacker or a situation which <strong>no-ki-nagare</strong> which includes training the defendant to defence or counter-attack by merging his movement with the attacker before the latter makes contact, and the ki is the absolute Aikido technology and includes establishing a connection of KI or spirit from the defender to attacker .</p>

So I want to make it interesting I am going to share some tips on photography for beginners. If anyone has a questions I will try to answer them the best I can.</div>
<p> I went from my Canon <span class="blsp-spelling-error">EOS</span> Rebel film camera, which I miss, to my digital camera. My digital doesn't have all the things that my Canon did, but, it's digital and it seems that's where the world has gone. Soon, I will be able to invest in a Canon Rebel Digital. This is a great camera! It went everywhere with me.</p>
<p> I'm not a magazine writer, book writer, but someone who has been there and had to learn everything on her own. I did start with class at a junior college, but that's all I needed along with an eye for detail, balance, and creativity. I took this picture of a friend of mine during my time in junior college. I developed the film and used the dark lab to develop it. It was fun. I enjoy B&#38;W more than color. It has character!</p>

<content:encoded><![CDATA[<p>So, in my struggles so far (which, to tell the truth, haven't been many) one thing has stood out as something that I'm having more problems with than anything else.  And that issue is with the crazy "key" (if you can even call it that) that bagpipes are played in.  If you have any training in music at all, the chanter sounds dreadfully out of tune.  I tried tuning my practice chanter (which involved much moving the reed up and down in the seat) to my guitar tuner.  That is a big NO-NO.  The pipes, even when in tune to themselves and/or other pipes, are NOT in tune with the rest of the instruments of the world (and quite probably, the rest of the instruments in the entire universe).  You can attempt to make them so, through a mind-numbing exercise of raising and lowering the different reeds and taping off holes on the chanter, but you can only get close to something resembling concert pitch.  At any rate, that's just for the whole stand of pipes--people just play the practice chanter out of tune as a regular course.  I posed the question to the bagpipers Yahoo group I just joined and one lady responded with some very good advice, which I've chosen to make the title of this blog: <strong>"don't let your musicianship interfere with your piping."  </strong>I've decided to turn off my 'ears' and toss what I've learned about music theory into the junk drawer in my mind and just learn the pipes as if I'm starting completely over.  If you are interested, <a href="http://cityofoaks.home.netcom.com/Bagpipe_Tuning.html" target="_blank">this site </a>has an informative examination of bagpipe key &#38; pitch. </p>
<p>I've been slowly accumulating some interesting and worthwhile links to bagpipe related sites that I'll put down here for my own and your reference.</p>
<ol>
<li>Second to none, Andrew Lenz's <a href="http://www.bagpipejourney.com/" target="_blank">Bagpipe Journey </a>pages.  A real must have favorite bookmark for beginners.</li>
<li>Another very informative site for beginners - especially ones still on the fence about starting such an undertaking, is Oliver Seeler's <a href="http://www.hotpipes.com" target="_blank">Universe of Bagpipes</a>.  Also quite fascinating are pictures of bagpipe making plans from 1908. </li>
<li><a href="http://www.bobdunsire.com/" target="_blank">Bob Dunshire's </a>site - where the Bagpipe Forums are, as well as scads of other informative and awesome bagpiping stuff.  I'm in the forums under the handle 'AveryB'.  If you ever actually get through the thousands of bagpipe links on those pages...well, you're a better man than I, that's for sure!</li>
<li>A good site for getting additional fingering exercises and seeing some videos of fingerings in action, Lindsay Davidson's "<a href="http://www.teachyourselfbagpipes.co.uk/indexenglish.htm" target="_blank">Teach Yourself Piping E-school</a>".  This site has been very helpful until I hook up with the band.</li>
<li>Highly organized and easy-to-understand, Steve MacLeod's <a href="http://qanda.themacleods.net/qanda/" target="_blank">Bagpipe Questions and Answers </a>pages.</li>
<li>If I haven't already included in another post, the <a href="http://launch.groups.yahoo.com/group/bagpipers2/" target="_blank">Bagpipers2 group </a>in Yahoo Groups.  Very friendly, encouraging, and helpful folks on that list--links, music and photos from the main page as well.</li>
<li>Finally (for now) the <a href="http://www.suspipesanddrums.com/" target="_blank">Susquehanna Pipes and Drums Band</a>.  This is the band I'm hoping to play with.  I'm going to meet up with the Pipe Major on Saturday at their performance in Shrewsbury, PA and meet some (all?) of the other members.  The Pipe Major seems like a super-nice guy.  He wants me to bring my pc and play for him (YIKES!) on Saturday when I meet them.  I'm looking forward to it!  (wish me luck!)</li>

<p>There are bazillions of other helpful bagpipe sites out there.  These are just a few that have been above average helpful to me as I'm just getting started.  Many sites are for the intermediate or advanced player...few break down the information into pieces small enough for a noob like me to grasp.  These are the best few I've found so far.  Happy surfing...I'm off to practice now.</p>
