Texas adopts 'Blue Alert' to be used when officers killed

Texas is following Florida's lead by launching a statewide Blue Alert network — a technological program similar to the Amber Alert that will be used to help find suspects accused of killing or seriously hurting police officers.

Gov. Rick Perry announced the program's launch Monday. The technology, which takes effect immediately, will allow information about a wanted offender's vehicle to be rapidly broadcast across the state on computerized traffic signs and in media alerts.

Often time the justification for not activating too many AMBER Alerts is the public will be desensitized. So apparently Legislators need only to change the name or purpose for that not to happen.

For the Rilya Alert System to work, parents of missing children should immediately contact their local police department to file a report and request that their child be entered into the National Crime Information Center Missing Person File. Once the report is filed, parents should immediately contact the National Center for Missing and Exploited Children (NCMEC) which serves as a liaison between law enforcement and the community. Parents should then contact Peas In Their Pods by calling 516-333-9882. Peas In Their Pods will then contact local news stations and radio stations to have the missing child’s information broadcasted. This broadcasted information is known as the Rilya Alert.

Why the new system?

“The founder of Peas In Their Pods, Janice Lowery, was frustrated that the abducted, African American children were not receiving an adequate amount of media attention,” said Gaetane Borders, president of the organization. “Ms. Lowery felt that starting Peas In Their Pods was a calling from God.”

The purpose of the Georgia based Peas In Their Pods is to spread awareness about the number of African American children who are reported missing every day and to make sure that they do receive attention from the media. With help from the creator of the Amber Alert, the organization produced the Rilya Alert System.

It was images in 2004 of Carlie Brucia, 11, being abducted from a Sarasota car wash and news of her murder that finally had an agent with the Florida Department of Enforcement saying enough is enough, Forbes reported.

The agent formed a new kind of task force to deal with missing and kidnapped children called the Child Abduction Response Team or CART.

The force is made up of dozens of specialists whose only job is to find missing children.

"Forty-four percent of the children that are abducted by a predator are killed within approximately one hour," Palm Bay police Maj. John Blackledge said

Blackledge is part of Brevard County's CART unit.

"In many cases of a missing child where there is malicious intent and where they've been abducted by a predator, it is highly likely we will find that child either alive or dead within one or two miles from the original point that they have been abducted from," Blackledge said.

Statistics also show that 74 percent of children were killed with in three hours of their disappearance, 91 percent were killed within 24 hours and 99 percent were killed within seven days, Forbes reported.

The CART team was successful in the discovery of a Winter Garden girl who was abducted in 2004, Forbes reported. Her abductor, Brent Mackinder was arrested and convicted.

In 15 of 19 times the CART team has been activated, they have been successful in finding a child they said would have been killed otherwise.

"Minutes make a difference," Blackledge said. "Minutes may save a life."

Caylee Anthony has not been seen by her mother or the rest of her family since June 9th. Her mother, Casey Anthony, claims that she dropped Caylee off at a baby-sitter's apartment on June 9th, and that she has not seen her since. She apparently has made little or no attempt to explain when she discovered that her daughter was missing or what she has done to try and find her. It turns out that the apartment that Casey claims to have left her daughter at has been unoccupied for several months. Currently, authorities have Casey Anthony in custody, and they are doing everything possible to find her daughter, Caylee, despite the mother's apparent unwillingness to help. Some reports are suggesting that Caylee is probably dead, and that her mother, Casey, borrowed a shovel the night that Caylee went missing. Other reports suggest (and the young girl's grandmother seems to agree) that Caylee is probably still alive, and that her mother knows who she is with.

If you have any idea where Caylee can be found, or what might have happened to her, please contact your local authorities, who will, I'm sure, be happy to pass along the information to authorities in Florida. Also, please tell anyone and everyone that you know about Caylee's disappearance, and maybe someone will spot her or know something. She could be anywhere, really, as police have released no information concerning her possible whereabouts, so please keep an eye open even if you live far from Florida. A two-year-old is probably not able to tell anyone that she is not where she is supposed to be, and she might not even know that something is wrong.

The program's champions say that its successes have been dramatic. According to the National Center for Missing and Exploited Children, more than 400 children have been saved by Amber Alerts. Of the 17 children Massachusetts has issued alerts on since it created its system in 2003, all have been safely returned.

These are encouraging statistics - but also deeply misleading, according to some of the only outside scholars to examine the system in depth. In the first independent study of whether Amber Alerts work, a team led by University of Nevada criminologist Timothy Griffin looked at hundreds of abduction cases between 2003 and 2006 and found that Amber Alerts - for all their urgency and drama - actually accomplish little.      Source: www.boston.com

Mistakenly, most parents assume an alert will automatically be issued should their child go missing. In fact, less than 500 AMBER Alerts have been issued nationwide in the history of the alert system. Some states, Alaska and Vermont only recently activated their first ever alerts.

The goal is not to compete with the AMBER Alert system but to compliment it by providing information to volunteer groups, national child-protective organizations, and local and national news media so searchers can find a missing child as soon as possible whether or not an alert is activated.

So what does that mean? Simply, there is no centralized AMBER Alert registry for your child so that an alert can be activated. You can however proactively register with the Child Alert Center which could shorten the time needed to collect your child's vital information. Authorities still have to collect the child's information and determine if their disappearance meets the criteria. Every successful AMBER plan contains clearly defined recommended activation criteria.

Summary of Department of Justice Recommended Criteria

• There is reasonable belief by law enforcement that an abduction has occurred.
• The law enforcement agency believes that the child is in imminent danger of serious bodily injury or death.
• There is enough descriptive information about the victim and the abduction for law enforcement to issue an AMBER Alert to assist in the recovery of the child.
• The abduction is of a child aged 17 years or younger.
• The child’s name and other critical data elements, including the Child Abduction flag, have been entered into the National Crime Information Center (NCIC) system.

AMBER Alerts are issued for abducted children when the situation meets the AMBER Alert criteria. When a child is missing, law enforcement can act swiftly to help recover the child, by developing search and rescue teams or by bringing dogs to the scene to track the scent. AMBER Alert is only one tool that law enforcement can use to find abducted children. AMBER Alerts should be reserved for those cases that meet the AMBER criteria.

Overuse of AMBER Alert could result in the public becoming desensitized to Alerts when they are issued.

Most state's guidelines adhere closely to Department of Justice  (DOJ) recommended guidelines.

Note: Ninety percent of the 311 AMBER Alert recoveries have occurred since AMBER Alert became a nationally coordinated effort in 2002.

Amber Alert! Get ready for war

In spite of reassurances from the Washington talking heads and policy wonks that the U.S. is not about to launch an attack on Iran, or countenance an Israeli strike, the Sunday Times has the real scoop:

"President George W. Bush has told the Israeli government that he may be prepared to approve a future military strike on Iranian nuclear facilities if negotiations with Tehran break down, according to a senior Pentagon official.

"Despite the opposition of his own generals and widespread skepticism that America is ready to risk the military, political, and economic consequences of an airborne strike on Iran, the president has given an 'amber light' to an Israeli plan to attack Iran's main nuclear sites with long-range bombing sorties, the official told The Sunday Times.

"'Amber means get on with your preparations, stand by for immediate attack, and tell us when you're ready,' the official said. But the Israelis have also been told that they can expect no help from American forces and will not be able to use U.S. military bases in Iraq for logistical support."

It seems, however, that the Israelis have already been using U.S. bases in Iraq to train for the coming attack. There have been denials all around – from the Iraqis, the Americans, and the Israelis – but both the Iraqi media and the Israeli media have reported, as the New York Post put it, that "Israeli warplanes have been flying over Iraq and landing at U.S. bases there in preparation for an attack on Iran." The Iraqi Web site Nahrainet reported Israeli fighter jets have been in rehearsals, so to speak, for their much-anticipated strike at Iran, flying at night over Jordanian airspace and arriving at U.S. air bases in Nasiriyah in southern Iraq and near Haditha in western Anbar province.

The Israelis, in concert with their amen corner in the U.S., have been engaged in a propaganda blitz targeting Iran's alleged nuclear weapons program, the whole point of which is not to pressure the Iranians into backing down, but to force the U.S. to take action in lieu of the Israelis going it alone. Why fight if your big brother is willing to wage the battle? To that end, the Israelis are taking aim at Washington, rather than Tehran, in a full-scale political assault that shows every sign of succeeding where it counts – in the Oval Office. The Times cites a top Pentagon official:

"It's really all down to the Israelis. This administration will not attack Iran. This has already been decided. But the president is really preoccupied with the nuclear threat against Israel and I know he doesn't believe that anything but force will deter Iran."

Translation: The U.S. will not be the first to attack Iran, but it may well join in once the Israelis get things started. Laura Rozen, writing in Mother Jones, reports that a parade of Israeli officials – including Israeli Defense Minister Ehud Barak and IDF Chief of Staff Gabi Ashkenazi – is due in Washington over the next two weeks to impress upon the Americans the urgent necessity of taking military action. Rozen spoke to neocon superhawk David Wurmser, former adviser to Vice President Dick Cheney on Middle Eastern affairs, who said:

"'Ultimately, my gut tells me that most of the administration on most levels would push back very hard,' on Israeli pressure on Washington to authorize it to strike Iran, Wurmser added. 'What those in the administration who don't want Israel to act probably won't want is for it to be taken to the highest level. They would always be afraid that [the president] might not be so tough on the Israelis. If the Israeli [government] really intends to do something, they would go to the highest level without a lot of people knowing.'"

They may have gotten to the president already, as Rozen reports:

"A former Pentagon intelligence official who spoke with Mother Jones also alleges that Meir Dagan, the chief of the Israeli intelligence service, the Mossad, held secret meetings with officials in the White House on Wednesday. Neither the Israeli embassy nor National Security Council would comment on whether Dagan had been at the White House."

This is really the crux of the matter: George W. Bush. Reckless, more radical than most of his advisers, and now dangerously fixated on his "legacy," he is more determined than ever to leave his lasting mark on the Middle East and the world – and, given that the Constitution has been abandoned, and a single man can take us to war without the consent of Congress or the people, an apocalyptic departure from office seems more likely than not.

As in the run-up to the Iraq war, the prelude to this far greater conflict is marked by attempts to circumvent what one Bush official disdainfully referred to as "the reality-based community" and "stove-pipe" the Israelis' analysis of Iran intelligence into the White House. Our own National Intelligence Estimate, compiled by the CIA and a raft of other intelligence-gathering outfits, says that the Iranians abandoned their nuclear weapons program years ago and they aren't anywhere near weaponization of their nascent nuclear capabilities at the present time. The Israelis beg to differ, and they are stating their case to Bush in person – whispering in a presidential ear that has been unusually receptive to them in the past.

Wurmser gives the odds of the Israelis attacking Iran before Bush leaves office as "slightly, slightly above 50-50." If that happens, then it is only a matter of time – a very short time – before the U.S. is involved in a large-scale conflict with Iran that will send oil prices skyrocketing past $300 per barrel and bring the world economy to a screeching halt. Not only that, but war with Tehran will upend the American political landscape and give John McCain more than a fighting chance to beat frontrunner Barack Obama.

In this context, the Israeli pressure for military action can be seen as a direct attempt to influence an American election that, so far, is not going to their liking. Obama has openly stated that he favors negotiating with the Iranians, which is what the Israelis fear most. How better to eliminate this possibility than by tying Obama's hands the moment he gets into office? With the U.S. already engaged in hostilities with Iran, negotiations will be off the table – and the Israelis will be off the hook.

The Telegraph reports that Israeli Prime Minister Ehud Olmert recently told one of his closest friends that "in three months' time it will be a different Middle East." Yes, and also, perhaps, a very different America…

Although the details haven't been released about a 10-year-old who was allegedly abducted by a 32-year-old local man, it has sparked more than a bit of fear in the hearts of parents around the region who have always known the Valley as a safe reprieve from the violence of big cities.

Ken and I are most definitely among the parents wondering how we can better protect any and all tiny people from predators.

This terrible event has made us look very hard at the resources currently out there to help ensure children are more safe and - in the case of abduction - our children are easily, quickly and safely found.

One remarkable local resource is Street Smart Kidz, run by local dad Steven Baird.

He has compiled an outstanding collection of resources, along with his own wisdom, for parents to tap into and arm themselves against the ugly of the world.

Another great tool, created by Nanaimo moms Cathy Aniceto and Michelle Bigg (thanks for reminding me of these, Marieke) is the Vital ID Wrist Bands. These cool wrist bands contain vital contact information and details about allergies or medical conditions.

We are our children's protectors.

It's sad that we have to take such steps. But, please do so.

My plans today were to choose a good book, put on some good, smooth, mellow jazz music and do absolutely nothing! To lose myself for a good long while...forget about any and everything that caused me to think deeply about stuff. Before I could even get in position to do some serious "nothingness", I made the mistake (born purely from habit) of turning on the television to watch some daily news. The first story on was about the 12-year-old girl from Vermont (Brooke Bennett) that was found murdered, and that her uncle (Michael Jacques) had been detained as a person of "interest" in the case. Having children myself, I could only imagine what the parents must have been going through. I (like most I'm sure) offered prayer for the family, friends and others...hoping the pain and suffering they surely must be feeling, would ease and (in time) subside. The more I watched, the more I began to see this case (so much for my not wanting to think deeply) as a pattern of increased sociopathic behavior that seems on the rise in this country. According to the U.S government , approximately 800,000 children have been reported missing each year since 1990, of which 56% are recovered alive and 40% were killed. These unresolved cases simply increase the amount of the missing children each year expediently, causing more families (like Brooke's) endless days, weeks, months and years of torture, anguish and (at times) constant pain (physically, emotionally, psychologically, spiritually).

If one looks at the statistics of missing/abducted children with scrutiny they will see disparities began to become apparent. Black (African American) children are not being reported (or listed) at the same levels as white (European) children (Latino missing children bear mentioning, but, weren't the focus). Approximately every 40 seconds a child is abducted in this country (NCMEC). Of those between 33-45% are African American Children (NPR, SOC, Essence mag.). It has been reported by some that only 17% of these ever have any media attention given to their case...that many of these become "Children of the Lost" indefinitely. When one explores the various websites and organizations created to fight this plague on our nation; The National Center for Missing and Exploited Children, Polly Klass Foundation, Americas Most Wanted, Stop Family Abductions Now, etc. and simply views listings of missing children on the pages, these facts seem to be true. At the very least, due to the lack of Black children's faces listed (in proportion to the 1/3 unaccounted for), it would seem (to this writer) that further investigation and/or consideration would be given towards studying the merits of these facts.

Some lay and civic leaders have said the racial differences are made apparent at the beginning of the process for reporting a child missing or abducted. One such leader (pastor Charles Williams) has said that some of the vehicles used to help find missing children are being used incorrectly. Programs like the Amber Alert system were created to help assist law enforcement, acting as agents on behalf of the families who's children are missing, by distributing detailed information about these children to media outlets nationwide. The purpose and concept being; if the entire community knows who the missing children are, this will increase the possibility (and probability) of a positive outcome. In order for an Amber to be issued, the circumstances surrounding a child's disappearance must meet specific criteria:

(a) a belief an abduction has occurred

(b) child in question must be under 17

(c) authorities must believe imminent danger exists

(d) information about the victim and abductor must be sufficient enough to help law enforcement in the recovery process

(e) the missing child's name must have been entered into the NCIC (national crime information center) computer.

Initially, when an Amber alert was issued for Brooke (the day after her disappearance), authorities weren't sure if she had been abducted at all. They didn't know if she was in danger (since all they had to go on were online communications between her and someone on her myspace page asking to meet) and, although they had enough personal information about Brook, they knew nothing at all about her possible abductor story. The sad irony is, a video of Brooke with her uncle (the one now under arrest for her murder) is the last piece of evidence authorities have of her alive. This let them know that she was somewhere other than where she was suppose to be...and, with a known, documented sex offender story (the video was uncovered after the alert had been issued). Brooke's father also said there had been some problems concerning the myspace page in question (one he helped her create but later took down), which, although no conclusive evidence existed, may have contributed to her disappearance.

Compare this with the case of Cleashindra Hall

Clea (as she was known by her family and friends) left home in 1994 for her clerical job with a local dentist in Pine Bluff, AR. at approximately 8:00 a.m. She called her mom (as she often did) to check in. She was never seen or heard from again. The dentist (Dr. Larry Amos) said that she left the office around 8:30, but that he didn't know whom she'd left with. Even though the family, friends and authorities considered the Dr’s statements questionable, he was never officially a person of interest in her disappearance. To all that knew her Cleashindra would never have taken off and not let someone know her where a bouts. She was valedictorian of her graduating class (slated to give the commencement speech two weeks after her disappearance) at Watson Chapel High School, excited about attending Memphis State University in the fall in order to become a pediatrician, she was very active in her church, her school band and choir and considered a well rounded, solidly grounded young lady. Clea's mother (Mrs. Laurell Hall) was never able to get any national attention brought to her disappearance (then or now).

Now, the purpose of this post is not to diminish the magnitude of this tragedy, nor was it an attempt to minimize the obvious level of anguish felt by all who knew this beautiful life ended far too soon. It's intent is to simply spark discussion and thought. Our thoughts and prayers are with the families, friends, agencies and all others that were directly (or indirectly) involved in the search for this and other missing and/or abducted children. May this be a problem whose end is on the horizon?

If a child is kidnapped, there’s an alert. If a tornado has formed, there’s a warning. However, there are no warning systems for escaped carnies, Latter Day Saints followers or Lost Ogle writers.

While the Oklahoma Silver Haired Legislature fights to bring the Silver Alert to Oklahoma, other notification systems should be created.

In the tradition of the AMBER Alert, here are ten alert systems that would benefit Oklahoma:

If a senior citizen is kidnapped or lost, many states that aren’t Oklahoma can issue a Silver Alert.

This alert is similar to an AMBER Alert, except it is rarely used because most wandering senior citizens don’t believe they are lost.  If they are lost, they’ll stop for directions. 

If lost senior citizens are found by authorities, they can’t be held against their will since they are legal adults.

Most senior citizens believed to be missing are usually found speed walking through closed malls.

The Oklahoma Silver Haired Legislature has pushed Oklahoma to enact the Silver Alert since 2005.  Unfortunately, the OSHL only meets once every two years.  The meetings normally follow this pattern:

• 5:00 a.m. – Read minutes from two years earlier, under the condition the person who took the notes is presently alive.
• 6:00 a.m. – Discover most of their elected officials are dead.
• 6:10 a.m. – Discuss who else has died.
• 7:00 a.m. – Take meds.
  
• 7:05 a.m. – Nominate new officials.
• 8:00 a.m. – Announce to the room, “I can’t hear a thing,” “What are you talking about,” or “You’re not my son.”
• 9:00 a.m. – Vote on new officials.
• 9:30 a.m. – Count votes.
• 9:45 a.m. – Throw out Florida-type hanging chad votes and start over.
• 10:00 a.m. – Break for lunch at Golden Corral’s early bird lunch buffet.
• 11:00 a.m. – Resume meeting. 
• 11:05 a.m. – Read pre-lunch notes to determine what happened between 5 a.m. and 10 a.m.
• 12:00 p.m. – Vote on new officials.
• 12:30 p.m. – Count votes.
• 12:45 p.m. – Throw out Florida-type hanging chad votes and start over.
• 1:00 p.m. – Take a nap.
• 2:00 p.m. – Break for dinner at Furr’s early bird dinner buffet.
• 3:00 p.m. – Realize bedtime is three hours away.
• 3:05 p.m. – Adjourn meeting.  Plan to meet in two years.

 Unless senior citizens can find more free time to meet, or quit dying at their current rate, the Silver Alert will never pass in Oklahoma.

BROOKFIELD- Vermont State Police issued this state's first Amber Alert on Thursday afternoon as they searched for a missing 12-year-old girl from Braintree.

Brooke Bennett was last seen at 9 a.m. on Wednesday when her uncle dropped her off at a Cumberland Farms in Randolph. At 9 p.m. that night her grandmother reported her missing to the State Police barracks in Rockingham. After searching throughout the day Thursday, police issued an Amber Alert, a national all-points bulletin for a missing child, around 5:15 p.m.

Update 07-02-08    Police say missing Vt. 12-year-old's body found

Nothing makes me more ill than the thought of someone being so vile, as to turn an innocent child into a sex pawn for their own gain. What kind of person wants not just to hurt another person, but to ruin the moral fiber down to their core? What kind of monster would break a child? It makes my skin crawl to know that there are those out their profiting off of this type of activity.

The Justice Department's sting focused on the following cities: Atlanta; Boston; Dallas; Detroit; Houston; Las Vegas; Los Angeles; Miami; Montgomery County, Md.; Oakland, Calif.; Phoenix; Reno, Nev.; Sacramento, Calif.; Tampa; Toledo, Ohio and Washington. Now I hope they broaden their scope and continue on with their persecution of these vile human beings and rescue more children, who've either run away or been thrown out by their families. No child, no matter what problems they've caused or dealt with, deserves this.

I read in People Magazine today at the salon about Elizabeth Smart and was so happy to read she has a happy ending. Most kids don't have a moderately semi happy ending, and she's in the minority. She's now trying to help those in her shoes, those abductees that are brought back home trying to find some normalcy in life. Thank the Lord for her miraculous survival skills and will to press forward.

In reading this I ask you for two things: Pray for the runaways and throw away children and teens in America and abroad...because some are shipped to other countries. And pray for the F.B.I and any government organization in their efforts to infiltrate these types of cells.

One of my good friends here in OKC, is traveling to Cambodia in July on a rescue mission for children sold and trapped into sex slavery. Please pray for her traveling mercies, and the children she comes in contact with. Pray for her safety even though she assures me she's only dealing with the children, who are already rescued and need to be cared for.

She's involved in the operation that will care take these children to help them learn what true Christian unconditional love is - an innocent, clean, releasing love that isn't anyway dirty...sexual....or evil. She's basically going to be deprogramming these children, who are forced into the sex trade as early as infants, to show them a motherly love vs. sexual abuse.
