El poate sa fie facut de partide, printr-un sistem de alegeri interne, sau de stat, printr-un set de bariere la candidatura. Garantia asta financiara nu e un pas mare, dar e un pas spre un astfel de sistem. Am mai propus unul chiar eu: o limitare legata de proprietate.

Regula proprietatii - fiecare candidat sa faca dovada existentei unei proprietati in circumscriptia in care candideaza

Duritate? O varianta dura ar fi ca fiecare candidat sa faca dovada ca detine o proprietate care este resedinta personala in circumscriptie. Parca insa doar detinerea unei proprietati e mai ok...

Durata? As zice ca minimum ar fi un ciclu electoral, adica 4 ani de proprietate. Sincer as zice ca 8 sau 10 ani e o idee mai buna.

Relevanta? Ar fi o dovada minimala a unei conexiuni a candidatului cu circumscriptia si cu alegatorii. Ar duce la o oarecare responsabilizare.

Potentiale probleme? Cu actualul sistem mixt (altfel nu stiu cum sa-i zic) e o problema legata de candidatii care sunt alesi prin redistribuire nationala. Pentru ei conexiunea conteaza mai putin si relevanta unei asemenea masuri scade. Ramane totusi o initiative cu potential.

Pe moment ma intereseaza ceva mai mult cursa electorala din SUA decat ce se intampla prin Romania. Si observand forta pe care niste "sprijiniri" o au cand e vorba de un candidat ca Barack Obama ma intreb de ce politicienii romani nu alearga dupa sprijinul unor figuri proeminente din categoria muzicii, teatrului, filmului, televiziunii, stiintei sau chiar a politicii? Sa fie vorba de separarea dintre politica si persoana care exista in Romania? Sau de faptul ca un sprijin acordat public este echivalat la noi cu implicare politica si arunca persoana in cauza in malaxorul acuelor de tipul "tu esti acu cu liberalii"?

Ma intreb insa: are cu adevarat "imperiul mediatic" capacitatea de a face din PC un partid dorit intr-o alianta? Reformulat: are media o capacitate atat de mare de a influenta alegatorul roman?

Citeam, si nimic nu m-ar bucura mai mult decat sa imi aduc aminte unde, ca doar 10% dintre alegatorii care se prezinta la urne hotarasc catre cine va merge votul lor in perioada campaniei electorale propriu-zise. Tind sa presupun ca nici media din Romania nu are o influenta mult mai mare. Motiv? Simplu... tonul pe care media abordeaza problemele de natura politica este unul care nu "convinge" ci care cel mult "de-construieste". Din punctul meu de vedere in cel mai bun caz un astfel de ton va contribui la "votul" de a nu merge la vot. Am interogat aseara cercul meu de cunoscuti (toti tineri, destul de middle class, fara interes masiv pentru politica dar toti votanti cel putin odata incepand cu 2004) si nici unul nu si-a modificat alegerea la vot din cauza mass-media. Unii dintre ei si-au modificat parerea despre anumiti actori, dar nu alegerea.

In lumina celor spuse mai sus: cat de mult conteaza trustul de media cu blazonul PC? Din punctul meu de vedere nu suficient pentru ca un partid ca PNL sau PSD sa tracteze PC in Parlament...

Nu am masina. Nu intentionez, in viitorul apropiat, sa imi cumpar masina sau sa conduc. Taxa auto nu a fost, prin urmare, un subiect de mare interes pentru mine. Sper ca noua taxa, care e mai de mediu, sa fie corect administrata de Ministerul Mediului pentru a reimpaduri bucati sanatoase din Romania si sa nu ajunge suma de baza pentru campararea de noi masini de lux pentru Agentia Nationala pentru Mediu. Recunosc ca nu am destule date si nici disponibilitatea sa le caut pentru a ma pronunta relativ la legalitatea sau echitatea taxei.

Am vazut in sa la Realitatea TV o initiativa, cu numele "Taxa lor, blah blah", care spune ca Realitatea sprijina eforturile oricaror romani care incearca sa recupereze de la Guvern sumele platite in contul taxei auto. Sa va spun de ce mi se pare excesiv...

In calitate de cetateni delegam treaba (grea) de conducere a comunitatii politice din care facem parte unor reprezentanti. Oameni politici. Le delegam puterea de a institui taxe si de a aplica diverse mihloace, unele coercitive, pentru a obtine de la noi valoarea acelor taxe. Se presupune ca ele vor fi folosite pentru "mai binele" unei majoritati a celor care platesc taxe.

Reprezentantii introduc o taxa tampa/nepopulara/prost contruita/abuziva/excesiva. Cetatenii vizati considera ca ea nu este adecvata si ca nu le va aduce plus valoare plata ei. Ce poate un cetaten sa faca?

- sa prostesteze prin nesupunere civica - adica sa nu plateasca taxa, sa sufere pedeapsa statului pentru nesupunere, sa mearga in Justitie, sa atraga atentie si, astfel, sa creeze o presiune cetateneasca si mediatica masiva care sa duca la modificarea deciziei anormale luate de reprezentanti;

- sa protesteze fara nesupunere civica - adica sa plateasca dar in paralel sa lanseze actiuni (Justitie, petitie, asociatii) care sa duca la modificarea taxei;

Dar cetateanul are la dispozitie o arma mai puternica decat cele de mai sus. O arma pe care o poate folosi indiferent daca eforturile de mai sus pentru abolirea unei taxe instituite de reprezentanti au sau nu au succes. Arma este, bineintele, votul. Aplicat la alegerile generale cu scopul de a scoate de la guvernare si de a trimite in lunga opozitie pe acei reprezentanti care au introdus taxa considerata de cetatean abuziva.

Salut eforturile in Justitie ale unor cetateni romani. Sunt insa sigur ca prea putini dintre noi vor folosi insa arma cea mai importanta a cetatenului. Votul la alegerile parlamentare din 2008...

Ma deranjeaza insa ca ei nu pot sa adopte o atitudine prin care sa puna interesul cetateanului pe primul plan. cetatenul nu e deranjat doar de nameti. Cetateanul e "deranjat" si "linsajul" mediatic de rigoare, care poate sa acopere o stire altfel importanta. O scuze scurta si demna nu costa. Nici macar nu te face sa pari slab ci te face sa pari interesat de soarta celui cu care discuti...

Cititi stirea de la BBC si, daca exista, vreau sa aud de un politician roman care isi cere scuze sau si-a cerut scuze...

EDIT1: Recitesc si imi dau seama ca nu am fost foarte clar. Politicianul britanic isi cere scuze, in primul rand, pentru situatia create, pentru scandalul generat si nu atat pentru chiar ceea ce a facut (e discutabil daca e sau nu greseala lui). Eu vreau sa vad de la politicienii din Romania mai multe astfel de scuze legate de situatia generata, de tumultul existent...

Avand in vedere ca sesizarea initiala a presedintelui se referea la lista aceea suplimentara, nencesara pentru a "umple" numarul parlamentarilor in cazul in care un singur partid ia peste 50% dintre voturi, mi se pare foarte greu ca legea sa fie armonizata cu decizia Curtii Constitutionale. Structura interna a proiectului Pro Democratia depinde de acst mecanism, pentru ca proiectul in sine prevede existenta unui numar de colegii uninominale egal cu jumatate din numarul reprezentantilor alesi. In conditiile proiectului nu vad ce alt mecanism ar putea sa fie folosit pentru cazul in care un partid ia peste 50% din voturi.

Are cineva vreo idee despre ce se va intampla mai departe?

Avantajele partidelor:

- folosesc resurse mai putine in campanie si in afara lor, fie ca e vorba de oameni/idei/bani/programe/actiuni directe/informatie;

- au parte de rezultate predictibile, pentru ca voteaza in principal votantii deja fidelizati si clar simpatizanti de un partid sau altul;

- partidele isi partid sa stagneze, sa nu depuna efort pentru a castiga electorat nou din grupul (mare) al celor care nu voteaza.

Dezavantajul cetateanului:

- intra intr-un cerc vicios: partidele si actorii politici sunt tot mai putin interesanti, prezenta la vot scade, partidele devin tot mai sterse, cetateanul are parte de tot mai putine optiuni, prezenta la vot scade si tot asa.

Solutie pentru cresterea prezentei si implicit diversificarea ofertei actorilor politici? As raspunde rapid: educatie si informare. Problema? O astfel de solutie isi produce efectele in timp...

Asta-i motivul pentru care am propus ideea de vot obligatoiu, destul de contestata...
